Abstract

In the regional development planning process, there are frequently deviations in people's aspirations. Musrenbang is a community forum for channeling aspirations in development planning. The launch of the e-musrembang application is expected to accommodate all community aspirations, allowing regional development to be more focused on the community's actual needs. This research aims to determine the efficacy of e-musrembang in development planning in Medan City and the problems or obstacles encountered when using the application. Using qualitative research methods, this study focuses on the Medan Denai District. Interviews, observation, and documentation were used as data collection techniques. Miles, Huberman, and Saldana's interactive analyses were used to analyze the data. The study's findings concluded that had not been effectively implemented the e-Musrenbang system. There is no significant difference between the achievement of the e-Musrenbang system's objectives and the implementation b From the achievement of the purposes of the e-Musrenbang system, and there is no significant difference from the implementation before after the e-Musrenbang. Citizens' misunderstanding in the e-Musrenbang system is judged due to the lack of good communication between the government and its citizens. In the adaptation stage, the Kelurahan and Medan Denai Subdistrict Governments, as implementers in the use of the system, are still rigid and do not understand well the use of the e-Musrenbang system.

Abstract

AbstrakHoax merupakan informasi yang direkayasa untuk menutupi informasi sebenarnya. Dengan kata lain hoax juga bisa diartikan sebagai upaya pemutarbalikan fakta menggunakan informasi yang seolah-olah meyakinkan tetapi tidak dapat diverifikasi kebenarannya.Salah satu cara menganngulangi hoax adalah dengan literasi media. Berdasarkan info yang diperoleh, remaja anggota karang taruna desa Tandem Hilir I kecamatan Hamparan Perak belum pernah mendapatkan informasi tentang literasi media sehingga kegiatan ini perlu dilakukan. Kegiatan ini berkokasi di desa Tandem Hilir I kecamatan Hamparan Perak kabupaten Deli Serdang Sumatera Utara. Kegiatan inimenggunakan metode ceramah, dan diskusi. Kegiatan ini berjalan dengan lancar dengan peserta berjumlah 50 orang. Secara umum, kegiatan ini membangkitkan kesadaran para peserta bahwa berita hoax dapat membuat kegaduhan, keributan, dan pertikaian. Para peserta juga menyadari bahwa media sosial dapat digunakan untuk kepentingan yang lebih bermanfaat seperti silaturrahmi dan berbagi informasi yang bermanfaat seperti lowongan pekerjaan, dan membuka kesempatan mendapatkan tambahan pendapatan dengan membuka online shop. Peserta kegiatan juga telah memahami bahwa dampak menyebarkan hoax dapat menyeret ke penjara karena adanya UU ITE. Oleh karena itu, para peserta juga sependapat untuk berhati-hati dalam menyebarkan berita, melakukan fact-checking, membaca berita secara utuh, dan memperkuat akidah untuk mampu mengontrol diri. Diharapkan setelah kegiatan ini peserta dapat mengaplikasikan dan menyebarluaskan pengetahuan yang mereka peroleh di lingkungan keluarga dan masyarakat. Kata Kunci: literasi; media; berita; hoax AbstractHoax is defined as information that is engineered to cover up the real information. In other words, it can also be interpreted as an effort to distort the facts using information that seems convincing but cannot be verified. One of the ways to overcome this is through media literacy. Based on the information obtained, youth members of the Karang Taruna Tandem Hilir I village of Hamparan Perak sub-district have never received any information about media literacy, so this activity is urgent to be conducted. This activity is located in the village of Tandem Hilir I, Hamparan Perak sub-district, Deli Serdang Regency, North Sumatra. This activity utilizes lecture, and discussion in its application. This activity ran smoothly with 50 participants. In general, this activity aroused the awareness of the participants that hoax news could trigger commotion, and dispute. They also realized that social media could be used for more useful purposes such as friendship and sharing useful information such as job vacancies, and opening up opportunities for additional income by opening an online shop. They also understood that the impact of spreading hoaxes could lead them to prison because of the ITE law. Therefore, they also agreed to be careful in spreading the news, doing fact-checking, reading the whole news, and strengthening the faith to be able to control themselves. It is expected that after this activity, the participants will be able to apply and disseminate the knowledge they have gained in the family and community. Keywords: literacy; media; news; hoax

