Abstract

Dengan adanya sistem politik yang demokratis dan adanya kesadaran akan semakin kompleksnya suatu urusan ataumasalah publik, keterbatasan sumber daya dan ketidakmampuan rasionalitas manusia menimbulkan banyak organisasitermasuk negara menerapkan pendekatan jaringan dalam mengintervensi suatu urusan atau masalah publik. Haltersebut menginspirasi dan menjadi alasan penting bagi penulis untuk melakukan kajian teoritis mengenai jaringan danpengelolaan jaringan dalam studi kebijakan publik. Jaringan kebijakan (policy network) adalah suatu konsep yangmenekankan bahwa adanya pola hubungan/interaksi yang lebih kurang stabil antar aktor-aktor yang terlibat dan salingtergantung di sekitar masalah atau urusan publik tertentu. Sehingga dapat dikatakan bahwa kesuksesan dalammengintervensi masalah atau urusan publik tersebut sangat bergantung pada proses transaksi antar aktor, yang padahakekatnya adalah 'menghubung-hubungkan' aktor yang satu dengan aktor yang lain dalam rangka mencari titik temupendapat, kepentingan dan strategi untuk memecahkan masalah atau urusan publik tertentu guna mencapai tujuanbersama.Dengan banyaknya aktor yang terlibat dalam model jaringan seperti itu, maka dengan sendirinya kompleksitas dandinamika sangat mungkin untuk terjadi di dalamnya. Hal tersebut dimungkinkan karena aktor-aktor tersebut beradapada domain yang berbeda dan tidak memiliki pilihan-pilihan yang pasti (fixed preferences); aktor-aktor tersebutmemiliki persepsi dan solusi yang berbeda-beda dan dapat berubah setiap waktu; aktor-aktor tersebut memiliki tujuan,cara, sumber daya, kepentingan dan strategi tindakan yang berbeda-beda; dan aktor-aktor tersebut juga memiliki peranyang berbeda-beda (Kickert. et al,1999). Dengan kondisi tersebut, munculnya konflik-konflik tertentu dan konsekuensikonsekuensiyang tak terduga sangat mungkin pula untuk terjadi. Oleh karena itu, hal penting yang harus dilakukandalam jaringan semacam itu, menurut Rhodes (1990) adalah mengelola kompleksitas dan konsekuensi-konsekuensiyang tak terduga yang bakal muncul dalam jaringan tersebut, dengan cara memasukkan aspek manajemen (dalamKlinj;1996,96), yang kemudian lebih dikenal dengan terminalogi network management (pengelolaan jaringan).

Abstract

Citizens as the customers and owners of public services should be involved as the key actor in improving public service quality. Therefore, citizen participation should be placed as the leverage for the government to improve public service,including in the formulation of public service standard. Through participation, citizens are initially expected to recognize: first, the types and forms of services they need; second, the way of service delivery; third, the mechanism to proportionate the roles of stakeholders in formulation and delivery and to collectively commit to improve public service quality based on the existing public service standard. The shift of paradigm of citizens from 'being customers' to 'being owners' confers more strategic implications for local government. This is because local government is responsible for public service delivery in order that the citizens are able to pursue their daily activities.

Abstract

Bureaucracy as the government instrument in implementing its functions to deliverdevelopment programs, public services, regulative tasks and people empowerment, has to demonstrate good performance in line with people’s expectation. It must notdemonstrate the culture of paternalism. This means that bureaucracy should actualize people’s expectations, needs, interests, and necessities. It also insinuates that bureaucracy should be able to solve occurring problems in the society. Theperspectives of Reinventing Government and Banishing Bureaucracy may become the alternatives in overcoming the problems. However, in putting the perspectives into practice, we have to filter their values and pick the suitable ones so that the newly modified bureaucracy reflects the actual Indonesian Bureaucracy.

Abstract

Kebutuhan untuk melakukan penilaian terhadap kinerja pelayanan publik di lingkunganPemerintah Provinsi Jawa Barat guna mengembangkan tata kelola pemerintahan yang baik sudahmerupakan suatu keniscahyaan. Oleh karena itu, evaluasi kinerja pelayanan publik menjadi aktivitasyang bermanfaat untuk mengukur sejauhmana keberhasilan pelayanan publik yang diberikan kepadamasyarakat oleh penyelenggara layanan, sekaligus sebagai langkah korektif untuk memperbaikiberbagai hal yang menjadi kekurangan yang ditemukan pada saat evaluasi. Mengindahkan bahwatindakan ini penting dan strategis maka harus dirumuskan sebuah model instrumen pengukuranyang tepat dan kontekstual untuk bisa melakukan upaya penilaian secara obyektif dan benar terhadapberbagai penyelenggara pelayanan publik yang ada di lingkungan Pemerintah Provinsi Jawa Barat.

Abstract

Various development strategies have been applied to alleviate poverty. However, poverty remains a critical problem in Indonesia. Due to this problem, the most popular strategy is empowerment. This strategy not only aims at distributing aids to poor people but also tries to make them independently able to get out of the poverty trap. Empowerment based development strategy considered to be able to resolve the root of poverty.

Abstract

Economic development policy for improving social welfare and nation-building should become one of the main concerns of both local and central governments. So far, development orientation has tended to benefit big capital owners rather than satisfying citizens’ interest. The formulation and implementation of economic policy has neglected one of the nation goals, i.e social justice. Therefore, in order growth with redistribution development to materialize, local and central governments have to fulfil and protect the very basic needs of their citizens. Abstract

Educated unemployment has become an immense problem in Indonesia in addition to corruption, poverty, and terrorism. This problem arises due to the mismatch between graduate quality and job market necessity. Therefore, government andhigher education institutions should strive for generating highly competent graduates. The writer tries to analyze the problem and recommend alternative solutions to be considered in the policy making to overcome the problem.

Abstract

Is the performance of government good or substandard? Can government resoluteness be maintained? Public policy becomes one of the indicators to asses government performance because, through public policy, citizens can appraise the government’s vision, mission, goal, and objectives. However, in practice, a lot of cases show that the government’s policies have not met the citizen’s expectations, interests and needs. One of the causes is estimated to roof from the government or policy makers negligence toward the political evaluation of public policy formulation. What does political evaluation mean? How is the political evaluation interrelated with government resoluteness? The writer will discuss the issues in this article.

Abstract

In this refrmation era, local government requires to be more and more transparentregarding its budget management. The transparent management of local budget toconstitutes a noble effort on the part of local government, especially when involving all local stakeholders in formulating the allocation and use of the budget. The absences of transparent budget mangement and involvement of local stakeholders weaken the implementation of local good governance. They may also trigger corruption practices. Such phenomena seem to have embeded among most local governments all over the country. Therefore, this article tries to reveal that trasparent management of local budget may become an alternative approach in diminishing corruption practices.

Abstract

Thare has been a shift of paradigm and practice in state administration from ‘government’ to ‘governance’. The shift has been marked by the recognition of multiactors involved or engaged in state administration, including in the proces of development. It is assumed that good governance can materialize when there are participation, partnership ans positive synergy among thoseactors in managing resources, solving public problems, and encountering other public affairs. Partnership between government and society including private sector deserves a crucial discussion in this context. Thus, citizen’s participation becomes a precondition which is substantial and urgent. By getting involved in the state administration, together with their government and its bureaucacy lines citizens have the responsibility in managing resources, unraveling public problems and tackling other public affairs for the sake of a better state of social well-being.
