Abstract

This article discusses about various important aspects of public services, particularly in the urban areas. The author critically analyses the quality of public services provided by municipality government from various aspects. On the basis of his analysis, the author argues that accountability, responsibility, accessibility and efficieng are among other important indicators which should be applied to measure the qual0ty of public services.

Abstract

In any organization, institution or any institution would be expected an increase in career path foreach employee or employees who are on it. Career development and promotion is not based oncompetence and performance but rather on the DUK (Listings Sort ranks) and even sometimes basedon nepotism. Career civil servants who do not clear their determination is not supported and otherfactors that deserve consideration in determining an employee's career, the PNS will automaticallymove up and studied them on a regular basis every two years and received regular salary increases.Data collection methods used in this study were: 1) Observations and interviews conducted in each ofthe personnel involved in the activities of Employee Career Planning System, 2) Study of literatureintended to get a design plan based on the theory that there is a career in Human ResourceManagement; 3) Focus Group Discussion (FGD). The results obtained in this study that the civilservant career planning system that fits the context and needs of Klaten is oriented on the competenceof employees. Career planning system was developed under the provisions of current legislation.

Abstract

This article discusses the rise of new public issues and their implication on social conflict inflicted by the rapid growth of gated community in Sleman District. These new public issues include economic problems, accessibility, social and environmental problems. Through the methods of observation and in-depth interview, it is found that the rise of the new public issues triggers conflicts when meeting two following requirements: (1) Both communities are unsuccessful in establishing an agreement to resolve new public issues, and (2) There is no local government intervention to overcome the new public issues of gated community. This article has two objectives: conceptually, it supports the new publicness theory stating that publicness may arise from the privacy sphere, while at the same time complete the fact that the rise of new public issues can cause social conflicts when meeting the two preconditions. Based on the findings in this study, two suggested recommendations include, first, both communities need to build intensive communication and create joint mechanism to avoid social conflict; second, the commitment and active role of Sleman government are required, particularly to eradicate the rents of licensing-bureaucracy and to improve close supervision in the field, so that new licensing processed will not instigate new public issues that can trigger social conflicts.

Abstract

Although there were controversies over the implementation of transmigration program, the program are still in need either for national or local interest. Social-environment context which always changes have demanded reinventions toward the program and the institutionalization of transmigration. The betterment of the program and institutonalization by applying regional approach and administrative democratization is become necessary. Therefore the support for nation building will be strengthened as well developing partnership mechanism in program management that will result in the attainment of the program goal.Kata Kunci : transmigrasi, mobilitas penduduk, kelembagaan, demokratisasi administrasi

Abstract

Evaluation is important to improve the performance of both state apparatus and government agencies. Within government secor in Indonesia, DP 3 is applied as a tool to evaluate the performance of government apparatuses regardless its weaknesses. Efforts have been made to develop better instruments. Performance evaluation model of STPDN, BKD of Central Java Province and that of the State Minister for The empowerment of State Apparatus are part of effort. Abstract

Tujuan penelitian ini adalah untuk menganalisis pelaksanaan records management dan archives administration di Universitas Gadjah Mada (UGM), Universitas Negeri Yogyakarta (UNY), dan Universitas Pembangunan Nasional Veteran Yogyakarta (UPN VY). Penelitian dilakukan dengan mengkomparasikan hasil kegiatan pengelolaan arsip dari tahun 2016-2018. Melalui pendekatan kualitatif dengan model studi komparasi, penelitian ini bermaksud menggali informasi mengenai praktik kelembagaan arsip perguruan tinggi di UGM, UNY, dan UPN VY. Hasil penelitian menunjukkan bahwa sebagai lembaga kearsipan, UGM lebih banyak dalam menyelenggarakan archives administration jika dibandingkan dengan UNY dan UPN VY. Sementara itu, pelaksanaan records management di UNY dan UPN VY jauh lebih tinggi daripada di UGM.

Abstract

This article explored the rent-seeking phenomenon in sugar imports at the Indonesia-Malaysia land border. The rent-seeking phenomenon in sugar imports involves many actors interested in importing sugar for business purposes. This study is intriguing because interest actors conduct rent-seeking through regulatory loopholes controlled by the bureaucracy on the border of the two countries. Therefore, this study focused on the actor's strategy to realise sugar imports through rent-seeking practices. This article applied the Rational Choice Institutionalism (RCI) theory as an analytical framework. Using a qualitative phenomenological approach in data collection, this article found that sugar imports for business purposes involve two networks of interest groups, namely communal networks and associational networks. These interest group networks import sugar for business purposes through rent-seeking practices. As a form of actor's choice of action, rent-seeking is a strategy in responding to obstacles and incentives from formal institutions to maximise profits from the reality of the gap in the sugar trade at the border. The variations in the strategies of interest actors in the two sugar import periods (2011-2014 and 2015-2018) have shown that rent-seeking is a form of a rational choice institution created within an institutional framework. This investigation suggests a review of the formal institutional structure, which is the rule of the game in sugar imports because reality demonstrates that formal institutional structures can become an arena of rent-seeking that interest actors exploit
