Abstract

This research aims at creating a concept of cooperation between stakeholders in developing eco-tourism in Batu City. Eco-tourism and the role of stakeholders are related to one another. It is due to the urge of stakeholders to work together in managing the potential of eco-tourism to achieve a development goal. This study applies the Penta-helix model and triple-bottom-line theories to investigate the contribution of stakeholders to sustainable development. The Penta-helix model is used to identify relevant stakeholders and conduct effective collaboration. At the same time, the triple-bottom-line is applied to observe the environmental and socio-economic aspects of the eco-tourism sector. This study employs a qualitative method with an interactive approach from Miles, Huberman, and Saldana by deepening literary understanding; and field interviews. The results of this study show that cooperation and interaction between stakeholders in developing eco-tourism are inferior. Thus, the researchers develop a stakeholder collaboration model through the Penta-helix model covering the government, private eco-tourism enterprises, communities, academics, and the media. They collaborate in determining the sustainability agendas covering environmental, economic, and social as a reflection of the triple bottom line element. Those designed agendas are to encourage the realization of eco-tourism development in Batu City, Indonesia. The research recommends further research to evaluate whether this eco-tourism development model can be effective if implemented. Penelitian ini bertujuan untuk menciptakan konsep kerjasama antar stakeholder dalam pengembangan ekowisata di Kota Batu. Karena ekowisata dan peran pemangku kepentingan berkaitan satu sama lain. Hal ini dikarenakan adanya dorongan dari para pemangku kepentingan untuk bekerja sama dalam mengelola potensi ekowisata untuk mencapai tujuan pembangunan. Studi ini menerapkan model penta helix dan teori triple bottom line untuk menyelidiki kontribusi pemangku kepentingan terhadap pembangunan berkelanjutan. Model Penta helix digunakan untuk mengidentifikasi pemangku kepentingan yang relevan dan untuk melakukan kolaborasi yang efektif, sedangkan triple bottom line diterapkan untuk mengamati aspek lingkungan dan sosial ekonomi dari sektor ekowisata. Penelitian ini menggunakan metode kualitatif dengan pendekatan interaktif dari Miles, Huberman, dan Saldana dengan pendalaman pemahaman literatur; dan wawancara lapangan. Hasil penelitian ini menunjukkan bahwa kerjasama dan interaksi antar pemangku kepentingan dalam pengembangan ekowisata masih rendah. Oleh karena itu, peneliti mengembangkan model kolaborasi pemangku kepentingan melalui model Penta helix yang mencakup pemerintah, swasta, komunitas, akademisi, dan media. Mereka berkolaborasi dalam menentukan agenda keberlanjutan yang meliputi lingkungan, ekonomi, dan sosial sebagai cerminan dari elemen triple bottom line. Agenda yang dirancang tersebut adalah untuk mendorong terwujudnya pembangunan ekowisata di Kota Batu, Indonesia. Peneliti merekomendasi pada penelitian selanjutnya untuk mengevaluasi apakah model pembangunan ekowisata ini dapat efektif jika diimplemetasikan.

Abstract

Facebook is the largest networking site in the world with a growing number of users. Currently, Facebook has evolved into a site that can be used for information sharing by individuals through their personal accounts in the group called ‘Backpacker Dunia’, totaling 104,130 members whose hobby is traveling all over the world. This study aimed to identify (1) the relationship between commitment, excitement of helping others, reputation, and the group's appreciation of attitudes towards knowledge sharing, (2) the relationship between attitudes toward knowledge sharing and purpose of knowledge sharing, (3) the appropriate model for knowledge sharing in this study. This knowledge sharing model was adapted from the Theory of Reasoned Action (TRA). The method used in this study was quantitative with an online questionnaire instrument to facilitate the collection of data because the respondents were in cyberspace. SEM-PLS and Smart-PLS 3.0 were used as methods and tools for data analysis and constructing a knowledge sharing model in this study. The number of respondents in the study was 54 people. In the model proposed in the study were 4 hypotheses in the tested coefficient path and one of them was not significant. The study reveals that the relationship between commitment and attitude toward knowledge sharing is not significant, while the relationship between excitement of helping others and attitude towards knowledge sharing; reputation and attitude towards knowledge sharing; attitude toward knowledge sharing and purpose of knowledge sharing are significant.

