Abstract

This study describes the effectiveness of the Cash to Account Innovation program at the Tasikmalaya Post Office. From this research, it can be described how the implementation of the Cash to Account Innovation program at the Tasikmalaya Post Office has been held for a long time, from 2015 to the present. The effectiveness of the Cash to Account Innovation program at the Tasikmalaya Post Office is measured in order to determine the extent to which the effectiveness of the Cash to Account Innovation program at the Tasikmalaya Post Office reaches the goals that have been set previously, which are known from the program effectiveness indicators by Ni Wayan Budiani, namely accuracy program targets, program socialization, program objectives, and program monitoring. This study uses descriptive qualitative research methods. Data collection techniques with interviews, observations, and documentation. The in-depth interviews were conducted by researchers using a purposeful sampling technique where the researchers interviewed the post office financial manager, service manager, customer service and post office service users. The results of the study indicate that the effectiveness of the cash to account innovation program at the Tasikmalaya post office has not yet been achieved.

Abstract

Based on the results of the study, the authors suspect that the management of user fees is not optimal, this can be seen from the number of traders who do not pay market fees. UPTD and Disperindag have difficulty in anticipating this. So even when viewed from the point of view of the results (effectiveness) of the management of this market retribution, it is still estimated that the collection is not optimal. The researcher wants to use the theory of financial management by Nick Devas (1989) which has five dimensions regarding the management of market charges which include simple, complete, efficient, effective, and easy to adjust. The method used in this study uses a descriptive method with a qualitative approach. The type of data used in this research is using quantitative and qualitative data. The data sources used are primary and secondary data sources. The locus of this research is in the Department of Industry and Trade, Bandung Regency. The sample selection technique used is purposive sampling which is this technique to determine the informant with the best position in providing the information needed. For data analysis, the researcher uses the theory of Miles and Huberman's model which says that qualitative data analysis is carried out in an interactive way and continues continuously until it is finished, until the data is saturated. The results showed that the Market Levy Financial Management at the Industry and Trade Service was not fully optimal. Because in terms of results (effectiveness) there are still many problems that need to be faced and resolved by local governments.

Abstract

This journal discusses the efficiency and effectiveness of the budget for the Regional Public Service Agency with a case study at the Cicalengka Regional General Hospital in Kabupaten Bandung. Efficiency and effectiveness become a necessity for regional public service bodies because in their services they are required to provide optimal and best services without seeking certain benefits. This study aims to determine the realization of the budget of general hospitals in Bandung district cicalengka by analyzing the efficiency and effectiveness of the expenditure budget, as well as knowing the factors that cause the realization is not achieved optimally and know what are the obstacles in the implementation of the budget and efforts in solving problems on the realization of the budget. The results of the analysis show that the efficiency in the budget of general hospitals in Cicalengka is in the quite efficient category and the effectiveness analysis shows the results in the ineffective category due to the inadequate utilization and planning in optimizing the budget and the lack of available budget in meeting the needs of the hospital.

Abstract

This study aims to determine the process of knowing the organization of homeless and beggar coaching by the Social Rehabilitation Office of West Java Province. In addition, it is also important to know the assistance process carried out by the Social Rehabilitation Office for homeless people who have participated in the rehabilitation program. The method used in this research is descriptive method with a qualitative approach. Descriptive method aims to describe or provide a complete picture of the effectiveness of the social rehabilitation program of the Bina Karya Social Rehabilitation Office.  The results showed that in general the program of activities held at the Rehabilitation Office was very influential on the client, despite the slight changes experienced by the clients. Basically, of the many programs held at the hall, the most influencing of the lives of these clients is the skill activities.

Abstract

Education is one of the basic things tha must be obtaned by citizen in every country. This research is motivated by there are complaints from parents who do not have time to prepare food for their children who attend school too late in the morning. However, there are students or teachers who come late and don’t break the rules. The purpose of this research is to analyze the implementation of regent regulations related to school hours rules. The theory used in this research is the theory of Edward III which includes communication, resources, disposition, and bureaucratic structure. The research method use is descriptive research reluctant to use qualitative approach. The data collection technique is direct observation, in-depth interview, library study, and documentation. The data analysis technique used is data reduction, data presentation, and conclusion drawing. The result of the study show that the policy of school hours at 06.00 is not appropriate to be implemented. Therefore, some improvements are needed regarding the policy regulations.

Abstract

Tujuan dari penelitian ini untuk mengkaji bagaimana komunikasi interpersonal terjalin dalam proses pelaksanaan pelayanan publik di Kelurahan Cibaduyut Kidul Kota Bandung. Metode penelitian menerapkan pendekatan kualitatif juga bersifat deskriptif, Dengan Teknik dalam pengumpulan data menggunakan observasi dan juga wawancara kepada narasumber perangkat intasnsi di Kelurahan Cibaduyut Kidul dan didukung oleh studi literatur. Hasil yang didapat peneliti membuktikan bahwa proses komunikasi interpersonal yang terjadi dapat dikatakan cukup berhasil diterapkan di instansi tersebut, memang namun adakalanya miskomunikasi tetap terjadi meskipun telah ada sistem informasi yang canggih yakni portal SIPAKU dan juga media eletronik sebagai perantara dalam pertukaran informasi The purpose of this study is to examine how interpersonal communication is established in the process of implementing public services in Cibaduyut Kidul Village, Bandung City. The research method is applying a qualitative also descriptive approach, with techniques in data collection using observation and also interviews with resource of information in Cibaduyut Kidul Village and supported by literature studies. The results obtained by the researchers prove that the interpersonal communication process that occurs can be said to be quite successfully applied in these agencies, indeed, but sometimes miscommunication still occurs even though there is a sophisticated information system, namely the SIPAKU portal and also electronic media as an intermediary in the exchange of information.

Abstract

Pada Tahun 2020 Kabupaten Pangandaran berhasil menduduki peringkat pertama sebagai daerah wisata di Jawa Barat di antara kabupaten/kota lainnya yang banyak dikunjungi pengunjung lokal. Kabupaten Pangandaran memiliki penduduk yang dinamis dan kompleks akan tetapi pemanfaatan dan pemberdayaan potensi alam, budaya maupun manusianya kurang optimal. Objek wisata pantai di Kabupaten Pangandaran mendominasi pilihan destinasi wisata sehingga objek wisata lainnya seperti desa wisata, wisata kuliner, cagar alam, dan wisata alam tidak terlalu dikenal oleh publik terutama oleh masyarakat di luar Kabupaten Pangandaran. Padahal, destinasi wisata selain objek wisata pantai di Kabupaten Pangandaran memiliki potensi yang tidak kalah besar. Selain itu para pelaku usaha jasa pariwisata dan media massa yang masih belum cukup optimal untuk membentuk citra kepariwisataan di kabupaten Pangandaran, Dengan demikian penilitian ini bertujuan untuk mengetahui bagaimana penerapan aspek Pemerintahan Milik Rakyat Dan Aspek Pemerintahan Mengacu Pada Pasar Dalam Konsep Reinventing government Di Dinas Pariwisata dan kebudayaan Kabupaten Pangandaran. Metode yang digunakan dalam penelitian ini adalah metode penelitian deskriptif kualitatif, dengan penentuan sampel menggunakan teknik purposive sampling. Hasil dari penelitian ini adalah penerapan aspek pemerintahan milik rakyat dan aspek pemerintahan mengacu pada pasar sudah diterapkan dengan baik namun belum masih optimal karena masih banyak masyarakat yang belum mengetahui program-program yang diadakan oleh pihak Dinas pariwisata dan kebudayaan Kabupaten Pangandaran.
