Abstract

Pemerintah Kota Bandung pada tahun 2016 memasang mesin parkir yang berjumlah 445 mesin sebagai inovasi di bidang transportasi. Hal itu untuk menunjang keberhasilan Kota Bandung sebagai smart city. Selain itu,  untuk menciptakan layanan publik bidang transportasi dan mobilitas yang lebih baik, untuk menghilangkan permasalahan umum dalam transportasi seperti macet, pelanggaran lalu lintas, dan untuk meningkatkan Pendapatan Asli Daerah (PAD) melalui retribusi parkir. Namun sejauh ini, dalam penerapannya mesin parkir tersebut belum berjalan efektif untuk menambah Pendapatan Asli Daerah Kota Bandung. Adapun tujuan penelitian ini adalah untuk mengetahui bagaimana evaluasi dampak kebijakan mesin parkir elektronik di Kota Bandung. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitaitif dengan jenis deskriptif. Hasil penelitian ini menunjukkan bahwa penerapan mesin parkir elektronik di Kota Bandung sebagai bagian dari smart city belum terealisasi secara optimal. Hal itu dapat dilihat dari berbagai aspek, baik dari penggunaan mesin parkir, sistem pembayaran yang masih ada yang manual, maupun target peningkatan retribusi parkir yang jauh dari target Pendapatan Asli Daerah. Adapun rekomendasi dari penelitian ini di antaranya: 1) pentingnya sosialisasi yang maksimal yang tidak hanya melalui acara incidental tapi harus continueitas; 2) dibutuhkan rekrutmen petugas yang baik untuk memilih sumber daya manusia yang berkompeten; 3) perlunya diperhatikan aspek-aspek lain melalui forcesting dan planning yang baik untuk mengetahui kendala dalam upaya peningkatan retribusi  daerah

Abstract

Penelitian ini bertujuan untuk mengetahui kolaborasi Quadruple Helix dalam pembentukan Daerah Otonomi Baru Kabupaten Garut Selatan, mengingat pembentukan kabupaten tersebut sudah sangat lama berusaha dibentuk namun kenyataannya hingga kini belum disahkan. Metode penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Teknik analisis data yang digunakan model interactive yang terdiri dari reduksi data, display data dan pemaparan hasil kesimpulan. Hasil dari penelitian ini adalah bahwa terdapat aktor-aktor yang berkolaborasi secara Quadruple Helix untuk mendukung Pembentukan Daerah Otonomi Baru Garut Selatan, yang memiliki peran yang berbeda dalam mencapai tujuan yang sama untuk membantu mendukung pembentukan Kabupaten Garut Selatan. Penelitian kolaborasi Quadruple Helix ini dilihat dari 4 aktor politik yang memiliki kekuasaan dan pengaruh paling signifikan terhadap proses pembentukan kabupaten ini. Aktor yang dimaksud yaitu dari kalangan akademisi Garut Selatan (academian), Pelaku Usaha di Garut Selatan (businessmen), Tokoh masyarakat/Presidium masyarakat Garut Selatan (civil society) dan Pemerintah Kabupaten Garut dan Provinsi Jawa Barat (government). Rekomendasi dalam penelitian ini adalah Pemerintah Pusat sebagai pemangku kebijakan tertinggi memasukkan pembahasan pembentukan Daerah Otonomi Baru sebagai agenda kebijakan yang diprioritaskan untuk membantu menjalankan kewenangan pusat dalam melakukan pembangunan dan penyelenggaraan pemerintahan daerah.

Abstract

The existence of regional autonomy, one of which is trying to provide the best quality service and helping the welfare of local communities with regional capabilities in managing their own regions. But in reality, regional autonomy does not provide equitable publik services, this is because Garut Regency has a large area and a large population and is not balanced with the capacity and resources of the local government in serving the community. The purpose of this study is to determine the expansion of the New Autonomous Region of South Garut Regency as an alternative to realizing the effectiveness of publik services. The method in this research uses a descriptive qualitative approach, collecting data through interviews. Interactive model of data analysis techniques consisting of data reduction, data presentation and increasing conclusions. The results of this study are the division of South Garut Regency is an appropriate and fast alternative as an effort to provide effective and optimal publik services in overcoming development disparities. The conclusion of this study in terms of speed, the expansion of South Garut Regency can help accelerate the services provided by the local government with the support of adequate human resources and infrastructure. In terms of accuracy it helps in providing services that reach all corners of the village and on targeted budget allocations. In terms of convenience when it makes it easier to serve the community because of the government offices that are close to access that is accessible to the community. In terms of justice, the large population is balanced with the number of government agencies / offices in the South Garut region.

