Abstract

The disaster of an earthquake measuring 6.4 on the Richter Scale (SR) that hit Pidie, Pidie Jaya and Bireuen Districts on December 7, 2016 has resulted in damage to infrastructure and facilities. In an effort to accelerate post-disaster rehabilitation and reconstruction, the Ministry of Public Works and Public Housing, carried out the rebuilding of the At-Taqarrub Mosque, Ulee Glee Market in Pidie Jaya District and Al-Aziziyah Islamic College in Bireuen District. Some of the risks that occur in the implementation of the project are the replacement of material use, the late submission of material proposals from the executor, material fabrication far from the project location, the disruption of land traffic to the project location, instructions for accelerating work so the building is functional before the contract ends from the owner. and there are limitations to suppliers in meeting a large demand for material in a short time. This study aims to analyze the level of relationship and the form of influence between material supply chain risk on project performance. This study uses a combined method, which combines qualitative and quantitative approaches through questionnaires. Respondents were directed at 20 planning personnel, 26 implementing personnel, 6 construction management personnel and 13 owner staff. The independent variables reviewed are supply, control, process and demand factors, while the dependent variable is project performance. The results showed that all material supply chain risk factors had a high relation to project performance. All material supply chain risk factors have a significant effect on project performance, which is equal to 78.8%. The material supply chain risk factor that predominantly affects project performance is the demand factor, with a regression coefficient of 0.283. This means that if the demand factor is handled properly by the executor and the owner, the project performance will increase by 28.3%.

Abstract

Infrastructure development in Banda Aceh is experiencing a rapid increase, the occurrence of urbanization has its own impact on development. Construction of commercial buildings on a large scale makes the city of Banda Aceh even more beautiful. With the emergence of buildings that vary in demanding safety and security aspects of the building and the environment. Besides having a traditional market, Banda Aceh also has several modern markets namely Suzuya Mall, Hermes Mall and Matahari Store, and Pasar Atjeh New Building. In maintaining the comfort and tranquility of the community during the visit, it takes the safety of supporters inside the building. Various safety aspects exist, one of the most important aspects of safety that must be fulfilled by the building is the evacuation route. The methodology used mix methods between qualitative and quantitative while the number of samples used were 91 visitors and 64 employees. The result of primary data analysis from 10 (ten) variables explains that there are some variables whose interpretation of the score is small or categorized neutral with the meaning of the need for improvement such as the availability of exit (emergency exit) with the value of frequency index (FI) of 0.52; emergency door conditions with an FI value of 0.60; emergency lamp with FI value of 0,51; fire detector with an FI value of 0.50; disaster evacuation system with FI value of 0,51 and disaster management management with FI value equal to 0,50. The strategy that can be done based on the SWOT analysis is by establish Expert Staff who have been provided with education and training on disaster management; Compile Standard Operating Procedure (SOP) for disaster risk management; and Carry out regular short simulations / exercises.

Abstract

The influence of brick walls to performance of space frame is often being ignored, even though in this condition walls are participating in strengthen the building. Contribution of brick walls to performance of space frame structure with push over method goal is to know how the impact of walls in building structure performance which is being ignored all this time. Building of alumnus association was being modeled in two condition, first condition with the walls were being ignored and second condition with brick walls were modeled as a strut force. Modeling brick walls as strut alumnus association building Syiah Kuala university increased structure performance at this building. Modelling with brick walls as strut in pushover analysis x direction at MTS model minimize the displacement 6,36% from MTS model and increased building ability to accept base shear 301,71% from MTS model.   Modelling with brick walls as strut in analysis displacement at Y direction increase 4,38% from MTS model. This thing showed that walls impacted building performance in bearing base shear. Plastification condition structure element at X direction without strut modeling, there is 54 element which had already collapsed (greater than collapse prevention) whereas at building with strut modelling has 6 element which already collapsed (greater than collapsed prevention). Plastification condition element structure at Y direction in building without strut modelling has 14 element which already collapsed (greater than collapsed prevention).

Abstract

Sabang city has many cultural heritage buildings that were built in 1880’s. These cultural heritage buildings are located around Sabang Bay. These cultural heritage buildings are not properly recorded and there is no detailed planning to preserve and to develope this cultural heritage. The development plan of Sabang free port, which has been set since 2000, requires adequate land and facilities. This development will certainly demerit the existence and drawback the rescue effort of heritage buildings within the free port development site. This research aims to obtain the potential value of the heritage buildings as well as to propose conservation action plan to link the existing heritage buildings to the regional development plan. The collected data was carried out by observation in the form of inventory activities. This study was carried out using a descriptive method. The building exposure both physically and non-physically was observed. Then, descriptive quantification was given in weighting of building values to determine the potential value of the investigated heritage building. This study reveals the buildings with a high value such as Mandiri Bank Building (NV Zeehaven de Kolen Station), Office of Drug Police Unit, Port Office (Harbormaster)/PT Telkom, Tikeng Hwi house (ex-shipping agent office) and Suka Ria Shops. Buildings with medium value are Milan Sports Shops, Riang Shop, and Asia Barber and friend. Finally, buildings in low value are Sabang Mini Market Shops, BNI warehouse and Murah Raya Shops.

