Abstract

The quality of public services that given low by the Limited Liability Company (PLN) on Soe Rayon as a service provider in the field of electricity for the people in South Timor Tengah District, causes public as the customers dissatisfaction.In real terms, the public dissatisfaction is caused by frequent power cuts, which can damage and by the same time disrupt the public activities. Electricity is one of the basic needs in people's daily lives, the function of electricity is used for: energy sources for electronic equipment, lighting, cooking, and as a support in providing health services and so on. The research was conducted at PLN SoeRayon for 4 months, from January to April 2016. This research used Qualitative Descriptive as the approach technique, and purposive sampling as the sampling technique. Primary and secondary data are the types of data sources, while the monitoring instrument uses interview guidelines, which are supported by observation and documentation. Data Analysis used Interactive Model Miles and Huberman, data collection through: data reduction followed by data presentation, and finally conclusions. The results of the analysis in this research indicated that: the quality of existing public services at PLN Soe Rayon was unsatisfactory, Its due to frequent occurrence of power out ages, and the slow service provided by Sub Rayon, and the transactions pay ofworse electricity. The inhibiting factor in providing services at PLN Soe Rayon is the electrical energy sources lack, thenthe natural factors that do not support, and on the other one is there’s theft on this distict, and also the lack of employees. While the supporting factors, physical facilities are sufficient, which have been given to people who are PLN's SoeRayon customers and the ability of employees who are ready to give their good service to the customers.The low quality impact of services provided by the State Electricity Company to customers in the Tobu Health Center, and generally the people of Timor Tengah Selatan Regency is the decline of customer trust to the PLN.

Abstract

Artikel ini mendeskripsikan implementasi kebijakan Otonomi Khusus (Otsus) di Provinsi Papua, melalui pengelolaan dana Otsus dengan membuat Rencana Strategis Pembangunan Kampung (RESPEK), Program Rencana Strategis Pembangunan Kampung (PROSPEK), dan program-program yang lain dalam rangka untuk melancarkan dan memajukan pembangunan di Kabupaten Mimika, Provinsi Papua. Tujuan penelitian ini menganalisis dan memahami tata cara pengelolaan dana Otsus. Metode yang digunakan kualitatif dengan cara menggali, memaknai, mendeskripsikan, menganalisis dan menginterpretasikan berbagai bentuk tata cara pengelolaan dana Otsus Papua. Hasil penelitian menunjukan bahwa pengelolaan dana Otsus Papua ditemukan lemahnya kelembagaan, rendahnya partisipasi masyarakat dan belum efektif, dana senantiasa mengalami peningkatan. Selama proses merealisasian dana Otsus tidak ditemukan penyimpangan dalam penggunaannya. Namun masyarakat Kota Sorong meyatakan bahwa dana Otsus dirasakan masih kurang jika dibandingkan dengan banyaknya tuntutan atau keinginan masyarakat untuk melaksanakan pembangunan di daerah ini. Karena itu pengelolaan dana ini harus transparan, jujur dan juga melibatkan masyarakat dalam penyusunan programprogram pembangunan daerah

Abstract

Artikel ini mendeskripsikan implementasi kebijakan Otonomi Khusus (Otsus) di Provinsi Papua, melalui pengelolaan Dana Desa (DD), Program Rencana strategis Pembangunan Kampung (PROSPEK), dan program-program yang lain dalam rangka untuk melancarkan dan memajukan pembangunan di Kabupaten Mimika, Provinsi Papua, kemudian menganalisis dan memahami tata cara pengelolaan dana otonomi khusus itu sendiri. Dengan menggunakan metode penelitian kualitatif mendeskripsikan, menganalisis dan menginterpretasikan berbagai bentuk tata cara pengelolaan Dana Desa. Teori yang digunakan adalah teori implementasi kebijakan yang berfokus pada kondisi lingkungan, hubungan antar organisasi dan kemampuan agen pelaksana. Hasil penelitian menunjukan bahwa pengelolaan dana otonomi khusus Papua lemahnya kelembagaan, partisipasi masyarakat dalam pembangunan rendah dan belum efektif. Karena itu pengelolaan dana ini harus transparan atau keterbukaan, jujur dan juga melibatkan masyarakat dalam penyusunan program-program pembangunan daerah itu sendiri

