Abstract

Since the reform era, women in Indonesia have begun to be reconsidered in various aspects, including being a part of policymakers and political contestation. It can be seen from implementing affirmative action policies, which obliges every political party to include the national level management and legislative candidates for at least 30% women. The recruitment process for legislative candidates interesting to discuss because the candidates not only from party cadres but including non-cadres. Especially women candidates that sometimes had no basis and experiences in politics also recruited. This study aims to determine the Partai Keadilan Sejahtera (PKS) recruitment patterns in determining women's candidates for the 2019 general election in Banda Aceh City. The research method used is descriptive qualitative. This study concluded that PKS uses a candidate's recruitment pattern with an open and closed system with the Barber model and always pays attention to each candidate's motivation sources and opportunities. AbstrakSejak era reformasi, perempuan di Indonesia mulai dipertimbangkan kembali dalam berbagai aspek, termasuk menjadi pembuat kebijakan dan kontestasi politik. Hal ini terlihat dari penerapan kebijakan affirmative action yang mewajibkan setiap parpol untuk mengikutsertakan pengurus tingkat nasional dan calon legislatif minimal 30% perempuan. Proses rekrutmen calon legislatif menarik untuk dibahas karena calon tidak hanya dari kader partai tapi termasuk non kader. Apalagi calon perempuan yang terkadang tidak punya dasar dan pengalaman di bidang politik pun ikut direkrut. Penelitian ini bertujuan untuk mengetahui pola rekrutmen Partai Keadilan Sejahtera (PKS) dalam penentuan calon perempuan pada pemilihan umum 2019 di Kota Banda Aceh. Metode penelitian yang digunakan adalah deskriptif kualitatif. Penelitian ini menyimpulkan bahwa PKS menggunakan pola rekrutmen calon dengan sistem terbuka dan tertutup model Barber dan selalu memperhatikan sumber motivasi dan peluang masing-masing calon.

Abstract

The development of gold for the people of Aceh Jaya district has had a wide impact on the community around the mining area. Therefore, the Aceh Jaya district government has enacted regent regulation no 21 of 2011 regarding the arrangement of community mining, but the policy implementation has not been optimal. The research was peeled off using implementation models from Smith as well as Van Metter and Van Horn. This study aims to analyze the implementation of Aceh Jaya government policies in structuring community gold mining in Gunong Ujeun village, Krueng Sabee sub-district, Aceh Jaya district. This research uses a qualitative method, namely by interviewing informants. The results of the study illustrate that the implementation of the policy or regional regulation of Aceh Jaya district number 21 of 2011 has not been running optimally. This can be seen from the number of miners who do not know the existence of the regulations set by the government. In addition, the lack of monitoring on the part of the government has also resulted in community gold mining in Gunong Ujeun being continuously mining illegally by the community, either individually or through established cooperatives.

Abstract

In the 2020 Pilkada in Medan City, the Akhyar-Salman candidate pair collaborated with UAS in campaigning activities to attract the sympathy of recitation mothers and Muslims in Medan City. The uniqueness of this research is that the practice of identity politics carried out by Akhyar-Salman has no effect on the victory in the 2020 Pilkada in Medan City. The purpose of this study is to validly reveal the practice and influence of the identity politics of the Akhyar-Salman couple in the 2020 Pilkada in Medan City. The research method carried out by the researcher is a qualitative method through observation, interviews and documentation. The results of this study indicate that the identity politics practices carried out by the Akhyar-Salman couple in the 2020 Medan City Elections include (1) door to door, (2) social media, (3) issue management. Then the influence of identity politics did not make the Akhyar-Salman pair get a seat in the Medan City Election. The indication of this problem is that there is power driven by power, so the Boby-Aulia pair have slightly different votes. Even though during the campaign period they used a fairly strong strategy of identity politics, but this was not able to have an effect on the votes they got and irrational promises.

