Abstract

The title of this study is a model of inter-regional cooperation in the Settlement Authority In District / Municipal Expansion. This research is motivated many conflicts / disputes regarding both the authority on government affairs and other matters between the Regional Holding with areas of the division. Results of the study include, first, the policy of regional expansion in addition to having the advantage in matters relating to the acceleration and improvement of public services and also has brought the potential development that could affect the relationship between regional harmonization with the Regional Holding Redistricting results, primarily due to a conflict of authority on asset management area. Second, the model of inter-regional cooperation in resolving disputes between the authority of the regency / municipality division of the District Holding wear two (2) approach, which is a formal legal approach and local wisdom approach, namely by providing “touch” argument that “touch” people’s emotional, the use of the term “interests of the whole community and mutual respect” with no regard to administrative boundaries of the Regional District of Holding and Expansion Results. This means that the interests of the community should be encouraged regardless of whether the incoming administration in the District or Regional Expansion.

Abstract

An effort to develop village tourism potential is not a simple issue. This development requires careful planning and proper management. The purpose of this research is to formulate a synergy model that engages the village government and village consultative agency elements in the development of village tourism potential. This study takes Baturraden Sub-District, Banyumas Regency, as its research location. Baturraden Sub-District boasts a famous tourism destination, Baturraden Tourist Attraction, and 12 (twelve) villages with tourism potential in its surroundings. In this case, the village government (Pemdes) and Village Consultative Agency (BPD) play a vital role in building synergy to arrange a village tourism potential exploration policy. This legal research employs a qualitative approach, combined interview to collect the data, FGD, a document study, and observation. The research results find that BPD, which takes its role in village discussion, attempts to explore and develop village tourism potential by engaging all stakeholders. Keywords:synergy, village consultative agency, village government, village tourism

Abstract

Mandate to promote participation of the villagers stated in Article 18 paragraph (7) and Article 18B (2) of the Constitution of the Republic of Indonesia Year 1945, one of which is to encourage initiative, movement, and the participation of village communities to the development potential and Assets Village in order commonweal.The substance of the Village Act of 2014 contains a lot of opportunities for people to participate in governance and rural development. Article 3 explicitly states that the village setting one of them are basically the principle of participation that is actively involved in an activity, and then in Article 4 letter d. states that the setting of the village aims to encourage initiative, movement, and the participation of the village community to the development potential and assets for the welfare of the village together, even in Article 68 paragraph (2) letter e. that society is obliged to participate in various activities in the village.Establishment of Village Regulation (Perdes) participatory must reflect the shared commitment between Kepala Desa (village head), Village Consultative Body (BPD) and villagers. To make a good Perdes conducted prior study of potential village and constraints, so Perdes made totally based on needs and not wants.In the process of its formation, Village Regulations require community participation so that the final outcome of Village Regulation can meet the legal enforceability aspect and can be implemented according to the purpose of its formation. Public participation in this case can be input and discordant thoughts in the formulation of the substance of Village Regulations setting. Law or legislation will be able to be effective if it meets three power sell well as the philosophical, juridical, and sociological. Besides, it also must pay attention to the effectiveness / economic power and political behavior.In essence Preparation of Village Regulation is not an activity that is carried out solely to fulfill the duties of Head of Village and BPD, but really to solve the problem and provide benefits to rural communities so respected by the communities themselves.Keywords: Participation, Communities, Village Regulations

Abstract

Sektor pariwisata merupakan salah satu andalan daerah sebagai sumber Pendapatan Asli Desa. Kabupaten Banyumas memiliki sumber utama Pendapatan Asli Desa untuk sektor pariwisata yaitu dari Lokawisata Baturraden di Kecamatan Baturraden. Keberadaan Lokawisata Baturraden sangat mendukung kemajuan desa pendukung di sekitar lokasi Loka Wisa, Sesuai amanat Pasal 18 UU No. 6 Tahun 2014 tentang Desa, bahwa Desa memiliki kewenangan di bidang penyelenggaraan Pemerintahan Desa, penyelenggaraan Pembangunan Desa, pembinaan masyarakat Desa, dan pemberdayaan masyarakat Desa berdasarkan prakarsa masyarakat. Artinya desa dan seluruh elemen kelembagaan yang ada memiliki peluang untuk membangun desa berdasarkan potensi yang ada. Salah satu unsur penting dalam penyelenggaraan pemerintahan dan pembangunan desa adalah Badan Permusyawaratan Desa. BPD berperan dalam merumuskan arah kebijakan pembangunan desa termasuk menginisiasi program pembangunan yang mendukung pengembangan sektor pariwisata di Kabupaten Baturraden. Peran Badan Permusyawaratan Desa adalah menyalurkan aspirasi masyarakat dalam proses penyusunan RPJM Desa, musyawarah Badan Permusyawaratan Desa, musyawarah desa, koordinasi dengan Pemerintah Desa, Pembahasan Peraturan Desa. Badan Permusyawaratan Desa berkoordinasi secara kelembagaan dengan pemerintah desa untuk menata potensinya dalam mengembangkan desanya, terutama untuk mendukung pariwisata. Kegiatan Pengabdian ini bertujuan untuk meningkatkan kapasitas BPD Loka Wisata Baturraden dalam mengembangkan potensi pariwisata desa. Hasil pengabdian menunjukkan bahwa anggota BPD memahami peran untuk memberikan masukan pada pemerintah desa dalam menyusun rencana pembangunan Desa untuk mengembangkan potensi desa.

Abstract

This article is driven by the complexity of handling prostitution, from economic issues, conflicts of interest, poor communication coordination, to the absence of collaboration between stakeholders. This study aimed to analyze the implementation and obstacles of collaborative governance in dealing with prostitution in Pemalang Regency. A social-juridical research methodology through the  combination of doctrinal-normative legal research and social as well as social science approaches was selected for this study, while data collection were obtained through focus group discussions and secondary data. The study results showed that the implementation of collaborative governance in handling prostitution in Pemalang Regency has not been optimal, with ineffective communication identified between stakeholders. In addition, the barriers to the collaborative process include conflicts of interest in the handling of prostitution issues that give rise to differing perceptions among the health service providers, security forces, and religious leaders; ineffective institutional design; and the reliance to the deparment in charge of handling public order. The lack of shared commitment to address prostitution issue in a planned and measurable manner in adherence to local regulations remains a challenge to be resolved.Keywords: barriers, collaborative, handling, prostitution.
