Abstract

Bureaucratic reform is needed to make the government more efficient and effective. Purworejo District Attorney has implemented this bureaucratic reform since 2008. This study aims to describe the process of implementing Bureaucratic Reform at the Purworejo District Attorney in five aspects, institutional and organizational effectiveness, management, human resources, accountability and service. The method used is descriptive research with a qualitative approach. Interview data through interviews. The implementation of Bureaucratic Reform at the Purworejo District Prosecutor's Office was carried out in several stages, namely Phase I (2008-2009), Phase II (2010-2014), Phase III (2015-2019) and current conditions. Bureaucratic Reform at the Purworejo District Attorney has implemented the Integrity Zone to restore public trust, empower functional prosecutors to improve law enforcement, provide contact for public complaints, implement one stop sevices, use Information Technology to support their duties and functions. However, there are still some weaknesses, namely organizational organizations, organizations consisting of a combination of control functions and functions, responsible organization, and unsuitable employee placement.

Abstract

Memasuki era Kebiasaan Baru (New normal) ini, aktivitas masyarakat perlahan kembali seperti sebelum pandemi dengan syarat protokol kesehatan harus selalu diperhatikan, dijalankan, dan ditaati. Para balita yang sudah mulai bosan bermain di dalam rumah, ingin bermain di luar rumah. Namun lingkungan pemukiman rumah belum mendukung dikarenaka tidak tersedia arena bermain yang dapat menjadi wahana bagi balita untuk bermain sambil belajar, belajar bergaul dengan kawan sebaya, belajar berinteraksi dengan kawan sebaya sambil menggunakan sarana/alat permainan, dan belajar mandiri dalam bermain sambil diawasi Ayah, Bunda, atau Pengasuh. Melalui Program Pengabdian Masyarakat ini, tim mencoba untuk membantu masyarakat mewujudkan kebutuhan akan ruang bermain anak yang dilengkapi dengan fasilitas penunjang protokol Kesehatan untuk mencegah Penyebaran Covid-19 yang ramah lingkungan dan ramah penyandang disabilitas berupa tempat cuci tangan otomatis (Touch less) bertenaga surya. Selain membantu dalam menyediakan alat teknologi tepat guna tersebut, Pengabdian kepada Masyarakat ini juga akan melakukan sosialisasi mengenai protokol kesehatan dan pentingnya waktu bermain kepada anak-anak dan orang tua di lingkungan RW 014 Bukit Nusa Indah, Kelurahan Serua, Ciputat, Kota Tangerang Selatan.

Abstract

The purpose of the study was to analyze the identification of the process in the SWOT strategy which was carried out in improving employee performance appraisal, at the Karel Sadsuitubun Airport Organizing Unit office. This research is qualitative research with a focused case study approach. Data was collected through in-depth open interviews, observation, and documentation. The data analysis technique is limited by using SWOT analysis (Strength, Weaknesses, Opportunities, and Threats Analysis) so that the structure and strategic level of these factors can be known. From the results of data presentation and data analysis, it can be concluded that the performance appraisal of officers at Karel Sadsuitubun Airport has referred to the applicable regulations and in terms of improving Leadership Competence in carrying out the assessment, it is carried out through training or workshops.Keywords: Evaluation, Process, Assessment, Task Achievement

Abstract

PT Pulau Bintan Jaya is one of the foreign investment companies producing crumb rubber in Riau Islands Province. The company had been in operation since 1969, producing rubber with a few measures which were Standard Indonesian Rubber (SIR) 5, SIR 10, and SIR 20 per customer request. Companies have conducted employee performance measurements but have not specifically measured employee performance by linking it to company strategic functions. Current performance assessments are not yet focused on human resource development efforts. There were still poorly educated employees who served as team leaders and as supervisors. As a result, work-related communication became difficult and led to multiple obstacles under which employment resources became inadequate, and the targets of corporate performance unattainable. There are issues relating to the quality of human resources, and companies have been declining demand and declining production rates for several months. The decline in demand from customers has become one of the issues to evaluate in the company's performance measurement, due to its inadequate strategic resource management. It requires alightnment of the work systems to capture the role of human resources, while in this regard some current case work accident are still faund annually in the production section, even though for the past three consecutive years the accident rate has declined, it needs to be figured out by performing performance measurements. A human resource scorecard measures the performance of human resources by finding solutions to the weaknesses of human managerial resources in PT. Pulau Bintan Jaya, and assist in linking mission vision and strategic objectives. In this study, the design results were obtained as follows: there are 15 strategic goals and 32 Key Performance Indicators, special elements of the human resource system can be driven by 16 performance drivers (called Lagging Indicators), and 16 performance outputs to be achieved (called Leading Indicators), while the results Measurement of employee performance in PT Pulau Bintan Jaya using the Human Resource Scorecard method obtained good results.