Abstract

Facebook social media is one of the media that is very influential in people's lives today. Using Facebook, the dissemination of information can be quickly conveyed to the public, especially to Facebook users. This raises concern from users in filtering information to avoid fake news. This research aims to explain to the impact of fake news on Facebook on beginner voters who have a right to vote in presidential and legislative elections in Panga District, Aceh Jaya. This study used a qualitative descriptive method. The data were collected by interviewing nine informants. The results of the study showed that Facebook is often used by beginner voters to obtain information related to electoral affairs. The number of fake news circulated throughout Facebook has effects on the beginner voters. They found it difficult to distinguish between fake and real news, were easily provoked, were easy to hate, and change their support.

Abstract

Dunia dihebohkan dengan adanya COVID-19, berbagai negara telah menetapkan berbagai peraturan untuk menekan dan mengurangi penyebaran virus tersebut. Tidak terkecuali Indonesia, bahkan Aceh, dalam hal ini Walikota Banda Aceh telah menetapkan aturan untuk membatasi gerak masyarakat dengan pemberlakuan jam malam. Penelitian ini bertujuan untuk mengetahui penerapan kebijakan pemberlakuan jam malam dalam penanganan COVID-19 di Kota Banda Aceh. Adapun metode penelitian yang digunakan yaitu deskriptif kualitatif. Sumber data yang digunakan yaitu berasal dari informan penelitian, situs web resmi, dan jurnal ilmiah. Hasil penelitian menjelaskan bahwa kebijakan penerapan jam malam dalam penanggulangan wabah COVID-19 di Kota Banda Aceh sudah berjalan efektif. Keterlibatan pihak Aparatur Gampong sangat membantu program pemerintah dalam menanggulangi COVID-19, dikarenakan pihak Aparatur Gampong lebih memahami situasi dan kondisi masyarakat di lingkungannya. Selain itu, keterlibatan TNI/ Polri dan Satpol PP dan juga WH sangat membantu demi terciptanya ketertiban serta keamanan selama penerapan kebijakan pemberlakuan jam malam berlangsung. Pembatasan jam malam ini bertujuan untuk menekan angka positif COVID-19 di Kota Banda Aceh. The world is shocked by the presence of COVID-19, various countries have set various regulations to suppress and reduce the spread of the virus. Indonesia is no exception, even Aceh, in this case, the Mayor of Banda Aceh has set rules to limit the movement of people by imposing a curfew. This study aims to determine the implementation of a curfew policy in handling COVID-19 in Banda Aceh City. The research method used is descriptive qualitative. The data sources used are research informants, official websites, and scientific journals. The results of the study explain that the policy of implementing a curfew in dealing with the COVID-19 outbreak in Banda Aceh City has been effective. The involvement of the Gampong Apparatus is very helpful for government programs in tackling COVID-19 because the Gampong Apparatus understands the situation and conditions of the people in their environment better. In addition, the involvement of the TNI/Polri and the Satpol PP as well as the WH are very helpful for the creation of order and security during the implementation of the curfew policy. The curfew restrictions are aimed at suppressing the positive number of COVID-19 in Banda Aceh City.

Abstract

The Aceh peace process has been ongoing for nearly two decades. Some studies note that an essential aspect contributing to the Aceh peace context is the presence of local political parties in the post-peace era. This article aims to describe the declining existence of local political parties in the political life of Aceh society. This study employs a qualitative method, with primary data obtained from interviews and secondary data gathered from relevant literature reviews. The study reveals that local political parties in post-conflict Aceh have essentially gone through three of the four phases and are beginning to enter the fourth. The first phase is the formation of local political parties, the second is their rise, and the third is their victory in Aceh's political contestation. The fourth phase is decline or reduction, characterized by local parties being abandoned by their supporters. This research identifies several factors indicating the current existence of local political parties in the decline phase: 1) Loss of public trust; 2) Pessimism among political actors; 3) Weak party integrity and human resources; 4) Unprofessional organizational management; and 5) Internal conflicts within the party. These factors are not independent but are interconnected with one another.