Abstract

The Community Information Group (KIM), formerly known as KELOMPENCAPIR (Reader and Pirsawan Listening Group), is still needed by the community until now, other than as a Distributor or Community Information Agent. It functions as a Negative Information Filter (Hoax). This research began in September 2018 until December 2018, the research was conducted at the Communication and Information Office of Batu City. The informants of this research are the Head of Partnership and Collaboration in the Field of Communication and Information Communication Batu, and the Chairperson of KIM Batu City. The data validity checking technique used in this study is to use the Triangulation Technique. The results of this study indicate that the Implementation of Formation, Development and Management of KIM in the Village / Village in Batu City has been going well according to the duties and functions of each Implementer. Supporting Factors in Implementation are clear Legal Regulations / Umbrellas, Enthusiastic and Good Community Participation. Inhibiting Factors in Implementation are Facilities and Infrastructure, Education level, Limited Operational Cost Budget.

Abstract

Abstract: The weak of cooperative organizers’ accountability services can be a reason of decreasing productivity of fresh milk. This research was conducted from January 2014 to May 2015. The method is descriptive-qualitative research by using questionnaires, interviews, observations, and documents. The results showed that the weak accountabilities of administrative/managerial, legal, political, professional, and moral lead to the low productivity of KUD Dau fresh milk. Its causing factors consisted of the low bargaining position of farmers, the incongruence of cooperative management service standards, the unresponsive complaint of farmers, the difference of cooperative boards and members’ interest, and the unevenly information access. The impacts of cooperative services accountability were the low loyalty of farmers, the low response of farmers to technical counsel, the switching profession of farmers to other businesses, the arise of unfairly motivation to attain quality and quantity standards of KUD Dau fresh milk, and the worst of good farming practices. Key words: accountability; good farming practices; milk-processing industry Abstrak: Lemahnya akuntabilitas pelayanan dari penyelenggara KUD di Era Globalisasi dapat menjadi penyebab menurunnya produktivitas susu segar. Penelitian ini dilakukan sejak Januari 2014- Mei 2015. Metode penelitian adalah deskriptif kualitatif, dengan menggunakan instrumen berupa kuesioner, wawancara, pengamatan dan dokumen. Hasil analisis menunjukkan bahwa lemahnya pelaksanaan akuntabilitas administrasi/manajerial, legal, politik, profesionalitas dan moral dapat menyebabkan rendahnya produktivitas susu segar KUD Dau. Faktor penyebab rendahnya produktivitas, antara lain: posisi tawar peternak yang rendah, perlakuan pengurus koperasi yang tidak sesuai dengan standar pelayanan, keluhan peternak yang tidak bisa cepat direspon, perbedaan persepsi antara pengurus dan anggota koperasi dalam hal kepentingan bersama, serta akses informasi yang belum merata. Adapun dampak akuntabilitas pelayanan KUD terhadap rendahnya produktivitas susu segar adalah loyalitas anggota peternak rendah, respon anggota peternak terhadap bimbingan teknik rendah, banyak peternak yang beralih profesi menjadi bentuk usaha lain, timbul rasa tidak adil dalam hal motivasi mencapai standar kualitas dan kuantitas susu segar KUD Dau, penerapan Good Farming Practices yang tidak optimal. Abstract

Evaluation Working performance of The Cooperation, Industry and Trade Board of Soppeng Regency has not reached to what expected by Soppeng’s community. This seemed to due to several factors such as compensation, edication and training, and motivation the employees. this study was aimed to describe the effects of compensation, education & training, and motivation on employee’s working performance of The Cooperation, Industry and Trade Board of Soppeng Regency. This study was conducted at the The Cooperation, Industry and Trade Board of Soppeng Regency from August 2012 to December 2012. All 38 employees of the board were used as respondents. Primary data were directly collected from respondents sing questionaires to obtained information related to compensation, education and training and motivation (as dependent variables), and employee’s working performance (as in independent variable). Data analyses covered validity and realibility of instruments and a linier regression. Results of this study showed that compensation, education and training and motivation simulatenously affected employee’s working performance of The Cooperation, Industry and Trade Board of Soppeng Regency. These three independent variables contrubuted 73,7% variation of the dependent variable (working performance). Partially, compensation and education and tranining significantly affected working performance whereas motivation did not significantly affect working performance. Education and training seemed to be the dominant factor affecting working performance of employees of The Cooperation, Industry and Trade Board of Soppeng Regency.

