Abstract

The purpose of this study was to determine the policy implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the Independent Training Center of West Java Province. The method in this reseach used is descriptive qualitative method. In this study, researchers examined the implementation of policy, the researchers used the theory of policy implementation model Edward III in Widodo (2017) about four factors that play an important role in achieving successful implementation, namely communication, resources, disposition, and bureaucratic structure. Data were obtained through observation, interviews, documentation, and library studies and using data analysis techniques according to Miles and Huberman. The results of the study, the Implementation of Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants at the West Java Provincial Independent Training Center has not run optimally. First, communication has gone well because of the distribution of the regulations to the staff. Second, the resources are not optimal because the number of human resources in the West Java Province Independent Training Center is still lacking and the preparedness needs to be improved. Third, the disposition has been well seen from the willingness of the Employees to attend the morning rally, obey working hours, and carry out tasks responsibly. Fourth, the bureaucratic structure has been effective because the West Java Provincial Training Center already has Standard Operating Procedures and clear fragmentation procedures.

Abstract

The good governance promoted by the World Bank and UNDP still has no a definitive agreement. This concept is more interpreted as a solution for the realization of effective and efficient government performance. Furthermore, the World Bank as a donor provides assistance to countries to build institutional capacity and training for public officials to improve their competence. The methodology in this study employes descriptive qualitative data collection techniques with literature review. The good governance as a concept reaps criticism in its implementation, one of the criticisms given is the lack of control in the implementation of good governance in governmental actors. Not only that the application of good governance in a country is often forced, even though the principle does not fit into the existing government system, state, culture of society. In Indonesia case in terms of Good Governance implementation, there are still many problems such as bureaucratic reform that is not good, practices of KKN, demands for the application of good governance principles which among them are not in accordance with the local characteristics of the Indonesian people, and the participation is still low.

Abstract

This research aimed to examine how local wisdom's value was applied to government reform at the State Administration Institute (LAN) in Jatinangor, West Java. This study focuses on restructuring the government apparatus so that it can apply national ideals derived from the community in which it lives. This study uses a qualitative approach with a descriptive type of research. The data was obtained using the purposive sampling technique. This research shows that the State Administration Institution as an institution requires the right values. Must adopt these values to the area's cultural values and character, where the Jatinangor State Administration Institute (Puslatbang PKASN) has the value of local wisdom called SAHATE. The application of SAHATE as the value of local wisdom positively impacts the organizational climate of LAN Jatinangor. The application of these local values has a positive influence on the work environment. Namely, each employee is very concerned about the relationship between individuals. It can suppress individual and sectoral egos so that all employees can focus on organizational goals and not focus on individual or group interests.

Abstract

The study aimed to describe job rotation influence on scientific journal management policy after the implementation of national electronic journal accreditation. Job rotation in Universitas Padjadjaran (Unpad) was regulated in order to conduct career mapping within the process of permanent employee recruitment. Journal management unit of Faculty of Medicine Unpad managing scientific journal including International Journal of Integrated Health Sciences (IJIHS) was affected by job rotation policy. The method used in this study was qualitative method. The data collected were administrative archives such as assignment letters of the editorial board, documents, and file in IJIHS. The results showed that job rotation can become a problem for journal management. Lack of human resource causes problems in scientific publication, particularly magazine distribution. Job rotation can cause problems for journal management. Keywords: Job Rotation, journal editorial, national journal accreditation

Abstract

This present research aims to analyze the interferences of the Bandung Creative City Forum (BCCF) as a representative of creative economy communities in the development of creative economy in the City of Bandung. This research is descriptive research with post-positivist approach and used in-depth interviews as well as document studies as the data collection methods. The results show that the BCCF as an independent societal organization concerned with the development of creative economy in the City of Bandung was able to run a number of internal and external activities effectively and made physical and social contributions directly felt by citizens and the city. However, the BCCF is faced with the reality that in the meantime, they are utterly different from they were in the forgoing two periods. For this reason, the BCCF is striving to adapt with their needs in the present time while keeping on carrying out their previous positive activities, especially those directly linked with the citizens of the City of Bandung.

Abstract

Performance management issues in the local water companies, which is called PDAM, in Indonesia are often encountered such as slow service in serving public needs and complaints. In 2013, the performance of PDAMS was categorized as unhealthy with a total performance value of 2.50 (ranging from 2.2 to 2.8). This research aims to analyze performance evaluations of Badan Pendukung Pengembangan Sistem Penyediaan Air Minum as a performance appraisal body of PDAM and what kind of factors influencing the performance through the PDAM performance assessment technical guidelines. The approach used in this paper is quantitative with descriptive research. The data collection of this research is a literature study. The results show that the greater the NRW level and the employee ratio, the worse the PDAM performance. For other indicators identified as having positive causality because of the greater the value, the better the performance value.

Abstract

The City of Pekalongan is one of economic growth hubs in Central Java. Pekalongan possesses a classic issue like an overweight and inefficient bureaucracy, lack of innovation, dissatisfaction of public service, and so on. The government then proceeds digital-based budget so that it succeeds to push public spending. This paper aims to provide an overview of Pekalongan City Government Performance Management in implementing Management Information Systems (MIS) for Public Services. The analysis uses various theoretical perspectives on public sector performance management, public services and public service performance innovation. This research is a descriptive study with data collection techniques using non-reactive content analysis through secondary data and documents that already exist. The analysis shows that the application of technology to the Pekalongan City government innovation performance can save energy, time and budget. Performance monitored through the system from planning to implementation can be monitored through information technology innovation. Thus, an efficient, fair, responsive, accountable public service system can be more easily achieved.

Abstract

Penelitian ini dilatarbelakang oleh sebuah kebijakan yang dikeluarkan oleh Dirjen Bimas Islam DJ.II / 369 Tahun 2013 Tentang penerapan Sistem informasi Manajemen Nikah di Kantor Urusan Agama Kecamatan. Adapun rumusan masalah yang peneliti kaji yaitu bagaimana implementasi Keputusan Direktorat Jenderal Umat Islam Nomor DJ.II/369 Tahun 2013 tentang Penerapan Sistem Informasi Manajemen Nikah (SIMKAH) pada Kantor Urusan Agama di Kota Bandung, dan faktor pendukung serta faktor penghambat di dalamnya yang dilakukan oleh Kantor Urusan Agama di Kota Bandung. Metode yang digunakan dalam penelitian ini ialah deskriptif dengan pendekatan kualitatif. Hasil penelitian mengunkap bahwa penerapan aplikasi Simkah berbasis Web di KUA Kota Bandung belum sepenuhnya optimal, masih banyak masyarakat yang belum paham tata cara mengakses aplikasi tersebut sehingga memerlukan bantuan dari operator Simkah di KUA setempat. Sarana dan prasarana yang kurang memadai di setiap KUA membuat pelayanan yang diberikan tidak dapat dilakukan secara maksimal, sehingga hal ini perlu menjadi perhatian khusus bagi Kementerian Agama Pusat untuk memberikan fasilitas yang memadai pada setiap KUA.
