Abstract

This research is aimed to know the power of communication of Disnakerkoperindag Samosir Sub-district and its Agent in Increasing the Economic Competition based on Gender in the Andaliman farmer in the Samosir Sub-district. This research apply the Descriptive Qualitative research approach with research informant from the agent of the empower who is the Head of Koperasi Division, Koperasi of Industrial and Commerce, and the chairperson of Samandali Community, including the female Andaliman farmer society. The informant is defined by purposively sampling. The data taken by observation, interview, and documentation. In this research, it is found that DISNAKERKOPERINDAG of Samosir Sub-district had done the communication empowering bsed on gender to the subject of UMKM. Communication empowering used the model of AIDDA. Communication empowering based on gender is successful because of there is an interactional and transactional communication from the AIDDA model of communication. By this empowering, the facilitator is able to communicate with no fear in the social sytem of Batak culture which is formerly it is a taboo to have a close or intense communication in a male instructor to any of his female members finally female farmers could set her self realizing, attention, and motivation to do as what it is instructed by the instructor so that the Andaliman harvest successful.

Abstract

Program Keluarga Harapan is a program that seeks to develop social protection system for the poorin Indonesia. This program provides cash assistance to RTSM with a note following the requirements relatedto improving the quality of human resources ie health and education. Layers of middle and low society manywho can not get education. This is because they have no cost to access education. Although many strategieshave been used to improve school access, the rate of school enrollment in Indonesia is still not optimal,especially for RTSM children. PKH in the field of education provides better opportunities for children inaccessing education. This is made possible with the assistance of this program, RTSM children who becomePKH participants will find it easier to access the available educational services.The purpose of this study is to describe how the process of implementing PKH and to analyze thecontent / content of policy and context / policy environment in the implementation of PKH in the field ofeducation as well as the field of health in the district of Medan Baru and how the results of PKH to the targetgroup in Medan Baru District. The method of research is quantitative by using the tools of survey method,sample and questionnaire as the main data collection tool. In data processing using SPSS application version20.0 for windows.Based on the research results, it can be seen that the companion always hold group meetingsregularly, updating the data, verification of commitment, and payment of assistance to PKH participants.From content factors and policy contexts, where the content of the policy consists of interests that affect, thetype of benefits, the degree of change to be achieved, program implementers and resources used. While thepolicy context factor consists of effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy.After conducting research, it can be concluded that the improvement of people's prosperity in Medan Barusub-district is influenced by effectiveness (x1), efficiency (x2), adequacy (x3), alignment (x4), responsiveness(x5), and accuracy (x6) 87, 1%. While the rest 12.9% explained by residual variable or other variables thatare not examined in this study such as supervision, leadership, and others

Abstract

Tujuan dari tulisan ini adalan untuk melihat peran dan tugas satpol pp dalam menertibkan pedagangkakilima di pajak kabanjahe dan untuk melihat cara pembinaan yng dilaksanakan oleh satpol pp terhadap pedagangkakilima di pajak kabanjahe kabupaten karo. Penelitian ini tergolong pada tipe penelitian deskriptif dengan pendekatan kualitatif Hasil penelitian diperoleh bahwa usaha dan tindkan yng dilaksanakan oleh satpol pp bertautan dengan perencanaan,penyusunan,pengembangan,pengarahan,pemeliharaans erta pengendalian di bidang kenyamanan dan ketertiban umum secara berguna dan berhasil guna. Adapun pembinaan yng dilaksanakan oleh satpol pp adalah melksanakan patroli keliling dan sosialisasi. Factor penghambat dalam pembenahan PKL di pajak kabanjahe yaitu keterampilan yng dimiliki tidak sesuai bidang tugasnya satpol pp, minimnya kesadaran PKL dalam penguatan hukum dan minimnya permberdayaan masyarkat dari segi sosialisasi dan moril.

Abstract

The support of the West Nias Regency DPRD (Regional People's Representative Assembly) secretariat is urgently needed so that the DPRD's performance can run well in order to absorb and carry out the aspirations of the people of West Nias Regency to carry out the Legislation, Budget and oversight functions. This study aims at: (i) finding the role of the West Nias Regency DPRD Secretariat in enhancing the performance of the West Nias Regency DPRD (ii) analyzing the factors that support and hinder the West Nias Regency DPRD Secretariat to improve the performance of the West Nias Regency DPRD. This research is descriptive with a qualitative approach. Research informants: key informants: West Nias DPRD Secretariat and key informants: DPRD members West Nias Regency. Data analysis technique used by the qualitative method Results: the role of the West Nias Regency DPRD Secretariat in the Improvement of the West Nias Regency DPRD shows 82% or between 80% to 100% good performance. Supporting factors are: optimization of available budget, cooperation and solid teamwork, maximizing facilities and infrastructure facilities. Inhibiting factors are lack of coordination and division of tasks is not optimal and scheduling of activities that almost coincides with implementation time especially in the procurement of facilities and infrastructure that supports the smooth administration of offices as well as several other activities in the capacity building program for regional people's representative institutions and limited staff of the DPRD Secretariat

