This research has two objectives main. First, describe the motive development training program to increase the competitiveness of Semanggi Batik products. The program was intended for the craftsman batik semanggi to join the community self-help group (KSM) Semanggi 2 Sememi Village, Benowo District, Surabaya City. Through this program, it is hoped that the Semanggi Batik motif will be more varied and thus the product competitiveness will increase. The second objective is to analyze the effectiveness of the motive development training program. The effectiveness analysis was carried out by using a descriptive quantitative approach. Data were collected using a questionnaire to 20 respondents. The results of the analysis show three main things. First, the motive development training program is indeed needed by the training participants. This is shown in the perception score of the urgency of the material reaching 82.5% (very high). Second, it turns out that the ability of the participants in the development of the Semanggi Batik motif is only 30% (less fortunate). Third, the participants assessed the effectiveness of the training for motive development training at 83.33% (very high / very effective). Based on this analysis, it can be concluded that the KSM knowledge and skills improvement program in producing semanggi batik is very effective and worthy of being used as a model for batik development in other communities.

Semanggi batik is the original batik of Surabaya City which has a unique cloverleaf motif. This batik is produced by a community of housewives who are members of the Family Welfare Empowerment Organization (called PKK) in Sememi Village, Benowo District. The initial goal of semanggi batik production was to improve the family economy, and was carried out on a small scale of production. However, due to the large potential demand for semanggi batik, it is necessary to empower the semanggi batik craftsman group so that the production scale can increase. In this regard, this study aims to describe the effectiveness of the implementation of the empowerment strategy that has been carried out by the Surabaya City Government to semanggi batik craftsmen. This study uses a qualitative research approach with a descriptive type. The data collection techniques used were semi-structured interviews, observation, document collection, and focus group discussions. Furthermore, the data analysis technique uses an interactive model and the data credibility test technique uses four criteria: checking the degree of trust, transferability, dependability, and certainty. The results showed that the implementation of the empowerment strategy that has been implemented by the Surabaya City Government for semanggi batik craftsmen has been quite effective. This is evidenced by several positive activities that have been carried out, such as batik training, assistance in the management of trade and brand permits, and assistance for marketing access through product displays at exhibitions and craft centers. However, it turns out that there are several obstacles in the implementation of the empowerment strategy, namely the absence of a road map for the development of semanggi batik in the future, the number of assistant craftsmen is still insufficient, and the minimum budget for assistance so there is no capital assistance, equipment, and patent registration. These constraints need to be considered and followed up so that the effectiveness of the implementation of the strategy for empowering semanggi batik craftsmen can be further improved.

Usaha Mikro, Kecil dan Menengah (UMKM) merupakan sektor yang sangat terpuruk akibat adanya pandemi Covid-19. Di Indonesia UMKM memiliki peranan penting dan strategis dalam pertumbungan ekonomi nasional. Perusahaan BUMN seperti PT. Jasa Marga Surabaya Gempol ikut berkontribusi dalam tanggung jawab sosial perusahaan. Salah satunya adalah program kemitraan yang memberikan bantuan permodalan dan pembinaan kepada UMKM. Maka dalam penelitian ini memiliki tujuan untuk mengetahui pelaksanaan program kemitraan pada PT Jasa Marga Surabaya Gempol dan untuk mengetahui upaya kontribusi PT Jasa Marga Surabaya Gempol dalam pemberdayaan UMKM di masa pandemi Covid-19. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Data yang digunakan dalam penelitian ini berupa data primer yang bersumber langsung dari informan dengan melakukan wawancara. Hasil penelitian ini menunjukkan PT Jasa Marga Surabaya Gempol sebagai penyelenggara program kemitraan sudah cukup baik. Salah satu kontribusi PT. Jasa Marga Surabaya Gempol terhadap UMKM di masa pandemi Covid-19 yaitu mengikutkanserta mitra binaanya untuk mengikuti pameran INAPRO EXPO 2020 dan berhasil mendapatkan penghargaan. Akan tetapi, pelaksanaan Program Kemitraan juga mempunyai hambatan dalam praktek kegiatannya yaitu adanya tunggakan atas kewajiban dari mitra binaan.

Potensi pariwisata di setiap daerah perlu di kembangkan dengan baik. Pemerintah daerah memiliki keleluasaan dalam mengembangkan potensi wisata yang ada di daerahnya, salah satunya yaitu Pemerintah Kota Surabaya yang mengembangkan wisata Mangrove Wonorejo Kecamatan Rungkut Kota Surabaya melalui Dinas Ketahanan Pangan dan Pertanian (DKPP) Kota Surabaya sebagai pengelola wisata Mangrove Wonorejo Kecamatan Rungkut Kota Surabaya. Di destinasi wisata Mangrove telah dilakukan pengembangan-pengembangan yang dapat menarik wisatawan untuk berkunjung ke destinasi wisata. Jumlah pengunjung wisata Mangrove Wonorejo mengalami peningkatan pengunjung dari tahun 2016-2018. Tujuan penelitian ini adalah untuk mengetahui bagaimana pengembangan destinasi wisata Mangrove Wonorejo Kecamatan Rungkut Kota Surabaya. Fokus penelitian ini adalah dengan menggunakan 4 (empat) fokus yang sesuai dengan teori pengembangan destinasi wisata, yaitu : daya tarik wisata alam, atraksi, fasilitas dan aksesibilitas. Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara dan dokumentasi. Sumber data yang digunakan adalah informan dan dokumen yang berhubungan dengan penelitian. Pengambilan sample dalam penelitian ini adalah menggunakan teknik purposive sampling dan snowball. Peneliti menggunakan beberapa sumber data yang berbeda untuk mengetahui kebenaran suatu permasalahan dan menguji data yang sejenis dari berbagai sumber. Hasil penelitian ini menunjukkan bahwa pengembangan destinasi wisata Mangrove Wonorejo Surabaya sudah dilakukan dengan baik. Dengan pengembangan-pengembangan tersebut dapat meningkatkan pengunjung di wisata Mangrove Wonorejo. Sehingga dengan pengembangan-pengembangan yang sudah dilakukan dapat menarik minat pengunjung untuk berwisata ke wisata Mangrove Wonorejo Surabaya. Kata Kunci : Pengembangan Wisata

