Abstract

Facing the Covid 19 pandemic, Indonesia is faced with the quality of essential health services that are still not optimal in various provinces. The main problems of vital health services that have emerged in West Java Province include the number and infrastructure of public health centers, the affordability of services and types of services such as maternal and child health, immunization, nutrition, environmental health and coverage of public health nursing performance. service quality variable, the theoretical approach of Fitzsimmons & Fitzimmons (2011) is used with Tangibles, Reliability, Responsiveness, Assurance and Empathy factors. The research method used is an informative survey approach by collecting data from library analysis sources and field experiments, including questionnaires, observations, and interviews. The sampling method used is Plain Random Sampling. The selected sample (n) was 92 people. The data analysis methodology used is route analysis. The results of the study reveal the positive and significant impact of policy implementation on the effectiveness of the quality of critical health services. In addition, it was also found that communication effectiveness variables that affect the quality of essential health services in West Java Province are also found

Abstract

Peraturan tentang perimbangan keuangan pusat dan daerah ini titik beratnya masih pada pembagian proporsi bukan pada pemberian kewenangan yang luas dalam pengelolaan sumberdaya. Penekanan lebih besar pada bagi hasil sumberdaya alam (SDA) dinilai lebih menguntungkan daerah yang kaya dan tidak menguntungkan daerah bukan penghasil kekayaan alam. Sumber dana alokasi umum, meskipun didasarkan formula yang lebih objektif dan transparan, tetapi cenderung mengutamakan pemerataan dan kurang memperhatikan sisi keadilan. Keberhasilan pemerintah untuk mengatasai masalah keuangan daerah sebenarnya merupakan langkah penting dalam menggerakkan roda pemerintahan di daerah, tetapi dampak yang ditimbulkannya akan berpotensi kepada tuntutan pembagian keuangan yang lebih tepat, tuntutan federalisasi, sampai ke ancaman disintegrasi ketika pemerintah pusat dinilai mempertahankan perimbangan keuangan pusatdaerah secara tidak adil karena tidak memperhitungkan kontribusi daerah kepada pendapatan pusat. Untuk mengantisipasi munculnya dampak negatif di atas maka setiap desain perimbangan keuangan selain perlu dirancang lebih cermat dan memperhitungkan pemerataan daerah juga hendaknya kebijakan dana perimbangan pusat dengan daerah senantiasa bersendikan elemen potensi kapasitas penerimaan daerah, kontribusi daerah kepada pendapatan pusat, serta menjamin otonomi daerah dan akuntabilitas lokal.

