Abstract

Perguruan Tinggi selain melaksanakan Pengajarandan Penelitian, juga dituntut untuk menyelenggarakan kegiatanpengabdian kepada masyarakat yang merupakan bagian daripelaksanaan Tri Dharma Perguruan Tinggi. Salah satu modelPengabdian Kepada Masyarakat yang dilaksanakan PerguruanTinggi Fakultas Ilmu Sosial dan Ilmu Politik Universitas Timoryaitu melaksanakan kegiatan Praktek Kerja Mahasiswa(Disingkat: PKM) di Desa Bijeli, Kecamatan Noemuti,Kabupaten Timor Tengah Utara, Provinsi Nusa Tenggara Timur.Kegiatan ini bertujuan memperkuat tugas pelayanan publik,pembangunan dan pemberdayaan masyarakat. Tahapankegiatan ini yaitu Pertama, survey dan analisis kebutuhan untukmemetakan masalah dan potensi yang ada di desa kemudiandirancang program kegiatan, kedua, pelaksanaan programkegiatan yang sudah dirancang, yaitu pembenahan administrasiprofil desa, kegiatan penomoran rumah warga, pendampingankelompok tani, dan tahapan ketiga, diseminasi laporan PraktekKerja Mahasiswa. Metode pelaksanaan kegiatan Praktek KerjaMahasiswa yaitu berpartisipasi di lapangan secara langsung.Hasil kegiatan Praktek Kerja Mahasiswa ini yaitu terciptanyaadministrasi profil desa yang valid dan lengkap, terwujudnyapenomoran rumah penduduk dan peningkatan pemahamankelompok tani di Desa.

Abstract

This study aims to determine the description of the quality of library services at the Regional Libraries in the border area of North Central Timor Regency and to determine the description of the satisfaction of library service users in the border areas in North Central Timor Regency, East Nusa Tenggara Province. Regional library services seen from indicator 1). Proof of Display (Tangibles); 2). Reliability (Reliability); 3) Responsiveness (Responsiveness); 4) Assurance; and Empathy (Emphaty). As for the variable service user satisfaction based on indicators 1) Quality of products / services; 2) Emotions; and 3) Cost or convenience provided. Data collection was carried out through observation, interview, and documentation techniques. The results showed that the description of the variable quality of library services in the border area of North Central Timor Regency was quite good through display evidence indicators (Tangibles); 2). Reliability (Reliability); 3) Responsiveness (Responsiveness); 4) Assurance; and Empathy (Emphaty). As for the description of service user satisfaction variables based on indicators 1) Quality of products / services; not satisfactory, it is accrued that they are still using the manual system in services at the District Library Office of the Border District. North Central Timor; as for other indicators 2) Emotion; and 3) The cost or convenience provided is sufficient or satisfactory.

Abstract

This studi to aims to analyze the role of Badan Permusyawaratan Desa in monitoring the management of Dana Desa and analyze the obstacle faced by the Badan Permusyawaratan Desa (BPD) in Desa Garung, Kecamatan Sambeng, Kabupaten Lamongan. The research method used guidance with interview, observation and documentasi. The results of the study that the role of the Badan Permusyawaratan Desa (BPD) in overseeing the management of Dana Desa is divided into each process, namely the Planning stage, Implementation, and reporting. Constraints faced include, the absence of a work program, inadequate measurement of performance, no corrective action taken to prevent irregularities repeatedly. In addition to the three aspects above, the findings in this study, there are aspects that most contribute to the role of the Badan Permusyawaratan Desa in overseeing the management of Dana Desa, namely human competence (HR), budget, facilities and infrastructure, and work methods of the organization.

