Langgam sub-district as one of the 12 sub-districts in Pelalawan District since the last 5 years continue to experience significant growth. Therefore, this research is conducted in Langgam District, especially this area is the hometown of the current Regent that is HM Harris. Various development programs have been implemented Pelalawan District Government to be able to turn this isolated village into a more advanced with the availability of roads and bridges. However, based on pre-survey conducted there are still some problems, namely: the lack of government facilities and infrastructure built by the government, the lack of private sector activities in Kecamatan Langgam and the lack of local products. To overcome this problem is done by qualitative descriptive approach. The theory used, according to David Osborn and Ted Gebler in Sinambela (2014), needs to apply ten principles of reinventing government management. District Government Langgam Pelalawan District has implemented Reinventing Government Management (Change Management Government) in carrying out daily tasks. It's just not in accordance with the wishes of the community. Positive things that seem to have been done diantaranta in terms of fulfillment of apparatus resources so as to be able to fill the ideal organizational structure

In Pekanbaru City Administration there are 43 Regional Devices Work Unit (SKPD), one of the Library and Archive Board (BPA) Pekanbaru City. BPA Has a big agenda in accordance with the vision of "Realization of Information Center and Documentation and Reading Center in Pekanbaru City". Based on pre-survey conducted there are problems that lack of public participation in utilizing the existence of BPA Pekanbaru City and the limited books / references required visitors. This public policy agenda can not be implemented entirely, whereas library and archival development is implemented with the aim of raising awareness, willingness of reading interest for every individual, public, institution and school. In order to realize the highest degree of community education systematically and sustainably as a mandate of the opening of the 1945 Constitution is to educate the life of the nation.The research was conducted at the Library and Archive Board (BPA) Pekanbaru City. Population and sample in this research is State Civil Apparatus that served in Library and Archives of Pekanbaru. The sampling technique used is simple random sampling (simple random). The number of civil servants 36 and daily personnel are 41 persons.From research activities conducted known that the Library and Archives (BPA) Pekanbaru comes as one of the seriousness of the Government of Pekanbaru City in the intellectual life of the nation. BPA Pekanbaru has the task to provide the best service in the field of library and filing. Website managed to be one source and delivery of information BPA Pekanbaru City. Then the BPA is good enough to implement the policies that have been made. From the questionnaires given to the employees, freelance and community personnel (pengaunjung) is known that as many as 17 respondents stated it was good public policy on the Library and Archives (BPA) Pekanbaru. Then as many as 3 respondents stated good enough and 0 for the less good

This study aims to examine the official script in the environment of universitas lancang kuning, making the manuscript format of the paper work aliralur script of the service as needed, this study was lifted from the existing phenomenon in the universitas lancang kuning that has no provision in making the official script, this study using the method qualitative descriptive research, which is available or builds a unity or explains the meaning behind reality. Researchers are based on the reality or ongoing events in the field. Furthermore, researchers will explore further phenomena that occur. The results show that the implementation of the official script has not been effective because the regulations on the official script of the universitas lancang kuning environment has no legal umbrella. a recommendation that would be taken into consideration in the improvement of grammar is that the university should immediately issue a policy on the legal document. In order for performance in each unit can be increased and avoided from overlapping authority. As well as candy and research about the official script can be a reference in the regulation of yellow university environment, because simply in the provisions have been described the official script of the manufacture of symbols, heads of departments, examples of making official script, stamp and format disposition sheet.