Abstract

This research is conducted to find the contents of information in the form of infographics on the official LINE account of KEMKOMINFO and to find whether the infographics made have fulfilled its function as a means of information repackaging. In general, researchers conduct research on academic implications and the object of the research is academics, but this research is different, the object of this research is official LINE account of KEMKOMINFO which is a government institution. This research uses descriptive qualitative methods with content analysis techniques without using respondents or informants as research objects. Content analysis for infographics on the official LINE KEMKOMINFO account was carried out for 6 months in October 2019 to March 2020. There are 9 information displays on the official LINE account of KEMKOMINFO: (1) latest news on the most popular issues in Indonesia; (2) information on specific themes; (3) information regarding the results of the activity conducted by government institutions; (4) information regarding KEMKOMINFO's clarification of news and issues circulating in public; (5) congratulory message at certain moments; (6) quiz about knowledge related to Indonesia; (7) information regarding procedures in the management of government-related matters; (8) the game of finding words based on clues; (9) word equivalents or translate. To facilitate the dissemination of information to the public, the Ministry of Communication and Information Technology (KEMKOMINFO) chose to use infographics because information in visual form is more attractive and easily understood by the general public, especially by the younger generation as readers.

Abstract

Abstrak: Seluruh informasi yang terkait dengan pengelolaan negara harus berani dipublikasikan secara transparan, terkecuali di dalamnya terdapat rahasia negara yang memang tidak boleh diketahui publik dan diatur di dalam UU. Masalah yang ditemui di Desa Arjowilangun adalah kurangnya pemahaman aparatur desa terhadap UU KIP 2008 dan SLIP Desa, kedua adalah kurangnya pemanfaatan sistem informasi untuk menyediakan informasi public desa. Berdasarkan latar belakang tersebut, kegiatan pengabdian ini bertujuan untuk berkontribusi terhadap upaya pemerintah desa Arjowilangun dalam mewujudkan keterbukaan informasi publik desa. Kegiatan ini difokuskan kepada pemahaman aparatur desa serta masyarakat terhadap UU KIP 2008 dan Peraturan Komisi Informasi Nomor 1 Tahun 2018 Tentang SLIP Desa serta peningkatan kapasitas aparatur desa dalam pemanfaatan system informasi manajemen. Terdapat tiga program yang dilakukan adalah sosialisasi, pelatihan dan focus group discussion (FGD). Peserta terbukti memahami materi mengenai UU KIP 2008 dan SLIP Desa dari sesi tanya jawab dan diskusi yang dilakukan setelah penyampaian materi. Selain pemahaman materi, peserta juga terbuki mampu menjalankan website dengan baik. Abstract: All information related to state management must dare to be published in a transparent manner, unless it contains state secrets which are not publicly known and are regulated in law. The problem encountered in Arjowilangun Village is the lack of understanding of the village apparatus towards the Information Disclosure law year 2008 and Village SLIP, the second is the lack of use of information systems to provide village public information. Based on this background, this service activity aims to contribute to the efforts of the Arjowilangun village government in realizing village public information disclosure. This activity focus on understanding the village apparatus and the community towards the 2008 KIP Law and Information Commission Regulation Number 1 of 2018 concerning Village SLIP and increasing the capacity of village officials in the use of management information systems. There are three programs carried out: socialization, training and focus group discussions (FGD). Participants proved to understand the material regarding Information Disclosure law year 2008 and Village SLIP from the question and answer session and discussion that was held after the presentation of the material. In addition to understanding the material, participants were also shown to be able to run the website well.

