Abstract

Abstract The Minimum Service Standard for toll road services is needed to ensure the achievement of comfort, smoothness, and traffic safety for road users. The Minimum Service Standard that applies to all toll roads in Indonesia is the Minimum Service Standard, which refers to the Regulation of the Minister of Public Works No. 392/PRT/M/2005 on Minimum Service Standards for Toll Road. Monitoring and evaluation of the fulfillment of the Minimum Service Standard has been done periodically, but there are still some indicators that cannot always be met by Toll Road Operators. This study is intended to assess the indicators which cannot always be met in the toll road sections that have been operating in Indonesia. The study was conducted based on monitoring data, the result of field survey, conducted in 27 toll roads in 2012, 2013, and 2014. Based on the analysis, it is found that there are 6 indicators of the Minimum Service Standard that often cannot be met, or 29 % of the indicators in the Minimum Service Standard. Keywords: Minimum Service Standard, toll road service, toll road, service indicator  Abstrak Standar Pelayanan Minimal untuk pelayanan jalan tol sangat diperlukan untuk menjamin tercapainya kenyamanan, kelancaran, dan keselamatan berlalulintas bagi pengguna jalan. Standar Pelayanan Minimal yang berlaku untuk seluruh jalan tol di Indonesia adalah Standar Pelayanan Minimal yang mengacu kepada Peraturan Menteri Pekerjaan Umum Nomor 392/PRT/M/2005, tentang Standar Pelayanan Minimal Jalan Tol. Monitoring dan evaluasi terhadap pemenuhan Standar Pelayanan Minimal ini sudah dilakukan secara berkala, namun masih banyak ditemukan beberapa indikator pelayanan yang selalu tidak dapat dipenuhi oleh Badan Usaha Jalan Tol. Studi ini dimaksudkan untuk mengkaji indikator-indikator yang selalu tidak dapat dipenuhi di ruas-ruas jalan tol yang telah beroperasi di Indonesia. Kajian dilakukan berdasarkan data monitoring,  hasil survei lapangan, yang dilakukan pada 27 ruas jalan tol pada tahun 2012, tahun 2013, dan tahun 2014. Berdasarkan analisis yang dilakukan ditemukan 6 indikator Standar Pelayanan Minimal yang selalu tidak dapat dipenuhi atau sebesar 29 % dari indikator-indikator yang terdapat dalam Standar Pelayanan Minimal. Kata-kata kunci: Standar Pelayanan Minimal, pelayanan jalan tol, jalan tol, indikator pelayanan.

Abstract

 Abstrak Keberadaan air dalam campuran aspal akan membuat ikatan aspal terhadap agregat melemah kemudian menjadi terlepas. Akibat dari adanya genangan air tersebut banyak terjadi kerusakan, seperti perubahan bentuk lapisan permukaan yang berlubang, bergelombang, dan terjadi retak-retak yang mengakibatkan pelayanan kinerja jalan menjadi menurun. Untuk itu, dibutuhkan modifikasi pada campuran aspal agar perencanaan campuran aspal tersebut tahan terhadap genangan air. Pada penelitian ini dilakukan pembuatan benda uji sebanyak empat buah untuk setiap campuran kadar anti stripping agent dari 0%, 10%, 30% dan 50% sehingga total benda uji sebanyak 16 buah dengan berat total agregat 1200 gram dan kadar aspal 5,5% dari berat total agregat dengan aspal keras penetrasi 60/70. Dari hasil pengujian Marshall didapatkan untuk kadar anti stripping agent 10 % dari berat aspal terjadi penurunan 20,8% nilai stability, untuk kadar anti stripping agent 30 % dari berat aspal terjadi penurunan 11,4% nilai stability, dan untuk kadar anti stripping agent 50 % dari berat aspal terjadi penurunan 13,0% nilai stability. Kadar penambahan anti-stripping yang optimum untuk campuran aspal pada penelitian ini adalah 33,24% dari berat aspal yang digunakan sehingga dapat disimpulkan bahwa penambahan anti stripping agent tidak mampu mencegah penurunan nilai stability akibat perendaman, tetapi dapat menurunkan persentase penurunannya. Kata Kunci: campuran aspal, aditif, anti stripping agent  Abstract The presence of water in asphalt results in deteriorations of asphalt bond. Puddles cause many damages such as perforated, corrugated, and cracked surface resulting in poor road service conditions. A modification to the asphalt mixture is therefore required to produce water resistent mixture. Four mixture samples were experimented for each level of anti-stripping agent: 10%, 30%, and 50% with the total specimen of 16 units, a total aggregate weight of 1200 grams, a bitument content of 5.5% of the total aggregate with the 60/70 hard bitument penetration. The Marshall test result showed for the 10% anti-stipping agent, the stability value decreased by 20,8%, for the 30% by 11,4%, and for the 50% by 13,0%. The optimum value of anti-stripping addition in this experiment was 33,24% of the total asphalt used. It can be concluded that the addition of anti-stripping agent does not prevent the stability rate due to the submersion, but it decreases the reduction percentage.Keywords: asphalt mixtures, additive, anti stripping agent