President of the Republic of Indonesia Joko Widodo has targeted a number of foreign tourists in 2016reached 20 million to Indonesia. Various programs are being introduced to make it happen. This needs to besupported by local governments, including the Government of Kampar regency. Because in this district are one ofthe leading tourist attraction that is not managed well, but already well-known. Call it Durian Gardens, located inDistrict of Mount Sahilan Kampar, Riau. The purpose of this study is the first activity; to analyze the performanceof the tourism development Durian Gardens in Kampar regency. Second, to identify and analyze the barriers to thedevelopment of tourism in Kampar Regency Gardens Durian. The study was conducted in Desa Kebun Durian District of Mount Sahilan Kampar regency. Thepopulation in this study is the Government apparatus and related parties. Serve as the Village Head KeyInformance. The sampling technique used is the census for the government apparatus and techniques for publicaccidental. Sources and types of data in this study are primary and secondary. Data have been collected based onthe type and form of data, for subsequent qualitative data is analyzed descriptively.With the enactment of Law no.10/2009 About Tourism, the Tourism Development today Riau Indonesia in general and in particular shall refer tothe provisions of the Act. Public agencies that provide public services accountable, transparent, accessible, easily accessible information is a public instasi some traits that have applied the principles of good governance. Office of Population and Civil Registration Pekanbaru is the public agency that organizes public services in the field of population and civil registration, including the service of National Identity Card, Family Card, registration and issuance of birth certificates and death.This study aims to determine how the Principles of good governance. This research is a qualitative descriptive study. The sampling technique used was purposive sampling technique. Data collection technique used observation and interview and questionnaire. The data used in this study is the apparatus of the state and civil society is managing the administration. The data obtained were analyzed using descriptive analysis technique that consists of data reduction, data presentation and conclusion. Based on the research that the application of the principles of good governance is good but there are some that need to be improved. Namely, equality and the supremacy of law. For that we need an improvement in some aspects.

This research aims to find out the effect of work discipline on the performance of employees on E-warong KUBE PKH at social empowerment and Poor Peopleâ€™s Management of Pekanbaruâ€™s Sosial Department. This research is a quantitative research with an associative approach. Operational definition includes indicators and Discipline Variable (X) namely attendance, obedience to work standards, high alertness, and athical work. Then the performance variable (Y) is productivity, service quality, responsiveness, responsibility, and accountability. This research has a population of 39 people from the Office of Social Services in Pekanbaru, the sampling teachnique using the census method is the overall retrieval of the existing population. Data collection techniques used was Observation, Questionnaire and Documentation. Measurement data used is the Likert Scale. The data analysis technique used is Simple regression.Conclusions based on data analysis and testing of the resulting hypothesis, namely the influence of Discipline on the Performance of Supervisors on the E-warong KUBE PKH in the field of social empowerment and poor handling of the Social Service of Pekanbaru City obtained the results of Y = 14,576 + 0,722x and Significant t results of 72%. Then based on the test results of the Guerdian of the E-warong KUBE PKH in the field of social empowerment and the managent of the poor, Pekanbaru social services were 55,4%.

Kabupaten Kampar merupakan salah satu kabupaten yang ada di Provinsi Riau. Kabupaten ini termasuk daerah yang memiliki wilayah yang sangat luas di bandingkan dengan kabupaten/kota lainnya di Provinis Riau. Terbukti sejak era resformasi dari Kabupaten Kampar telah berhasil di mekarkan sejumlah daerah yakni Kabupaten Rokan Hulu, Kabupaten Pelalawan dan sebagian Kabupaten Kuantan Singingi serta sebagian Kabupaten Rokan Hilir. Dari pengamatan yang dilakukan ternyata di Kecamatan Kampar Kabupaten Kampar terdapat permasalahan yang perlu diselesaikan yakni terdapat madrasyah yang digunakan untuk siswa belajar dalam keadaan kurang layak dimana dinding dan atapnya rusak. Kemudian lapangan sepak bola yang kurang terawat sehingga bersemak dan hutan lindung yang belum terkelola dengan baik sesuai dengan kearifan lokal. Oleh karena itu dilakukan penelitian, untuk pemecahan masalahnya menggunakan teori Tim Delivery dalam Aprillia Theresia dkk (2014 halaman 220). Pembangunan berbasis masyarakat mencakup; seleksi lokasi, sosialiasi, proses dan pemandirian masyarakat. Dari kegiatan penelitian yang dilakukan diketahui bahwa pembangunan berbasis masyarakat di Kecamatan Kampar Kabupaten Kampar sudah berjalan dengan namun masih diperlukan perbaikan-perbaikan. Hal-hal yang sudah berjalan dengan meliputi seleksi lokasi, sosialisasi pembangunan berbasis masyarakat dan proses pembangunan berbasis masyarakat. Sedangkan yang perlu menjadi perbaikan kedepannya adalah pemandirian masyarakat