Abstract

Based on Government Regulation Number 8 of 2016 concerning the Second Amendment to Government Regulation Number 60 of 2014 concerning Village Funds from the State Budget (APBN), village funds must be managed in an orderly, obedient, efficient, economical, effective, transparent and responsible manner by paying attention to the sense of justice and propriety and prioritizing the interests of the local community. Therefore, it is important to strengthen village institutions and village officials, so that they are qualified and empowered to carry out development. Indonesia has a total of 83,820 villages which need to be assisted so that the disbursed village funds are not wasted. This study uses a qualitative grounded theory approach by observing, interviewing 30 informants and analyzing village documents. The results of the study found that the human resource factor of the village head as a communicator, was more trusted by village institutions and the community because of his open, democratic communication style, willingness to accept suggestions/opinions and  empathy  according to the equalitarian style and the relinquishing  style of communication. The government communication model in strengthening village institutions is a mentoring model where communication starts from regency and district. However, the strengthening has not been seen optimally because of the high dependence of village institutions and village officials on village heads and village assistants so that they are less independent. The use of messages is more face-to-face, using messages and WhatsApp with information functions that are more persuasive and educative.

Abstract

Penelitian ini bertujuan untuk mengetahui ada tidaknya pengaruh yang signifikan kualitas SDM dan Disiplin kerja terhadap Kinerja Pegawai Di Universtas Darma Agung Medan. Metode penelitian menggunakan kualitatif dan kuantitatif, dimana instrumen angket diberikan kepada 31 orang sampel penelitian. Diperoleh hasil penelitian bahwa (1) Kualitas SDM terhadap Kinerja Pegawai terdapat nilai thitung 3,618 dan nilai probabilitas sig. 0,001 artinya Kualitas SDM memiliki pengaruh signifikan terhadap Kinerja Pegawai. (2) Disiplin Kerja terhadap Kinerja Pegawai terdapat thitung 4,243 dan nilai probabilitas sig. 0,000 artinya Disiplin Kerja memiliki pengaruh signifikan terhadap Kinerja Pegawai. (3) Pengaruh variabel kualitas kerja dan disiplin kerja terhadap kinerja pegawai yaitu sebesar 53,3%, dan sebesar 46,7% dipengaruhi faktor lain yang tidak dibahas dalam penelitian ini.

Abstract

Penelitian ini bertujuan untuk menganalisis pelayanan akademik terhadap tingkat kepuasan mahasiswa pascasarjana universitas darma agung. Pelayanan akademik merupakan qulitas menejemen sumber daya manusianya seperti ka.prodi, pegawai dan dosen. Pelayanan yang baik akan menghasilkan kepuasan yang baik. Pelayanan yang baik menunjukan bahwa tenaga pendidik dan kependidikannya memiliki mutu pendidikan yang baik juga. Namun kenyataannya, di Universitas Darma Agung masih memiliki beberapa permasalahan yang menimbulkan ketidakpuasan bagi manusia. Mengingat akhir-akhir ini kualitas pelayanan akademik perguruan tinggi Universitas Darma Agung sering memperoleh kritikan karena dianggap memiliki kinerja rendah. Misalnya, pelayanan pegawai akademik kurang ramah, fasilitas belajar dan ruang kuliah kurang memuaskan, dan kualitas dosen yang masih perlu dilatih. Jenis penelitian ini pendekatan kuantitatif dan berfous pada program pascasarjana magister manajemen, dengan sampel diangkat langsung seluruh populasi sebanyak 87 orang. Analisis penelitian menggunakan perhitungan persentase dalam slameto (2010) dengan memberi angket kepuasan mahasiswa. Hasil yang diperoleh pelayanan akademik terhadap kepuasan mahasiswa pascasarjana magister menejemen memiiliki tingkat kepuasan yang baik pada dimensi berwujud, kehandalan dan respon atau tanggapan. Sedangkan pada dimensi jaminan dan empaty pelayanan akademik memiliki kriteria sedang atau perlu ditingkatkan.

