Abstract

Accreditation is the recognition and assessment of the authorities on the quality of education in the educational institution. This recognition or assessment is to provide assurance to the community that the institution is feasible and becomes the main reference for the learning process to occur, so that the output is guaranteed and can be used by the community of graduates of the educational institution. Basically, the school always strives to improve the accreditation of its school with the aim that the school gets an accreditation rating that is better than the accreditation value of the previous five years. Therefore, the school is trying to prepare well all the things needed in school accreditation, starting from the preparation stage to the implementation stage of school accreditation. The purpose of this study was to determine the school's efforts to improve school accreditation. This research uses a double hermeneutic approach which is none other than the qualitative research subtype of Giddens with this type of research being descriptive. This study found that the efforts made by the school accreditation team in both SMP Negeri 9 Padang and SMP Negeri 36 Padang were the same effort. The efforts included: filling the accreditation instrument and the accreditation supporting data and information collection (IPDIP) instrument. prepare all accreditation documents and supporting information (IPDIP) of accreditation, complete school accreditation documents / data, take time before going home or on holidays to prepare school accreditation documents, appoint more professional teachers in PBM to be assessed as accreditation assessors, complete facilities and school infrastructure, decorating the accreditation assessment room as attractive as possible, inviting the school committee on the day of the school accreditation assessment

Abstract

Janji Jiwa merupakan coffee shop paling popular, dan Sumatera Barat sebagai salah satu Provinsi dengan jumlah peminum serta kunjungan coffee shop tertinggi secara nasional. Sesuai dengan tujuan penelitian maka tulisan ini akan membahas mengenai motif-motif konsumsi serta konstruksi gaya hidup konsumerisme di kalangan pengunjung coffee shop Janji Jiwa di Kota Padang. Untuk menganalisis data yang terkumpul peneliti menggunakan perspektif Jean P Baudrillard terkait masyarakat konsumsi. Metode yang digunakan pendekatan kualitatif, dengan tipe penelitian studi kasus (single case study). Pemilihan informan dilakukan secara purposive sampling dengan jumlah informan 9 orang yang terdiri dari informan pelaku dan informan pengamat. Untuk analisis data, peneliti menggunakan analisis interaktif Miles dan Huberman, untuk menjamin validitas dan reliabilitas data maka peneliti melakukan uji triangulasi data. Hasil dari penelitian menunjukan adanya pergeseran motif konsumsi dimana konsumsi yang terjadi bukan didasari pada motif-motif pemenuhan kebutuhan biologis, melainkan sebagai bentuk aktualisasi diri dalam rangka signifikansi dan klasifikasi sosial. Terbentuknya pandangan imajiner dan konstruksi gaya hidup konsumerisme tidak terlepas dari hukum kausalitas yang kompleks dan beragam, ditinjau dari aspek nilai tanda, logika sosial konsumsi, ruang sosial, dan media tontonan. Keseluruhan aspek tersebut sarat akan simulasi dan simulasi tersebut diproduksi ulang baik dalam bentuk abstrak maupun konkrit. Fakta ini merupakan bukti irasionalitas masyarakat kontemporer kedalam bentuk perilaku konsumtif.

Abstract

Akhir-akhir ini Orang Rimba sebagai Komunitas Adat Terpencil (KAT) mengalami marjinalisasi terhadap perubahan sosial budaya yang terjadi. Hal ini mengundang berbagai aktor untuk melakukan pemberdayaan melalui pendidikan penyaradaran dan advokasi untuk membangun kesadaran kritis Orang Rimba, baik menyangkut sosial-budaya dan ekonomi mereka. LSM yang memiliki fokus pada konservasi hutan dan penyelamatan komunitas adat lokal khusunya Orang Rimba ialah Komunitas Konservasi Indonesia Warsi (KKI Warsi). Sejak tahun 1997, KKI Warsi telah melakukan pemberdayaan guna pengembangan kehidupan Orang Rimba dengan berbagai macam program pemberdayaan. Adapun tujuan penelitian yaitu: (1) mendeskripsikan aktivitas pemberdayaan Orang Rimba yang dilakukan KKI Warsi, (2) mendeskripsikan tanggapan Orang Rimba terhadap pemberdayaan yang dilakukan KKI Warsi. Penelitian ini menggunakan pendekatan kualitatif. Informan penelitian dipilih dengan teknik purposive sumpling dan pengumpulan data menggunakan wawancara mendalam serta observasi terlibat. Terdapat 13 orang informan dalam penelitian ini yaitu delapan orang informan pelaku dan lima orang informan pengamat. Penelitian ini menggunakan teori Tindakan Komunikatif dari Jurgen Habermas. Temuan penelitian yaitu aktivitas pemberdayaan Orang Rimba yang dilakukan KKI Warsi di Desa Bukit Suban melalui pendidikan alternatif berupa: (1) pembinaan di basecamp KKI Warsi, (2) kelas jauh, dan (3) memfasilitasi ke sekolah formal. Selain itu, pembinaan melalui Radio Benor FM untuk meningkatkan keahlian anak-anak Orang Rimba dalam teknologi informasi. Adapun tanggapan Orang Rimba terhadap pendidikan alternatif yang dilakukan KKI Warsi belum mendapat dukungan penuh akibat kehidupan marginal yang masih mereka hadapi. Kemudian, sekolah formal masih dianggap tabu bagi Orang Rimba.