Abstract

The purpose of this study was to determine the implementation of subsidized fertilizer distribution in the Natambang Roncitan Village, Arse District. This type of research uses qualitative research with descriptive methods. Research informants include the Secretary, Head of Facilities and Infrastructure at the Agriculture Office, Distributors, Retailers, BPP, PPL, and farmer/farmer groups. Data collection techniques using interviews, documentation studies, and data retrieval techniques. The results showed that the implementation of subsidized fertilizer distribution in Natambang Roncitan Village, Arse District was still not optimal due to lack of supervision. Some problems that can still be addressed by the Regional Agriculture Office of South Tapanuli Regency include prices at the farmer/farmer group level that do not match the Highest Retail Price (HET), kiosks that sell to farmers outside their scope of the area, and bureaucracy that is too long in distributing subsidized fertilizers.

Abstract

AbstractAsahan District is one of the many districts in Indonesia that has implemented a rehabilitation program for unfit for habitation because there are still some Asahan people who are unable to meet their basic needs, namely a livable house. The purpose of this study is to determine the implementation, obstacles and responses of the community to the uninhabitable house rehabilitation program in Asahan Regency in 2019. The theories used in this study consist of phenomenological development paradigms, development definitions, public policies, public policy implementation. (policy implementation) with George Edwards' approach, consisting of communication, human resources, the tendency of the implementer, and the position of the implementer. Qualitative analysis was used with each informant as a source of information, consisting of 1 key informant, 1 main informant and 6 additional informants. The results showed that the implementation of the Rehabilitation Program for Unworthy Houses (RTLH) in Asahan Regency was good, through communication, human resources, disposition and bureaucratic structures, implemented as an integral part of achieving the effectiveness of social development programs for the feasibility of roofs, floors and walls. Implemented social development is defined as the achievement of social welfare with the principles of development that is not centralized and not top down; Human resource constraints with limited staff and community delays in completing the program can be handled properly. The response of the community who benefited from the RTLH Rehabilitation program was good, indicated by the support for program achievements and their acceptance of the requirements that had to be met both administratively and the criteria for the use of assistance.

Abstract

The purpose of this study was to look at work culture and the factors that influence the work culture of employees in the Idi Tunong Subdistrict Office. Descriptive research method with a qualitative approach. Data collection techniques are through observation, interviews and documentation. The informants of this research are the key informants namely the Idi Tunong Sub-District Head and the Public and Personnel Kasubbag, the main informants are employees of the Idi Tunong Sub-District Office employee and additional informants are the people who get the services of the Idi Tunong Sub-District Office. Data analysis techniques are data reduction, data presentation, and drawing conclusions. The results of this study are the work culture of the Idi Tunong Sub-District Office in terms of information disclosure, mutual respect, cooperation between employees has been carried out well only in employee work discipline is still not optimal and needs to be improved. Meanwhile, for factors that influence the work culture of the Idi Tunong Subdistrict Office such as organizational culture, external culture, learning process and motivation have an influence on the work culture of the Idi Tunong Subdistrict Office, while for leader behavior, employee selection, mission clarity, mission certainty, exemplary leaders still have not influenced the work culture in the Idi Tunong Sub-District Office.

Abstract

In terms of fulfilling the rights and obligations of the residents of Langkat Regency in the field of civil registration of birth certificates, a comprehensive arrangement is needed to serve as guidelines and guidelines for all government officials in Langkat Regency. As the Minister of Home Affairs Instruction Number 470/837 / SJ 07 concerning the Administration of a Conscious Indonesia Movement (GISA) which aims to increase public awareness in the field of population administration, effective and efficient government and a competitive state. The local government is expected to fully support the program by creating an ideal ecosystem. This study aims to see the implementation of the Administrative Awareness Movement program in accelerating ownership of birth certificates aged 0-18 years in Langkat Regency. In this study, the research methodology used by the writers was a descriptive research method with a qualitative approach with the intention of focusing on the problems or phenomena that existed at the time the research was carried out. Key research informants were the Head of the Population and Civil Registry Office and the Head of the Civil Registration Division. Based on the results of the presentation and analysis of the data, it can be concluded that the implementation of the Administration Awareness Indonesia Movement program in accelerating the ownership of birth certificates aged 0-18 years in Langkat Regency is still not optimal, such as the communication process has not been maximal, limited resources, no budget for the program and there is a transition of structural officials.

