Abstract

The purpose of this research is to know the discipline of the employee in giving service at One Roof System office Kendari city. The population in this research is all employee in Region Technical Implement Unit office of One Roof System Kendari city, there are 40 peoples. Consider the amount of relative population is little only 40 peoples, therefore the technique to get a sample is using sampling total method that determines the population directly as the respondent of research. Besides determining respondent, the writer determines informant also as a comparison that is  The Head Of Region Technical Implement Unit office of One Roof System Kendari city and The Head Of Subdivision Of Administrative Affair Region Technical Implement Unit office of One Roof System Kendari city. The result of this research is showing discipline of an employee at Region Technical Implement Unit of One Roof System Kendari city is quite good, in other words, there are many employees are discipline less in his or her occupation.  Besides, application of discipline to increase the service at Region Technical Implement Unit of One Roof System Kendari city, consider that is not good based on reaction of respondent towards five indicators such as simplicity, openness, clarity, certainty and time accuracy, then it can be said the purpose of organization is less to reach its purpose if discipline in giving service is not satisfied. Because by high discipline can make the performance of an employee is good more.

Abstract

This study aims to find out and describe the Strategy of the Investment Office and One Stop Services in the City of Kendari.  The research method used is descriptive qualitative research, a description of the results of interview observations and documentation studies, so as to be able to describe various matters relating to the Strategy of Improving the Quality of Licensing Services Data that has been obtained are analyzed qualitatively and described in descriptive form. The results showed that the DPMPTSP strategy in improving the quality of licensing services in terms of the competence of the apparatus, SOP and SPM, facilities and infrastructure had been running quite well but the implementation was not optimal and had not shown the maximum results needed to be increased in the provision of training, service providers still pay attention to procedures  prevailing as well as service recipients, the lack of available facilities, in terms of improving service quality in terms of the dimensions of reliability, responsiveness, assurance, empathy, and physical products as a whole have tried to do as much as possible even though there are still employees / service providers who have not  find out about licensing completely.

Abstract

The purpose of this study was to determine the role of education and training on the work productivity of employees at the Badan Pusat Statistik Provinsi Sulawesi Tenggara. This is to determine the role of employee work productivity in the Badan Pusat Statistik Provinsi Sulawesi Tenggara. Data collection techniques that the authors use in this study are interviews, documentation studies, and observations. The analysis techniques that I use in this research are data collection, data reduction, data presentation, conclusion and verification. Based on the results of the study, it is known that education and training have been carried out at the office of the Central Statistics Agency of Southeast Sulawesi Province and education and training have shown a very important role in increasing employee productivity, but there are still those who think that education and training play a less role because the material provided in education and training It is different from the main tasks and functions in the office and education and training are held in separate locations, this causes ineffective time and the material provided is theoretical and practical value is lacking, so there is a lack of conformity between material needs and actual conditions. The work productivity of employees at the Central Statistics Agency of Southeast Sulawesi Province is said to be very good. Work productivity is said to be very good because in its implementation, activities are carried out based on the ability, morale of an employee and work productivity is said to be poor because employees still need work guidance from the organization.

Abstract

This study aims to determine wether the application of management functions in BUMDes Awarapia Mainawa can improve the economy of rural communities, especially community users of village BUMDes funds in Laburunci Village, Pasarwajo Sub-District, of Buton Regency. The informant of the study was the village BUMDes Manager and a portion of the Laburunci village community of 5 people. In analyzing research data using qualitative descriptive methods, only describes the results of interview questions while in the field. Based on research, result obtained an increase in the community’s economy only occurs in the use of BUMDes Funds in the field of veil and uniform convection business and clean water treatment Laburunci Village, but in the field of craft business brooch there has been no increase in its economy. For that the authors suggest to users of BUMDes Fnds must maintain economic improvement and develop the results of the their business and be careful in using the funds obtained. The BUMDes Manager must control and at the same time provide a better view of the BUMDes fund user.

Abstract

This study aims to describe the application of the Administration Information System Function in Realizing the Effectiveness of Organizational Work at the Social Service of Kendari City. The method used in this study is a qualitative descriptive method by means of observation, interviews and documentation. The results of this study indicate that the Application of Administrative Information Systems in Realizing Organizational Work Effectiveness at the Social Service of Kendari City still needs to be improved because there are still several indicators that need to be considered again such as indicators of data entry and data processing. In addition, the quality and efficiency of the Kendari City Social Service is considered to be less than optimal, especially the problem of timeliness needs to be improved again.

