Abstract

This study aims to analyzegovernment policies in development planning based on the industrial revolution 4.0 (RI 4.0), analyzing labor planning for the horticultural agricultural sector based on RI 4.0 and formulating scenarios for planning for the horticultural agricultural sector based on RI 4.0. This type of research is exploratorywith a qualitative approach the data were collected through interviews. The research informants are the head of farmer groups, managers of private farms, department heads and academics. Informants were selected purposively with certain criteria. Data were analyzed usingTAIDA (Tracing, Analyzing, Imaging, Deciding and Acting). The results of this study found thatThe policy for implementing RI 4.0 has not been accommodated in district regional planning documents, as well as for labor planning for the agricultural sector, especially for horticulture based on RI 4.0, it has not been accommodated in either the RPJMD or Strategic Plan. The workforce requirement for the 2021-2024 period is 12,028 people. The largest proportion of labor absorption is at the maintenance stage 44.02% and the lowest is 0.69% in marketing. The implementation of RI 4.0 still considers social, technical and physical aspects. Mondy's theory needs to be sharpened per cultivation stage so that the reduction in labor can be suppressed. Suggestions, the policy for implementing RI 4.0 is contained in the RPJMD and the Strategic Plan of each service, it is necessary for the role of inter-regional government institutions in planning the workforce of the industrial revolution 4.0.

Abstract

research is done with the aim to know how to apply the tax planning conducted by PT Bumi Sarana Beton To minimize the burden of the company's income tax. In this study, the literature and observations review was by conducting research on the field through live interviews and data retrieval, related documents from the company as well as the use of books, and internet media. The data obtained in the analysis using a descriptive analysis is to exercise data of the commercial financial statements and the existing fiscal reports. The results showed that the application of tax planning by the company has been in accordance with the prevailing tax laws and with the implementation of taxation planning hence the saving of income tax expenses amounted to Rp 133,456,401.

Abstract

Bureaucratic reform is one of the efforts made by the government to make a fundamental change in carrying out governance, especially in terms of institutional (organizational), governance (implementation process), and human resources (Government Apparatus). (Rudito, 2016:48) The driving force for bureaucratic reform is the realization of good governance based on services by utilizing information technology in the administration of local governments. Information technology in the administration of government is called electronic government (e-gove). North Sumatra Provincial Government in improving Civil Service Management has implemented Paperless (paperless) with the e-gove system in the administration of personnel administration. The paperless personnel administration service (Paket Keras) has been implemented in the North Sumatra Province Regional Personnel Agency office, including in the performance evaluation based on paperless personnel administration service (Paket Keras). In performance appraisal according to Grote (1996) in the book The Complete Guide To Performance Appraisal says that there are three approaches to performance appraisal, namely (a) Performer-Based Performance Assessment, (b) Behavior-Based Performance Assessment, (c) Results-Based Performance Assessment. The research method used is qualitative research with descriptive methods and inductive approaches. Data collection techniques used through interviews, observations, documentation and data from informants, namely the Head of the Regional Personnel Agency of North Sumatra Province, Secretary, Head of Personnel Information and Data, Formation, Development, and Welfare, and Civil Servants in the scope of the BKD Office in Sumatra Province North. Data reduction data analysis techniques, data presentation, and conclusions. Employee Performance Evaluation based on paperless personnel administration services at the North Sumatra Province BKD office has not been carried out optimally. However, in its implementation there are several obstacles / obstacles including there are still employees who do not understand or master the Paket Keras system, there are still employees who have not changed their mindset, there are still employees who do not understand the development of information technology (IT), application tutorials are still incomplete , the budget is still constrained in completing the work program, and the slow approval of the P-APBD. The advice that I can give is that normatively the regulations issued as a basis for Paket Keras-based performance appraisal need to be strengthened again, for example by issuing circular letters about the time limit of tolerance in data filling and accompanying sanctions for employees who do not implement the policy. Based on human resources there needs to be an increase in the quality of the implementation team which is the main component, besides that users in this case civil servants must always be given deeper socialization in order to master the Paket Keras system. Need to increase the sense of employee awareness related to the needs of each individual to be competent in terms of technology and information (IT), so that employees are not confused by the development of IT such as the Paket Keras.

