Abstract

Abstrak            Penelitian ini bertujuan untuk mengetahui mekanisme penyaluran tenaga kerja Di Dinas Penanaman Modal, Pelayanan Terpadu Satu Pintu dan Tenaga Kerja Kabupaten Bondowoso. Berdasarkan hasil penelitian dilapangan, mekanisme penyaluran tenaga kerja yang dilakukan oleh Dinas PM, PTSP dan Naker Kabupaten Bondowoso masih menghadapi kelemahan.Kelemahan tersebut seperti pelayanan pembuatan kartu tanda pencari kerja masih manual, penyebarluasan informasi kepada masyarakat belum terselenggara dengan baik, pelatihan kerja belum cukup optimal.Kelemahan-kelemahan inilah yang menyebabkan proses penyaluran terhadap tenaga kerja menjadi terhambat dan tenaga kerja tidak dapat tersalurkan seluruhnya.  Kata kunci: mekanisme penyaluran tenaga kerja  AbstractThis study aims to determine the mechanism of employment in the Department of Investment, Service Integrated One Door and Labor Bondowoso Regency. Based on the results of research in the field, the mechanism of labor disbursement conducted by the Office of PM, PTSP and Naker Bondowoso still faced weaknesses. The weaknesses such as the service of making job seeker registration card is still manual, dissemination of information to the community has not been held properly, It is these weaknesses that cause the process of disbursement of labor to be inhibited and the labor can not be channeled entirely.Keywords: mechanism, distribution of labor

Abstract

The 30% quota policy is implemented by actors (political parties) and by recruiting women as legislative candidates, placing in a certain election area and number. Like a game, that effort is a political party strategy when faced with the strategy of other opposing political parties. The incumbent candidate will choose non-cooperation and move to the opposing political party if the strategy of the political party is not profitable. Instead, new candidates choose cooperatively with political parties.

Abstract

The journey of the Indonesian government in implementing women representation policy has evolved. In the election of 2004,women representation policies have not mentioned the target of achievement for political parties. The policy only states that political parties are expected to implement gender equality in nominating candidates. Then in the year of  2009 election, the government had changed  the policy clause, and  states the percentage that must be achieved by political parties. However,  in 2004 and 2009 election only a few political parties,  implemented the policy. Yet, the  policy, which is implemented, in the 2014 election has changed. The clause of the policy became more distinct, for it contains sanctions which are applicable to any political parties that are not implementing the policy. The present study yielding that the more distinct the policy, the more likely it would be complied by all participating political parties. The effect of the complying political parties would be the increase of women participation in politics as candidates of legislatives.

Abstract

The present study investigates effective communication among woman legislators in realizing gender budget as a way to improve life quality of women in Jember regency. The research method implemented in this study is qualitative with in-depth interview as its data collection technique. The effective communication depicts a design of information delivery performed by a communicator to an interlocutor. Alo Liliweri (1997) mentions 8 determining variables in a process of effective communication, namely (1) sender, (2) background, (3) message/stimulation/stimulus, (4) channel/media, (5) receiver, (6) feedback, (7) entropy, and  (8) situation or atmosphere. The findings indicate that effective communication among women legislators includes building favorable interpersonal relationship with their constituents, thus creating a fanatic constituents. Another form of effective communication is by intensively holding a village-based aspiration hearing forum which involves the local community. Through this forum, the people can deliver their problems face to face and the attending members of the board can give applicable solutions, therefore feedback can be immediately uttered.

Abstract

Mitra merupakan kelompok ibu rumah tangga yang tinggal di wilayah Sumbersari Kabupaten Jember. Tujuan utama dari pelaksanaan program PKM yang berjudul “PKM Kelompok Ibu Rumah Tangga Sebagai Perawat Terbaik Dalam Perawatan Bayi Berat Badan Lahir Rendah (BBLR) di Rumah” ini adalah untuk mengatasi permasalahan Mitra berupa: (1) Masalah kurangnya pengetahuan dan pemahaman yang mendalam tentang bayi BBLR dan permasalahannya terhadap risiko sakit dan kematian bayi (2) Masalah kurangnya pengetahuan dan pemahaman tentang teknik perawatan bayi BBLR pasca hospitalisasi (3) Belum aktifnya peran ibu yang memiliki bayi BBLR terhadap sesamanya, dan (4) Belum optimalnya peran kader kesehatan dalam melakukan pendampingan dalam optimalisasi kemampuan ibu dalam perawatan bayi BBLR pasca hospitalisasi.. Target Target khusus dalam program PKM ini adalah. Solusi untuk permasalahan yang dihadapi Mitra tersebut, perlu dilakukan tindakan berupa: 1) sosialisasi untuk motivasi ibu sebagai perawat terbaik bagi bayi yang dilahirkannya, 2) penyuluhan tentang mengenal bayi BBLR dan permasalahannya, 3) penyuluhan tentang mengenal kondisi sehat-sakit pada bayi BBLR, 4) melakukan pelatihan tentang perawatan bayi BBLR dirumah secara komprehensif, 5) pelatihan Mitra menjadi edukator sebaya dan 6) pelatihan Mitra menjadi pendamping dalam edukator sebaya. Selanjutnya target kegiatan ini adalah menghasilkan produk berupa jasa pengetahuan dan pemahaman yang mendalam tentang teknik perawatan bayi BBLR di rumah. Jangka waktu pelaksanaan kegiatan PKM selama 8 bulan. Metode pendekatan yang ditawarkan untuk menyelesaikan persoalan mitra program PKM Kelompok ibu rumah tangga ini dengan tahapan yaitu: 1) melakukan koordinasi dengan ibu rumah tangga, 2) melakukan koordinasi dengan kader kesehatan., 3) melakukan sosialisasi untuk memotivasi ibu sebagai perawat terbaik bagi bayi BBLR di rumah, 4) melakukan sosialisasi tentang bayi BBLR dan permasalahannya, 5) melakukan Sosialisasi tentang kondisi sehat-sakit bayi BBLR, 6) melakukan pelatihan tentang perawatan bayi BBLR dirumah secara komprehensif 7) melakukan Sosialisasi menjadi edukator sebaya dan 8) melakukan Sosialisasi kader kesehatan menjadi pendamping edukator sebaya.

