Abstract

The study about the arrangement of transportation in Bali especially arrangement of public transportation has been implemented since year 1990, even though most of it still not well implemented. If short-term financial factor become the main consideration, then mass transportation system in Bali will never be built. Mass transportation system need to be done by considering the economic benefit wholly so that public transportation could perform well, such as government subsidies. The purpose of this study is to analyze the financial feasibility of Sarbagita bus Corridor VI that is planned to serve route: Mengwi terminal – Puspem Badung – Ubung terminal – City, Round-Trip with 30 fleets and 24 stops. Data used in this study is secondary data with estimation of 1,620 passengers per day with government rate Rp. 3,500. The outcome from this study shows that Trans Sarbagita bus corridor VI is not feasible, Vehicle Operating Costs (BOK) per year is Rp. 927,308,322,- for one unit and Rp. 24,190,651,895 per year for the entire fleet. So it need government subsidies in the amount of Rp. 35,894,340 per day.

Abstract

Abstrak : Pasar Ubud yang terletak di ruas Jalan Raya Ubud merupakan pusat perdagangan dan pariwisata di kecamatan Ubud kabupaten Gianyar tentunya tidak pernah sepi dari pengunjung maupun wisatawan. Sehingga bangkitan yang terjadi akibat aktivitas ini tinggi pula yang cenderung mengakibatkan konflik terhadap lalu lintas yang berada di sekitarnya. Tujuan penelitian ini adalah (1) untuk menganalisis bangkitan perjalanan yang ditimbulkan oleh aktivitas Pasar Ubud, (2) untuk menganalisis kinerja ruas Jalan Raya Ubud dengan adanya Pasar Ubud, (3) untuk menganalisis kinerja Jalan Raya Ubud apabila Pasar Ubud ditiadakan. Data yang diperoleh melalui survei secara manual yaitu survei volume lalu lintas, survei bangkitan perjalanan, survei hambatan samping, survei kecepatan perjalanan, dan survei inventori jalan. Serta ditunjang dengan data jumlah penduduk dari BPS Kab. Gianyar. Pada tahap analisa mengacu pada pedoman MKJI 1997. Dari hasil analisis diketahui bangkitan perjalanan di Pasar Ubud tertinggi terjadi pada pukul 09.00 s/d 09.15 wita yaitu sebesar 389 smp/jam, hasil analisis kinerja ruas jalan bila pasar Ubud beroperasi diketahui bahwa kapasitas jalan sebesar 1931 smp/jam dengan derajat kejenuhan sebesar 0.51, kecepatan perjalanan sebesar 15 km/jam, Berdasarkan rasio V/C dan kecepatan didapat tingkat pelayanan jalan tersebut berada pada level F. Bila Pasar Ubud ditiadakan maka kapasitas jalan sebesar 2348 smp/jam, kecepatan perjalanan 34.5 km/jam dengan derajat kejenuhan (DS) sebesar 0.26 dan tingkat pelayanan jalan berada pada level B.Abstract : Ubud Market is located on Jalan Raya Ubud segment is the center of commerce and tourism in Ubud district Gianyar regency certainly is never empty of visitors and tourists. So the generation that occurs due to high activity also are likely to lead to conflict on traffic in the surrounding areas. The purpose of this study was (1) to analyze trip generation caused by the activity of Ubud Market, (2) to analyze the performance of the Jalan Raya Ubud with the Ubud market, (3) to analyze the performance of Jalan Raya Ubud if Ubud market not operation. The data obtained through the survey manually that is surveying traffic volume, trip generation surveys, surveys barriers aside, the survey speed, and road inventory surveys. And supported with data from the BPS district population Gianyar regency. At this stage of the analysis refers to the guidelines MKJI 1997. From the analysis of trip generation known in Ubud Market is highest at 09.00 until 09:15 pm that is equal to 389 pcu / h, the results of the performance analysis of the street when the market operates Ubud is known that the capacity of 1931 pcu / h with the degree of saturation at 0.51, travel speed of 15 km / h, Based on the ratio of V / C and high level of service is obtained at the level of F. When the Ubud Market abolished then the capacity of 2348 pcu / h, travel speed 34.5 km / h with the degree of saturation (DS) at 0.26 and the level of service at the level of B.

Abstract

Benefit Cost Analysis (BCA) is the standard method used to aid agencies in project selection and prioritization, by measuring the efficiency costs from the perspective of the benefits for society that identifies optimum ratio of cost-benefit, usually by comparing the income of project beneficiaries. BCA is a computational tool to determine whether an investment will generate benefits that will exceed its costs. In the port industry, it is usually fragmented, BCA model raises the cost or benefit allocation problem that causes a variety of conceptual questions concerning the actual of cost or benefit in development and investment program. This study focuses on literature review of Benefit Cost Analysis (BCA) including port development feasibility study report on tourism in Tanah Ampo by the transport department of the Karangasem Regency Government in collaboration with the Research Institute (Research Center) University of Udayana and tourism port master plan study (RIP) in the Land ampo-Bali by the Directorate General of Sea Transportation in collaboration with the Research Institute (Research Center), University of Udayana, including: (a) a description of the maritime industry characteristics affecting the program plan, (b) requirements for program implementation, (c) methodology developed to evaluate projects, (d) review and evaluation of improvement.