Abstract

The objective of this research was to evaluate fishermen‟s empowerment policies inPangandaran District. There were many empowerment policies that have implemented toimprove fishermen‟s welfare. But in fact, its result has not been felt significantly yet. Qualitativeapproach and descriptive method were used in this research based on five components, they are:concept, procedure, process, outcome, and benefit. In-depth interview and observation were usedto collect qualitative data. Informent taken from fishermen, fish distribution actors, PUSKUDMina‟s aparat, Fishermen Cooperaton aparat, and Fisheries and Marine Services of CiamisRegency were purposive selected in order to get comprehensive data. Data were analyzedthrough reduction, display, and conclusion drawing steps. Results of this study show that thereare no significantly benefits that can increase fishermen‟s welfare in long term. It was necessaryto find out well-concepted policy alternatives that can eradicate poverty root in fishermenvillages. One of policy alternative that can be tried was government intervention on fish farms. Itcan be traditionally approach or fishery industry cluster approach. Both of them should considerthe ideal future condition and the existing condition of fishermen, in order to get optimal resultof empowerment program.

Abstract

The phenomenon that is the object of research is the implementation of BUMDes development policies in Klaten Regency. The research objectives are: to analyze the implementation of BUMDes development policies in Klaten Regency; and, compiling models. This study uses a qualitative method. The 14 research informants were determined by purposive sampling and accidental sampling technique. Secondary data collection using literature study; primary data collection using interview and observation techniques discussion of research results uses descriptive analysis which was developed with observer triangulation analysis. The results of the study show that the implementation of BUMDes development policies in Klaten Regency has not been optimal. Due to the lack of communication and connectivity with the BUMDes resource development system and business network which is institutionalized in stages and widely, the limited commitment, competence, and performance are not yet result-oriented. The model composed of the results of the analysis is the JAP BUMDes Development Implementation Model (Implementation Network and Business Expansion Network; Accountability and Mindset Change). Practical advice is to expand the BUMDes Forum, so as to form implementation networks and business development networks, increase accountability and change the mindset of policy makers and policy actors, through coaching, socialization of learning in a directed and integrated manner and continuous supervision. Theoretical suggestions to the academic community to be willing to develop a structured JAP BUMDes Development Implementation Model.

Abstract

Teori penetrasi sosial atau yang dikenal juga sebagai teori kulit bawang menggambarkan proses ikatan hubungan di mana individu-individu bergerak dari komunikasi dangkal (superficial) menuju komunikasi yang lebih intim (Irwin Altman dan Dalmas Taylor, 2008:196). Penelitian ini bertujuan secara umum untuk mengetahui pembentukan teori penetrasi sosial dan kaitannya dengan pengungkapan diri. Pendekatan yang digunakan dalam penelitian merupakan pendekatan kualitatif dengan metode kepustakaan. Kesimpulan dari penelitian ini adalah manusia memiliki beberapa lapisan kepribadian yang akan dimunculkan pada situasi dan lawan interaksi yang berbeda pula. Pada proses dangkal (perkenalan) individu akan memperlihatkan lapisan terluar. Seiring kedalaman kedekatan yang terjadi antar individu, maka lapisan demi lapisan akan terkelupas dan dapat mengetahui lapisan terdalam seseorang sehingga hubungan menjadi intim.

Abstract

Abstract The Regional Rice Program (RASDA) is one of the flagship programs of the Regional Government of Malinau Regency, in Realizing Household Welfare Target Beneficiaries. The purpose of this study was to find out how the Analysis of the Regional Rice Program (RASDA) to embody the welfare of the targeted households of beneficiary (RTS-PM) in Malinau Regency, North Kalimantan Province and to find out the barriers of Malinau Regency Government in implementing the RASDA program. This research is an analytical descriptive study, which is a description that describes and examines problems based on the government policies through adequate government regulations. This study uses a qualitative descriptive research method using a conceptual approach, where the source of the data is obtained through library research with reference to David’s Management theory (2011) namely a) Planning b) Organizing; c) Motivating; d) Placement of Staff; and e) Controlling. Thus, this study examines and compares the contents of the regional sovereignty legislation related to food and local regulations governing regional rice (RASDA) which is one of the flagship programs of the Malinau Regency Government. The results of the analysis of the Regional Rice Program (RASDA) to comprehend the welfare of the targeted households of beneficiary households (RTS-PM) in Malinau Regency, North Kalimantan Province have been going statisfactorily. This can be recognized from four aspects, namely: (1) Aspects of Government Policy; (2) Aspects of Fulfillment of RTS-PM Rights; (3) Management Aspects of Regional Rice (RASDA) Distribution; (4) Quality Aspects of Regional Rice (RASDA). Abstract