Abstract

Kebijakan kuota 30% diimplementasikan oleh aktor (partai politik) dan perempuan sebagai sub aktor.  Kebijakan diimplementasikan oleh  partai politik dengan merekrut perempuan sebagai caleg,   menempatkan pada suatu daerah pemilihan dan nomer tertentu. Ibarat suatu permainan, upaya tersebut adalah strategi partai politik  ketika menghadapi strategi  partai politik lain yang menjadi lawan. Caleg incumbent akan memilih non kooperatif dan pindah pada partai politik lawan, bila  strategi partai politik  tidak memberi keuntungan. Sebaliknya caleg baru  memilih kooperatif dengan strategi partai politik.Kata kunci: Evaluasi Kebijakan, Keterwakilan Perempuan, Game Theory

Abstract

Target of local government budget2014 in Jember is to achieve an increase in the human development index (HDI) approached the national of human development index (NHDI). As anaccelerationsteptoachievethisgoal,the Jember Regency set the bupati regulation of JemberRegency No. 26 of 2013. This effort was obstacled because (1) the limited capacity of the human resources (HR) in the understanding of gender issues, (3) Still has disaggregated data on level base line, (5) There are no maximal network data and information on research related to gender responsive budgeting, (7) There is no method as well as monitoring and evaluation tools that can not be implemented optimally. Nevertheless the potential to realize the public welfare budget is still possible because of the strong goodwill of stakeholders.

Abstract

This volunteer effort intends to help the Aisyiyah Branch Leader of the Jember Regency deal with instances of abuse against women. To address cases of abuse against women, both non-litigation and litigation strategies are used. The overall number of participants in all the action was 50 (fifty). Three (3) steps make up the execution of this community service: preparation, performance, and evaluation. There were two activities before the event: (1) Through the distribution of questionnaires, the community service activities confirmed to the Aisyiyah Branch Manager the types of violent cases that had happened and the breadth of the handling efforts that had been made in the working area of the Aisyiyah Sumbersari Branch Manager, Jember Regency. (2) The service project delivery includes data processing from the distributed surveys. (3) The activity's organizer must create the materials necessary by the Aisyiyah Branch Managers in the office of the Aisyiyah Sumbersari Branch Manager, Jember Regency, based on the data acquired regarding the various types of violence. The primary topic of the literature is litigation, or the processes used to adjudicate cases of victimized violence in court system. While the purpose of non-litigation is to help by using alternate techniques without going through legitimate methods. According to the evaluation of the activities, the Aisyiyah Branch Leaders in the Jember Regency-managed Aisyiyah Sumbersari Branch are better able to handle situations of violence against women.

Abstract

This article's main focus research result is on the unpredictable public service in Covid-19 pandemic as a factor in the quick digitization of public services. During the Covid-19 Pandemic, in the Population and Civil Registry Office of Situbondo Regency adopted an online population management service information system (SILAO). Data for this study were gathered through observation and interviews using a qualitative methodology. Using qualitative descriptive analysis is applied to data collection and analysis. Face-to-face interaction has been displaced with electronic delivery of public services. The results of the study show that This article's main focus is on the unpredictable COVID-19 pandemic as a factor in the quick digitization of public services. During the Covid-19 Pandemic, the Population and Civil Registry Office of Situbondo Regency adopted an online population management service information system (SILAO). Face-to-face interaction has been displaced with electronic delivery of public services. This research found that the public service technology system that had been built during the pandemic did not always guarantee that the public service had been implemented successfully. Public service technology system, requires a stable internet signal. The power of the internet, which has been unstable, has affected the poor quality of public services. Fokus utama artikel  ini adalah pada ketidakpastian  pelayanan publik di masa pandemi Covid-19 sebagai faktor cepatnya digitalisasi pelayanan publik. Pada Masa Pandemi Covid-19, di Dinas Kependudukan dan Catatan Sipil Kabupaten Situbondo mengadopsi sistem informasi pelayanan pengelolaan kependudukan secara daring (SILAO). Data untuk penelitian ini dikumpulkan melalui observasi dan wawancara dengan menggunakan metodologi kualitatif. Menggunakan analisis deskriptif kualitatif diterapkan pada pengumpulan dan analisis data. Interaksi tatap muka telah digantikan dengan penyampaian layanan publik secara elektronik. Hasil penelitian menunjukkan bahwa fokus utama artikel ini adalah pada pandemi COVID-19 yang tidak dapat diprediksi sebagai faktor dalam digitalisasi layanan publik yang cepat. Pada Masa Pandemi Covid-19, Dinas Kependudukan dan Catatan Sipil Kabupaten Situbondo mengadopsi sistem informasi pelayanan pengelolaan kependudukan secara online (SILAO). Interaksi tatap muka telah digantikan dengan penyampaian layanan publik secara elektronik. Penelitian ini menemukan bahwa sistem teknologi pelayanan publik yang telah dibangun selama pandemi tidak selalu menjamin bahwa pelayanan publik telah berhasil dilaksanakan. Sistem teknologi pelayanan publik, membutuhkan sinyal internet yang stabil. Kekuatan internet, yang selama ini tidak stabil, telah mempengaruhi buruknya kualitas pelayanan publik.