Abstract

Penelitian ini mengacu pada penelitian yang dilakukan pada tahun 2010, dengan tujuan utama menentukan lokasi infrastruktur pelabuhan pariwisata yang paling optimal dalam mendukung peningkatan wisatawan dan pertumbuhan perekonomian daerah, penelitian tahun 2011 fokus pada Prioritas Program Terminal Kapal Pesiar Tanah Ampo: Penerapan Benefit-Cost Analysis (BCA) untuk penilaian Proyek dan Penelitian Peranan Transportasi dalam Pariwisata Studi Kasus: Pemilihan Daerah Tujuan Wisata (DTW/Destinasi) oleh Wisatawan di Bali. Pengembangan yang dilakukan dalam penelitian ini adalah dalam metode penelitian bagaimana mencari alternatif lokasi pelabuhan yang memenuhi syarat teknis seperti kedalaman alur dan kolam pelabuhan, turning bazin, pasang surut, tinggi gelombang, kesesuaian lingkungan dengan pendekatan teoritis dan empiris. Implementasi pada studi kasus daerah wisata di Bali mengindikasikan bahwa dari sepuluh alternatif lokasi pelabuhan hanya 5 lokasi yang memenuhi syarat kriteria yang disebutkan diatas yaitu: 1). Pelabuhan Benoa, 2). Pelabuhan Tanah Ampo, 3). Amed, 4). Pelabuhan Celukan Bawang, 5). Sumberkima.

Abstract

Arus pertumbuhan pengunjung ke Bali dengan menggunakan moda transportasi laut mengalami peningkatan. Rata-rata persentase peningkatan kendaraaan 8,37% dan peningkatan pengguna jasa penyeberangan sebesar 11,84%. Penelitian ini menganalisis kinerja dermaga hanya berdasarkan nilai Berth Occupancy Ratio (BOR). Nilai BOR merupakan perbandingan antara waktu penggunaan dermaga dengan waktu yang tersedia (dermaga siap operasi) dalam periode waktu tertentu yang dinyatakan dalam prosentase. Hasil analisis awal pelabuhan Padangbai  menunjukkan bahwa pada tahun 2011 pertumbuhan penumpang sebesar 9,71 %, pertumbuhan barang sebesar 12,09 %, pertumbuhan kendaraan sebesar 4,95 % , pertumbuhan kunjungan kapal sebesar 6,2 % dan nilai Berth Occupancy Ratio (BOR) sebesar 55,8 %. Seharusnya Pelabuhan Padangbai minimal harus sudah memiliki 2 dermaga yang siap dioperasikan. Dengan menggunakan metode time series dan pola trend di analisa dengan menggunakan prediksi yang mengikuti model regresi (Regresi Linier, Regresi Kuadrat, Regresi Eksponensial dan Regresi Logaritma) diperoleh prediksikan bahwa pertumbuhan penumpang: n 10 (2021) = 4.508.001,64, n 15 (2026) = 7.666.452,25, n 20 (2031) = 13.037.814,72. Pertumbuhan barang: n 10 (2021) = 4.536.525,02, n 15 (2026) = 7.442.161,31, n 20 (2031) = 12.208.852,53. Pertumbuhan kendaraan: n 10 (2021) = 257.059,07, n 15 (2026) = 207.241,17, n 20 = 283.423,27. Pertumbuhan kunjungan kapal: n 10 (2021) = 23.702,30, n 15 (2026) = 36.274,45, n 20 (2031) = 51.868,10. Selain itu dapat diprediksikan pula  pada tahun 2021 nilai BOR pada Pelabuhan Padangbai sebesar 167,27 %, pada tahun 2026 nilai BORnya sebesar 255,99 % dan pada tahun 2031 Nilai BORnya sebesar 366.05 %. Berdasarkan hasil prediksi nilai BORnya maka pelabuhan padangbai seharusnya pada tahun 2012 seharusnya telah memiliki 3 sampai dengan 4 buah dermaga siap beroperasi, dan pada 2013 harus sudah memiliki 5 dermaga yang siap beroperasi dan dari tahun 2014 hingga 2031 dermaga di Pelabuhan Padangbai seharusnya sudah minimal melmiliki 6 dermaga yang siap beroperasi.

Abstract

The rapid growth of tourism has attracted a large number of provincial and district levels in Indonesia to capture a larger portion of this economic activity. They are competing to build tourism transportation infrastructure such as ports, airports, highways and other supporting facilities in order to stimulate economic growth and an increasing number of tourists. To avoid destructive local optimatization, it is important to re-think the role of transport in ensuring the sustainability and competitiveness of Indonesian tourism. To achieve this goal, it is important to understand the reasons of people travelling to Bali and factors influencing their choice. This study identifies the factors influencing destinations choice by foreign tourists travelling to Bali and evaluates the preferences of the selected destinations. AHP Model 4 levels consisting 22 attributes on the fourth level, is proposed and tested using data collected from tourists visiting Bali. This is to determine the selection criteria of the factors that are relatively important. Using fuzzy theory and TOPSIS, the preferences of 47 destinations in Bali were ranked. The results are used to establish the priority in transport infrastructure development in relation to tourism. The study results indicate that the search for pleasure with a total escape from daily activities, personal security, friendship and / or relatives seems are the three most important factors for the tourists visiting Bali. Meanwhile, the package tourist destinations consisting Kuta, Tanah Lot, Lake and Mount Batur are primary destinations during a visit to Bali.

