Abstract

Public sector innovation has been an enticing discourse and practice implemented by governmental agencies in Indonesia. One of popular types of public sector innovation is public service innovation because it directly effects to public as users. Also, it makes positive climate to emerge many innovation forms of public services in Indonesia, particularly on health public service which is widely paid attention by many scholars, practicians, governmental actors, and public as users. In the Blambangan Public Hospital (RSUD-Blambangan) in Banyuwangi Regency, The Gancang Aron innovation is emerged as solution to reduce long queue for patients and their familes in taking medicine in this hospital. This innovation is appreciated as Top 40 of The Best Public Sector Innovation in Indonesia held by Ministry of Administrative and Bureaucratic Reform - Republic of Indonesia. Surely, public service innovation is not singly occurred without absence of any changes at an organization management level. This study focuses on The Gancang Aron innovation at The RSUD-Blambangan in Banyuwangi Regency. This study is a qualitative-descriptive by combining literatures review of public sector innovation and reinforced by field data result. The research finding is that innovation occuring in RSUD-Blambangan is integral part of public service innovation that it can be viewed through public sector innovation matrix.

Abstract

Education decentralization is a form of independent policy given by the government to regions in managing any educational practices. With a decentralized system, regions have the authority to determine all policies related to education, whether in curriculum structure, financing, supervision etc. This study is a systematic literature review that scrutinizes the implementation of the decentralization policy of education in Indonesia. Using the concept of Materla et al. 's (2017) systematic literature review that comprises review planning, review conducting, and review report and dissemination, this study included fifteen articles garnered from the databases obtained from Google Scholar and Pro-Quest. For the analysis process, a content analysis was employed using good governance principles that promote democracy, observance of human rights, accountability, transparency, and greater efficiency and effectiveness of the public sector (Agere, 2000). The findings report that the published literature discussing educational decentralization in Indonesia improving the local governance environment mainly concerns three main foci: contributions to local economic performance and competitiveness, empowerment of educational outcomes, and improvement of local public services. This article also provides recommendations for future researchers.

Abstract

HIV / AIDS cases in Indonesia continue to increase and have spread to all provinces in Indonesia. As the province with the highest number of HIV cases, DKI Jakarta through the Provincial AIDS Commission (KPAP) seeks to prevent the increase of HIV / AIDS cases through collaborative governance between the Government, Non-Governmental Organizations (NGOs), and the public. This collaborative governance is reinforced through Governor Regulation No. 231 of 2015 concerning the Organization and Work Procedure of the Jakarta Capital City Provincial AIDS Commission and the DKI Jakarta Provincial Regulation Number 5 of 2008 concerning HIV and AIDS Prevention. This research was conducted to analyze the process of collaboration between the Government, NGOs and Communities in the DKI Jakarta Province. In addition, this study aimed to provide strategic recommendations for effective collaborative governance in the context of HIV / AIDS prevention in DKI Jakarta Province. This study used descriptive qualitative research methods that described the collaborative process of preventing HIV / AIDS in DKI Jakarta Province. Therefore, this study used a collaborative governance theory that focused on the collaborative process. Based on the research, it was known that collaborative governance has been established between KPAP, Health Office, NGOs, Working Groups (Pokja), and the Community. However, it was still not effective because of the lack of roles of working groups and NGOs that were still dependent on donor agencies in carrying out their activities.

Abstract

AbstrakPenanganan sampah merupakan salah satu wujud pelayanan publik dari pemerintah, disisi lain masyarakat juga harus berpartisipasi serta berkolaborasi dengan pemerintah didalam penyelenggaraan, pengambilan keputusan, dan pengawasan penanganan sampah. Dengan menggunakan pendekatan kualitatif deskriptif, penelitian ini menjawab bagaimana proses tata kelola kolaboratif dalam penanganan sampah antara swadaya masyarakat dengan PPSU tingkat Kelurahan serta faktor- faktor yang mempengaruhinya . Hasil penelitian menunjukkan bahwa proses penanganan sampah secara kolaboratif telah terbangun dengan adanya keterlibatan aktor pemerintah dan non pemerintah, terdapat pembagian kewenangan, kerjasama antara Partisipasi swadaya masyarakat, Organisasi Bank Sampah Masyarakat, PPSU Tingkat Kelurahan dan Suku Dinas Lingkungan Hidup Kota Administrasi Jakarta Barat yang bekerja sama dengan pihak swasta. Telah terbangun dialog, kepercayaan, pemahaman, komitmen hingga mencapai hasil antara. Keterlibatan swasta dalam proses tata kelola kolaboratif masih terbatas pada tahapan kegiatan pemilahan sampah. Penelitian juga menemukan bahwa proses kolaboratif ini belum sempurna faktor- faktor yang turut mempengaruhi antara lain masih rendahnya pemahaman masyarakat akan pemilahan sampah, pola pikir masyarakat yang masih tradisional dalam penanganan sampah, kurangnya motivasi petugas sampah RT dan RW serta prasarana dan manajemen pengangkutan yang kurang  optimal. Untuk itu diperlukan sosialisasi, penyuluhan yang lebih intensif, pendampingan untuk mengubah perilaku masyarakat serta inovasi didalam merangsang partisipasi aktif dari masyarakat. Kata Kunci :Tata Kelola Kolaborasi, Penanganan Sampah, pemilahan sampah, pengumpulan sampah, pengangkutan sampah, PPSU  AbstractWaste management is one form of public service from the government. On the other hand the community must also participate and collaborate with the government in the implementation, decision making, and supervision of waste handling. By using a descriptive qualitative approach, this study answers how collaborative governance processes in handling waste between community self-help and Public Facility Maintenance Officers (PPSU) and the factors that influence it. The results of the study show that collaborative waste management processes have been built with the involvement of government and non-government actors, there are a division of authority, collaboration between community self-help, community waste bank organization, public facility maintenance (PPSU) and the jakarta barat Environtment agency in collaboration with the private sector. Dialogue, trust, understanding, commitment have been established to achieve temporary result. Private involvement in collaborative governance processes is still limited to the stages of waste sorting activities. Research also found that this collaborative process was not perfect. factors that influence, among others are the low understanding of the community about sorting waste, the people's mindset that is still traditional in handling waste, lack of motivation from garbage officers, and less optimal infrastructure and management of garbage truck transportation. For this reason, socialization, more intensive counseling, assistance to change community behavior and innovation in stimulating active participation from the community are needed.Keywords :Collaborative Governance, Waste Management, waste sorting, waste collection, waste transportation, Facility Maintenance Officers (PPSU)