Abstract

Guru merupakan pendidik dalam proses pembelajaran, yang memiliki tugas utama adalah mendidik dan mengajar. Guru dituntut mencari tahu terus-menerus bagaimana seharusnya peserta didik itu belajar. Potensi yang dimiliki Guru perlu ditingkatkan melalui komunikasi kepala sekolah. Kepala sekolah merupakan sumber pesan (informasi) di sekolah yang dibutuhkan oleh pendidik dan disampaikan, supaya terlaksana dalam pengembangan guru dan siswa (Fatimah, dkk, 2015). Upaya meningkatkan kinerja guru tidak selalu berkembang dengan lancar, karena banyak faktor yang mempengaruhi baik itu muncul dari diri sendiri maupun dari luar pribadi guru. Mengarah kepada masalah yang dihadapi sekolah SMA GKPI Padang Bulan yang menguraikan beberapa guru belum tepat waktu menyerahkan laporan hasil kinerjanya seperti RPP, Silabus, Prota dan Prosen, daftar kegiatan harian kinerja guru, selain itu guru masih ada yang terlambat datang ke sekolah, yang akhirya memunculkan kurang profesionalnya kinerja guru tersebut. Selain itu, kondisi guru belum sesuai dengan harapan seperti masih terdapat guru bekerja sambilan, ada diluar profesi, ada menekuni kegiatan rutinitas ((Fatimah, dkk, 2015) seperti berladang. Realitanya banyak guru beranggapan bahwa profesi guru itu adalah pekerjaa biasa, sehingga nilai-nilai pendidikan kurang ditanamkan pada peserta didik. Oleh karena itu, sebagai tugas tambahan kepala sekolah dalam mempimpin suatu lembaga, dimana agar pengembangan profesional kinerja guru dapat berjalan lancar diperlukan komunikasi yang efektif oleh kepala sekolah. Uraian tersebut merumuskan masalah “Apakah komunikasi kepala sekolah mampu mempengaruhi motivasi kinerja guru SMA GKPI Padang Bulan Medan?”, sehingga terjawablah, hasil penelitian diperoleh nilai thitung 1,307 dan nilai probabilitas sig. 0,197 bermakna adanya pengaruh komunikasi kepala sekolah terhadap motivasi kineja guru.

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas pemerintah kelurahan dalam meningkatkan pertumbuhan Usaha Mikro Kecil dan Menegah (UMKM) dampak Coronaviris Diesease 19 (covid-19) dan faktor-faktor yang mengahambat pertumbuhan Usaha Mikro Kecil dan Menengah (UMKM) di Kelurahan Pangkalan Masyhur Kecamatan Medan Johor. Jenis penelitian ini yaitu penelitian kualitatif, yang dianalisa secara naratif deskriptif yaitu dengan mereduksi, menarasikan dan menarik kesimpulan, data dikumpulkan secara wawancara, dokumentasi dan observasi. Hasil penelitian ini yaitu bahwa efektivitas pemerintah kelurahan Pangkalan Masyhur dalam meningkatkan pertumbuhan Usaha Mikro Kecil dan Menengan (UMKM) sudah terbilang efektif, pencapaian tujuan berupa pelaksanaan program, startegi, dan sosialisasi, pengendalian serta menyadikan sarana dan prasarana yang juga terlaksana berdasarkan perumusan kebijakan dan perencanaan yang terbilang matang sehingga memberikan pelayanan yang mudah, efektif dan efesien. Adapun faktor-faktor yang menghambat yaitu kurangnya personal, dana, ketertiban pelaku usaha dan kurangnya kegighan pelaku usaha untuk mengembangkan usaha. Sedangkan masalah yang dirasakan oleh masyarakat yaitu keterbatasan modal, pendapatan yang belum pulih dan masih kurangnya karyawan.

Abstract

This thesis describes a leadership style effectiveness by the head county of Cidadap Bandung. The research was conducted in Cidadap Subdistricts Office in Bandung and the samples are all of the county of Cidadap Bandung subordinate. The research title of this thesis is “Leadership Style Effectiveness of Head County Cidadap in Bandung”. The purpose of this research is to describe how effective the leadership style which have been used by the head county of Cidadap Bandung. The type of the research is using Descriptive. Data collection technique is using Questionnaire filled by respondent which are 24 in number and supported by Interview. Data analysis was done by using descriptive analysis which type is average for leadership style analysis and frequency distribution for leadership situation analysis and leadership style effectiveness analysis. The research result shows that effectiveness of the Sub-district Leadership Style belongs to the ineffective category.