Abstract

The purpose of this study was to determine the policy advocacy network in support of the expansion of the new South Garut autonomous region. The method used in this study used a qualitative descriptive approach. The technique of collecting data through interviews and documentation, informants were selected based on purposive sampling and snowball. The data analysis technique used is an interactive analysis model including data reduction, data presentation (display) and drawing conclusions. The results of this study are that the Policy Advocacy Network in supporting the expansion of the New South Garut Autonomous Region, has so far made efforts to support the expansion with their respective roles. Both from South Garut academics, South Garut community leaders, especially the expansion presidium who are representatives of the South Garut community and the Garut district government itself as policy makers at the district / city level. The three actors of course network with each other to support the division of South Garut into a new district in West Java, through procedures that are regulated in accordance with the applicable laws and regulations in establishing a new autonomous region.

Abstract

Artikel ini membahas pengelolaan zakat harta (mal) di Kabupaten Garut melalui Badan Amil Zakat Nasional (BAZNAS) yang dibantu oleh Unit Pengumpul Zakat (UPZ) yang tersebar di berbagai kecamatan. Pengumpulan zakat mal ini dilakukan diantaranya untuk zakat penghasilan Aparatur Sipil Negara (ASN), zakat perdagangan, zakat perkebunan zakat kehutanan, zakat pertambangan dan perindustrian di Kabupaten Garut, yang dikumpulkan setiap bulannya. Namun kenyataannya pengumpulan zakat profesi (dalam kategori Zakat Mal) masih belum berjalan baik, masih banyaknya kekosongan pengumpulan zakat tiap bulannya di tiap kecamatan di Kabupaten Garut. Adapun tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan pengelolaan zakat mal melalui BAZNAS Kabupaten Garut. Dengan metode kualitatif deskriptif, pengumpulan data penelitian ini menggunakan observasi, wawancara dan studi dokumentasi dengan menelaah bahan-bahan pustaka yang berkaitan dengan masalah penelitian diantaranya peraturan/perundang-undangan, buku, jurnal, dan media yang dapat dipertanggungjawabkan. Hasil dari penelitian ini adalah bahwa  implementasi kebijakan pengelolaan zakat mal melalui BAZNAS Kabupaten Garut masih belum maksimal, dilihat dari beberapa faktor yang mempengaruhinya seperti kurangnya kesadaran masyarakat (muzakki) untuk mengeluarkan zakat; kurang maksimalnya sosialisasi kebijakan tentang pengelolaan zakat; dan kurangnya kepercayaan masyarakat terhadap pemerintah.

Abstract

Indonesia is one of the countries affected by COVID-19 (corona virus), Local Distance and Rafid Test (Mass Test) as a step to overcome corona so that it does not spread widely. However, the fact is that positive cases in Indonesia occurred at the beginning of March which increased, on April 5, 2020, positive cases of COVID-19 in Indonesia reached 2,273 cases, 198 died and 164 recovered. The Indonesian government issued a new policy in dealing with the spread of COVID-19 (corona) through the Large-Scale Social Restriction Policy (PSBB) as an effort to break the chain of the spread of this virus which was stipulated in Government Regulation No.21 of 2020 concerning Large-Scale Social Restrictions in the Context of Accelerated Handling of Corona Virus Disease 2019 (COVID-19). The purpose of this journal is to describe the role of large-scale social restrictions (PSBB) policy actors in overcoming the spread of COVID-19 (corona). The method used is qualitative by collecting data using library research sourced from journals, regulations and articles related to policy actors in overcoming COVID-19 (corona) and accountable information media. The results of this journal show that the large role of actors involved in the Large-Scale Social Clearance (PSBB) policy in breaking the chain of the spread of COVID-19 (corona) in Indonesia, this policy can work well when collaboration is built with 5 (five elements) subject or stakeholder elements , namely: Academicians (Academics), Business (Entrepreneurs), Community (society), Government (government) and Media (Mass Media).

