Abstract

A political party is an organized group, whose members have orientation, values and ideals are the same. Political Recruitment is the process by which individuals enroll warrant or to occupy a position. Recruitment is a two way process , and its nature can be formal or informal. Recruitment candidates are strongly associated with the selection of leadership, both internal party leadership and the broader national leadership. The coalition formation occurs at the end of the second second, at which time the Indonesian Democratic Party of Struggle has not determined what his choice would form a coalition with the party. At the end of the second second official register at the County Election Commission on Wednesday, May 29, 2013 on Pekanbaru.Lukman Edy is a young political leaders who have served at the level of the House of Representatives ( DPR RI ) 2 Riau electoral district , has held a strategic position in the CBA , the Secretary-General ( Secretary General ) and the position of Minister of Rural Development. His advancement to the Governor of Riau seats into its own political record for the Riau area on the General Election in 2013 has 5 pairs Candidates for Governor and Deputy Governor and a figure advanced young people as a candidate for governor. Abstract

With the potential of the river through the Kampar of Kampar district, artificial reservoirs and some areas where the land is suitable for development of freshwater aquaculture has become the lifeblood of the district for the development of freshwater aquaculture Riau province have been used as minapolitan by the district directorate of aquaculture . The authors are interested in examining the government control of fishing effort in Kampar district. This study aims to determine the implementation of the monitoring conducted by the Department of Fisheries Kampar and the factors that affect the implementation of the surveillance . Control theory is the rationale in this study . The method used in this research is descriptive metoe analysis with qualitative approach that seeks to analyze the problems that arise in the field and tried to describe as clearly as possible. In the process of monitoring conducted by the Department of Fisheries Kampar district , there are some problems that occur due to oversight that does not work as expected , the problem is where the entrepreneur fish do not get effective coaching and also the lack of funding for entrepreneurs capitalize fish so that the fish businessmen sufficiently constrained to grow their businesses .This research was conducted in Kampar district Particularly in Reservoir Hydroelectric Koto Panjangsubdistrict XIII Koto Kampar , which is the key informants in this study is the Head of Department and Secretary of the Department of Fisheries , Sub Line of Business and Data , Business Sector Sub Fisheries Department of Fisheries , Head XIII Koto Kampar , Tanjung Alai village head , village head Merangin , Entrepreneur fish in hydroelectric reservoirs Koto Panjang , and community leaders .From the results of this study concluded that the lack of effective and weak supervision conducted by the Department of Fisheries Kampar district against businessman fish in reservoirs Hydroelectric Koto Panjangsubdistrict XIII Koto Kampar.Keywords : Expectation , Allocation , Performance Monitoring , and Corection Action.

Abstract

This study aimed to explain the effect of Herman Abdullah leadership as Mayor of Pekanbaru period 2001-2011 for his acquisition of voice in first round of Riau gubernatorial election at Pekanbaru in 2013.The results showed a positive relationship between leadership and acquisition of voice. Positive and significant correlation indicates that more satisfy people of leadership make greater effect on acquisition of voice. The majority of survey respondents (48.5%) agreed with Herman Abdullah leadership as Mayor of Pekanbaru in 2001-2011. This proves the Herman Abdullah leadership had an effect on his acquisition of voice In First Round of Riau gubernatorial election at Pekanbaru In 2013.Keyword: Leadership, Acquisition of Voice, first round of Riau gubernatorial election.

