Abstract

Open communication is one of the government's efforts to meet the demands of society in creating more transparent public information services. Instagram is one of the social media that allows the government and the public to interact through two-way communication, creating and sharing content in the form of words, images, audio or video, in real time. This study aims to identify the community's response to the communication of local leaders in informing government programs through Instagram. This study focuses on the Indonesian government's program on the issue of public education through the New Student Admission program. This study used an exploratory sequential mixed-method. The data was obtained from public comments via Instagram on posts submitted by the head of the West Java region. A total of 867 comments are analyzed in this study. Data processing techniques using text mining with sentiment analysis approach. The study found that the activeness of local leaders in using Instagram to inform government programs was very effective and able to attract participation from the community. The majority of comments showed negative sentiment towards government program information regarding the new student admission program which was conveyed through the West Java regional head's Instagram. Abstract

The tourists invasion to the sanctuary of the Islam spreaders, it is the social dynamics to strenghten faith. West Java is one of the provinces that has the potential for religious tourism which is much loved by the Indonesian people. This attracts researchers to examine more deeply the relationship between religious tourism and people's economic opportunities. This study aims to describe and analyze the influence of religious tourism on the people's economic opportunities. Religious tourism in West Java are mostly visited. In this situation, people’s economic opportunities can be captured by the local people, such as the souvenirs and flowers sellers. This research uses a quantitative approach to find out how significant the influence of Religious Tourism on the people's economic opportunities is and analyze it through the sociology of religion. The population in this study are people who work as traders who sell at the research location; with a sample of 59 people obtained through simple random cluster sampling. Based on the results of the analysis that there is a influence of religious tourism on the community economic opportunities, which is equal to 32.15%. Meanwhile, 67, 85% were influenced by other factors not examined in this study. From the effectiveness of religious sociology, and Parson's theory as a social system, which is explored through analysis of Adaptation, Goal Attainment, integration and Latent Pattern Maintenance is very relevant. seizing people's economic opportunities by adapting tourism elements, as well as trying to carry out cultural and religious attractions, such as solemn and silent prayer rituals, in accordance with tourist expectations. This pilgrimage tourism activity can integrate with tourist destinations and can carry out the maintenance of local cultural patterns. However, to increase the potential for pilgrimage tourism, it is still necessary to maintain a better environment and order.

Abstract

Human resources must be used as thoughts towards changing attitudes and views of the nation as a consequence of humans as individuals in their relations with the national and international community. Strategically Characteristics of Organizational Culture owned by Indonesian HR must be able to support the implementation of development progress through measurable capabilities by having organized entrepreneurial capacity that makes Indonesian HR a 'model of sharing' and agents of change from the reconstruction of values. the value contained in Pancasila as a noble value of the positive character possessed by the Indonesian people through the results of research studies at the Sundanese level, namely: "Sarendek Saigeul Sabobot Sapihanean, Parahyuhan sahan, simbeuh and identity, Involvement; participate actively, consistency is to carry out the mission; work synchronization, level of creativity. Abstract