Abstract

Poverty is one of the social problems that the government can never completely solve. As a result, other, more significant social issues arise and cause social vulnerability, such as conflict and crime. As a province that is experiencing rapid growth in the last ten years, the West Sumatra find difficulty to overcome the number of poor people in several districts and cities.  The research outcomes are the models and forms of social policy made by West Sumatra regencies and cities governments in improving the welfare of poor communities. It is also covering the constraints or obstacles to the implementation of social policy and the selection of welfare state models for the poor in some districts and municipalities of West Sumatra. This research is conducted qualitatively with a sociological approach that uses social perspective on searching and explaining social facts that happened to needy groups. Based on research conducted that the social policy model adopted by the government in responding to social problems in the districts and cities of West Sumatra reflects the welfare state model given to the poor. There is a strong relationship between the welfare state model and the form of social policy made by the government.

Abstract

Padang City has a low resilience for earthquake and tsunami disaster. Actually, social capital can be used as a strategy for overcoming impacts and efforts to reduce the level of risk of disaster. According to Siegler, social capital has four aspects, there are personal relationships, social network support, civic engagement, and trust and cooperative norms. The research objectives are: 1) Describe the knowledge and experience of vulnerable groups in dealing with disasters (earthquake and tsunami); 2) Identifying vulnerable groups' social capital as a disaster risk reduction (DRR) effort; 3) Describe the opportunities and obstacles/threats in the use of social capital as an effort to disaster risk reduction (DRR). The research method is qualitative with a case study. The location of this research in Pasie Nan Tigo, Koto Tangah District, Padang City. The determination of informants is a purposive sampling technique. This research has 22 informants. The criteria of informants are; 1) Have settled in a red zone area for at least 5 years; 2) The distance between the house and the beach is a maximum radius of 3 km. The results of the research are; 1) Vulnerable groups have the knowledge and experience about disasters; 2) Social groups already have social capital in 4 aspects of social capital such as personal relationships, social networking support, civic engagement, and trust and cooperative norm; 3) Social capital has opportunities and challenges from the internal and external side. Keywords: Social Capital, DRR

Abstract

The concept of the clear and clean permit has been implemented since 2011 by the Indonesia government to produce sustainable mining practices. This concept is applied by the government due to the occurrence of conflicts in Indonesia. This article presents the results of research findings concerning the influence of clear and clean permits to social practices of mining. The study used structuration theory and using qualitative research method what has been studied is the use of government regulations by mining companies, related government agencies, and local communities to legitimize and understands their actions. A case PT. Tripabara operating in Nagari Lunang Utara has been studied. This article would like to show that although the company has obtained a clear and clean license, sustainable mining practices are not carried out. The article discussed the causes of unsustainable mining practices by PT. Tripabara. Two things will be revealed: the first is status of clear and clear permits obtained by the company is used by the company officials to claim that their mining practice is sustainable, while the community based their understanding of the company behavior on the company’s actions to tackle environmental problems and conflict of land acquisition.