Abstract

This research aims to describe the implementation of Siak RegencyRegulation No. 11 Year 2006 on the Establishment of provincial enterprises(enterprises) PT. In the capital Siak Economic Empowerment In Siak seen in theimplementation. The usefulness of this study are as material information regardingthe implementation of the People's Empowerment held by PT. Siak starting capital togrow, develop and nurture, so as to provide input to the PT. Siak capital andprovincial governments to the realization of equitable empowerment of the people.This study uses the theory proposed by (Riant Nugroho, 2006: 158) theimplementation of the policy in principle is a way in order to achieve a policy goal,nothing more and nothing less. To implement public policy, then there are twooptions available measures that directly mengeimplementasikan in the form ofprograms or policies regulai derivative or derivative of such public policy. Themethod used in this study is qualitative methods of data that can not be expressed interms of numbers but in the form of an explanation that describes the shape of thestate, a process, a particular event. Data collection techniques using interviewtechniques and documentation of the results of this study can be concluded that theimplementation of the Regional Regulation No. 11 of 2006 is not running optimally. Itcan be seen from this type of loan can not reach the poor, not the course of 11 typesof loans that are provided and the misappropriation of funds by customers.Key Word : Implementation, PT. Abstract

Regional Autonomy through Act No. 32 of 2004 on Regional Government does not just move the bulk of the authority of the Central Government to Local Government but Act No. 32 of 2004 should bring meaning to the welfare of the people in the area has not materialized.This study aims to describe and analyze the efforts made by the Government of Regency Kuantan Singingi in maintaining WTP opinion on the financial statements in 2012 and want to know the limiting factors in the financial management area Singingi Kuantan district. This study used a qualitative approach with descriptive type. The process of data collection is done in the Regency Kuantan Singingi particularly in the Financial Section of the Secretariat of Regent Office Kuantan Singingi using interview techniques and documentation. From the results of the study be concluded that the efforts made by the Government of Kuantan District Singingi in Financial Management Year 2011-2012 is sufficient maximum. Efforts made Singingi Kuantan District Government that is the professionalism of the work Singingi Kuantan District Government, Human Resources for Establishing a quality, appreciation and motivation from leaders to subordinates and has made the Financial Management Information System (SIPKD). But behind the efforts that have been made, there are also some factors inhibiting the Local Government financial management is lalainya most Singingi Kuantan District Government Agencies Kuantan Singingi in UYHD submit to the local treasury.Keywords: Efforts, Financial management

Abstract

Illegal fishing in Rokan Hilir’s sea was usual happened. The actors some from foreign fisherman, out-region fisherman, al though itself Rokan Hilir fisherman. Some of boat caughted are have not license and did the catch’s fish as illegal. Beside this, them also used catch’s tool was dangerous like trawl net who are explicit forbid in regulation Undang-Undang Perikanan Nomor 45 Tahun 2009 about perubahan Undang-Undang Nomor 31 Tahun 2004 was regulated about prohibit used catch’s tool is not friendly area. Refunctionalization of the verdict, make not wary effect to the actors, until the problems of illegal fishing was be caused in marine and fisheries sector able not be used optimally.Purpose of the research is to answer the problems was exist in this research that is the first, to find out the implementation of the control from local government about illegal fishing at Rokan Hilir sea, the secondly is to knowing the factors of barriers control the implementation of local government about illegal fishing practice. Type of this research is a qualitative research method. The location of this research is Kabupaten Rokan Hilir Provinsi Riau. Data colletion techniques are observation, documentation studies and field studies (interviews) where as analyzed the data were analyzed descriptively.The study findings indicate that the implications of the implematation control of Kabupaten Rokan Hilir Local Government that delegated to the Department of marine and fisheries Kabupaten Rokan Hilir as co-administration has not given the intensive control that the maximum for tackling and prevention of illegal fishing. In this context be happen now is by glow the action illegal fishing practice in Rokan Hilir sea indicate that a minimum of eforts the local Government for the controls implementation, especially for preventive and corrective character the control. Beside this increasing of controls coordination among instances is also important necessary to tackling the illegal fishing.Key Word : Pemerintah Daerah, Pengawasan, Illegal fishing.