Abstract

Kebakaran Hutan dan Lahan (karhutla) merupakan bencana tahunan di Provinsi Riau yang tidak terelakkan dan berdampak luar biasa di dalam maupun luar negeri. Presiden Republik Indonesia melalui Instruksi Presiden Nomor 11 Tahun 2015 menginstruksikan para pemangku kepentingan (multi sektor) berkolaborasi memprioritaskan upaya pencegahan untuk mengendalikannya, namun angka kejadian karhutla di Provinsi Riau masih tinggi dan fluktuatif. Tujuan penelitian ingin menggambarkan kondisi kolaborasi multi sektor pencegahan karhutla di Provinsi Riau serta faktor-faktor yang mempengaruhi kolaborasi tersebut menggunakan model Tata Kelola Kolaboratif Chris Ansell dan Allison Gash. Metode Penelitian menggunakan metode kualitatif dengan pendekatan post positivism. Hasil penelitian menunjukkan bahwa tata kelola kolaboratif sudah mulai tergambar dalam kolaborasi Satuan Tugas Pencegahan Karhutla Provinsi Riau, namun diperlukan beberapa pemenuhan di beberapa variabel kolaborasi. Rekomendasi penelitian bagi satgas adalah masih diperlukan peningkatan dialog tatap muka untuk mengelaborasi aktivitas pencegahan yang sudah ada, pengembangan pemahaman bersama dalam menetapkan ukuran keberhasilan aktivitas pencegahan, dan mempertahankan komitmen serta rasa saling percaya. Faktor-faktor yang mempengaruhi kolaborasi diantaranya adanya ketidakseimbangan sumber daya, kewenangan, serta pengetahuan, adanya desain kelembagaan yang formal, dan adanya kepemimpinan yang fasilitatif

Abstract

This study aims to analyze the factors that influence the Implementation of Public Service Mall Implementation Policies in DKI Jakarta Province. This study uses a policy implementation model proposed by Van Meter and Van Horn (1975) which consists of several factors, namely (1) Policy Standards and Objectives; (2) Policy Sources; (3) Communication between organizations and implementation of Activities; (4) Characteristics of the Implementing Body; (5) Socio-political and economic conditions; and (6) the trend of implementers (implementors). This concept is used to analyze the factors that influence the implementation of public policies. This study uses a post-positivist approach with qualitative research methods in order to explain the factors that influence the implementation of policies on the implementation of public service malls in DKI Jakarta Province. The data collection technique used was triangulation. In general, the research results illustrate that the implementation of Public Service Hall in DKI Jakarta Province has been going well, but there are several factors such as inadequate facilities and infrastructure, characteristics of implementing agencies that have not supported the implementation and communication between organizations and the implementation of activities has not been consistent , thus having an impact on service delivery to the community.