Abstract

The problem in this research is how the implementation of the principle of accountability in improving the quality of public services at the Dangia sub-district office in the East Kolaka Regency. The purpose to be achieved in this study is to find out the Implementation of the Principles of Accountability in Improving the Quality of Public Services at the Dangia District Head Office in East Kolaka Regency. This research was conducted at the Dangia Sub-District Head Office in East Kolaka Regency where, the Informants in this study were the heads of the Dangia Sub-District Office, the Sub-District Secretary and several Communities in Dangia Sub-District, East Kolaka Regency. Data collection techniques in this research are using interview and observation methods. The data analysis technique in this study uses primary data and secondary data, the data collected will be analyzed qualitatively. The indicators used to measure the Implementation of the Principles of Accountability in Improving the Quality of Public Services include: Legal Accountability, Performance Accountability, Program Accountability, Policy Accountability, Financial Accountability, Awareness Factors, Rule Factors, Organizational Factors, Organizational Factors, Skill Factors and Means Factors.The results of the research based on these indicators show that the Implementation of the Principles of Accountability in Improving the Quality of Public Services at the Dangia Sub-District Head Office in East Kolaka District has been well implemented, but there are still some things that need to be corrected, namely in terms of employee discipline and facilities/ infrastructure. inadequate so that it becomes a problem in the process of public service.

Abstract

Pemilihan Kepala Daerah (Pilkada) merupakan peristiwa politik lokal sebagai salah satu wujud dari Demokrasi. Perilaku memilih tokoh masyarakat dan keterlibatannya pada pilkada memberikan kesan bahwa pilihan rasional masyarakat dalam pemimpinnya cenderung dikesampingkan. Mereka yang pada saat mencoblos, meski memilih secara sadar pilihannya, akan tetapi masih didasarkan pada pertimbangan yang bersifat Subjective Emotional, yaitu memilih hanya karena masih adanya ikatan kekeluargaan, kekerabatan, persahabatan,dan dianggap sebagai tetuah di wilayahnya. Penelitian ini bertujuan untuk menggambarkan dan menganalisis sistem kekerabatan dalam penentuan pilihan calon Bupati dan Wakil Bupati pada Pilkada di  desa Torukuno serta untuk mengetahui soliditas yang terdapat di keluarga besar pasangan pemenang dalam pilkada di desa Torukuno. Peneliti menggunakan teori perilaku memilih, teori Political Kinship dan teori Soliditas untuk menggambarkan sistem kekerabatan dalam penentuan pilihan pada pilkada 2018 di desa Torukuno. Dalam penelitian ini,metode penelitian yang digunakan adalah metode kualitatif dengan tipe deskriptif dan dasar penelitian studi kasus. Hasil penelitian ini menunjukkan bahwa sistem kekerabatan di Torukuno sangat berpengaruh dalam penentuan pilihan calon Bupati dan Wakil Bupati pada Pilkada 2018 Di Desa Torukuno. Sistem kekerabatan di Torukuno berdasarkan pelapisan sosial. Selain itu, preferensi masyarakat pemilih ternyata masih didasarkan pada faktor primordialisme atau faktor kekerabatan.Faktor lain yang lebih berpengaruh adalah kuatnya soliditas kedua kandidat tersebut. Soliditas keluarga Taslim yang sangat erat, ditambah lagi soliditas keluarga Najamudin yang setia mendukung. Dengan soliditas itu, pasangan Fahmi-Lukman berhasil memenangkan Pilkada 2018 di desa Torukuno.

Abstract

This study aims to determine and describe organizational development in improving the performance of the apparatus at the Kendari state prosecutor's office, this study uses descriptive qualitative methods to 11 informants determined by snowball sampling technique, data analysis techniques consist of data collection, data reduction, presentation data, drawing conclusions/verification, the data obtained were analyzed qualitatively and described in descriptive form.  The results of this study indicate that organizational development in improving the performance of the apparatus at the Kendari State Attorney (Kejari) has been very good, this can be seen from human resources, namely in its development. has been implemented with standard operating procedures so that employee performance has been quite good, the response and behavior has been very good, this can be seen in several cases handling processes that are in accordance with what has been determined by the Prosecutor's Office. flexible, accountable, and reliable behavior, organizational behavior is also very good and organizational structure but the performance of the apparatus at the Kendari District Attorney has not been effective as a whole, this can be seen in the implementation of tasks that are already quite good but in terms of work quality, quantity work and responsibilities still need to be improved regarding the quality of work that needs to be improved again, one of which is in terms of the process of resolving or handling cases, the quantity of work also needs to be increased in the process of accuracy in carrying out tasks so that mistakes or errors do not occur again, and for responsibility need to be improved again because employees especially in the field of coaching have a small number of employees so that the responsibilities given may not necessarily be carried out properly because the shortage of staff has not run effectively as a whole.