Dosen dituntut untuk secara kritis mampu terlibat lebih aktif dalam upaya pembangunan politik, melalui proses belajar dan pengembangan ilmu pengetahuan yang diiringi pula dengan kerja nyata di lingkungan, pengabdian dosen di bidang pembangunan masyarakat ini dapat dimulai sejak dini melalui berbagai bentuk aplikasi karya dan bakti. Oleh karena itu perlu dilakukan penyuluhan tentang kampanye di desa atau Kampung Sungai Limau Kecamatan Pusako Kabupaten Siak. Diketahui, kampung ini butuh diberikan penyuluhan tentang kampanye karena masih rendahnya pemahaman masyarakat dan partisipasi pemilih yang rendah. Oleh karena itu perlu ditawarkan untuk menyelesaikan permasalahan yang dihadapi mitra secara sistematis sesuai dengan prioritas permasalahan adalah melakukan penyuluhan tentang aturan kampanye yakni Peraturan Komisi Pemilihan Umum. Pengabdian masyarakat yang dilakukan dengan judul Peningkatan Pemahamam Kampanye di Kampung Sungai Limau Kecamatan Pusako Kabupaten Siak sudah berjalan sesuai dengan target yang ingin dicapai yakni peningkatan pemahaman dan kinerja. Dalam pengabdian ini dijelaskan aturan yang terkait dengan kemapnye yakni Peraturan Komisi Pemilihan Umum.

Desa Padang Mutung adalah salah satu desa yang ada di Kecamatan Kampar Kabupaten Kampar. Di Kecamatan Kampar terdapat 17 desa dan satu kelurahan, dengan luas wilayah mencapai 507,12 Km2 atau 3,5 % dari luas wilayah Kecamatan Kampar yakni 14.365,68 Km2. Di desa ini jumlah perangkat desa sebanyak 6 orang yang terdiri atas 4 laki-laki dan 2 perempuan. Permasalahan yang terjadi saat ini adalah terjadinya bisnis narkoba menghasilkan uang yang banyak, menggiurkan banyak pihak ada terjadi di Desa Padang Mutung. Kemudian masih rendahnya niat aparatur desa dan masyarakat membentuk wadah anti narkoba. Untuk menyelesaikan permasalahan yang dihadapi secara sistematis sesuai dengan prioritas permasalahan adalah dengan melibatkan diri menjadi mitra dari Badan Narkotika Nasional Provinsi Riau. Selain itu dengan membanguun semangat kebersamaam dalam pencegahan pemberantasan penyalahgunaan dan peredaran gelap narkoba. Langkah lainnya bisa dengan memberikan penyuluhan kepada masyarakat dan aparatur desa. Dari kegiatan yang telah dilakukan diperoleh hasil bahwa pengabdian masyarakat yang dilakukan telah berjalan dengan baik. Hal ini dibuktikan dengan hadirnya peserta pengabdian dari berbagai unsur masyarakat, mulai aparatur sipil dari kecamatan, pemerintah desa, dusun, tokoh masyarakat dan kepemudaan. Dimulai dari pemahaman masyarakat tentang pencegahan peredaran gelap narkoba dan penggunaannya. Pencegahan dari peredaran artinya, narkoba (narkotika dan obat-obatan berbahaya) harus dicegah peredarannya tanpa mengikuti ketentuan yang berlaku. Pencegahan yang dilakukan baik kepada pemakai, aparat kesehatan maupun lainnya.
