Abstract

ABSTRACT The goal of this research was to examined women's candidacy, nomination, and fight for social resilience in Indonesia in the democratic world of political life. The Constitution of 1945 and the law of the KPU outlined the responsibilities and obligations of political parties to included women in a political jurisdiction. The study methods were qualitative exploratory, the data collection model was performed through direct interviews with political parties and sources directly relevant to the research. The research showed that the DKI Jakarta region as an axis of other areas only saw current rules as the formality of the political parties, that the selection stage was solely based on a party's will, and that there was no importance of accountability. Furthermore, there was no seriousness of political parties, as shown by the 2009, 2014, and 2019 DKI Jakarta DPRD polls, that women had no stipulation of 30%t or just 23.4%, 17.9%, and 21%. In the selection process, only people who had connections to party officials and were wealthy that were chosen to be nominated and given the preference to got their original serial number so that they could choose the preferred region (dapil). This showed that political parties were dominated by oligarchs and only to gained influence in political parties so that democratic ideals and gender equality did not exist.ABSTRAKTujuan penelitian ini adalah untuk menganalisa proses kandidasi, pencalonan dan pertarungan perempuan dalam demokrasi dunia politik untuk mendukung ketahanan sosial di Indonesia. Undang-Undang Dasar 1945 dan Undang-Undang KPU telah mengatur secara rinci mengenai peran dan kewajiban partai politik dalam mengikutsertakan perempuan dalam kompetensi politik.Metode dalam penelitian ini adalah kualitatif eksploratif, model pengumpulan data dilakukan dengan cara wawancara langsung dengan pihak partai politik dan narasumber-narasumber yang terkait langsung dalam penelitian ini.Hasil penelitian adalah pada daerah DKI Jakarta sebagai poros daerah-daerah lainnya hanya memandang regulasi yang ada sebagai formalitas partai politik, terbukti dalam tahap penjaringan yang dilakukan sepenuhnya dilakukan berdasarkan kehendak partai dan tidak ada nilai transparansi di dalamnya. Selain itu, tidak ada keseriusan partai politik dalam mengikutsertakan perempuan dalam kompetensi politik, terbukti dalam kontestansi pemilu DPRD DKI Jakarta tahun 2009, 2014 dan 2019 ketetapan 30% perempuan selalu tidak terpenuhi atau hanya pada angka 23,4%, 17,9% dan 21,7%. Dalam proses penjaringan, penyeleksian hingga pemilihan kandidat hanya orang-orang yang memiliki hubungan dengan petinggi partai serta memiliki banyak kekayaan yang dipilih untuk dicalonkan, serta diutamakan untuk memperoleh nomor urut pertama hingga bebas untuk memilih daerah pilihan (dapil). Hal ini menggambarkan bawah partai politik dari tingkat pusat hingga daerah dikuasai oleh kaum-kaum oligarki dan hanya sebagai tempat untuk memperoleh kekuasaan sehingga tidak ada nilai-nilai demokrasi dan kesetaraan gender di dalam partai politik.

Abstract

slamic State of Iraq and Syria (ISIS) launch a campaign to recruit new followers around the world. ISIS uses direct and indirect pattern of recruitment with social media which is called cyber jihad and its network in many countries. With system dynamics approach, the article tries to understand how Indonesia’s government to response ISIS aggressive policy to expand its influence and its followers. It shows that if Indonesia does not act to prevent ISIS expansion, the country will be further target of this radical movement. Indonesia government employs deradicalisation program and military operation will give impact to minimize influence and recruitment ISIS.

Abstract

New Asia – Africa Strategic Partnership (NAASP) sangat diharapkan akan menjadi solusi yang efektif untuk hubungan negara – negara Asia – Afrika. Dengan kata lain, efektivitas NAASP sangat tergantung pada komitmen – komitmen negara anggota yang terlibat di dalamnya. Hal tersebut dijadikan oleh Indonesia sebagai sarana untuk menjadi negara yang lebih bermartabat. Dilihat dari latar belakang, maka permasalahan yang akan didiskusikan adalah tentang faktor-faktor yang mendorong peran aktif Indonesia dalam kerja sama NAASP. Penelitian yang dilakukan dengan menggunakan tipe analisa deskriptif kualitatif, dengan menganalisis data dari sumber primer dan sekunder serta tersier untuk dapat di cari hubungan dan faktor yang mendorong peran aktif Indonesia dalam kerjsama NAASP. Teknik pengumpulan data dengan menggunakan teknik Library Research dan teknik analisa data yang digunakan penelitian ini adalah deskriptif analisis. Kesimpulan dari kajian ini adalah terdapat faktor – faktor yang mendorong peran aktif Indonesia dalam kerjasama tersebut yang dimulai dari tahun 2005 – 2011 antara lain; Prinsip politik luar negeri bebas aktif, tidak terikat oleh ideologi/politik negara lain, mempererat hubungan kemitraan, berpotensi kerjasama antarnegara, Indonesia sebagai penegak utama kerjasama, solidaritas Indonesia sebagai negara pelopor, dan kebangkitan semangat Dasasila Bandung.

