Abstract

Development with demography perspective put population as the central point of development, i.e population as both object and subject of development. In the autonomy era which focus on participative development pattern and put local wisdom in the front is fit the paradigm of development with demography perspective. However, there is a question emerge related to implementation of paradigm of development with demography perspective with respect to economic and social condition of Balinese community. Analysis is done based on published secondary data related to economic and social condition of Bali population such as income and income differences among areas, prosperity level, population distribution among areas, shifting of population composition according to ethnicity, and tendency of unemployment rate. Based on the analysis the solution is recommended related to an effort of mainstreaming paradigm of development with demography perspective. The result shows that the great differences of population per capita income between Northern part and Eastern part of Bali development areas, and Southern part of Bali development areas reflects that several population problems has not been integrated properly in development planning. Indication of such an imbalance is also pictured from the size and percentage of poor population, population density, and also unemployment rate. There is a tendency that the high unemployment rate is direct to population mobility pattern. Population mobility flows original from northern and eastern part of Bali development areas (especially Buleleng and Karangasem regencies), experience relatively high unemployment rate, so does Southern part of Bali development area. Improvement of implementation of development with demography perspective requires importance of population data quality improvement. Musrenbang can become an enhancement of participative development planning from the bottom and put local wisdom in the front.

Abstract

High rate of population growth causes population problems to be huge problems that should be solved; ifdon’t’ there will be “Population Bomb”( Paul R. Ehrlich,1968). Factors affecting the rate of population growth afterconducting analysis with quantitative and qualitative descriptive research approach and statistical analysis and publicregulation theory by Edward III; in which the research object is in all Regencies/City in Bali. The rate of populationgrowth determined by the change of population dynamics as well as: fertility, mortality, and migration in BaliProvince. The rate of population growth is much higher than the national rate of population growth. Although theacquired bonus demography, in which Total Fertility Rate (TFR) has been decreasing from 2,5 to be 2,3 per womenhowever the Mortality Rate is still above one percent and migration rate level in the area of Sarbagita is very higheven reaches more than 4 percent. The effort of controlling the population through Keluarga Berencana (FamilyPlanning) is still stagnant, as the consequences of the weakness of the government regulation implementation.

Abstract

High population growthled to a scarcity of arable land in Indonesia. During 1963-1993 periods, farmer households have increased 1.77% i.e, almost three times than the extend of agricultural land. Soe, the land that is held by the farmer households were not only decreased in its size, but also increased in its inequality. Furthermore, this phenomenon encouraged the existence of share cropping contract. Sharecropping contract is an old institution that was known since Babylonian era ( ± 2300 BC) and still showing controversial issues related to agricultural productivity. Certainly, the institution that was born in along history of mankind could not be easily change, however some modification should be conducted along with the implementation of recent agricultural debelopment programs. The objectives this study was identify the change of sharecropping contract on rice farming along with development of economy in Bali which was also stimulated by development of tourism and to learn weather or not sharecropping contract was contra productive in terms labor used and farming performance. This study was conducted at the subaks area, three within and three others of tourism area. The population was classified into three group, owner-cultivator, non-kinship-sharecrpper, kinship- sharecropper. Farming intensity was measured by the indicator of the used of labor and inputs, whereas farm performance will be evaluated by land productivity and farm income. This study reveals that the more developed economy within a region, the better sharecropper’ s bargaining position. Furthermore, kinship-sharecropping contract was as not bad as the general opinion that is not agreed to sharesropping contract. Labor utilization and farm performance both in kinship sharecropping were consistent with enforceable contract that is led to optimizing input allocation. From the view points of owners-sharecropping relationships it was indicated that the owners held control upon the allocation of farm inputs.

Abstract

Negative impact of Cilmate change as current environmental issues could not be avoided. Climate change causedloss especially for agricultural sector. The purposes of research: 1) to mapping and identify flooding area, 2) toestimate negative loss of climate change to decreasing of farm production and farmer income. This study used quantitative approfach to estimate probability loss in agricultural land. Tool of analysis tomapping and identify the vulnerable area relied on Geographic Information. Spatial data would be needed in thisresearch to give information about the area. Economic valuation would give result value loss of production causedof climate change impact.Result of data analysis showed that most of regencies in Karesidenan Surakarta have vulnerable area of flood. These regencies were Kota Surakarta, Kabupaten Sragen, Karanganyar, Sukoharjo, and Klaten. The other regenciessuch as Boyolali and Wonogiri could be classified as less vulnerable to flood hazard. Based on economic valuationgave result that 36.72 percent to total of agricultural land vulnerable toward flood and 24.55 percent to total ofagricultural land vulnerable toward drought.

This research uses secondary data from 2007-2013. This study uses data collecting non-participant observation. The analysis technique used is path analysis. Based on the analysis found that the number of people who work andinvestment positive and significant impact on economic growth. Economic growth is positive and significant effecton the unequal distribution of income. Meanwhile, the number of people working and investing no significant effecton inequality of income distribution.
