Abstract

Balai Taman Nasional Bukit Tigapuluh sebagai salah satu Unit Pelaksana Teknis (UPT) Kementerian Kehutanan yang diberikan tugas menyelenggarakan konservasi sumber daya alam hayati dan ekosistemnya dituntut memberikan pelayanan dan informasi kepada pihak-pihak terkait dan masyarakat yang berkaitan dengan kebijakan, program dan kegiatan Balai Taman Nasional Bukit Tigapuluh. Dari hasil penelitian diketahui bahwa pelaksanaan pelayanan informasi publik di Balai Taman Nasional Bukit Tigapuluh belum berjalan secara optimal. Hal ini disebabkan oleh beberapa faktor internal yang menjadi kendala-kendala dalam pelaksanaannya. Kata kunci : Pelayanan, Keterbukaan, Informasi Publik

Abstract

Satuan Polisi Pamong Praja sebagai aparat yang bertugas membantu kepala daerah untuk menegakkan peraturan daerah diharapkan dapat memainkan peranan yang dimilikinya agar kebijakan-kebijakan yang telah ditetapkan dalam peraturan daerah dapat direalisasikan. Begitu pula di Kabupaten Tanjung Jabung Barat yang telah menetapkan Peraturan Daerah Nomor 13 Tahun 2009 tentang Ketertiban Umum. Penelitian ini bertujuan mengetahui bagaiamana peranan satuan polisi pamong praja dalam menegakkan peraturan daerah tersebut serta kendala-kendala dan upaya dilakukan untuk mengatasinya. Kata kunci : Peranan, Pamong Praja, Penegakan Hukum

Abstract

Abstract Guidance and supervision by the central government to local government penyelenggraaan is an important aspect in order to guarantee the upholding of the Republic of Indonesia. for the governance of the district / city, in order to ensure an effective and efficient the Act No. 32 of 2004 puts Governor as Deputy Regional Government in addition to his position as head of the province. To that end, the governor has a very important role that local government penyelenggaraaan not deviate from the concept of the Unitary Republic of Indonesia, as well as guaranteeing the compatibility and harmony between government actions government structure. But the governor's role as the representative of the central government is weak, because it implies a relationship disharmony between the governor and the district / city. Abstract

Urban Village is one of the Regency / City is one of its functions to provide services to the community. This understanding is intended to see the implementation of community service by the government and the village of Tanjung Johor and Sungai Putri in the city of Jambi. Services provided include administrative services manufacture Identity Card, Certificate of Good Behavior, Land Letter, Certificate of Business and others. The existence of repositioning and recreation of post-reform parliament has put Parliament in a position parallel to the local government, and restored to proper functioning as the regional legislature. Placed before Parliament as part of the Local Government Council is not able to play a lead role as it should. Abstract

Based on Law Number 32 of 2004 power up in the hands of regional regulations DPRD. Therefore ask the right plan district regulations also serve as the first right of legislative members. Previously these rights is the right of the Parliament in the institutional, so difficult for the Parliament in the implementation of the resulting DPRD never use rights. Right to file a plan with the rules and made the right district councilors, in order to better facilitate its implementation so hopefully more district plan rules derived from the authority of the Parliament as to form district regulations. Abstract

Land registration is an important and basic activity in land management. For this reason, a number of provisions and policies related to land registration have been issued, but in reality there are still many land registration problems. The Basic Agrarian Law (UUPA) mandates that all land be registered to ensure legal certainty over land. In order to support economic growth, create legal certainty over land and avoid land conflicts, the Ministry of ATR/BPN carries out a Mapping, Registration and Certification program. Based on the above facts, a policy reconstruction of accelerated-based land registration implementation has been carried out with the target of all registered areas through the implementation of Complete Systematic Land Registration (hereinafter referred to as PTSL). Through the PTSL program, it is hoped that all community land parcels are measurable and have legality in the form of land certificates. In order for the acceleration target to be achieved, a strategy and measurable settlement steps are needed given the time constraints and with the hope that the guarantee of legal certainty will still be achieved. The experience of land certificates that prioritizes acceleration and neglects accuracy has the potential to cause data at the land office to be invalid. The purpose of this study was to determine the implementation of Complete Systematic Land Registration at the Jambi City Land Office, the obstacles and efforts to solve it in the Complete Systematic Land Registration at the Jambi City Land Office. The research method used is an empirical juridical research type, with a socio legal research approach. Sources of data used in this study are field data with interviews with related parties and library data from laws and regulations, books, journals and others related to this research. Then a descriptive-analytic data analysis was performed. So it is hoped that the results of a complete systematic land registration study at the Jambi city land office can provide guarantees of legal certainty over land. Through the PTSL program, it is hoped that all community land parcels are measurable and have legality in the form of land certificates.

Abstract

Guidance of prisoners in Correctional Institutions is an important process in shaping personality as well as providing skills so that the stated coaching goals can be realized. For this reason, these coaching activities need to be carried out optimally according to the pattern of coaching as stipulated in the Decree of the Minister of Justice Number M.02-PK.04.10 of 1990, which includes personality development and skills development. Considering the large number of prisoners who are accommodated in the Jambi Class IIA Institute, this study aims to discuss how the implementation of personality development and skills development for these prisoners and other factors that also influence its implementation. Therefore, this study uses a socio legal research approach. To obtain field data, it was conducted through interviews with several correctional officers respondents who were considered relevant to the problem being studied. From the results of the study, it is known that the implementation of the guidance has not been optimally carried out. In addition to the main factor, the number of prisoners that far exceeds the capacity of the Correctional Institution so that it affects the availability of coaching facilities, it is also influenced by the staff's resource factor, and no less important is the quality of the resources involved in providing materials for some of the coaching activities carried out.

Abstract

Democracy is a government by the people, which is interpreted as the most basic. as stipulated in article 28 of the 1945 Constitution, which states that: "freedom of association and assembly, issuing thoughts by word and mouth and so forth is stipulated by law." One of the media to apply article 28 can be channeled through political parties. is a research in normative juridical specifications, about the functions of political parties on political education for the public and its juridical consequences, which are normatively regulated in Law No. 2 of 2011. The issues discussed are how to regulate the functions of political parties related to political education to the community. The results of the study show that in Law No. 2 of 2011 it has been regulated that the function of political parties is to carry out political education in the community. Where further regulation of the Act is the establishment of Government Regulation number 1 of 2018 in which it provides arrangements relating to priority funding assistance for the implementation of such education. From the existence of financial assistance both from the APBN / APBD received by political parties, it will result in juridical consequences for accountability to the Supreme Audit Agency.