Abstract

Pandemi COVID-19 secara global yang diumumkan WHO 11 Maret 2020 telah mendorong berbagai negara mencari vaksin untuk kepentingan nasionalnya. Penelitian ini mengkaji bagaimana Indonesia melakukan diplomasi vaksin  dalam upaya mendapatkan vaksin untuk kesehatan penduduknya. Pendekatan kualitatif digunakan dalam penelitian ini dengan teknik pengumpulan data studi pustaka dan wawancara. Konsep yang digunakan dalam penelitian ini adalah diplomasi kesehatan global dalam tata kelola kesehatan global. Penelitian ini menemukan bahwa Indonesia memanfaatkan jalur multilateral dalam upaya mendapatkan vaksin COVID-19 di forum-forum internasional terutama lembaga yang dikoordinasikan  WHO. Selain itu, Indonesia juga memanfaatkan jalur diplomasi bilateral untuk menjalin kerjasama pengadaan vaksin untuk kepentingan di dalam negerinya.

Abstract

This article aims to examine Indonesia's foreign policy in the era of the Covid-19 pandemic. Based on the character of Indonesia's foreign policy which places the protection of Indonesian citizens (WNI), there are two foreign policies that stand out. First, Indonesia has prioritized rescuing Indonesian citizens abroad in places affected by the Covid-19 pandemic by means of massive repatriation. Second, still in the character of saving Indonesian citizens, Indonesia has established bilateral cooperation with China and other foreign private parties in the search for an Covid-19 vaccine. This vaccine is expected to be able to save citizens who are both inside and outside Indonesia by 2021. These two phenomena have characterized the implementation of foreign policy under Joko Widodo administration during Covid-19.

Abstract

Indonesia is one of the countries with a large market for online transportation. This paper describes a meta-analysis on policy inequality regarding public transportation. Meta-analysis and Computer Assisted Qualitative Data Software (CAQDAS) were utilized to evaluate the inequality of public transportation policy for conventional transportation. Scopus search engine was also used to identify broad literature on a particular policy regulation in Indonesia between 2010 and 2021. Then, this study employed online news related to the conflict between conventional and online transportation. The result disclosed a policy inequality between online and conventional transportation based on the social movement on online media. Thus, the government has to implement a strict policy applicable to transportation. The words “protest”, “regulation,” and “police” were also seen clearly on the issue. In addition, the protesters, comprised of drivers from Uber, Grabcar, and Go-Car, said that Transportation Ministry Regulation No 32/2016 would disadvantage them because it is too difficult to comply with the requirements. Hence, the government can decide on self-regulation to design a policy for online transportation. In this case, state law is still necessary when monopolistic attempts are made, unfair competition exists, public safety as consumers is maintained, and taxes are collected.

Abstract

COVID-19, which has been sweeping the world since 2020 and has caused a high human toll, profoundly impacts almost all countries to focus on public health. Indonesia also felt the impact of COVID-19; therefore, it needs to participate in various activities in maintaining global health and seeking vaccines from the international world. This study aims to examine how Indonesia's global health diplomacy during the COVID-19 pandemic. The research used a qualitative method with data collection techniques through secondary data and interviews. The study found that Indonesia conducted global health diplomacy through multilateral channels to maintain global health governance and promote international efforts in dealing with the COVID-19 pandemic. Indonesia also uses global health diplomacy through multilateral and bilateral channels to gain access to vaccine provision. Indonesia's global health diplomacy was also conducted to obtain assistance in dealing with non-health problems, namely economic and social issues.

Abstract

A country's foreign debt is aimed at maintaining economic growth. However, in practice, it also affects bilateral relations and international behavior. Indonesia has accumulated foreign debt reaching Rp 7000 trillion from various countries and institutions. This study aims to examine the impact of foreign debt on Indonesia's foreign policy during Joko Widodo's administration from 2014-2022. The study uses a qualitative approach, with data collected through interviews of government officials and academics as well as analysis of document sources. This research uses the concepts of foreign debt, foreign policy, and complex interdependence. The results showed three patterns of Indonesia's foreign relations with debtor countries. First, Indonesia establishes positive relationships with debtor countries. Second, Indonesia avoids getting involved in conflicts with cricket-giving countries on a number of bilateral issues. Third, Indonesia is reluctant to criticize creditors involved in bilateral and international issues while carrying out free and active foreign policy.
