Abstract

Advanced and independent village development requires a rural community empowerment budget. The Village Law (Undang-Undang Desa/ UU Desa) policy has several implementing regulations, which state that Village Funds (Dana Desa/ DD) are funds sourced from the APBN, and Villages are also allocated in the Regency APBD in the form of Village Fund Allocations (Alokasi Dana Desa/ ADD) which are used to finance government administration, implementation community development and empowerment. In fact, it has been almost eight years since the Village Law was implemented and the DD was distributed, there are still most of the villages in Brangsong Sub-district have not yet achieved Independent Villages. This study aims to determine the community empowerment strategy for realizing an Independent Village in Brangsong. The research method is descriptive-qualitative, while the data collection technique uses a documentary study, namely in the form of report data and existing documentation data and analyzed to answer problems in research. Independent Villages can run well and effectively. A particular strategy for managing Village Funds in village community empowerment programs exists. The strategy includes optimizing community activities as the subject of every movement, village infrastructure, economic empowerment, and developing BUM Des (Village Owned Enterprises). in improving welfare, as well as optimizing several community social activities related to increasing potential local capacity in the form of training. So it is necessary to care for the carrying capacity of Village Human Resources and Natural Resources focused on efforts to increase the power, capability and integrity of the Village community, namely towards achieving an optimal Independent Village.