Abstract

This study aimed (1) to analyze the role of research results in the formulation of border management policies in North Central Timor Regency conducted by the Regional Border Management Agency of North Central Timor Regency and (2) to analyze the obstacles faced by the Regional Border Management Agency in applying research results in the process of the policy formulation. The applied research approach was the descriptive qualitative method. This method was used to obtain data regarding the role of research results in the formulation of border management policies in North Central Timor Regency and the constraints faced by the Regional Border Management Agency in applying research results in the process of the policy formulation. Furthermore, data were collected using an in-depth interview, observation, and documentation.The results showed that the role of research results began to get attention at the stage of problem formulation in the Regional Border Management Agency of North Central Timor Regency to identify strategic issues related to border management in North Central Timor Regency. However, the use of research results in the formulation of policies has not been maximized. It was because of as follows. (a) Although published research results are easy to access, some researchers whose research is approved by the Regional Border Management Agency of North Central Timor Regency do not submit their research reports; (b) Research that is communicated effectively in the form of advocacy is conveyed by researchers through dissemination and intensive discussions as policy recommendations; (c) The time variable is the main factor for the effectiveness of the use of research results in the formulation of border management policies by the Regional Border Management Agency of North Central Timor Regency.

Abstract

This community service activity aims to examine the extent of village preparation in facing the implementation of the New Normal policy (new normal life) and at the same time to provide information through socialization related to the implementation of the New Normal policy. The village as the spearhead in implementing the New Normal policy should prepare all resources that can support the implementation of the policy. This New Normal policy is designed to support the economic life of the people who had experienced a decline during the Covid-19 prevention and handling period. The purpose of this policy is to re-increase the productivity of the people who had stopped while keeping them safe from Covid-19. Forms of Community Service Webinar through online media (Google Meet). The results of the service activities carried out were that the people of Oeprigi Village and Kaenbaun Village, which were the target group in this activity, knew and understood the New Normal policy.

Abstract

Women’s political participation is protected by the applicable laws and regulations in Indonesia. Indonesia’s Law No. 10/2008 concerning the General Elections for Members of the People’s Representative Council, Regional Representative Council, and Regional People’s Representative Council requires political parties to fulfill 30% of the total quota for women’s representation in party management and legislative candidates in parliament. The purpose of this study was to find out the strategy taken by the Regional Leadership Council of the NasDem Party in North Central Timor in increasing political participation and its obstacles. In this study, the researchers applied the descriptive qualitative method. Results showed that women’s political participation in North Central Timor is still not fully realized. Participation that has been seen so far can be considered as “pseudo” participation because it is only to fulfill the demands of statutory regulations. This occurs because of being influenced by several factors, including a patriarchal culture that is still firmly embedded in the mindset of the people of North Central Timor, people’s mindsets that have not supported the implementation of affirmative action regulation & women’s involvement in politics, low motivation, financial factors, and lack of female figures who are interested in joining and being actively involved. For this reason, the strategy implemented by the NasDem Party identified in this study consists of 2 stages, namely planning and implementation of the strategy. Therefore, it can be concluded that women’s political participation in North Central Timor is still not fully realized and the participation that has been seen so far can be considered as “pseudo” participation because it is only to fulfill the demands of statutory regulations.

Abstract

Karang Taruna merupakan organisasi kepemudaan di desa yang mengutamakan kepentingan kaum muda, menjembatani para pemuda dalam berkreatifitas, bersosialisasi dan melakukan pengembangan diri menjadi lebih baik dari waktu ke waktu serta memiliki visi dan misi yang harus dicapai. Oleh karena itu setiap organisasi Karang Taruna harus memiliki program kerja untuk dijalankan dalam usaha pencapaian tujuan organisasi tersebut. Seringkali terjadi bahwa program kerja yang dibuat terkesan asal-asalan, tidak sesuai dengan kebutuhan dan kondisi organisasi sehingga menghambat upaya pencapaian tujuannya, bahkan membuat organisasi Karang Taruna “mati suri”. Maka, sangat penting bagi para pengurus sebagai motor penggerak organisasi dan semua anggota untuk memahami situasi organisasinya secara komprehensif agar dapat membuat program kerja yang baik. Analisis SWOT merupakan salah satu metode yang dipakai untuk dapat mengenal organisasi (Kekuatan, Kelemahan, Peluang dan Ancaman) sehingga mereka dapat menyusun suatu program kerja yang tepat, realistis dan mampu menjawabi kebutuhan organisasi serta upaya-upaya pencapaian tujuannya. Kegiatan pengabdian ini ditujukan kepada para pemuda anggota Karang Taruna desa Kuanek, Kecamatan Bikomi Tengah, Kabupaten Timor Tengah Utara (TTU). Metode yang dipakai adalah melalui ceramah, praktikum dan evaluasi dengan target akhir adalah tersusunnya rancangan program kerja Karang Taruna desa Kuanek. Luaran dari kegiatan ini adalah tersusunnya draft rancangan program kerja bagi kelompok Karang Taruna desa Kuanek. Dari kegiatan pengabdian ini dapat disimpulkan bahwa kelompok Karang Taruna Desa Kuanek masih sangat memerlukan pendampingan dalam menyusun program kerja terutama yang berbasis analisis SWOT.