Abstract

Aceh Province is located in one of the earth's fault lines in Indonesia, which is an area prone to earthquakes and the potential for a tsunami disaster. Therefore, any planning of structures located on the coast must consider the potential for a tsunami to obtain a strong structure to withstand the forces affected by the tsunami. During the 2004 tsunami, many bridges were carried away by the tsunami. Both bridges made of concrete, as well as steel frame bridges, such as the Krueng Raba steel frame bridge, Lhoknga, the Krueng No bridge, the Meunasah Kulam bridge, and several other bridges. This study aims to analyze and calculate the force and load effects of the tsunami on the structure of one of these bridges, namely the Krueng Raba steel frame bridge, Lhoknga. The force and load of the tsunami effect (Ts) will be analyzed by adopting the Guidelines for Design of Structures for Vertical Evacuation from Tsunamis, 2012, namely: (1) hydrostatic force; (2) buoyant forces; (3) hydrodynamic forces; (4) impulsive forces; (5) debris impact forces; (6) debris damming forces; (7) lift force; and (8) additional gravity load from water retained on the bridge floor. From the results of this study, it is shown that each of the tsunami forces acting on the crew-raba Lhoknga bridge at the minimum tsunami height variable, 11 meters, which is the initial height of the tsunami touching the bridge's superstructure are: 94.866 KN hydrodynamic force; 142,299 KN thrust; 133,810 KN debris impact force; 14,244 KN debris dam force, and 34,018 KN lift force. Meanwhile, the maximum tsunami height variable, 25 meters, is 24634.934 KN hydrodynamic force; 36952,400 KN thrust; 720,591 KN collision force; 3698,939 KN debris blocking force; and 986,519 KN lift styles. The results of the analysis using computational methods, by inputting the magnitude of the tsunami forces to the bridge model, it can be seen that the ability of the Krueng Raba, Lhoknga steel frame bridge to withstand the forces and loads caused by the tsunami only up to a height of 14 meters.

Abstract

Post-disaster earthquake and tsunami December 26, 2004 Aceh region suffered a devastation in the field of infrastructure is quite wide, especially housing that amounted to ± 123,000 units. The construction of relief housing for disaster victims by relocating one of them is located in the village of Panteriek Lueng Bata district of Banda Aceh under the name of Cinta Kasih Housing built by Tzu Chi volunteers (Yayasan Budha Tzu Chi Indonesia) of 716 houses. This study aims to determine the level of satisfaction of the people who use Rumah Cinta Kasih Panteriek assistance and analyze the dominant factors of satisfaction level from the location, building design, product quality, facilities and infrastructure. Determination of this research sample using slovin formula obtained 83 house units as a sample of 486 housing units that have not changed shape. Methods used mix methods between qualitative and quantitative where in the primary data collection using cluster sampling technique, then the data is analyzed by index frequency. This research begins with a pre-survey process where tested the questionnaire to determine the level of validity and reliability on each item question tested to 10 respondents. Pre-survey results show that the validity value of 0,31 – 0,70greater than 0.3 while the reliability value 0,86 greater than 0,6 with the sense that the questionnaire is feasible used in this study. The results showed that as many as 16% of respondents answered very satisfied and 28% answered satisfied; 21% answered quite satisfied; 15% answered not satisfied; and 20% of respondents answered very dissatisfied with the Cinta Kasih Panteriek. The dominant factor causing dissatisfaction of the householder is clean water (PDAM or drilled well) with value FI = 0,28; (FI = 0,36), land area (FI = 0,38), and house size (FI = 0,38). While the most dominant factor of the satisfaction of home users is access to the highway with the value of FI = 0,80. From the results of this study it can be concluded that the main cause of dissatisfaction of people in Cinta Kasih Panteriek caused by inadequate network of water supply as basic human needs in carrying out its activities.

Abstract

Aceh province, especially in North Aceh Regency, there are still many poor people who do not have a house as a means of decent residence to be occupied. Therefore, In 2016 the Government of North Aceh allocates about 120 units of houses dedicated to the Help Home. The house which is sourced from APBA fund is a development activity of simple healthy house of III area which has been completed and some have been given to the people who are entitled to receive. This study aims to determine the condition of existing houses and the level of home receipts satisfaction that is destined for the Help Home in North Aceh district in 2016. The methodology used mix methods between qualitative and quantitative while the number of samples used as many as 55 respondents from the population of 120 units. The existing condition of the house that became the object of research is a house type 36 with 2 bedroom units with an area of 3,80 x 2,50 m; family room 4,85 x 2,50 m; bathroom 1,40 x 1,75 m; and a front porch with a size of 2,50 x 1,50 m. The level of satisfaction is analyzed based on frequency index analysis. The result shows that the cause of dissatisfaction of the society to the relief house are: house size with the value of frequency index (FI) 0,32; the amount and space of the house with the value of FI 0,33; clean water network (PDAM or drilling well) with value of FI 0,34; access to health facilities (puskesmas / RS) with an FI value of 0,34; the state of the door / window (when opened and closed again) with a value of FI 0,35; access reach security post (security / polsek / polres) with value FI 0,36; access to public transport with an FI value of 0,37; and quality and condition of bathroom and septitank with value 0,38. From the results of the study it can be concluded that the beneficiary community of Help Home is less satisfied with the assistance.