Abstract

Permasalahan dalam Implementasi Kebijakan Katalog Daerah dalam Proses Pengadaan Barang/Jasa Pemerintah pada Bagian Layanan Pengadaan Sekretariat Daerah Kota Bandung diantaranya adalah Penyusunan perencanaan pengadaan barang/jasa kurang dilakukan dengan cermat dan tidak sesuai kebutuhan. Pengadaan barang/jasa bukan pengadaan yang mengada-ada tetapi harus direncanakan secara detail sejak awal perencanaan pengadaan.Metode penelitian ini menggunakan metode deskriptif dengan analisa data kualitatif dan teknik pengumpulan data dengan wawancara yang mendalam berdasarkan pedoman wawancara dan studi dokumentasi berdasarkan pedoman wawancara dan pedoman studi dokumentasi yang telah dibuat.Hasil penelitian bahwa pengadaan barang/jasa di Lingkungan Sekretariat Daerah Kota Bandung telah dilaksanakan mengacu kepada Peraturan Presiden Nomor 54 Tahun 2010 Tentang Pengadaan Barang/Jasa Pemerintah beserta perubahannya meskipun belum mencapai hasil maksimal. Pembagian tugas organisasi pengadaan barang/jasa dilakukan oleh para pihak dalam pengadaan barang/jasa. Organisasi pengadaan barang/jasa di Lingkungan Sekretariat Daerah untuk pengadaan melalui penyedia barang/jasa terdiri dari Pengguna Anggaran (PA) atau Kuasa Pengguna Anggaran (KPA), Pejabat Pembuat Komitmen (PPK), ULP/ Pejabat Pengadaan dan Panitia/Pejabat Penerima Hasil Pekerjaan. Sedangkan organisasi pengadaan barang/jasa untuk pengadaan melalui swakelola terdiri dari Pengguna Anggaran (PA) atau Kuasa Pengguna Anggaran (KPA), Pejabat Pembuat Komitmen (PPK), dan Panitia/Pejabat Penerima Hasil Pekerjaan.Kesimpulan yang diperoleh bahwa Implementasi Kebijakan Katalog Daerah dalam Proses Pengadaan Barang/Jasa Pemerintah pada Bagian Layanan Pengadaan Sekretariat Daerah Kota Bandung secara umum sudah dilaksanakan dengan cukup baik, akan tetapi belum sepenuhnya memenuhi harapan oleh karena masih ada temuan hasil pemeriksaan dari Inspektorat Kota Bandung yaitu diantaranya secara umum mengenai permasalahan pengiriman barang atau penyelesaian pekerjaan oleh penyedia barang/jasa tidak tepat waktu, tidak dianggarkan biaya pendukung khususnya honorarium personel organisasi pengadaan, masih ditemukan adanya indikasi mark-up dan masih adanya pengurangan kuantitas barang.

Abstract

This research is motivated by the ineffectiveness of the implementation of the Family Hope Program Case Study of Public Health in Cimaung Village, Cimaung District, Bandung Regency. Based on these problems, it can be formulated as follows "How Big is the Effect of Supervision on the Effectiveness of the Hope Family Program (Case Study of Community Health in Cimaung Village, Cimaung District, Bandung Regency)". Analysis of research problems using Supervision theory from William H. Newman in the form of dimensions of Preliminary Supervision (feedforward control), "concurrent control" (concurrent control), and Feedback Control (feedback control). As for effectiveness theory, the Gogginet all theory approach is used in Sumaryadi, namely Procedural, Objective/Results, Monitoring and evaluation. Based on these theories the researcher proposes the hypothesis "The magnitude of the Effect of Supervision on the Effectiveness of the Family Hope Program (Case Study of Public Health in Cimaung Village, Cimaung District, Bandung Regency) is determined by the dimensions of feedforward control, concurrent control, concurrent control, feedback control. The method used in this research is Explanatory Research method, while the source of data collection comes from primary data sources and secondary data sources, sample collection techniques for Social Service Officers, PKH Companion, and PKH Recipient researchers used simple random sampling. The data analysis technique used is Simple Linear Regression. Based on the results of data processing, the results of the study show that there is a positive and significant relationship between Supervision of the Effectiveness of the Harapan Families Program (Case Study of Community Health in Cimaung Village, Cimaung District, Bandung Regency). he hypothesis proposed in this study was empirically tested.