Abstract

The impact of the COVID-19 pandemic in Indonesia, including the existence of a Village Fund refocusing policy for handling COVID-19 that for the management of Village Funds for the 2021 fiscal year, a minimum of 8 percent and 40 percent of the Village Funds realized in each village must be focused on handling COVID-19 19. This study aimed to analyze and describe the factors that influenced the Village Government in Musi Sub-District, North Central Timor Regency, in implementing the Village Fund Refocusing and Reallocation Policy during the COVID-19 pandemic. Data was collected through observation, direct interviews with informants and searching archives and documents related to research. The results of the study concluded that the implementation of the Village Fund refocusing and reallocation policies had not been implemented optimally. Factors that cause it not to be optimal are understanding and mastery of information technology systems (Village Financial Systems) and the administrative requirements needed. Another obstacle is the overlapping laws and regulations regarding the refocusing and reallocating of Village Funds during the COVID-19 Pandemic.

Abstract

Supervision is a systematic effort by management to compare the predetermined standards performance, plans, or objectives to determine whether performance meets the standards and whether human resources are empowered effectively and efficiently to achieve the objectives as well as a step for corrective actions that need to be taken. Village Financial Management is the activities including planning, implementing, administering, reporting, and accountability of village finances based on the transparency, accountability, and participation principles, which is carried out orderly and budgetary manner. This study aims to analyze the village financial management supervision process conducted by the Regional Inspectorate of North Central Timor Regency. This study used a qualitative approach. The research instrument was the researchers who conducted interviews and interactions in the field by observing the supervision process. The results showed that the Regional Inspectorate has supervised financial management by following the stages namely planning, implementation, reporting, and follow-up. However, the supervision process was not conducted in all village areas due to limited human resources. It was also found that the village government's compliance level in managing village finances was low. It is indicated by the high findings of an inspection conducted by the North Central Timor Regional Inspectorat.

Abstract

Tujuan penelitian ini adalah menganalisis dan mendeskripsikan evaluasi pelaksanaan pembelajaran daring di Universitas Timor. Metode penelitian ini menggunakan penelitian Kualitatif. Hasil penelitian menunjukan bahwa Evaluasi Konteks, tujuan pelaksanaan pembelajaran daring di Universitas Timor untuk membantu memutuskan penyebaran virus corona. Kelebihan pelaksanaan pembelajaran daring yakni membantu pelaksanaan pembelajaran pada masa pandemic, meningkatkan pengetahuan akan teknologi, melakukan pembelajaran dimana pun dan kapan saja. Sedangkan kekurangan dalam pelaksanaan pembelajaran daring yakni jaringan yang sering terganggu ketika pembelajaran berlangsung, kuota yang sangat terbatas, alat pembelajaran seperti handphone yang kurang berkualitas, atau tidak memiliki handphone dan laptop. Evaluasi Masukan, secara keseluruhan pelaksanaan pembelajaran daring dapat berpengaruh terhadap pengembangan sumber daya manusia di Universitas Timor. Media yang digunakan dalam pelaksanaan pembelajaran daring hampir semua menggunakan handphone dan laptop. Pelaksanaan pembelajaran daring dilaksanakan berdasarkan aturan yang dikeluarkan oleh pihak Universitas Timor. Evaluasi Proses, pelaksanaan pembelajaran daring dilaksanakan sudah sesuai dengan aturan yang ditetapkan. Permasalahan yang timbul adalah jaringan yang sering terganggu, handphone yang kurang berkualitas, sinyal yang tidak baik. Direkomendasikan kepada Universitas Timor untuk menambah daya jaringan di area Universitas agar perkuliahan berjalan dengan baik. Evaluasi Hasil. pelaksanaan pembelajaran daring sesungguhnya belum mencapai tujuan karena masih mengalami kendala dalam pelaksanaan pembelajaran daring.
