Abstract

EnglishSugarcane industry and trade (SIT) in Indonesia is significantly influenced by the government policies. This paper reviewed SIT policies from colonial period up to now to obtain valuable lessons for future development of SIT.  Lessons learned include: (1) During the colonial era, the peak triumph was achieved through farmers’ sacrifice; (2) High financial support for research institutions to produce super varieties, such as POJ 2838 and 3016 with productivity as high as 18 ton/ha of crystal; (3) In the beginning of independence, Indonesia’s institutions and manpower were not exclusively ready to optimally develop SIT; (4) There were no comprehensive policies and several of the existing one were conflicting. Based on these lessons, a comprehensive policy issued by related institutions are strongly required for future development of SIT.IndonesianIndustri dan Perdagangan Gula Indonesia sangat ditentukan oleh kebijakan pemerintah. Tulisan ini bertujuan untuk mereview kebijakan IPG sejak zaman penjajahan sampai sekarang, untuk dijadikan pembelajaran dalam pengembangan IPG ke depan. Pembelajaran yang dapat dipetik antara lain: (1) Kejayaan gula pada zaman penjajahan dicapai dengan mengorbankan petani; (2) Dukungan dana yang kuat, sehingga lembaga penelitian mampu menghasilkan varietas ajaib POJ 2838 dan 3016 dengan produktivitas sebesar 18 ton hablur/ha; (3) Pada awal kemerdekaan, kelembagaan dan sumberdaya manusia Indonesia belum siap untuk mengembangkan pergulaan secara optimal; (4) Kebijakan kurang komprehensif dan kadang-kadang saling bertentangan. Berdasarkan pembelajaran ini, untuk pengembangan pergulaan ke depan diperlukan kebijakan yang komprehensif dari semua pihak yang terkait.

Abstract

One of the Government's efforts to achieve food security is through increasing People’s Business Credit (KUR) fund. KUR disbursement, so far, is relatively low and it is necessary to implement the new scheme perspective on KUR. This paper presents the new scheme perspective on KUR to improve its disbursement as well as agricultural production. The basis for the new scheme perspective is derived from Agricultural Financing Program review, KUR implementation, driving factors and the benefits. Agricultural Financing Program before and during KUR era shows that the success of KUR disbursement is affected by socialization and human resources capacity. This finding is supported by the review that KUR disbursement success is determined by human’s character. Existing KUR scheme gets better and successful in increasing the farmers’ income. On the other hand, some unsuccessful results ok KUR is due to moral hazard. The new scheme of KUR should focus on effective and efficient socialization of this program credit to all stakeholders. For example, socialization is implemented using social media which is easily understood and accessed. Utilizing applications of cellular phone is also very useful to improve the program knowledge and to deal with moral hazard. Additionally, it is necessary to include ecological aspect as well as youth and women access in the scheme.

Abstract

Economic development is a dynamic process in medium or long term that bringsimpact on social economics’ structural change in rural community. The social economictransformation can be as sectoral shiftment or employment, institutional, and norms amongwherein community. Macro data assessment shows that sectoral economic shifts faster thanemployment shiftment. The objective of this paper is to analyze: (1) Macro Employment;(2) Migration scheme of rural labor; (3) Identification activity type in the origin; (4) Drivenand apathetic factors of rural labor migration; and (5) The utility scheme of migration inhousehold economy. Macro description (1990 – 2005) on population migration in threerepresentative provinces shows that immigration less than emigration. In general view ofthat, population move consistently from producer area of agricultural product in the rural tourban area. There two schemes of representative rural migration. Migration scheme in wetland area is seasonal, while one in dry land tends to be constant. The aggregate shows thatmain driven factor of household member to migrate in two type of agro ecosystem is thelimited employment in rural area; in contrary apathetic factors in destination area is higheropportunity of job. Living cost payment is major utility scheme that resulted of householdmember migration, particularly for household consumption, school fee, house renovation,and saving.
