Abstract

The high political intervention of the bureaucracy in this case the placement of the state Civil Apparatus (ASN) has an impact on ASN's inneutrality in the elections involved in practical politics. This is because solely to get the position of positions when the candidate he supported was elected as the head of the district. This article aims to analyze the innovation of the open recruitment policy of ASN. The implementation of high Leadership (JPT) (auction) in Indonesia is generally done well in accordance with merit system, namely based on qualifications, competence, and performance in a fair and reasonable manner with no distinction of political background, race, color, religion, origin, sex, marital status, age, or condition of disability. However, this open recruitment system has not yet decided the chain of political intervention against bureaucracy. The results of the JPT recruitment were handed over to the personnel recruitment officers who were in fact held by political officials. Thus, it is difficult to separate political and administrative dichotomy. In addition, there are still weaknesses in this open recruitment, such as expensive costs, restrictions or (demarcation) of prospective participants of the JPT recruitment, and take a long time. Therefore, this policy needs to be reviewed to not only produce the competent ASN, but also free from political intervention.

Abstract

The pandemic Covid-19 that struck Indonesia has given a new order in bureaucracy and changes in work patterns. This kind of condition is faced with bureaucracy to make changes to new normal. This study uses qualitative descriptive methods, with the type of literature research. The results of this study found that there were two dimensions of bureaucracy change, which is the change dimensions of bureaucratic institutions and changes in work system dimensions. In the dimension of bureaucratic institution change occurs over normal disruption in this case Covid-19 requires organizations to make changes to new normal. Where the bureaucracy in organizing public services prioritizes health protocols.  While in the dimension of work system there are two options, namely working at home and still working in the office but still pay attention to the health protocol. The condition of Covid-19 has resulted in many innovations in public services based on electronics, so it is necessary to strengthen quality and innovative HR ASN, as well as infrastructure development support. The implications of this research that the success of bureaucracy change are heavily influenced by leadership factors. Leaders who have personality, visionaries, and the sense of power are able to deal with changes in the organization.

Abstract

AbstractTourism has become one of the sectors contributing to the country's economic growth. In order for tourism to be sustainable, community participation is needed in its management,  one of them is the role of customary institutions. This qualitative study aims to categorizing the types of tourism in Aceh and analyze the roles and obstacles of "Panglima Laot"as a Traditional institution that has the authority regulate maritime affairs in local wisdom in Aceh Province. Data collection techniques such as interviews and documentation studies, in the form of collecting and analyzing from several relevant reports, data, articles and journals. The results showed that tourism in Aceh Province can be categorized as seven types, namely: religious tourism, indigenous and cultural tourism, historical tourism, nature tourism, marine tourism, pilgrimage tourism and culinary tourism. The role of “Panglima Laot” is very important in the sustainability of marine tourism in Aceh Province. Because this institution is a recognized and respected existence by the fishing community to regulate and implement marine customary law and other maritime affairs.  However, in carrying out their duties there are various obstacles, including the development of human resource capacity, budget and regional boundaries. Therefore we need support from the government for the strengthening of the “Panglima Laot”  Institution in managing marine tourism and maintaining the survival of marine ecosystems in Aceh Province. Keywords: Panglima Laot, customary institutions, Marine Tourism

Abstract

Aqidah silting in policy implementation Shari'a is a complex problem, so it needs a networkbased organization solution. The aim of the research was to describe the regulative, normative and cognitive pillars in the network of Islam Syari'ah policy implementation in Bireuen, Aceh Province. The research approach was qualitative. Data were collected with observation, interview, and documentation study, and analyzed with reduction, presentation and conclusions/verification. The results of the research indicated that (1) the regulatory pillar does not operate effectively, in the absence of sanction given to the offender, and also the absence of special rules made by TPWNAAS in their duties, which includes regulations, laws, sanctions and competence in carrying out policy implementation of Syari'ah in Bireuen. (2) normative pillar has not been fully effective, because of shortage of competent human resources in the Departement of Islamic Syari'ah as a member of TPWNAAS, and some staff with unsuitable educational background. (3) cognitive pillar has been running effectivelly, indicated by believes, goals, and actions jointly undertaken by institutions were incorporated in TPWNAAS and a shared vision and mission, as well as mutually agreed objectives in implementing the policy of Islamic Syari'ah in Bireuen.

