Abstract

A civil service police unit officers who helped to create a regional head of local conditions is peaceful , orderly and organized so that the implementation of the government to run smoothly. But in fact every right the situation and attitude always gave the impression of violence, even civil service police unit officers who conduct illegal fees on society, as well as in carrying out police force policing the civil service tend not to put forward a persuasive approach, but tend to use violence. based on these phenomena, the formulation of the problem in this research is how the effectiveness of the duties and functions of the civil service police force in improving public order in the city of Pekanbaru. Purpose of the study to determine the effectiveness of the duties and functions of the civil service police force in the city of Pekanbaru improve public order and to determine the factors that influence the effectiveness of the duties and functions of the civil service police force in improving public order in the city of PekanbaruResearch methods used in this study is a quantitative and qualitative. By taking a descriptive research, in this study collection techniques used are observation, interviews, and questionnaires. So the effectiveness of the duties and functions of Satpol PP in improving public order in the city of Pekanbaru be known. In this study the authors only take a sample of 40 people from the 185 number Satpol PP officers, other than that in order to comparison with the aim of obtaining information that is not biased and inaccurate samples, the authors add people or street vendors pekanbaru town of 10 people from the amount that is not infinity by incidental sampling.Based on research in the field that the effectiveness of the duties and functions of Satpol PP in improving public order in the city of Pekanbaru done pretty well. Respondents thought that the Satpol PP officers in the duties and functions of the effectiveness in improving public order in the city of Pekanbaru is quite capable of doing a good job. Abstract

Effect of splitting expansion district Of Service. This study aims to determine how the effect of expansion on provision of service in District Sentajo Raya Regency Kuantan Singingi especially in the areas of governance section. This study menggunankan quantitative methods. The results showed the significant influence of the sub-district division to provision of services, with a correlation coefficient of 0.854 obtained are included in the category of very strong with an error level of 5%. Thus it can be seen that the variable division of districts accounted for 72.93% of the provision of services in the District Sentajo Raya Regency Kuantan Singingi.Keywords : Expansion area, service, organisation

Abstract

DIDIT DARMADI. Performance Unit Fire Company In Overcoming Fire in Sub-Province of Rokan Hulu guiding by Prof. Dr. H. Sujianto, This research take regional place of Sub-Province of Rokan Hilir, as for problem of this research is formulated in formulation of problem that is as which Performance Unit Fire Company In Overcoming Fire in Sub-Province of Rokan Hulu. And then, factorsn of any kind of influencing Performance Unit Fire Company in Overcoming fire in Sub-Province of Rokan Hilir. This research use descriptive method by using theory which in telling by some writer concerning Organizational Performance. In this research of researcher use indicator namely job efficiency, team cooperation, and head relation with subordinate as Performance Unit Fire Company In Overcoming Fire in Sub-Province of Rokan Hilir. Research method the used is method research of field with data collecting technique, interview and field obserfasi with specified research informan pursuant to technique of purposive sampling. As primary data is the source of information in which can through interview with data and informan of sekunder obtained to through relevant books and document with this topic of research. From result of descriptive analysis qualitative that Performance Unit Fire Company in Overcoming Fire in Sub-Province of Rokan Hilir categorized not yet good and still a lot have to in improve, and repairing. In this research is known by factors influencing Performance Unit Fire Company in Overcoming Fire in Sub-Province of Rokan hilir for example facilities and basic facilities factor which still very less, and then, less adequate human resource factor and factor of Financial ( Money). Therefore, utilize to support performance walk better at fire company needed by addition at resource of manusi, more adequate equipments in its operational and also conduct socialization tosociety utilize to grow awareness and knowledge of danger of fire. And also conductanalysis or sighting to existence of fire company in perumpunan of business placedby Kesbangpolin and fire company.Keyword : Performance, cervicing, capability, Performance Fire Company.