Abstract

Abstract Water runoff to the asphalt pavement, especially in parking lot, is a common phenomenon during the rainy season. This problem needs to be solved by developing porous asphalt pavement able to drain water and meets the Marshall stability criteria. This study used polymer called Polyurethane which was expected to improve the Marshall stability value of the porous asphalt mixture. The results showed that the asphalt mixtures using polyurethane polymer meet the specification of the Indonesian National Standard SNI 03-1737-1989 and the Australian Road Standard. Keywords: porous asphalt pavement, polyurethane polymer, Marshall stability  Abstrak Permasalahan limpasan air pemukaan pada perkerasan beraspal, khususnya pada fasilitas parkir, merupakan fenomena yang biasa terjadi di musim hujan. Persoalan ini membutuhkan suatu penyelesaian dengan mengembangkan perkerasan beraspal berpori yang mampu mengalirkan air dan pada saat yang sama memenuhi kriteria stabilitas Marshall. Penelitian ini menggunakan bahan polimer yang disebut Polyurethane yang diharapkan mampu meningkatkan nilai stabilitas Marshall campuran beraspal berpori. Hasil studi ini menunjukkan bahwa campuran beraspal yang menggunakan polimer Polyurethane memenuhi spesifikasi Standar Nasional Indonesia SNI 03-1737-1989 dan Australian Road Standard. Kata-kata kunci: perkerasan beraspal berpori, polimer polyurethane, stabilitas Marshall

Abstract

A parking area is built in a building to facilitate vehicle users of the building. Based on this, Binus University planned to build parking area in its several campus. One interesting issue to explore is the parking capacity at Anggrek Campus. The purpose of this study was to determine the saturation levels of parking for the existing condition compared to the addition of new parking area. To perform analysis turnover parking calculation is used . Based on research results the number of cars entering Anggrek campus was greater than the volume of available parking at the campus (turnover = 1.58), so there was a lot of trouble to find a parking space that makes parking users find alternative parking spaces such as parking area 52). However, since the 8th floor parking area functioned, the turnover rate reduced to 0.54 which indicates that there was a saturation level decrease of 65%.

Abstract

As time passes, flood often occurs in the area of Gunung Sahari, Jakarta Utara. The flood damages concrete asphalt mixture and it needs particular improvement. Therefore, the purpose of this research is to know the effects of the added combination of limestone and calcium hydroxide on concrete asphalt mixture as a filler resistant to flood. Concrete asphalt mixture that filled with the combination of limestone and calcium hydroxide is a mixture that is made with non-uniform aggregat gradations, filler and liquid asphalt mixed and solidified in a heat state. Limestone and calcium hydroxide mixture is used because both materials included in the most numerous sedimentary rock. Concrete asphalt mixture with the filler combination of limestone and calciumhydroxide is made with optimum asphalt 5.4%, one variation level of limestone (15%), and calcium hydroxide (15%), and three variation levels of fillers (5%, 7.5%, and 15%) to get optimum asphalt levels and filler levels that are compatible with flood condition. Based on optimum asphalt 5.4% towards aggregate total weight and combined level of limestone and calcium hydroxide suitable for the conditions, 8.75 % towards fine aggregate weight. The characteristic value of limestone and calcium hydroxide mixture in maximum condition is VIM 4.55%, VMA 18.83%, stability 1031.26 kg and flow 4.93 mm, where the characteristic value meets the established specifications standard by Pekerjaan Umum Bina Marga. From the result, it is showed that the use of the mixture can decrease the value of stability and increase the value of flow, compared with asphalt and filler with normal levels.

