Abstract

This paper tells about Singkawang city which embraces a harmonious multicultural society with three major ethnicities, namely TIDAYU (Chinese, Dayak and Malay) and other entities existing besides government. This area has rich cultural diversities give positive advantages for tourism development and bode well for significant local economic growth. Among others, the Cap Go Meh (Chinese religious tradition) is considered to the biggest and international scale event that involves the all of ethnics participatori through networking resources. This event has unique features that attract Chinese diasporas from other regions in Indonesia and neighboring countries. For that reason, the actors involved in this event constitute various social, economic, and political backgrounds. This paper focused on how Singkawang local government can develop a distinctive tourism policy to address the specific multi stakeholder interactions using a qualitative approach. It found that in the context of Singkawang tourism policy, the interaction and dynamic patterns among policy actors are developed through linear individual cooperation. Within this pattern, the interaction amongst policy actors tend to involve certain individuals who have authority in controlling resources regardless of their origin or organizations. In fact, this pattern is very strongly based on family relationships or friendships found in both public and private domains. It has shown that developing Singkawang tourism policy should be developed based on network governance (participatory from resources) and good stakeholder engagement.

Abstract

Along with the times, the role of parents in helping children's growth and development so that they grow into intelligent children becomes a responsibility that must be done. However, public awareness and understanding, especially parents, do not know how to provide good parenting to children. This can lead to undirected child behavior and a lack of stable emotions. Community Service Activities (PKM) are carried out to socialize how good and correct parenting is for children, especially children with special needs at Sekolah Luar Biasa (SLB) Ibu Bahagia, Sungai Raya District, Kubu Raya Regency, Kalimantan Barat Regency. The main target of this activity is the parents/guardians of students of SLB Ibu Bahagia. The activity plan includes socialization about parenting, education about sexual harassment, and discussion sessions. The results of this activity show an increase in the understanding of participants (parents/guardians of students) in providing proper parenting and sharing knowledge about examples of improper parenting that must be avoided.

Abstract

Because of their variety, service innovation policy implementation issues are interesting to research. This study investigates, describes, and analyses the Pontianak City Population and Civil Registration Office's dynamic governance implementation of novel population administration service policies. This research describes phenomena using descriptive qualitative research methodologies based on interviews, observations, literature studies, and other pertinent data. The results of this study indicate that population administration service innovation is still constrained by the limited quantity of resources in the IT field for online service implementation.  The interpreters' policy grasp is good, but the community lacks socialisation. Application activities show how these operations are still inflexible and less preventive, making technical problem solving even for normal organisational actions less anticipatory. This study concludes that the Population and Civil Registration Office of Pontianak City's Service Innovation Policy implementation is dynamic in work governance, including organisational activities, interpretation, and application. Researchers propose creating and sharing SOPs, hiring IT leaders, training personnel, monitoring, evaluating, maintaining website servers, and improving workplace internet speed as needed.

Abstract

The phenomenon of viral justice has significantly transformed the law enforcement process in the era of social media and warrants thorough explanation and evaluation. However, previous research has failed to provide a comprehensive discussion of this phenomenon. This study adopts a descriptive qualitative approach to elucidate and analyze how the characteristics, factors, and implications of viral justice affect the law enforcement process in the social media era, while also addressing the deficiencies in prior studies. The findings of this study unveil three significant conditions for the viral justice phenomenon that have emerged and evolved during the social media era. Firstly, the features of legal violation cases that go viral on social media are complex, encompassing a wide spectrum from minor to major infractions. Secondly, the spread of law enforcement cases on social media is influenced by contextual factors, such as ineffective law enforcement, unaddressed reports, and a perceived lack of transparency in law enforcement. Thirdly, the viral justice phenomenon has significantly impacted the image of law enforcement in the social media era, leading to increasingly complex and contextual perceptions. This is evident in the growing public distrust, delegitimization, and negative associations with the concept of justice. This study also underscores the necessity of investigating the public's motivations for sharing their interactions with law enforcement on social media.