Abstract

The purpose of this study is to describe the implementation of e-government in Bandung Regency as an effort to improve the quality of public services. As for this research method, the approach used is descriptive qualitative, with data collection and the techniques used are literature studies sourced from a number of articles in journals, books, regulations, information media content related to the focus and research issues. Research result shows that the implementation of e-government in Bandung district has been implemented in accordance with the capacity and capability of the relevant agencies, and refers to the regulations that contain e-government, although it has not been maximally implemented and has a significant impact on the public. The conclusion is that the implementation of e-government in Bandung district will not be separated from the supporting components of e-government itself. first is the application component, second is the data information component, the third is the infrastructure component, the fourth is the institutional component, and the fifth is the Human Resources component of Information and Communication Technology.

Abstract

This study aims to evaluate the Zoning System policy in the admission of new students listed in Permendikbud no. 17 of 2017, the purpose of the zoning system is to equal access to education in each district / city. however, in its implementation, it has not been able to eliminate the mindset of favorite and not favorite schools because the accreditation of several schools has not yet been evenly distributed, besides that, they still have to adapt to the implementation of this policy, one of which is at State Senior High School 2 Bandung which is the first cluster school before the zoning system for the admission of new students. This study uses a William N Dunn model of public policy evaluation with the CIPP approach (Context, Input, Process, Product). The research method uses descriptive research methods with a qualitative approach. Data collection techniques through interviews, observation and documentation study. The results showed that the application of the zoning system in the admission of New Students at State Senior High School 2 Bandung has been going very well but still needs new patterns in learning and the impact of implementing zoning system policies including improving the quality of learning, division of study groups, characteristics of students and the learning process at StateSenior High School 2 Bandung.

Abstract

Sudah menjadi kewajiban pemerintah memberikan pelayanan public untuk warganya. Melalui pelayanan yang mudah, cepat dan tidak berbelit untuk kebutuhan masyarakat. Di Kota Bandung E-Punten (Pencatatan Elektronik Penduduk Tidak Tetap) merupakan salah satu inovasi dalam pengelolaan surat keterangan tempat tinggal sementara yang menjadi urusan penyelenggaraan e-government administrasi kependudukan Dinas Kependudukan Kota Bandung. Diberikan kepada warga negara Indonesia yang tinggal sementara di suatu tempat. Surat keterangan tempat tinggal sementara merupakan peraturan Daerah Kota Bandung Nomor 04 Tahun 2015 yang menyebutkan bahwa setiap penduduk tidak tetap wajib memiliki SKTS. Maka E-Punten menjadi fasilitas bagi pendatang dari luar kota bandung yang ingin menetap di kota bandung Dalam penelitian menggunakan metode penelitian deskriptif kualitatif. Tujuan penelitian ini adalah untuk mendeskripsikan Aplikasi e-punteun sebagai inovasi pelayanan public di Kota Bandung. Adapun hasil penelitian berkaitan dengan aspek ketersediaan informasi tentang produk layanan aplikasi e-Punten yang diinformasikan kepada masyarakat tentang aplikasi e-Punten dan sosialisasi program kependudukan kepada kecamatan setempat serta melalui  media sosial bahwa masih aktif berjalan.

Abstract

Several things must be considered in implementing disaster management: fast, precise and priority. However, apart from that, several things hinder the implementation of budget allocations for disaster management activities, so they do not run optimally. This study aims to analyze the implementation of the budget allocation for disaster management in Garut Regency and the factors that hinder and support it by using George C. Edwards III's theory of policy implementation. The method used is descriptive qualitative with data collection techniques using interviews, literature studies on laws and regulations and other related documents. The analysis technique used is data reduction, data presentation and conclusion drawing. The results showed that implementing the disaster management budget allocation in Garut Regency had been carried out by the applicable laws and regulations. This is supported by communication factors and good attitude of implementers, complete Standard Operating Procedures, smooth coordination with other agencies and several resources that have been met. Unfulfilled resources are staff shortages in terms of quantity but this can be overcome with good cooperation in overcoming them. In addition, there are several external factors that affect the implementation of the budget in Garut Regency which are beyond the control of the government, for this reason, government innovation is needed to overcome this.