Abstract

The application of Otonomi Daerah (local autonomy) is focusing on area of Kabupaten and Kota. The local government of Kabupaten Siak develops funding mechanism by exploring several kinds of funding format that is potential to support local development and in the same time improve the quality of service, infrastructures for market, especially traditional market. Among all the retribution in Kabupaten Siak, sanitation (kebersihan) and garden affairs (perkebunan) is market services retribution based on Siak local rules (peraturan daerah kabupaten siak no 22 tahun 2011) about retribution of market services.Result shows that there are two kinds of effort in improving Dayun market retribution, which are norms (peraturan daerah kabupaten siak no 22 tahun 2011 about retribution of market services, SK of Bupati Siak, ) and empirical effort consist of space for trading rules, improving facilities, field inspection, and training. This research wish to see progress of remarkable potency which owned by Countryside of Koto Mosque to acceleration of development of area of[is effort fishery of pool and also make area of Minapolitan Provinsi Riau se as inwrought self-supporting Countryside. The countrysides really will be developed by as a countryside which go forward, self-supporting and its secure and prosperous people, so that can be made by example of to the other countryside in Provinsi Riau. Therefore all my me of importance ( holder stake ) relevant and related/relevant of development in the countryside obliged to take role inwroughtly and bersinergi, so that the countryside can really go forward, self-supporting and its secure and prosperous people. Concept this is such in fact with system innovate area to realize aspiration decentralize and area autonomy, and also countryside autonomy. Problem of becoming background execution of development of fish potency production had by Countryside of Koto Mosque. This research represent research qualitative, hence data collecting technique at this research is descriptive analysis. This research use kuesioner, documentation ( interview and observasi ) with informan key as information object in this research. Data type which is used in this research is primary data and of sekunder obtained through direct interview and observation with informan key, and also propagated kuesioner to responder at this research. Pursuant to result of conducted analysis to data- research data utilize to express and answer question at research related to execution of program development of pool fish production in Countryside of Koto Mosque, hence can be taken by conclusion that Countryside of Koto Mosque one of them most dominant potency is fish conducting potency which have been developed by society. .Key words : Development of pool in Koto Mosque, Program, observation.

Abstract

This study wanted to see how the implementation of the Regional Budget (APBD) Pekanbaru City 2010-2012. The problem is the background of this research is how the implementation of the budget data Pekanbaru City in 2010-2012 and what factors inhibiting the implementation of Pekanbaru City budget years 2010-2012? This study is a qualitative research, the data collection techniques in this research is descriptive analysis. This research uses documentation (observation) and interview with key informants as an object of information that aims to achieve the goal in order to obtain the information in the study. Data used in this study are primary data and secondary data obtained through direct observation and interviews with key informants in this study. Based on the analysis in the previous chapter, it can be concluded that a few years back that cause delays implementation Belaja Regional Budget (APBD) Pekanbaru City caused by the delay in Pekanbaru City Government handed over the dossier in the draft budget to the Regional Representatives Council (DPRD) Pekanbaru City mberdampak to thes time for discussion of the proposed budget that it shall normatively been disbursed in mid January may be delayed several months. Abstract

Program improve people's economy is one of the pillars of the five pillars of development designed by Kampar Kampar regent governed by Kampar District Regulation No. 12 of 2012 on the Medium Term Development Plan (RPJMD ) Kampar . Improve people's economic pillar aims to create a society that is developing the potential of natural resources and community resources to build a solid democratic economy . However, the implementation of the pillars of improving people's economy has not done well and have not been able to change the economy of the community in its implementation in the district of Kampar Regency Tapung 2012-2013 .This study was conducted to determine the causal factors and constraints why pillars improve people's economic program can not alter the economy of the community in its implementation in the district of Kampar subdistrictTapung 2012-2013 . The location study was conducted in the District Tapung Kampar regency . Penlitian type is qualitative research with descriptive method.The results showed that the implementation of the pillars of economic improvement of the people in the district of Kampar Regency Tapung years 2012-2013 has not done well and have not been able to change the community's economy . Some contributing factor is the factor of communication , resource factors , factors disposition , and factor structure of the bureaucracy . Some obstacles are programs , program implementers and program beneficiaries.Keywords : Policy Implementation , Economic Improvement of the People