Abstract

Pembangunan Rumah Susun Sewa (RUSUNAWA) kian meningkat seiring dengan bertambahnya jumlah penduduk di kawasan perkotaan. Pemerintah menyediakan Rusunawa sebagai hunian layak bagi masyarakat berpenghasilan rendah (MBR), terutama yang selama ini tinggal di kawasan yang dianggap kumuh. Hampir seluruh Rusunawa  di Kota Banda Aceh yang mengalami permasalahan pada utilitas baik plumbing maupun pencahayaan/penerangan yang mengakibatkan kurangnya kenyamanan bagi penghuni Rusunawa. Permasalahan dalam penelitian ini adalah bagaimana keandalan utilitas Rusunawa di Kota Banda Aceh. Tujuan penelitian ini untuk mengetahui tingkat keandalan masing-masing gedung sekaligus mengetahui apakah ada perbedaan baik secara umum maupun khusus terhadap utilitas, instalasi plumbing dan instalasi penerangan /pencahayaan dalam penggunaan bangunan Rusunawa dan mengkaji kelayakan utilitas pada bangunan Rusunawa yang ada di Kota Banda Aceh. Metodologi penelitian ini awalnya dimulai dengan pengumpulan data primer dan sekunder, observasi ditulis secara deskriptif mengenai aktivitas yang  terjadi, juga direkam dengan kamera foto mengenai gambaran kondisi kerusakan Rusunawa di Kota Banda Aceh. Pengambilan sampel dilakukan dengan metode random sampling yaitu pengambilan sampel dari anggota populasi dengan cara acak tanpa memperhatikan strata (tingkatan) dalam anggota populasi tersebut, artinya siapa saja yang secara tidak sengaja bertemu dengan peneliti dan sesuai dengan karakteristiknya maka orang tersebut dapat digunakan sebagai sampel (responden). Jumlah rusunawa 2 tower berada di UIN Ar raniry Banda Aceh dan Asrama Polisi Lamtemen Banda Aceh. Responden yang digunakan dalam penelitian ini berjumlah 76 responden serta menggunakan rumus slovin dengan tingkat kesalahan 5%. Metode analisis data yang digunakan adalah metode deskriptif dengan menggunakan nilai variabel keandalan utilitas dan skala likert. Hasil penelitian ini yaitu diketahuinya kerusakan yang diklasifikasi berdasarkan tingkat keandalan utilitas, meningkatkan pengetahuan tentang tingkat keandalan bangunan serta meminimalisir setiap kesalahan-kesalahan pada tahap perencanaan dan pembangunan Rusunawa yang ada di Kota Banda Aceh.

Abstract

Lembaga Penjaminan Mutu Pendidikan (LPMP) of Aceh Province is a technical service. Education and Culture Ministry in Aceh is not technical service which result in understanding of the importance of building maintenance is still minimum. The problem in this research is to review the existing condition of the buildings in LPMP Unit 1 of Aceh Province, the organizational structure and define the scope of maintenance on The existing Buildings of LPMP Unit 1 of Aceh province. From the results obtained, for work program Standard operational procedure that has been owned by the Agency is still not appropriate this is directly related to unavailable of technical guidelines, it is in accordance with the opinion of respondents, which 70% answered The Unavailable of Standard Operational Procedure. On financing whether funds from the government are high but the allocation of funds for building maintenance is still not sufficient, because it depends on the allocation of funds available from the ministry. It is expect to The LPMP of Aceh Province to pay more attention to the building maintenance and perform routine maintenance.

Abstract

Lamgapang Market is one of the traditional markets located in Gampong Lamgapang, Ulee Kareng Sub-district, Banda Aceh City. The traditional market of Lamgapang was built in 2008 by the Rehabilitation and Reconstruction Agency (BRR). After completion in 2009 the Department of Cooperatives UKM and Trade Banda Aceh City has been functioning this market Lamgapang, but only operates for 6 months due to not many visitors/buyers. Therefore traders no longer sell in the market Lamgapang and back to where they started selling Ulee Kareng market. This study aims to identify factors that may affect the non-functioning of traditional markets Lamgapang, and identify the form of market Lamgapang desired by buyers and traders. This research uses qualitative method through observation and interview, and quantitative method through questionnaires distribution. The number of respondents in this study is 163 people. Statistical analysis used in data processing consists of validity and reliability test, while data analysis is used descriptive analysis, using the aid of Statistical Product and Service Solution (SPSS) version 22 software. The results show that the factors that influence the malfunction of Lamgapang market is the location of the market is not strategic, the lack of traders remain, there are still street vendors selling in the old market, accessibility that is difficult to reach, lonely buyers, and lanes of traffic away from the crowd. The market shape of Lamgapang that is highly desirable by buyers and traders is that it lies in a strategic position, frequented by buyers, many street vendors, easily accessible via a transport network system, and many traders remain.