Abstract

Birth of Law No. 6 about the Village has given color to village development. Through the Law, it is mandated the importance of involving the community and leaders of religious leaders / leaders in village development. The presence of scholars is expected to be able to solve problems or conflicts in village development. This qualitative study aims to determine the involvement of ulama in village development in Bireuen District. The sampling technique using purposive sampling. The results of the study show that there was involvement of ulama / religious leaders in village development in Bireuen District. The involvement of ulama in village development can be seen from various aspects. Aspects in village development through deliberations on village development plans (musrenbangdes); The aspect of bureaucratic structure is the presence of ulama occupying positions in the village government; Aspects of religious education, including religious education and budget planning (Balee Beut) activities. The involvement of ulama in the Regency has not been optimal, because there are several obstacles including: (a) Still low incentives received by clerics / religious leaders; (b) Increasing the capacity of religious leaders, especially in solving village development problems; (c) Coordination between village administrations and ulema / religious leaders is not optimal. Therefore, it is expected that the Bireuen District Government can increase incentives, capacity and optimize the coordination of clerics / religious leaders in village development. So, it can realize democratic village development.

Abstract

The formulation of network-based public policy is a new perspective in creating democratic government. Generally, network approach has been using by many countries with high level public participation. This study is aimed to explain the concept of network-based public policy formulation. In network approach, government is no longer become a single actor in formulating public policy. Government has to be able to build inter-actor network outside of government, such as professional parties, NGOs, media, interests groups and people. The existence of these parties will create network-based public policy which is not based on individual interest or some parties. Lack of resource can be solved by building inter-actor network in the process of creating public policy.

Abstract

PT. XYZ is a state company located in Lhoknga, Aceh Besar District. Before being able to decide on a corporate social responsibility (CSR) program, a social mapping is needed so that the CSR program is right on target. Social mapping was carried out through the Rapid Rural Appraisal method with in-depth interviews and descriptive analysis. The population is the Meunasah Mesjid village community in Lhoknga District. A total of 20 selected resource persons: village heads, village leaders, mosque priests, youth leaders, PKK (Family Welfare Empowerment) heads, farmers, fishermen, ranchers, tourism business actors, BUMG heads (village-owned enterprises), health cadres, organizational management, women leaders, small businesses, day laborers, and employees of PT. XYZ. The results found that all groups/organizations came from the village itself. Figures have better formal and religious education so they have access to local and even national levels. The main livelihood is generally working in the scope of PT. XYZ as contractor and partner. The rest work as seasonal farmers and cake makers.

Abstract

The Covid-19 pandemic has changed the world's learning system, from face-to-face to online (online). The transition of this system is a challenge that must be faced by education providers. This study aims to map the challenges faced in online learning, and analyze the use of a collaborative approach to deal with them. This research uses a qualitative descriptive approach, by utilizing literature and articles that are traced through literature studies. The results of the study found three challenges faced in online learning, namely: technology, socio-economics, and digital competence. There are five stakeholders in online learning collaboration during the COVID-19 pandemic, namely the government, the private sector, NGOs, universities, and the mass media. These stakeholders have their respective roles according to their capacities. Collaboration can work well by directly involving stakeholders in decision making, built through intensive communication between stakeholders in delivering creative and innovative ideas to solve online learning problems.

Abstract

The new paradigm in human resource management as an organizational asset has changed the way the government views continuous improvements through the grand design of bureaucratic reform. This study aims to explore bureaucratic reform in the human resources sector in Indonesia. This research uses a qualitative approach, with the type of research literature study. This study focuses on three reform agendas in the field of human resources, including the implementation of a merit system in open selection for high-ranking ASN positions, a performance appraisal system, and talent management. The results of the study found that in the implementation of the merit system in the open selection of high ranking ASN, several weaknesses were still found, such as expensive implementation costs, restrictions, took a long time, and there was still political intervention. Meanwhile, the ASN performance appraisal has undergone a change from the DP3 system to SKP, but in its implementation there is still an ASN mindset that considers SKP only as a formality. Meanwhile, talent management is a new program initiated by the government with the aim of producing competent, quality and competitive human resources. The success of bureaucratic reform is strongly influenced by the joint commitment between the leadership and staff to implement the reform agenda. Therefore, a joint commitment is needed in order to produce quality and productive human resources of the Indonesian apparatus.