Dana desa yang sudah digulirkan sejak tahun 2015 sangat membantu desa dan masyarakatnya untuk meningkatkan pembangunan desa. Dalam pelaksanaanya tentu saja bukan tanpa masalah. Pemberian dana desa di Indonesia merupakan peluang yang dapat dimanfaatkan untuk meningkatkan kesejahteraan masyarakat desa melalui pembangunan desa. Tetapi di sisi lain, dana desa juga merupakan ancaman jika tidak dapat dimanfaatkan dengan baik. Oleh karena itu pengelolaan dana desa memerlukan strategi untuk meraih peluang dengan memanfaatkan kekuatan dan kelemahan serta mengantisipasi berbagai ancaman. Penelitian ini mencoba merumuskan strategi pengelolaan dana desa di Kabupaten Ende Provinsi Nusa Tenggara Timur. Pendekatan yang digunakan dalam penelitian ini adalah eksploratif untuk mengidentifikasi peluang, ancaman, kekuatan, serta kelemahan dalam pengelolaan dana desa di Kabupaten Ende. Teknik pengumpulan data yang dilakukan adalah Focus Group Discussion (FGD) yang melibatkan seluruh pemangku kepentingan dalam pengelolaan dana desa di Kabupaten Ende, yang terdiri atas: aparat desa, tokoh masyarakat, pimpinan dan staf di Dinas Pemberdayaan Masyarakat Kabupaten Ende. Dengan menggunakan Analisis SWOT (Strengths, Weaknesses, Opportunities, Threats) diperoleh kesimpulan bahwa strategi jangka pendek yang harus segera dilaksanakan adalah: meningkatkan kapasitas aparatur serta melakukan pendampingan kepada aparat dan masyarakat desa dalam pengelolaan dana desa. Pemerintah Kabupaten Ende sebaiknya menyiapkan payung hukum untuk memformalkan strategi pengelolaan dana desa supaya dapat dirujuk oleh semua pihak terkait

Abstract

The city of Banjarmasin is included in the 100 Smart City program launched by the Ministry of Information and Communication. Given the unique geographical conditions with many rivers, the concept of smart city development in Banjarmasin can be different from other cities. Of course the Banjarmasin City government must be truly ready to realize a smart city according to geographical conditions and be able to improve public services. The newly launched Banjarmasin Smart City still requires improvement, related to application integration and the level of utility and effectiveness which is still relatively low. This study aims to analyze the readiness of the Banjarmasin City Government towards a smart city, which is followed by identifying factors that can accelerate the formation of a smart city in Banjarmasin City. The method used is descriptive quantitative and qualitative. Quantitative data analysis uses descriptive statistics with visualization of radar diagrams. While the qualitative data analysis used the NVIVO 12 PLUS software to map the results of interviews with informants, then the coding process was carried out from the interview results to each node based on the dimensions of a smart city. The results of the study concluded that the readiness of the Banjarmasin City Government towards a smart city is in the ready (middle) category towards being ready and able to compete (main). Factors that can accelerate the realization of Banjarmasin Smart City are: integrated data center, conducive business climate, health, environmentally friendly urban planning, fair and consistent application of reward and punishment, critical and cultured society, mixed modes of transportation, and adequate physical and internet infrastructure. Meanwhile, the smart community dimension has the greatest contribution to realizing Banjarmasin Smart City.

Abstract

Terminal bayangan Cileunyi berada di ruas jalan Raya Cipacing yang merupakan jalan arteri primer. Aktivitas terminal bayangan berupa pejalan kaki, kendaraan parkir dan berhenti, menaikkan dan menurunkan penumpang di sisi jalan menjadi bagian aktivitas hambatan samping yang menyebabkan kemacetan. Tujuan dari penelitian ini untuk mengetahui kinerja jalan arteri primer akibat adanya aktivitas terminal bayangan dengan menghitung kecepatan kendaraan, kapasitas jalan, derajat kejenuhan, dan tingkat pelayanan jalan. Perhitungan menggunakan PKJI 2014. Hasil yang didapat bahwa aktivitas terminal bayangan tertinggi terjadi pada siang hari dengan hambatan samping sangat tinggi, kecepatan kendaraan jauh di bawah kecepatan rencana 60 km/jam, kapasitas jalan turun, derajat kejenuhan rata-rata diatas 0,85 dengan tingkat pelayanan jalan F. Hasil simulasi tanpa adanya aktivitas terminal bayangan menunjukkan kapasitas jalan meningkat 27%, kecepatan kendaraan meningkat, derajat kejenuhan rata-rata berada di bawah 0,85 dengan tingkat pelayanan yang semakin baik.