Dengan pengembangan-pengembangan tersebut dapat meningkatkan pengunjung di wisata Mangrove Wonorejo. Sehingga dengan pengembangan-pengembangan yang sudah dilakukan dapat menarik minat pengunjung untuk berwisata ke wisata Mangrove Wonorejo Surabaya. Kata Kunci : Pengembangan Wisata

Penelitian ini didasarkan pada fenomena tentang upaya mewujudkan program penanggulangan kemiskinan yang dalam pelaksanaannya melalui prosedur non tunai/perbankan sehingga Kementerian Sosial bersama Dinas Sosial daerah serta bekerjasama dengan pemerintah daerah setempat memberikan suatu program yaitu Bantuan Pangan Non Tunai (BPNT), yang tujuannya agar program penanggulangan kemiskinan dapat lebih efektif dan tepat sasaran, mendukung peningkatan ketahanan pangan penerima bantuan, serta memberi kemudahan dalam mengontrol, memantau dan mengurangi penyimpangan. Jenis penelitian ini adalah penelitian kualitatif. Lokasi penelitian berada di Kecamatan Wonocolo, Kota Surabaya. Fokus penelitian ini berdasarkan pada Ukuran Efektivitas Program menurut Makmur (2011:7) dalam hal ini ada 4 sasaran kajian, yaitu : 1. Ketepatan Penentuan Waktu, 2. This study aims to analyze performance and determine organizational performance factors in the National and Political Unity Body of Semarang City. This research uses descriptive qualitative research methods. Qualitative data were obtained through various kinds of data collection techniques, including through interviews, document analysis, literature study and selection of informants using purposive techniques, the quality of the data was tested using the Triangulation Technique. In this study, innovation as a process of organizational learning and knowledge creation related to organizational capacity to respond to environmental changes. This research is based on the application of Organizational Ecology Theory and The Punctuation Model and Theory of Strategic Adaptation and Sustainable Change. Based on this theory, organizational innovation can be generated by technological innovation and increased organizational learning capacity and transformation. The results of the study explained that the organizational performance of the National Unity and Political Body of the City of Semarang was not optimal, so there was still much that needed to be improved so that the public's assessment of the level of performance of the office organization would increase.

Semanggi batik is a typical batik of Surabaya City which has problems in increasing competitiveness, especially in the aspect of packaging quality. Therefore, a Semanggi batik product packaging design training program was implemented. The purpose of this training is to increase the understanding and skills of the semanggi batik craftsmens in developing product packaging designs. This article aims to measure and describe the effectiveness of the implementation of the packaging design development program for semanggi batik Surabaya products. The research was conducted with a quantitative approach with data collection techniques using a questionnaire. The data analysis technique used descriptive analysis. The results showed that the effectiveness of the implementation of the training program for the packaging design development of semanggi batik Surabaya products can be categorized as very high. This is because all aspects to measure the effectiveness of program implementation, such as compliance with implementation procedures, the degree of delivery of benefits to targets, the degree of change felt by target groups and differences between program outcomes and objectives have been optimally fulfilled.

Government held Operation Yustisi, so the public could be more aware of the importance of keeping distance to prevent spread of COVID-19 which was increasingly widespread. This study describe the effectiveness of the Yustisi Operation to public in order to increase public awareness, suppress spread of the COVID-19 outbreak in Sidoarjo. This study uses descriptive qualitative approach. Using Indicators of success of public policy implementation are seen from four factors as stated in the policy implementation model from Edward III. At the time of the Justisi operation, the officers are expected to able convey in a professional manner and run public services to have good communication. Obstacle in the Justisi Operation that was conveyed was that the community had not obeyed the rules and ignore health protocols because it was necessary to carry mask surgery and medical protocol operation regularly as often as possible.

Program of food for poor people with disabilities Kelurahan Darmo is one of the efforts to realize welfare carried out by the Surabaya City Government through the provision of healthy and nutritious food as a form of protection and social security. The purpose of the study was to analyze the effectiveness of food programs for poor people with disabilities in Kelurahan Darmo, Surabaya City. The research was conducted using a descriptive qualitative approach. Collecting research data using observation techniques, interviews, and documentation. To be able to determine the effectiveness or success of the food program using the theory of effectiveness, namely: understanding the program, being on target, on time, achieving goals, and real changes. The results of the research show: 1) The implementers have a good understanding of the program that is run through the socialization of the program 2) The target of the food program for poor people with disabilities in Darmo Village has complied with the established criteria 3) The use of time in providing food is not efficient 4) Purpose that has been determined has been achieved well 5) There are several positive impacts that are felt by the beneficiaries after becoming part of the program targets. It can be concluded that the implementation program of food for poor people with disabilities Kelurahan Darmo has not been fully implemented properly, it is necessary to improve several things related to the implementation of the program