Abstract

Provision of water supply in Buleleng regency handled by local water supply enterprice (PDAM) systems and swakelola systems which is done by the society in Facility Manager Unit/Facility Manager Community (UPS/KPS). Of the total 148 villages in Buleleng regency, only 68 villages have got PDAM systems, while 80 villages through a swakelola system by society. Based on the observations of the year 2010-2011 performance UPS/KPS tends to decrease. Performance degradation UPS/KPS will impact the disruption of the function of providing water to rural communities. The objective of this research is to knowing the factors that influenced the performance of Facility Manager Unit/Facility Manager Community (UPS/KPS) in supplying a rural water supply. This research used purposive  sampling technique in which the subject of this research was taken from 67 of 80 village as a rural clean water manager. The respondent consist of ; one respondent from the apparatur in the village as a builder of SPAM (Drinking Water Supply System) in the village. Two respondents from the manager of UPS/KPS and there respondents from the society or custumers. The variable data is based on the measurement performance in public sector that consist of; input aspect, process aspect, output aspect, outcomes aspect and imfact aspect. The data from respondences will manage by using descriptive analysis and also factor analysis. The result of factor analysis showed that there was fives dominant factor that influenced the performance of UPS/KPS ; water spring debit, public willingness to pay, public awareness to pay, quality of service and ease of access to finance.

Abstract

Abstract: Problems in construction projects caused by the extension of working time and an increase in labor costs. A limited ability of project management contribute to the decline in the quality of project work. The quality of project manager has an important role to smooth a construction project. Dedication in this profession requires project managers to carry out the work going according to plan. Analyzing the quality of the project manager for the implementation of construction projectsis one wayto measure the quality of a project. It needs  a right measurements way to providean accurate assessment of qualified and reliable project managers. This study aimed to obtain and analyze the factors that affect the quality of the project manager and its to construction projects.This used a sample of 45 respondents from several construction projects in the area of Badung and Denpasar during the period 2007-2012. The method used in this study is the method of multiple linear regression analysis by testing for the F-test and t-test. The results found 8 dominant factor that has a value eigen values??> 1. Sequentially, the factors that have been named are experience 41.63%,  education 9.278%, knowledge 7.240%, ability 5.088%, character 4.047%, network 3.843%, relationship communication 3.550%, confidence 3.357%. Influence the quality of the project manager on the performance fee of 51.9%, against 43.1% for quality performance, on-time performance, with a value of 57.9%. The results of this study prove that the powerful influence between the quality of the construction project manager to the implementation of construction projects.

Abstract

Permit to a person to enter the restricted area at Ngurah Rai Airport which is called Airport Pas can be given in accordance with the duties and activities of a person at the airport. On permit service, there are disappointments and complaints of the Pas applicant that can still be found in the Pas service like duration of Pas completion and officer service at the time of application. The different perception and expectation of Pas applicant must remain in the regulation corridors and prioritize security at airports. The purpose of this research is assesing the quality of Pas service in the Airport Authority Region IV by using a SERVQUAL (Service Quality) model. The model is comparing the two main factors, namely real customer perception of the service that they received (Perceived Service) with the actual services expected/desirable (Expected Service) which consists of 5 (five) dimensions, those are Tangibles (physical), Reliability, Responsiveness, Assurance and Empathy (attention). By using these models, it is known that the quality of Pas service in the Airport Authority Region IV is still less than the expectations of the applicant and the most important dimension to enhance is Responsiveness. Gaps between perception and expectation as follows: Responsiveness (-0,2240), Assurance (-0,2171), Reliability (-0,2099), Tangibles (-0,1994), dan Empathy (-0,1373).

Abstract

The rapid growth of cruise ships has encouraged the Indonesian government and Bali’s local governments in particular, to compete in developing and upgrading their existing ports. It needs a holistic and integrated transportation system before a decision to locate a port can be made. In order to avoid unconstructive local exploitation to the whole system and given the fact that cruises’ visits are usually only for a short period, requirement for a synergized system is fundamental, in order to measure the whole chain of factors and values involved in the decision making process. Traveling Salesman Problem (TSP) Model implemented in this study is expected to be able integrate tourist destinations and transportation system. Findings derived from this research will be used as guidance in managing many tourist destinations, which include the organization of local traffic and accessibility by introducing alternative routes; managing demands for transportation infrastructures, facilities, and services; reducing traffic congestion; controlling speed limit; mitigating air pollution; and synchronising location of the port and tourist destination. The strategic Environmental Sustainable Transportation is urgently needed to implement in Bali as the major tourist destination in Indonesia in order to minimized CO2 emission