Abstract

Toll road infrastructure has shown a significant number in recent years. This condition should be followed by operational service which meet the user expectations, in fact sometimes it doesn’t. A Minimum Service Standard (MSS) has already been set to ensure that users receive adequate services. However, users' needs and expectations are dynamic making it necessary to gather users' opinion and suggestion based on the available services. The aim of this research is to evaluate the service performance by exploring the opinions and expectations of toll road users regarding the service performance and the aspects of safety, security, and comfort regarding to MSS. This paper performed a survey by using online questionnaires, involving toll road users in Indonesia, on February 2018. The questionnaire results were then analyzed by using descriptive statistics. Results were shown that the users tend to 3 prioritize safety, then followed by security and comfort elements, respectively. The indicator of sufficient street lighting determines the fulfillment of MSS according to the perception of the users (1 from 18 indicators). This indicator has been included in the MSS. All indicators that affect users’ satisfaction have been found in MSS, except the indicator about ‘the availability of contacting the call center for users’ assistance’. Therefore, this paper suggest that the indicator mentioned in prior will be suggested to be in further consideration. Abstract

Pertumbuhan infrastruktur memberikan dampak bagi berkurangnya lahan hijau, yang akan diikuti dengan berkurangnya daerah resapan air. Beton berpori merupakan salah satu material perkerasan yang dapat dimanfaatkan pada jalur pejalan kaki, yang mampu mengalirkan air ke dalam tanah. Namun kenyataannya kekuatan yang diberikan oleh beton berpori masih belum maksimal untuk menahan beban. Penelitian ini bertujuan untuk mengetahui pengaruh penggunaan zat tambahan kimia dan variasi kadar serat polypropylene pada campuran beton berpori terhadap nilai kuat tekan dan nilai permeabilitas. Metode penelitian ekperimental ini mengembangkan benda uji sesuai standar ACI 522R-10, dengan menggunakan zat tambahan kimia dan variasi serat polypropylene yaitu 0,05%, 0,1%, 0,15%, 0,2%, dan 0,25% terhadap berat semen. Hasil penelitian menunjukkan bahwa benda uji yang memiliki kuat tekan tertinggi pada kadar serat polypropylene 0,25%, yaitu sebesar 16,9 MPa. Hal ini memperlihatkan penambahan serat polypropylene meningkatkan nilai kuat tekan sebanyak 5,6 %. Berdasarkan grafik nilai kuat tekan dan permeabilitas, dapat diperkirakan bahwa kadar optimal penggunaan serat polypropylene 0,17% terhadap berat semen.

Abstract

Abstract A problem that may occur in road pavements that are relatively impermeable to water is the runoff of water, because water cannot seep to the bottom of the pavement, so it can be drained into a drainage system. To overcome this problem, a porous asphalt mixture can be used. In this study the use of concrete waste was tried to replace the coarse aggregate used to make porous asphalt mixtures. For this reason, experiments are carried out in the laboratory, by making some specimens, which are then subject to Marshall testing. The coarse aggregate used to make the mixture is replaced by concrete waste, with a proportion of 25%, 50%, 75%, and 100%. The results of this study indicate that concrete waste changes the Marshall parameters of a porous asphalt mixture. Keywords: porous asphalt mixture; Marshall testing; concrete waste; Marshall parameter.  Abstrak Suatu permasalahan yang mungkin terjadi pada perkerasan jalan yang relatif kedap air adalah adanya limpasan air, karena air tidak dapat meresap hingga ke bawah perkerasan, untuk dapat dialirkan ke suatu sistem drainase. Untuk mengatasi masalah tersebut, dapat digunakan campuran beraspal berpori. Pada studi ini dicoba peng-gunaan limbah beton untuk mengganti agregat kasar yang digunakan untuk membuat campuran beraspal berpori. Untuk itu dilakukan percobaan di laboratorium, dengan membuat benda-benda uji, yang selanjutnya dilakukan pengujian Marshall. Agregat kasar yang digunakan untuk membuat campuran diganti dengan limbah beton, dengan proporsi sebesar 25%, 50%, 75%, dan 100%. Hasil penelitian ini menunjukkan bahwa limbah beton mengubah parameter Marshall campuran beraspal berpori. Kata-kata kunci: campuran beraspal berpori; pengujian Marshall; limbah beton; parameter Marshall.