Abstract

The Malay penghulu adat have traditional authority that can direct their people to maintain their own identity and existence. In fact, although the function of these Malay penghulu adat is only in the context of customs and culture, but in some cases these penghulu also influence the implementation of local democracy.  For example, in the election process of the head of the region, although the function of the penghulu adat leader as a leader can direct the tribe and his people, but this function is rarely used because it is contrary to the principle of propriety in Malay custom. Nevertheless, the presence of this penghulu adat remains important to strengthen the legitimacy of the power of the political elite.  This is reasonable because the legitimacy of the Malay customary is very important as a basis for building political support derived from indigenous communities. This article is derived from field research using descriptive qualitative methods. The informants of this research are adat penghulu, members of local elections commissions, bureaucrats, politicians and local academics. This article finds the dimensions of  the Malay penghulu adat authority only used to establish Malay identity by strengthening Malay customs and culture. Moreover, the people of Riau are more complex than the social and cultural aspects. Their involvement gives support to the regional head only in order to preserve Malay culture to be accommodated in local government policy and not in the form of political activity. Therefore it is not surprising that every Riau governor is given the title of Datuk Seri Setia Amanah customs so that those who are given this title take part in preserving Riau Malay culture.

Abstract

Current research on public administration has generally concluded that collaborative governance is a key factor to solve the contemporary crisis. This argument departs from the essence of a concept that brings state and private stakeholders together in policymaking. Through a case study in the Jambi Province, we find that the collaboration between local governments and society has useful in handle Covid-19 crisis because they may shared understanding to prioritize Covid-19 pandemic as common problem. At the same time, the religious tension also gave a positive impact for the collaboration. However, the collaboration performance has followed several challenges such as incompatible procedures, inequality for the same access between individuals, and intervention by local elites.

Abstract

Kebijakan Pemerintah Kota Payakumbuh tentang penggabungan kelurahan tidak hanya menyangkut urusan administrasi pemerintahan saja tetapi juga berdampak pada kehidupan sosial budaya masyarakat, untuk itu perlu pendekatan komunikasi yang efektif antara Pemerintah Kota Payakumbuh dengan pemangku kepentingan di kelurahan. Penelitian ini dilakukan di Kota Payakumbuh dengan menggunakan pendekatan penelitian kualitatif deskriptif. Objek penelitian ini adalah Pemerintah Kota Payakumbuh. Hasil Penelitian menunjukkan bahwa Pendekatan komunikasi pada penggabungan kelurahan di Kota Payakumbuh dilakukan oleh Pemerintah Kota Payakumbuh melalui pendekatan homofili yaitu atas dasar kesamaan nagari dan adat istiadat dan pendekatan empati yaitu dengan melibatkan Ketua Kerapatan Adat Nagari (KAN) dan masyarakat dalam proses pengambilan keputusan. Menurut paradigma Lasswell dalam komunikasi penggabungan kelurahan di Kota Payakumbuh yaitu Pemerintah Kota Payakumbuh sebagai komunikator atau sumber pesan. Pesan adalah penggabungan kelurahan. Media yang digunakan adalah media cetak dan kegiatan tatap muka melalui rapat-rapat sosialisasi. Komunikan adalah masyarakat dan pemangku kepentingan di kelurahan. Sedangkan efek yang diharapkan adalah masyarakat dan pemangku kepentingan di kelurahan bersedia menerima penggabungan kelurahan.

Abstract

This study aims to identify and describe the efforts made by the Tanah Datar Tourism Office andthe impact of the efforts to develop the pacu jawi attraction. This study was analyzed usingstructural functionalism by Robert King Merton. This study uses a qualitative approach withdescriptive research type. The selection of informants was carried out by purposive sampling with atotal of 14 informants. Data was collected by means of active participation observation, in-depthinterviews and document studies. The results of the research were eleven attempts or efforts madeby the Tourism Office in the development of Pacu Jawi tourism attractions. The existence of theseeleven efforts has a real impact on the Region community and outside the Region community. Thereal impact is attracting tourist visits, buying and selling transactions at the location, generatingbusiness and services as well as opening up new jobs, preserving culture and maintaining unity andcohesiveness in the community. Apart from that, it also has a hidden impact from the developmentof Pacu Jawi tourist attractions, including improving and building region infrastructure, exploringthe potential of the region to be developed, paying attention to the Livestock Service andAgriculture Service to pay attention to breeding livestock and promoting agricultural welfare, aswell as revitalizing Minangkabau traditional arts.