Abstract: Culture and local wisdom in women community in digital era. The purpose of this article is to find out how the role of culture and local wisdom towards the women's community. This article was written because the involvement of women is still considered lacking in the digital era and also offices. This is caused by lack of competence, time, and access to information and computer technology. The culture of sharing organizations, hich is based on local culture and local wisdom, is needed as a counterweight to the women's community in the digital era. This research used a policy research approach which is defined as a type of research that investigate fundamental social problems that occur in society. The COI (Community of Inquiry) formulation is used in this article to overcome social problems in the digital age. From the research results, COI formulation is well implemented to increase empowerment and the role of women in the digital era, including its role in offices and in the family. Abstract: Budaya dan Kearifan Lokal dalam Masyarakat Perempuan di Era Digital. Tujuan dari artikel ini adalah untuk mengetahui bagaimana peran dari budaya dan kearifan lokal terhadap  komunitas perempuan. Artikel ini ditulis karena keterlibatan perempuan dinilai masih kurang di era digital dan juga perkantoran. Hal ini disebabkan oleh kurangnya kompetensi, waktu, dan akses terhadap informasi serta teknologi komputer. Budaya organisasi berbagi yang disadarkan pada budaya lokal dan kearifan lokal dibutuhkan sebagai penyeimbang bagi komunitas perempuan di era digital. Penelitian ini menggunakan pendekatan penelitian kebijakan yang didefinisikan sebagai jenis penelitian yang berupaya menyelidiki masalah sosial mendasar yang terjadi di masyarakat.  Formulasi COI (Comunity of Enquiry) digunakan untuk mengatasi permasalahan sosial di era digital. Dari hasil penelitian, diketahui bahwa formulasi COI baik diimplementasikan untuk meningkatkan peran dan pemberdayaan perempuan di era digital, termasuk perannya di perkantoran dan di keluarga.

Abstract

Tujuan penulisan artikel ini adalah membahas tentang pengaruh Implementasi kebijakan penyidikan tindak pidana umum terhadap manajemen penyidikan kasus tindak pidana umum dalam mewujudkan kinerja penyidik di satuan reserse dan kriminal Polres Garut. Metoda analisis yang digunakan dalam pembahasan topik utama menggunakan model analisis causal efektual dengan meninjau hubungan rasional yang menganalisa hubungan sebab akibat antara pengaruh Implementasi kebijakan penyidikan tindak pidana umum terhadap manajemen penyidikan kasus tindak pidana umum dalam mewujudkan kinerja penyidik di satuan Reskrim Polres Garut. Lokasi penelitian adalah, satuan reserse dan kriminal Polres Garut dengan jumlah responden sebanyak 66 orang. Hasil pembahasan menunjukkan bahwa variabel independen berpengaruh secara signifikan terhadap variabel intervening dan variabel dependen. Implementasi kebijakan penyidikan tindak pidana umum berpengaruh positif dan signifikan terhadap manajemen penyidikan kasus tindak pidana umum dalam mewujudkan kinerja penyidik di satuan reserse dan kriminal Polres Garut, implementasi kebijakan penyidikan tindak pidana umum berpengaruh positif dan signifikan terhadap manajemen penyidikan kasus tindak pidana umum. implementasi kebijakan penyidikan tindak pidana umum berpengaruh positif dan signifikan terhadap kinerja penyidik dan variabel manajemen penyidikan kasus tindak pidana umum berpengaruh positif dan signifikan terhadap kinerja penyidik di satuan reserse dan kriminal Polres Garut. Abstract

The purpose of this study was to determine the effect of organizational culture and bureaucratic behavior on organizational effectiveness in the Dinas-Dinas, Agencies, Offices and Secretariat in Sumedang Regency, both partially and simultaneously. The research method used in this study was a survey by distributing questionnaires to 170 respondents. Analysis of the data used in this study is path analysis to test the research hypothesis. The results of the study prove that there is a positive and significant influence between organizational culture and bureaucratic behavior on organizational effectiveness, both partially and simultaneously.

Abstract

This research is originated from the main problem that is, the lower organizational effectiveness. Human is the main factor in gaining an organization's success to achieve its objectives. In line with the position of ASMTB alumni in determining the success of the college and the implementation of human resources, there are problems and challenges that must be faced. The alumni of ASMTB require coaching and internal coordination to achieve effectiveness. It was found that the effectiveness of alumni performance is still low and it can be inferred from the existence of the alumni who are less concerned about ASMTB and the alumni who do not register as alumni because until now it is only 10% graduates were involved in the alumni tresshold. The problem indicators appear caused by internal coaching and coordination that has not been implemented optimally. The results show that there is a simultaneous effect of 47.3% regarding the internal coaching and coordination. Testing indicates that the partial effect on the variance of coaching effectiveness of 21.2% and a partial internal coordination variables influence the effectiveness of the work which is determined by 24,2%.