Abstract

Lebah merupakan hewan dari kelas Insecta yang menghasilkan produk kaya manfaat, diantaranya madu, propolis, dan bee pollen. Lebah, khususnya yang tanpa sengat, dapat dibudidayakan oleh masyarakat perkotaan karena relatif aman. Tim Pengabdian Masyarakat Multidisiplin Universitas Indonesia, yang terdiri dari Fakultas Matematika dan Ilmu Pengetahuan Alam, Fakultas Teknik, dan Fakultas Ilmu Administrasi bekerjasama dengan komunitas “3bee” telah melaksanakan serial workshop secara daring dengan topik pemanfaatan lebah. Selain itu, tim pengabdi dengan “holistika institute” juga mengajak masyarakat untuk memanfaatkan sampah rumah tangga agar dapat diolah kembali menjadi produk yang dapat menghidupkan perekonomian rumah tangga. Serial workshop terdiri dari empat seri, masing-masing terdiri dari dua sesi. Topik yang disampaikan meliputi pengenalan lebah dan urban bee; tanaman pakan lebah dan produk lebah; pangan sehat dari lebah; pengolahan sampah organik dan anorganik; serta pemasaran dan kualitas pelayanan. Workshop diselenggarakan selama 4 Pekan mulai tanggal 10 Oktober hingga 7 November 2020. Selain pemaparan narasumber, terdapat pre-test, post-test, dan evaluasi kegiatan dari peserta pada tiap seri. Peserta workshop berjumlah 171 orang yang berasal dari berbagai wilayah di Indonesia. Sebagian besar berasal dari kalangan akademisi, komunitas penggiat lebah, serta pegawai dinas lingkungan dan kehutanan. Berdasarkan hasil evaluasi, sebagian besar peserta merasa sangat puas (rentang kepuasan 4,21-5,00) dengan workshop yang terselenggara dan berencana mengimplementasikan pengetahuan yang diperoleh dari workshop ini (87%). Program pengabdian masyarakat multidisiplin ini dapat diduplikasi pada program lain sehingga penyampaian materi bersifat komprehensif. Program ini diharapkan dapat terus dikembangkan melalui program pendampingan sehingga lebah dan sampah dapat dimanfaatkan untuk meningkatkan ekonomi rumah tangga berkelanjutan di Indonesia.

Abstract

Stunting merupakan permasalahan kesehatan yang menjadi prioritas untuk menciptakan sumber daya manusia Indonesia yang berkualitas. Kunci kesuksesan pencegahan stunting adalah pemantauan gizi dan pengukuran berat badan bayi dan balita yang dilakukan kader masyarakat di posyandu. Saat pandemi covid-19, kegiatan tersebut tidak bisa dilakukan, dampak pandemi ini terhadap indonesia dapat menyebabkan generation lost di masa depan. Pemberdayaan masyarakat menjadi kunci keberhasilan program-program pencegahan stunting di masa pandemi covid-19 ini. Penelitian ini merupakan penelitian deskriptif murni, yang mengambil lokasi di 2 (dua) desa yang merupakan Lokus stunting, yaitu Desa bayumundu dan Desa Tegalogog. Waktu pengambilan data dilakukan pada bulan maret dan Bulan Juli. Pengambilan data dilakukan dengan wawancara mendalam dan studi literatur. Dapat disimpulkan bahwa terdapat 5 faktor yang berpengaruh terhadap keberhasilan program pemberdayaan masyarakat yaitu (1) perencanaan dan sosialisasi (2) pendampingan dan pemberian motivasi kepada kelompok sasaran, (3) pelatihan pemanfaatan hasil pekarangan mendukung diversifikasi konsumsi pangan, (4) monitoring dan evaluasi pelaksanaan program dan dampaknya, (5) pentingnya aspek promosi dan pemasaran. Jika pemberdayaan masyarakat optimal pada program-program ini maka pencegahan stunting di era new normal ini akan mendapatkan hasil yang optimal. Stunting is a health problem which is a priority to create quality of Indonesian human resources. The key to the success of stunting prevention is nutrition monitoring and weight measurement for infants and toddlers carried out by community cadres at the posyandu. During the co-19 pandemic, these activities could not be carried out, the impact of this pandemic on Indonesia could lead to lost generation in the future. Community empowerment is the key to the success of stunting prevention programs during the co-19 pandemic. This research is a purely descriptive study, which took place in 2 (two) villages which were stunting locus, namely Bayumundu Village and Tegalogog Village. When data is collected in March and July. Data is collected by in-depth interviews and literature studies. It can be concluded that there are 5 factors that influence the success of community empowerment programs, namely (1) planning and socialization (2) mentoring and providing motivation to target groups, (3) training in the use of the yard supporting the diversification of food consumption, (4) monitoring and evaluation of implementation the program and its impact, (5) the importance of promotion and marketing aspects. If optimal community empowerment in these programs prevents stunting in the new normal era will get optimal results.

Abstract

Abstract

Bureaucratic reform in the area of halal product legislation in Indonesia is important because Indonesia's population with a majority of Muslims (87.2%) makes the need for halal products very large. It is necessary to guarantee halal products that enter or circulate in Indonesia. Guarantee of halal products in Indonesia is regulated by the Law No. 33/2014 on Halal Product Guarantee (Halal Product Guarantee Law). The aim of this research is to analyses bureaucratic reform in the area of halal product legislation in Indonesia. By using qualitative methods, the data in this study were obtained by in-depth interviews and literature studies. This research founds that before the Halal Product Guarantee Law was passed, there were many laws and regulations that had long been used to regulate the circulation of halal products. Unfortunately, these regulations are not systemically made, overlapping, partial, and inconsistent. One of the areas of bureaucratic reform in Presidential Regulation 81/2010 on The Grand Design of the 2010-2025 Bureaucratic Reform is a reform of the bureaucracy in the area of legislation. The Halal Product Guarantee Law which was born through bureaucratic reform in the area of legislation is expected to produce regulations that are more orderly, do not overlap and conducive to regulating halal products. Keywords: halal, law, product, reform
