Abstract

Citizens as the customers and owners of public services should be involved as the key actor in improving public service quality. Therefore, citizen participation should be placed as the leverage for the government to improve public service,including in the formulation of public service standard. Through participation, citizens are initially expected to recognize: first, the types and forms of services they need; second, the way of service delivery; third, the mechanism to proportionate the roles of stakeholders in formulation and delivery and to collectively commit to improve public service quality based on the existing public service standard. The shift of paradigm of citizens from 'being customers' to 'being owners' confers more strategic implications for local government. This is because local government is responsible for public service delivery in order that the citizens are able to pursue their daily activities.

Abstract

Thare has been a shift of paradigm and practice in state administration from ‘government’ to ‘governance’. The shift has been marked by the recognition of multiactors involved or engaged in state administration, including in the proces of development. It is assumed that good governance can materialize when there are participation, partnership ans positive synergy among thoseactors in managing resources, solving public problems, and encountering other public affairs. Partnership between government and society including private sector deserves a crucial discussion in this context. Thus, citizen’s participation becomes a precondition which is substantial and urgent. By getting involved in the state administration, together with their government and its bureaucacy lines citizens have the responsibility in managing resources, unraveling public problems and tackling other public affairs for the sake of a better state of social well-being.

Abstract

The concept of managing a good governmental bureaucracy for achieving good governance is not a new thing in Indonesia. Many scholars have analyzed and found determinant factors from different disciplines to generate bureaucratic changes. Thisarticle tries to investigate bureaucratic changes towards good governance from public administration science (a shift of paradigm). The shift of paradigm is then associated to the practical conditions in which corruption cases have been flourishing these days. This elaboration is aimed at developing bureaucratic capacity as one important element of governance, that is to create a goodgovernance.

Indonesia has many religions, ethnics, tribes, local languages, and race, as national culture wealth for we must be greatfull. Nevertheless, those culture wealth also keep tacit potency conflict, riot, civil war, even murder among society. It is more complicated because irresponsible political elites exploite this condition for sake of politics. Multicultural that is actually our national pride, can become “time bomb” that sometimes can endanger our national unity. In this context, Habermas a Germany Philosopher has offered a brilliant idea about the importance of public sphere to develop good coexistence. Abstract

Is the performance of government good or substandard? Can government resoluteness be maintained? Public policy becomes one of the indicators to asses government performance because, through public policy, citizens can appraise the government’s vision, mission, goal, and objectives. However, in practice, a lot of cases show that the government’s policies have not met the citizen’s expectations, interests and needs. One of the causes is estimated to roof from the government or policy makers negligence toward the political evaluation of public policy formulation. What does political evaluation mean? How is the political evaluation interrelated with government resoluteness? The writer will discuss the issues in this article.

Abstract

In this refrmation era, local government requires to be more and more transparentregarding its budget management. The transparent management of local budget toconstitutes a noble effort on the part of local government, especially when involving all local stakeholders in formulating the allocation and use of the budget. The absences of transparent budget mangement and involvement of local stakeholders weaken the implementation of local good governance. They may also trigger corruption practices. Such phenomena seem to have embeded among most local governments all over the country. Therefore, this article tries to reveal that trasparent management of local budget may become an alternative approach in diminishing corruption practices.

Abstract

Bureaucracy as the government instrument in implementing its functions to deliverdevelopment programs, public services, regulative tasks and people empowerment, has to demonstrate good performance in line with people’s expectation. It must notdemonstrate the culture of paternalism. This means that bureaucracy should actualize people’s expectations, needs, interests, and necessities. It also insinuates that bureaucracy should be able to solve occurring problems in the society. Theperspectives of Reinventing Government and Banishing Bureaucracy may become the alternatives in overcoming the problems. However, in putting the perspectives into practice, we have to filter their values and pick the suitable ones so that the newly modified bureaucracy reflects the actual Indonesian Bureaucracy.