Abstract

Secara sosiologis, pandemi Covid-19 telah menyebabkan perubahan sosial pada semua aspek kehidupan masyarakat diberbagai sektor kehidupan masyarakat, baik dalam sektor ekonomi, ketenagakerjaan, pendidikan, pariwisata termasuk pada aspek birokrasi pemerintahan. Birokrasi dan komunikasi tidak bias dan Keduanya menjadi bagian dari proses kegiatan organisasi, baik secara administratif maupun non-administratif. Pola komunikasi pada birokrasi dengan cara yang tepat dapat dipahami oleh semua pihak yang terkait. Metode penelitian yang digunakan oleh peneliti adalah metode kualitatif dengan maksud untuk mengungkapkan secara komprehensif dan alami bagaimana pola komunikasi birokrasi dalam penanganan pandemi Covid-19 beserta pendukung dan penghambatnya di Kabupaten Garut dengan Satuan Tugas Covid-19 Garut sebagai implementor. Melalui pola komunikasi birokrasi vertikal dan horizontal kondisi pandemi berubah kearah yang lebih baik dengan indikator menjadi level 2 dari semula level 4 di kabupaten Garut.

Abstract

The quality of an education cannot be separated from the various factors that support the achievement of a good education including the existence of biased policy of government regulation that can be applied in the educational environment as a public institution. The problem of education in Indonesian society today is the high level of inefficiency. The purpose of this study is to examine the phenomenon of the problem of implementation of organizational culture transformation of the school management to realize the effectiveness of the use of sharing culture in the education environment. The object of this study is the Head of Administration at State Junior High School in West Java, with a sample of 135 people using descriptive research methods and verification through path analysis techniques (Path). The result of the research on the influence the policy planning on school management is higher than the effect of organizational culture transformation on school management, and the effect of organizational culture transformation on school management to realize the effectiveness of the use of culture sharing is simultaneously significant. Thus, in this research, the transformation of organizational culture planning must be the main priority to realizing the effectiveness of the use of sharing culture, it is necessary that the value of noble for education in Indonesia effectiveness in the use of funds issued by the Government, should be the transformation of culture sharing the same noble values - with mutual assistance in planning activities and school budgets that have been prepared that refer to the vision and mission, are equally in harmony to account for the expenditure of education funds in the form of reports in a transparent manner, equally faithful to carry out planned activities and report any funds issued transparently. Abstract

Secara sosiologis kondisi pandemi Covid-19 telah menyebabkan perubahan sosial pada segala aspek kehidupan masyarakat diberbagai sektor kehidupan masyarakat, baik dalam sektor ekonomi, ketenagakerjaan, pendidikan, pariwisata termasuk pada aspek birokrasi pemerintahan. Perilaku masyarakat masih ada yang belum memahami pencegahan virus covid-19 dengan tidak taat prokes, menghindari untuk di vaksin, sikap menutup diri masyarakat yang terdampak pandemi serta masyarakat yang menjauh oleh karena kekhawatiran terkena wabah serta masih banyak persoalan lain dimana masyarakat sesungguhnya membutuhkan informasi melalui media komunikasi dari pelayanan publik pemerintahan. Penelitian ini adalah penelitian kualitatif dengan menggunakan metode deskriptif. Hasil penelitian menunjukan bahwa setiap penyelenggaraan pelayanan publik harus memiliki standar pelayanan dan dipublikasikan sebagai jaminan adanya kepastian bagi penerima pelayanan dengan standar yang diberlakukan dalam peyelenggaraan pelayanan yang wajib ditaati oleh pemberi dan penerima pelayanan. Strategi media komunikasi birokrasi pemerintahan dan perilaku birokrasi dalam pelayanan publik harus berkorelasi dengan emphati, partisipasi, motivasi berprestasi tinggi, budaya organisasi gotong royong, semangat berbagi, iklim konflik, dan pemberdayaan manusia.