Abstract

Abstrak: Pendidikan sekolah dasar perlu memiliki fasilitas penunjang pendidikan yang baik, salah satunya adalah perpustakaan sekolah. Perpustakaan harus memenuhi standardisasi yang telah ditetapkan oleh pemerintah dan perpustakaan nasional, salah satu yang harus dipenuhi adalah standar pengembangan koleksi. Tujuan dari kegiatan ini adalah peningkatan kompetensi Kepala Madrasah, memotivasi pengembangan madrasah literat dan inovatif, serta memberikan pemahaman kepada Kepala Madrasah sebagai pembuat kebijakan (policy maker) terkait manajemen perpustakaan, termasuk manajemen pengembangan koleksi. Kegiatan ini diikuti oleh 80 Kepala Sekolah Madrasah Ibtidaiyah Negeri se-Jawa Timur. Metode pelaksanaan adalah dengan melakukan sosialisasi materi pengembangan koleksi perpustakaan sekolah, kemudian dilakukan sesi tanya jawab dan diskusi. Hasil dari kegiatan pelatihan ini adalah adanya peningkatan kesadaran bahwa seleksi bahan pustaka untuk koleksi madrasah sangat penting untuk memenuhi kebutuhan informasi siswa, guru, dan pegawai. Meskipun sebagian besar dari institusi mereka belum memiliki SOP terkait seleksi bahan pustaka, para kepala sekolah berkomitmen untuk membuat SOP mengenai perpustakaan karena mereka paham bahwa hal tersebut adalah bagian dari tugas pimpinan.Abstract:  Elementary school education needs to have good educational support facilities, one of them is the school library. Libraries must meet the standards set by the government and national libraries, one that must be met is the collection development standard. The purpose of this activity is to improve the competence of Islamic Elementary School Heads, motivate the development of literate and innovative islamic elementary school, and provide understanding to Islamic Elementary School Heads as policy makers regarding library management, including collection development management. This activity was attended by 80 Principals of Islamic Elementary Schools in East Java. The method of the activity was to disseminate collection development material, a question and answer session and discussion session were held. The material presented is a reference to the regulation of elementary school / islamic elementary school libraries, the role of school libraries, types of school library collections, and policies and strategies for developing school library collections. The result of this activity is an increase in awareness that the selection of library materials for islamic school’s collections is very important to meet the information needs of students, teachers, and employees. Although most of their institutions do not yet have SOP related to library selection, principals are committed to making SOP about libraries because they understand that this is part of the leader's job

Abstract

Abstrak: Diberlakukannya UU Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik membuat penyelenggara badan publik mempunyai kewajiban untuk menunjuk Pejabat Pengelola Infomasi dan Dokumentasi (PPID). Kondisi tersebut pada akhirnya menuntut pemerintah termasuk aparat pemerintahan kelurahan untuk mampu menjawab tantangan perubahan tersebut. Permasalahan yang muncul adalah kurangnya pemahaman bahwa kewajiban Badan Publik adalah menyediakan dan melayani permintaan informasi secara cepat, tepat waktu, biaya ringan/proporsional, dan dengan cara sederhana serta kurangnya kesadaran akan keterbukaan informasi public di Kota Malang, khususnya pada perangkat/pegawai Kelurahan Merjosari. Kegiatan pengabdian masyarakat di Kantor Kelurahan Merjosari dilakukan oleh Tim Pengabdian kepada Masyarakat Fakultas Ilmu Administrasi Universitas Brawijaya melalui kegiatan berbagi pengalaman melalui agenda kegiatan sosialisasi dan pelatihan. Hasil dari kegiatan ini diketahui dari dialog dan tanya jawab secara langsung yang dilakukan setelah materi sosialisasi diberikan dan para peserta dapat menjawab pertanyaan yang diberikan tim pengabdian kepada masyarakat dengan baik dan benar. Selain itu, website yang dimiliki oleh Kelurahan Merjosari menjadi lebih update dan transparan dalam memberikan informasi yang seharusnya diketahui oleh masyarakat luas sesuai Undang-Undang yang berlaku. Implementasi nilai – nilai keterbukaan informasi sudah dijalankan oleh Kelurahan Merjosari salah satunya melalui website resmi kelurahan, namun perlu adanya peningkatan kualitas pelayanan terkait keterbukaan informasi publik.Abstract:  The enactment of Law Number 14 of 2008 concerning Public Information Disclosure makes public agency administrators have the obligation to appoint Information and Documentation Management Officers (PPID). This condition ultimately requires the government, including village government officials, to be able to respond to the challenges of these changes. The problems that arise are the lack of understanding that the obligation of the Public Agency is to provide and serve requests for information quickly, on time, at low cost/proportionately, and in a simple way and the lack of awareness of public information disclosure in Malang City, especially in Merjosari Sub-district. Community service activities at the Merjosari Sub-district Office are carried out by the Community Service Team, Faculty of Administrative Sciences, Universitas Brawijaya through experience sharing activities through the agenda of socialization and training activities. The results of this activity are known from the dialogue and direct question and answer conducted after the socialization material is given and the participants can answer the questions given by the community service team properly and correctly. In addition, the website owned by the Merjosari Sub-district has become more updated and transparent in providing information that should be known by the wider community according to the applicable law. The implementation of information disclosure values has been carried out by Merjosari Sub-district, one of which is through the official village website, but it is necessary to improve the quality of services related to public information disclosure.