Abstract

The purpose of this study is to describe and analyze the performance of the Regional Indonesian Broadcasting Commission (KPID) of the Riau Islands Province (Kepulauan Riau) using a balanced scorecard, with a qualitative method. Collecting data by in-depth interviews, literature study, documentation study, observation. Test the validity of the data by triangulation. The research focus includes performance analysis from a financial perspective, a customer perspective, an internal business process perspective and a learning and growth perspective. From the research results it can be concluded that the performance of KPID as a whole shows poor results. Factors that influence the poor performance of KPID, especially the financial aspect, are the lack of budget support for the provincial government budget grants in the Riau Islands.Keywords: Performance, Regional Indonesian Broadcasting Commission, Balanced Scorecard

Abstract

Especially in this age of globalization, the government bureaucracy must respond to the community's needs and demands for improved public services. The government agency in charge of vehicle tax services is one of the entities tasked with receiving PAD and sustaining public services. The presence of collaborative governance is a concept utilized by an organization to achieve long-term objectives and effect transformational change. This study's objective was to investigate the application of the concept of collaborative governance in the Regional Samsat of Natuna Regency. This study employs a qualitative methodology for collecting primary data, including interviews and observations. The results showed that the implementation of collaborative governance in the Samsat Office of Natuna Regency was Starting Condition, Collaborative Process, Facilitative Leadership and Institutional Design.

Abstract

This study aims to study how community participation in the development of the Telaga Biru Desert Tourism Village program. This study uses a qualitative method. The results of the study show that participation in the development of the Telaga Biru Desert Tourism Village is not comprehensive for all levels of society because the development of the Tourism Village is managed by a group of people who work together or are coordinated by BUMDes of Busung Village, Bintan Regency. The form of working relationship among group members is not top-down in nature but provides an opportunity for group members to participate in the form of ideas or suggestions for the development of the tourism village. The conclusion of this research is that it is hoped that BUMDes will be more intense in encouraging participation, especially group members in the development of the Telaga Biru Desert Tourism Village so that the income of community members can be further increased because the impact of the Covid-19 outbreak has caused the development activities of the Telaga Biru Desert Tourism Village to be less than optimal. Abstract

This research aims to analyze how the implementation of building policies in the Melawi River borderline area in Sintang is based on the Edward III Model: communication, resources, disposition and bureaucratic structure. The main problem in this research is that there is a misalignment between the situation in the field and the provisions of the prohibition of building in the Melawi River borderline area in Sintang in Regional Regulation No. 13 of 2017 concerning Public Order and Regional Regulation No. 20 of 2015 concerning the Spatial Plan of Sintang Regency which refers to the Regulation of the Minister of Public Works and Public Housing Number: 28/PRT/M/20I5 of 2015 concerning Determination of River and Lake Border Lines. This misalignment has implications for the issuance of building approval permits (PBG). This research is a qualitative study. This research describes the implementation of building policies in the Melawi River border area in Sintang based on facts from existing conditions in the field and from Sintang District Government documents related to the policy of controlling and managing the Melawi River border area in Sintang. This research was conducted in the Melawi River border area in Sintang Regency, West Kalimantan Province with research subjects in the form of Sintang Regency Government documents related to the development of the Melawi River border area in Sintang . The policy implementation model that researchers use in this study is the Direct and Indirect Impact on Implementation developed by George C. Edward III. The implementation of the building policy in the Melawi River border area in Sintang, in the researcher's conclusion, is not in accordance with the Local Regulation on Public Order and the Local Regulation on Spatial Planning of Sintang Regency and PERMENPUPR Number: 28/PRT/M /20I5 of 2015 concerning Determination of River and Lake Border Lines. This non-conformity has implications for the inability to issue Building Approval Permits (PBG) along the Melawi River boundary line area in Sintang.

Abstract

This research aims to describe the effectiveness of the Integrity Zone (IZ) development towards Corruption-Free Zone and Clean Bureaucratic Service Area in Kantor Pertanahan Kota Langsa, as well as to identify the dimensions that influencing the effectiveness of IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area in the Kantor Pertanahan Kota Langsa. This study employs a qualitative approach with a descriptive method. Data collection is conducted through interviews, observations, and documentation. The research findings indicate that (1) In terms of program success criteria, the results show the effectiveness of IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area in the Kantor Pertanahan Kota Langsa. (2) The research findings related to target achievement criteria demonstrate that the Kantor Pertanahan Kota Langsa has effectively implemented the IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area. (3) Concerning program satisfaction criteria, this research shows that the IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area in the Kantor Pertanahan Kota Langsa has been carried out effectively. And (4) The research findings indicate the presence of internal and external factors influencing the IZ development towards Corruption-Free Zone and Clean Bureaucratic Service Area in the Kantor Pertanahan Kota Langsa.