Abstract: In Plantation Programme Implementation Society for Economic Development. This study aims to determine the PIR program implementation in the village of Dayo and to determine the factors that affect the implementation of the PIR program Dayo village, subdistrict tandun, Rokan upstream. The research method used is a mixture of qualitative research quantitative type. Source data obtained from: The primary data source, which is localized through direct observation of program implementation PIR. The results of this study on the implementation of the PIR program experienced success Dayo village for 30 years and is a long-term development. Abstract

The village goverment is an extension of government agencies of the central government has a strategic role in the regulation of rural / urban and national development success. To improve productivity and compliance with the duties and functions of a head of the village it takes education and training. Education and training is needed in order to improve the quality of human resources to complete its obligations under the own duties and fungtion. Through effective education and training expected, labor productivity can optimize the village head .This study aims to analyze the education and training to support the implementation of the village chief duties at the Sungai Apit Sub-District In Siak Regency.Implementation of education and training in the Sungai Apit Sub-District In Siak Regency relatively still lacking. Government programs to improve the quality of village governance by holding education and training. It meant giving the sense, that there are elements of concern for increased career and skills and expertise for the successful performance of the village head. The top of good faith to the head of the village should have more morale of the staff village and other villages, because we hope to be a driving force in modernizing the administration of the village for many years is still underdeveloped and slow - walking impressed if do not want to say go in places. Abstract

The purpose of this study is to determine how the asset management area in Padang city afterland use terminal into the center of goverment. Where by looking at the management of manylands that were previously found new purpose terminals such as terminal of Andalas andgoan hoat.The result of study found several factors that effect the asset management area interminal divert land functioned as asset management area is human resources, financialresources and area infrastructure. The most dominal factor in asset management in Padangis financial resources.This research was conducted in Padang. Exactly, financial services and assetmanagement, and DPRD Padang where becoming population and sample in this study wasofficers or employees of a financial services and asset managemnt and employees ofparliament/DPRD Padang, samples using in this study was a sampling technique, datacollection is the method of observation, interview and documentation after the data colletedanalyzed using qualitative and descriptive analysis.After this research study was found that asset management area in Padang was notgood, this thing can be seen the from G.R Terry theory are reviewed based on four indicatorsie: planning, organizing, actuating dan controling.Keywords : asset area of Padang,management, planning, organizing, actuating dancontroling.

Abstract

Implementation of BNN Pekanbaru City in the prevention of drug use. This study aims to determine the tasks and functions BNN Pekanbaru City and the factors that affect the performance of duties in the prevention of drug use in the city of Pekanbaru. This study used a descriptive approach with qualitative methods. Source data from the primary data obtained through interviews with key informants, including the head of BNN, BNN and Employees in the Office of the city of Pekanbaru. The results showed the duties and functions of the city of Pekanbaru BNN influenced by human resources, systems used and community participation. Factors affecting the implementation of human resources is a task that is still lacking with wide area coverage and factor less community participation.Keywords: Management Functions, Organization, Implementation principal tasks and functions.

Abstract

The extent of government territory Indragiri Hilir in scalability problems of localgovernment into its own in terms of equity of service to the community. Government activitiesare concentrated in a particular region tends to make access to services neglected in certain areas,and even tend to be injustice in terms of development of infrastructure, both physical andcommunity education. Indragiri Selatan feasibility area administratively constrained in differentnames and area coverage of candidates Regency / City based Decision Regent Indragiri Hilir No.177 / IV / HK-2010 with Council Decision No. Indragiri Hilir 26 / Parliament / 2008 and No. 33/ Parliament / 2008.Theoretical concepts used in this research is the development of administrative theory byTjokrowinoto, the indicators are formulated in the theory of functions of planning,implementation and monitoring. Key informants in this study is the Indragiri Hilir RegencySecretary, Assistant Secretary Governance Indragiri Hilir Regency, Head of Regional AutonomySub Part, the Islamic University Academics Indragiri, Observers, Non-governmentalOrganizations, Community Leaders. This research is a qualitative descriptive study.The research concludes that the process of formation of the South Indragiri administrativedistrict in the unfavorable category. This is evidenced inconsistency in the interpretation ofGovernment Regulation No. 78 of 2007 related responses between people's aspirations Decree ofDistrict / City with a decree Indragiri Hilir which indicates lack of a common vision of the planto form the South Indragiri. This has led to the completion of the process of the formation of thedistrict administrative requirements Southern Indragiri takes much longer than it should.
