Abstract

The National Library Standard is the minimum criteria that used as a reference for the organization, management, and development of libraries. Therefore, every library, both public and school library, must have a service standard to maintain and improve their quality, especially improving the quality of education services for school libraries in SMAN 3 Malang. The research aims to describe and analyze the implementation of national library standards in improving the quality of education services at SMAN 3 Malang. The research method used is a qualitative method approach with observation, interviews and documentation data collection techniques. The data analysis used is developed by Robert K. Yin which includes several stages including: compiling, assembling, reassembling, data interpretation, and conclusion. The conclusion of this study shows that SMAN 3 Malang City has tried to manage the library in accordance with the Regulation of National Library of Indonesia Number 12 of 2017 concerning National Standards for high school Libraries which include: collection standards, facilities and infrastructure standards, service standards, library staff standards, and library management standards, although there are still some standards that have not been met due to inadequate quantity and qualification of library staff and budget constraints. In addition, the location of the school library at SMAN 3 Malang which is less strategic is one of the inhibiting factors in meeting these standards. So, the suggestion that can be formulated in this research is the need for collaboration with various stakeholders (private sector) to be able to access CSR (Corporate Social Responsibility) and universities that have library science study programs for collaborative internships and transfer of knowledge as well as assistance in library management in the SMAN 3 Malang library

Abstract

Human Development Index (HDI) determines human prosperity in different countries using value assets. In general, the primary measurement includes the three basic indices, namely education, health, and a decent standard of living. HDI is a measure of development and governance success in terms of economic growth and human development. Generally, studies on HDI take place at the national and regional levels, and comparisons of its achievements between countries, while those at the municipal level are limited. Studies on the determinants of the success of increasing HDI tend to focus on local governments' fiscal capacity and political will and rarely touch the capacity of public administration in managing government, specifically in the development planning stage. This study examined the increased success of the Malang City's HDI by adopting a logical framework (log-frame) analysis with secondary data from the Malang bureau of statistics. The results showed an 80.89 increase in HDI from 2014 to 2018, including the education and health indexes, with a decent standard of living. The increased success is shown by the Regional Medium Term Development Plan (RPJMD), including basic education development program, regional public hospital service programs, and food security program for education, health, and purchasing power indices. Therefore, the local government needs to maintain and enhance the HDI in both medium- and long-term plans. The novelty of this study lies in the use of a logical framework in preparing regional development plans that support efforts to increase HDI consistently in the medium term. This reinforces the need to strengthen the perspective of how to achieve development goals compared to other studies that focus more on the perspective of the substance of development.

Abstract

According to the declaration of the WHO about the pandemic, COVID-19 is pathogenic in humans. Leaders around the world have implemented strategies to prevent the transmission of this outbreak. The Indonesian government also encountered a similar problem, with the first case of COVID-19 in Indonesia announced around March 2020. Soon after, the number of cases increased dramatically over time. Months later, the Indonesian government distributed the vaccination program throughout the country, reaching more than 70% of the population. As the immune system strengthens, the government is planning a transition from pandemic to endemic based on the condition of each area. Adaptive governance is needed during this transition, and according to that, the local government plays an important role in dealing with the endemic. Further research has been conducted in Surabaya, one of the largest cities in Indonesia with a heterogeneous population. This study used Soft System Methodology to create a model of bureaucracy between local governments in Surabaya, and the results showed that in the relationship between local governments, the mayor of Surabaya Municipality has to be the main commander, with the regional disaster management agency as the leading sector. However, the results showed that adaptive governance in Surabaya has been effectively implemented. This study is expected to be one of the references in preparing for the transition from pandemic to endemic by using an adaptive governance perspective.

Abstract

Previous studies about the dynamics of salt farming in Indonesia have shown several problems. One of the main problems is related to the management context of salt farming. An attempt to enhance salt farming management is to increase salt farmers empowerment. One of the policies declared by the government to overcome this problem is People’s Salt Business Program/ Program Usaha Garam Rakyat (PUGAR). This study aims to: (1) describe, explain and analyze the condition of the salt commodity supply chain in Pamekasan Regency, and (2) describe and explain a model of community empowerment of salt farmers in Pamekasan Regency with a value chains analysis approach, so that with this community empowerment model salt farmers in Pamekasan Regency can optimize positive impacts and minimize the negative impacts of salt business implementation in the regions aforementioned. This research uses qualitative research with a value chains analysis approach. Value chain analysis is the process by which a company identifies key activities and aids that add value to a product, then analyzes them to reduce costs or increase differentiation. The location of the study was conducted in Pamekasan Regency. The results of the research through value chain analysis show a diagram model of community empowerment of salt farmers in Pamekasan Regency, namely through the PUGAR program it has been running well in increasing the production and quality of salt commodities in Pamekasan Regency. Production activities up to salt distribution cannot be separated from the role of 3 stakeholders, including: government, private sector, and community. This study emphasizes the impact of stakeholder collaboration in community empowerment. The result of the research is expected could be used as a reference by stakeholders in formulating policies for the increase of farmers welfare.

Abstract

This research examines the role of social entrepreneurship in reducing dependency and socioeconomic inequalities amidst uncertainty, openness, and global competition. Social-political environmental factors are the focus of the study to understand their influence on the development of social entrepreneurship. Through a survey with questionnaires and analysis using the Smart PLS method, this research aims to provide new insights into the literature on social entrepreneurship and related values. The research findings reveal that the growth of social entrepreneurship aligns with the inability of the formal sector to absorb abundant labor. Individual, social, and political factors are crucial in developing Sustainable Social Entrepreneurship. Motivation, creativity, leadership, family support, social networks, community relationships, policies, and political regulations all influence the success of sustainable social entrepreneurship. However, regulatory barriers and bureaucracy can hinder the growth of social entrepreneurship. This study provides insights to policymakers for developing policies that support the development of social entrepreneurship. By understanding the importance of social-political environmental factors in the context of social entrepreneurship, sustainable and impactful social entrepreneurship can be fostered within society.