Abstract: Has conducted in March 2017 until May 2017 at Tlekung Village, Junrejo Sub-district, Batu City. Used descriptive qualitative research methodology. This research focused on: 1) Implementation of Public Participation for Successfuling independent Trash Bank, in: (a) planning, (b) implementation, (c) utilization of results, and (d) evaluation. 2) Supporting factors, on: (a) Opportunities to Participate, (b) Ability to Participate, and (c) Willingness to Participate for the Implementation of Community Participation in Realizing Independent Waste Bank. 3) Inhibiting factors for the Implementation of Community Participation in Realizing Independent Waste Bank, on: (a) low public response, and (b) low public awareness of environmental cleanliness. Abstract

Abstract: The research was done at June–September 2014 technically by distributing questionnaires to the civil servants whom work in Regional Employment Board of Tambrauw, West Papua Province. It was done in order to get primary data related with leadership style (X1) and working environment (X2) toward working motivation (Y). The research results showed that the leadership style and working environment condition simultaneously had positive and significant effect to the civil servants’ working motivation on Regional Employment Board of Tambrauw, West Papua Province. Leadership style and working environment were only giving 32,75% influence toward working motivation of civil servants in Regional Environment Board of Tambrauw, West Papua Province. Key words: leadership style; working environment; motivation Abstrak: Penelitian dilaksanakan pada Bulan Juni 2014 sampai dengan September 2014. Secara teknis, penelitian dilakukan dengan cara menyebarkan kuesioner kepada PNS yang bekerja di Badan Kepegawaian Daerah Kabupaten Tambrauw, Propinsi Papua Barat untuk mendapatkan data primer yang terkait dengan pengaruh gaya kepemimpinan (X1) dan kondisi lingkungan kerja (X2) terhadap motivasi kerja (Y). Hasil penelitian menunjukkan bahwa gaya kepemimpinan dan kondisi lingkungan kerja secara simultan berdampak positif dan signifikan terhadap motivasi kerja PNS di Badan Kepegawaian Daerah Kabupaten Tambrauw, Propinsi Papua Barat. Kontribusi gaya kepemimpinan dan kondisi lingkungan kerja hanya 32,75% memberikan pengaruh terhadap motivasi kerja PNS di Badan Kepegawaian Daerah Kabupaten Tambrauw, Propinsi Papua Barat. Abstract

Abstract: The results of the research showed that the phases of strategic management process gave positive impacts to the best service of Social Offices. The impacts of strategic management to the service were the social-undesirables community satisfied, the self-reliant and productive social undesirable encouraged, and the suitable paradigm of Social Offices and the independent character of social-undesirables community developed. The supporting factors of strategic management were the quality of human resources of Social Offices, the fund on hand, and the great infrastructures. The resisting factors were the distance between districts, the lack of funds, the quality of community, the shortage of internet services, the lack of disciplines, the wrong assumption that Social Offices was a helper, the inadequacy on budgeting support of the House of Representatives of the Regency of Malang, and the absence of a care centre of the social-undesirables. Key words: strategic management; best services Abstrak: Hasil penelitian menunjukkan bahwa tahapan-tahapan proses manajemen strategis memberikan dampak positif terhadap pelayanan terbaik Dinas Sosial. Dampak manajemen strategis terhadap pelayanan adalah kepuasan masyarakat penyandang masalah kesejahteraan sosial, pengentasan kemiskinan, mendorong terwujudnya penyandang masalah kesejahteraan sosial yang produktif dan mandiri, serta terbangunnya paradigma yang benar tentang Dinas Sosial dan karakter yang mandiri dari masyarakat penyandang masalah kesejahteraan sosial. Faktor pendukung manajemen strategis adalah kualitas sumberdaya manusia Dinas Sosial, ketersediaan dana, serta sarana dan prasarana yang baik. Faktor penghambatnya adalah jarak yang jauh antar-kecamatan, dana yang minim, kualitas masyarakat, layanan internet yang minim, kurang disiplin, anggapan masyarakat bahwa Dinas Sosial adalah instansi yang memberikan bantuan, dukungan Dewan Perwakilan Rakyat Daerah dalam penganggaran yang kurang, serta tidak adanya pusat penampungan penyandang masalah kesejahteraan sosial yang membutuhkan tempat sementara. Kata Kunci: manajemen strategis; pelayanan terbaik