Abstract

Community empowerment through the Village Library is a very important tool in increasing the information literacy of rural communities. In the management of the library, the collection is the main thing and human resources are very important in maintaining the existence of the library itself. Subdistrict Junrejo not yet has people who are able to give responsibility for developing and managing the village. Related to these things this dedication to providing training and assistance in processing library collection. The output targets of this devotion are: a) to enrich and add to the repertoire of concepts and theories about the processing of printed and non-printed materials; 2) developing models and strategies on collection management in the development of a village library; c) subdistrict officials and village offices have knowledge of development and have the ability to carry out library material processing activities; and d) communities with sub-districts that can be used to develop education, reading interest, and information literacy. Training in this task is the employees of village and sub-district offices and kindergarten teachers in Junrejo Subdistrict. The implementation method used is theory and practice. Based on the realization and problem solving that has been implemented shows that the overall activity of this devotion has been run in accordance with the objectives, targets, and benefits that have been planned. So that the employees of the sub-district office, village office, and kindergarten teachers in Junrejo Subdistrict, Batu City get provisions to apply knowledge about community empowerment through village libraries and village library management.

Abstract

The National Library Standard is the minimum criteria that used as a reference for the organization, management, and development of libraries. Therefore, every library, both public and school library, must have a service standard to maintain and improve their quality, especially improving the quality of education services for school libraries in SMAN 3 Malang. The research aims to describe and analyze the implementation of national library standards in improving the quality of education services at SMAN 3 Malang. The research method used is a qualitative method approach with observation, interviews and documentation data collection techniques. The data analysis used is developed by Robert K. Yin which includes several stages including: compiling, assembling, reassembling, data interpretation, and conclusion. The conclusion of this study shows that SMAN 3 Malang City has tried to manage the library in accordance with the Regulation of National Library of Indonesia Number 12 of 2017 concerning National Standards for high school Libraries which include: collection standards, facilities and infrastructure standards, service standards, library staff standards, and library management standards, although there are still some standards that have not been met due to inadequate quantity and qualification of library staff and budget constraints. In addition, the location of the school library at SMAN 3 Malang which is less strategic is one of the inhibiting factors in meeting these standards. So, the suggestion that can be formulated in this research is the need for collaboration with various stakeholders (private sector) to be able to access CSR (Corporate Social Responsibility) and universities that have library science study programs for collaborative internships and transfer of knowledge as well as assistance in library management in the SMAN 3 Malang library

Abstract

Artikel ini bertujuan untuk memberikan pengetahuan dan wawasan terkait pemberdayaan pelayanan dan tata kelola kearsipan pemerintah desa yang dilakukan oleh tim pengabdian di Kelurahan Merjosari Kota Malang. Tim pengabdian melakukan pelatihan dan pendampingan dalam tata kelola arsip di pemerintah desa agar peserta pelatihan memahami manfaat pentingnya pengelolaan dokumen dan arsip daerah; peserta mendapatkan keterampilan mengenai tata kelola arsip yang benar. Artikel ini ditunjukkan  untuk pegawai pemerintahan desa agar memiliki pengetahuan dan kemampuan mengenai tata kelola pemerintahan desa dan memiliki kemampuan untuk melakukan pengarsipan di pemerintahan desa.

Abstract

Perkembangan teknologi informasi di era saat ini mengalami perkembangan pesat, hal ini ditandai dengan banyak bermunculan program inovasi untuk layanan informasi, termasuk dalam layanan perpustakaan. Inovasi layanan perpustakaan, salah satunya adalah Ipusnas, aplikasi Perpustakaan Nasional Republik Indonesia. Tujuan dari penelitian ini adalah untuk mengetahui penerapan keamanan informasi pada aplikasi iPusnas Perpustakaan Nasional Republik Indonesia. Jenis penelitian yang digunakan dalam penelitian ini adalah menggunakan studi literature. iPusnas sebagai salah satu bentuk inovasi layanan informasi juga harus tetap mempertahankan kemanan informasi, kemanan informasi yang dimaksud dalam konteks layanan informasi ini harus memperhatikan aspek kerahasiaan, integritas, dan ketersediaan. Aplikasi ini juga telah menjamin kerahasiaan data pribadi pengguna dan data koleksi yang dipinjam pengguna. Aplikasi iPusnas memiliki kebijakan lisensi dimana ketika pengguna memiliki akun dan login dengan akun tersebut maka pengguna dinyatakan menyetujui semua ketentuan yang ada pada kebijakan lisensi iPusnas.