Abstract

BUMDes Maju Bersama is a government program to help the economy of the people of Sei Jawi-jawi Village and achieve community welfare so that the Sei Jawi-jawi people get a decent living. This study aims to determine the role of social capital which is a driving force in the management of the Joint Forward BUMDes in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. Social capital plays an important role in strengthening village communities. BUMDes can advance together with social capital. BUMDes Maju Bersama was established as an effort to increase the economic development of rural communities and create independence for the people in Sei Jawi-jawi Village. This research is a qualitative descriptive study. The location of the study was in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. The object of this research is BUMDes Maju Bersama Sei Jawi-jawi Village. Data collection techniques using observation, interviews, and documentation. The results showed that the formation of BUMDes Maju Bersama was carried out in 3 (three) stages, namely the pre-village deliberations, village deliberations and post-village deliberations. So, this deliberation activity aims to determine what type of BUMDes will be formed in the hope that it will benefit the community. Social capital in the form of networks, norms and beliefs that play a role in the management of BUMDes Maju Bersama can be said to be not good enough even though BUMDes Maju Bersama is already operational and can contribute to the Village. This can be seen from the BUMDes Maju Bersama cooperation network that is still small, with collateral or collateral provided by BUMDes, the interest given by the management is too high, almost the same as the existing cooperatives and there is still public debt arrears. The informant's subjects from this study were the Village Head, Village Officials, BUMDes Maju Bersama Management, BUMDes Supervisor, parties who knew BUMDes and the Community who knew about BUMDes Maju Bersama.

Abstract

The title of this research is Participation of Chinese Society in the Implementation of Musrenbang at Sukadamai Village. This research  aims to analyze the participation process of the Chinese ethnic community in the Musrenbang in Sukadamai Village, Medan Polonia District and tounderstand the forms of participation Chinese ethnic society in the Musrenbang in Sukadamai Village, Medan Polonia District. Theory in this research used theory of participation. The method used is qualitative data analysis. The data collection techniques are observation, interviews and literature study. The Musrenbang process of Sukadamai Village, Medan Polonia District consists of Pre-preparation, Implementation and Closing and in each of these stages, the Chinese ethnic society is actively involved. Forms of community participation, the Chinese ethnic in the Musrenbang of Sukadamai Village, Medan Polonia District include; thoughts, energy, expertise, goods and money.

Abstract

This study aims to examine the sustainability of the ex-PNPM Independent Rural Women's Savings and Loan (SPP) in improving the economy of the Sei Rampah sub-district community. Methodologically, this research uses qualitative methods with a descriptive approach. Data collection techniques are interviews, focused group discussions (FGD), and observation of the processes and results of SPP activities in Sei Rampah sub-district and collect secondary data in the form of literature studies on literature, documents, scientific writings and similar research studies related to the problem research. Data analysis was performed by reducing data, presenting data and drawing conclusions. The result of this research is that the sustainability of SPP Ex PNPM MPd funds is still continuing and developing very well with significant benefits for improving the economy of the poor. The institution that manages the SPP ex PNPM MPd fund is the BKAD which is reorganized through inter-village deliberations which are determined as joint decisions of the village head. The BKAD institutional status is still ad hoc and has not been transformed into a legal entity. The Ex-PNPM MPD Women's Savings and Loans Program (SPP) has not joined into a business unit within the Joint BUMDesa so that business development has not been maximized and utilization and loans have not been evenly distributed to all poor households.

Abstract

This study aims to determine the Management of Village Fund Management in Jungke Village Permata District Bener Meriah Regency and the factors that influence it to achieve these objectives used qualitative research methods by breaking down the data descriptively. Data collection techniques were carried out by interview, document and archive observation using qualitative descriptive analysis techniques. The results of the study show: First the management stages of Village Fund Management in Jungke Village include Planning and Implementation of Reporting and Accountability Administration. Management of Village Fund Management is carried out by the Government of Jungke Village, Permata District, Bener Meriah Regency, and has followed the technical guidelines that have been regulated in the legislation. But in the process is still not optimal. This can be seen from the process of reporting and accountability that is experiencing delays. For the Reporting Process of Realizing the Use of Village Funds not in accordance with the predetermined schedule, causing delays in disbursing funds for the next stage. Likewise with the Responsibility for the use of village funds so that the community cannot evaluate the results of the work of the village government and the Accountability to the Regional Government which is not carried out in a timely manner. Second: Factors that influence the management of village funds include supporting and inhibiting factors. Supporting factors are community participation, facilities and infrastructure, while the inhibiting factors are human resources, technical guidelines for managing village funds that change every year and communication.