Abstract

ABSTRAKSeiring dengan perkembangan zaman yang telah memasuki era digital, penguasaan dosen terhadap TPACK (Technological Pedagogical and Content Knowledge) dan ketersediaan fasilitas komputer sangat dibutuhkan dalam penyelenggaraan pendidikan di perguruan tinggi. Penelitian ini bertujuan untuk mengetahui pengaruh kedua variabel tersebut terhadap kinerja perguruan tinggi swasta yang dimediasi oleh variabel keunggulan bersaing. Metode penelitian yang digunakan adalah analisis kuantitatif. Responden adalah 52 orang dosen dari 2 (dua) perguruan tinggi swasta yaitu 23 orang Universitas Jayabaya, Jakarta, dan 29 orang Universitas Langlangbuana, Bandung. Pertimbangan protokol kesehatan dalam menghadapi pandemi Covid-19, pengumpulan data dilakukan dengan penyebaran kuesioner secara daring atau online. Hasil dianalisis menggunakan software Smart PLS 3.0. Hasil penelitian menunjukkan bahwa TPACK dan Kelengkapan Fasilitas TI berpengaruh positif signifikan terhadap kinerja perguruan tinggi. TPACK dan Kelengkapan Fasilitas TI berpengaruh positif signifikan terhadap competitive advantage dan competitive advantage berpengaruh positif signifikan terhadap Kinerja Perguruan Tinggi. Penelitian ini memberikan kebaruan berupa strategi peningkatan nilai akreditasi kinerja perguruan tinggi, yang mulai tahun ini, pembelajaran berbasis IT ditetapkan sebagai salah satu indikator penilaian kinerja perguruan tinggi.Kata Kunci: TPACK, Kelengkapan Fasilitas Teknologi Informasi, Kinerja Perguruan Tinggi Swasta, Keunggulan Kompetitif. ABSTRACTAlong with the times that have entered the digital era, the mastery of lecturers in TPACK (Technological Pedagogical and Content Knowledge) and the availability of computer facilities are very much needed in the implementation of education in higher education. This study aims to determine the effect of these two variables on the performance of private universities mediated by the competitive advantage variable. The research method used is quantitative analysis. The respondents were 52 lecturers from 2 (two) private universities, namely 23 resspondents from Jayabaya University, Jakarta and 29 respondents from Langlangbuana University, Bandung. Due to health protocol considerations for dealing with the Covid-19 pandemic, data was collected by distributing online questionnaires. The results were analyzed using the Smart PLS 3.0 software. The results showed that TPACK and the completeness or availability of IT facilities had a significant positive effect on higher education performance. TPACK and the Completeness of IT Facilities have a significant positive effect on competitive advantage, and competitive advantage has a significant positive effect on Higher Education Performance. This research provides a novelty in the form of a strategy to increase the value of higher education performance accreditation, which starting this year, IT-based learning is set as one of the performance assessment indicators of higher education.Keywords: TPACK, Completeness of Information Technology Facilities, Performance of private universities, Competitive advantage

Abstract

This research is about the existence of school committees which are one of the strengths and driving factors for improving the quality of basic education. Because of the importance of the School Committee's role, the organization's administrators must be able to realize effective organizational communication.  The purpose of this study is (1) to find out how much characteristics, understanding, and support for the School Committee management on the effectiveness of communication and (2) to assess whether there is a difference between the performance of the State School Committee and the performance of the Private School Committee in South Tangerang City.  This research is located in South Tangerang City. This research uses a survey method with a quantitative approach.  The data was obtained through a questionnaire distributed to 425 respondents from 148 Private and Public Elementary Schools and Junior High Schools in South Tangerang City. Data collection uses survey methods with a quantitative approach. The results showed that (1) The communication effectiveness of the School Committee management was considered quite good. The implementation of communication, the preparation of school committee programs and clarity of goals to be achieved are considered quite effective and efficient, while the availability of infrastructure and supervision systems is still considered low. (2)  There is a noticeable difference between the performance of School Committee administrators in public schools and the performance of School Committee administrators in private schools where in general the performance of private committee administrators is considered

Abstract

An unexpected event that has the potential to cause turmoil and changes in an environment is referred to as a crisis. The emergence of a crisis in the organization can damage the image and reputation of the company. If a crisis arises in a company and is publicized, it can lead to a bad perception of the company, organization or individual. So that it is necessary to have a public relations role to formulate communication program planning procedures in solving crises. However, if a settlement between the worker and the company cannot be resolved, then a mediator is needed or called the Tripartite model. The purpose of this study was to determine the tripartite model in handling corporate communication crises in terms of the performance of Corporate Social Responsibility. The method used in this research is phenomenology, where the informant in this study is the company's public relations officer. The conclusion of this study shows that the involvement of third parties (tripartite model) is not carried out by companies that have done to the environment and the community through introduction to the environment so that they can determine the Corporate Social Responsibility program appropriately and handle crisis communication well.
