Abstract

This article discusses the nexus between ICT and transparency in local governance in Southwestern Nigeria. There appears to be little or no attempt at investigating the role of ICT usage in transparency in local governance in Southwestern Nigeria. This article takes this as a point of departure. The article relies on primary data sourced through mixed approach method of administering of questionnaire on local council ICT officers, registered voters, local community and youth leaders and key informant interview of officers of ICT non-governmental organisations. For the Quantitative design, 418 respondents were administered with questionnaire while 18 key informants were purposively interviewed. Data were analysed using SPSS; correlation co-efficient analysis using tables, while the interview responses were presented using content analysis. Results showed a positive correlation of +0.421 between ICT and transparency in local governance. The study concludes that local governance will better be enhanced through relevant ICT tools in rural communities.This article discusses the nexus between ICT and transparency in local governance in Southwestern Nigeria. Abstract

The administration of government is certainly very influenced by bureaucracy which is an instrument or an organization that helps in realizing or implementing a policy that has been previously set. The open selection is the process of filling in a position by opening a selection to all those who have the competency or ability determined to fill a certain position. This study is aims to analyze the open selection for echelon II Officials both in Yogyakarta Province which is Sleman Regency. The method that used in this study is a qualitative approach which did the depth interview with several stakeholders that involved. The result of this study are the selection mechanism conducted in Sleman Regency in 2017 lasts 2 times and all of them have referred to the applicable regulations and most importantly have implemented a merit system. In the selection implementation the position was carried out by a selection committee formed based on recommendations from KASN (Commission Of The State Civil Apparatus). The involvement of political officials in this case the regent in the open selection process only exists after the selection committee has issued 3 names that have passed. However, the involvement of political officials is positive because it considers the results of the selection. This is also because the Regent will cooperate with one of the 3 names to realize the vision and mission that has been set.Keyword: Open selection, Echelon II, Promotion.

Abstract

The long clamor of the Moro people, an Islamized group in southern Philippines, is not only a clamor that has been systematically ignored but one that is left unresolved and often politicized. This has led to a series of disappointing legal attempts to better the underdeveloped Muslim region through the failed experiment of decentralizing financial resources and political power. In light of this, the paper aimed to analyze the system-rooted social closure that the case of the Autonomous Region of Muslim Mindanao reflects. It is analyzed in the lens of the systematic exclusion apparent in the compiled statistical data from the Philippine Statistical Authority and other scholars. Also, social closure is analyzed by looking into the usurpationary activities undertaken by Moro armed groups to gain access from resources; political and economic. The paper is a qualitative explanatory study which provides an analytical lens to the secondary data gathered from government websites of the Philippines and from scholarly reports and published studies. It was confirmed in the study that the Moro People are socially excluded and some are supporting if not affiliated to the Armed groups fighting the government for a better autonomous region, some even for an independent state for the Moro nation.

Abstract

The involvement of three pillars in tourism management, namely the government, society and the private sector is very important, this is called collaborative governance. Recently the center of attention is the exotarium or mini zoo Jogja. Jogja Exotarioum or mini zoo and education center is an educational tourism park that displays knowledge about animals. Jogja exotarium offers a variety of animal rides equipped with various facilities, such as children's swimming pools, fishing ponds, children's tubing, fisheries education, livestock education, agricultural education, outbound training to café and restaurant and spot selfi for visitors. The method used in this study is a qualitative method in which one of the research procedures that produces descriptive data in the form of speech or writing and the behavior of the people observed. Data collection techniques carried out are by way of in-depth interviews with each of the stakeholders, namely the government, the private sector and the community. Besides this, it is also supported by secondary data such as regulations, journals, books, and others. The results of this study indicate that the role of each stakeholder in the management of Jogja Exotarium education tours in Sleman Regency is the government as a control over education tourism management, the community as employees, and the private sector as the tourism manager. The process of collaborative governance in the management of educational tourism with 5 indicators used to measure collaborative governance is good, but the collaborative level carried out is still the beginning, which means harming the government, because the government has not been able to interfere too far in managing the tourism. Even if you have shared the risk and there is government involvement in implementation, it will benefit the government.

Abstract

The purpose of this research is to analyse and examine the effect of total budget, opinion of financial performance, corruption perception index, and performance accountability on the budget absorption in the Government Institutions. It is an associative-causal research. This research includes 66 government institutions which have complete dataset for research variables. The data were the secondary data in the form of financial publications of the government institutions in Indonesia. The hypotheses were tested with the multinomial linear regression analysis. The results of this research showed that, simultaneously, total budget, opinion of performance, corruption perception index, and performance accountability affected the budget absorption in government institutions. After the research was conducted and it was analysed statistically, only one variable were highly significant to the accumulation of budget absorption that is opinion of performance of a government institution.

Abstract

The poor representation of women in nearly each policy-making facet of life is a universal matter. In the entire world, women are represented in government in poor ratio to their entire populace. A component of representative democracy is that irrespective of gender, all people have equal prospects to partake in the political arena. In elective points, better representation of women of power is a matter of fairness and parity. Yet, representation of women in many parliaments is often limited. Democracy cannot embellish without a rational representation of women in the parliament, which is the most influential organization of democratic states. The analytical structure of this study undertakes that the presence of women in parliament does not inevitably turn into the functional picture rather it is a result of organizational, sociological and institutional facets. This has failed to make an effective impact on the representation of women in Parliament in a particular political situation. Therefore, the issues that impede or enable women?s representation in elective points differ with the issue of socioeconomic progress, culture and the form of political arrangement. The author has taken a modest endeavor to disclose about the significant matters linked to women?s poor representation in Bangladesh Parliament.

Abstract

This paper explains the results of studies and information on the application of New Public Management (NPM) in Indonesia in the field of transportation (the case in Bandar Lampung). Finding New Public Management is applied not only in countries with high levels of prosperity but also applied in countries with levels similar to the conditions in Indonesia. Apart from deficiencies in the implementation of regional autonomy, the application of NPM in the management of local government in Indonesia has a positive impact on several matters, more trapped performance of accountability of government institutions and moratorium and early retirement policies for civil servants who do not qualify as an effort to improve efficiency and the productivity performance of local governments, which in turn will improve the quality of public services. The creation of partnerships between the public and private sectors or public-private partnership (PPP) has now become a standard concept in the local government environment. The concept of Trans BRT, Bandar Lampung BRT as the first in Indonesia to operate without government subsidies is a new thing in Indonesia. The strong desire and passion of the City of Bandar Lampung and transportation stakeholders in Bandar Lampung to create convenient urban transportation.
