Abstract

Discipline is a compliance with the rules, norms, standards, laws and regulations that have been determined or applied. The method used in this research is through a qualitative approach. In this study, the selection of informants used sampling with the technique ofpurposive sampling. The informants in this study consisted of 5 people, namely, the secretary of the Dispora, the Head of the Sub-department of Personnel, and 3 ordinary ASN employees. The data collection techniques used in this study were (1) interviews, (2) observations, and (3) the use of document sources and literature study. Activities in data analysis are: Condensation of data, presentation of data and drawing conclusions. Discipline development carried out by the Aceh Youth and Sports Service (DISPORA) Aceh is in the form of giving salaries at the beginning of the month, not on the 1st, can be missed if at the beginning of the month it falls on a weekend, the salary given is sent through the accounts of registered ASN . Old-age benefits are given to ASN after the ASN retires, but the retirement salary itself has a lot of correspondence that must be taken care of and it takes time. The implementation of sanctions for violations of ASN discipline at the Aceh DISPORA is only light discipline, namely in the form of verbal warnings and written warnings as well as written statements of dissatisfaction, for cases such as abuse of authority and intermediaries to gain profits do not reach the supervisory party because the supervisory party does not go into depth when there are field activities.

Abstract

This research aims toknowingthe role of the Police Intelligence in securing the General Election and Inauguration of the Pidie Regency DPRK, the obstacles to the Intelligence of the Police in securing the General Election and the Inauguration of the DPRK and the efforts made to overcome the obstacles to the Police Intelligence in securing the General Election and Inauguration of the Pidie Regency DPRK In this study, the problem approach used was normative juridical and empirical juridical. Data collection was carried out by literature study and field studies. The data were analyzed qualitatively with data collection techniques through observation of library and field materials related to these problems. The results showed that the role of Police Intelligence in Securing the General Election and Inauguration of the Pidie Regency DPRK that is maintain and maintain a situation of security and national order in order to remain conducive since the preparatory stage, the election stage and the consolidation stage in order to ensure security for the public, election organizers in this case the KPU and Bawaslu, and Pilkada participants. Efforts Made to Overcome Police Intelligence Obstacles in Securing the General Election and Inauguration of the Pidie Regency DPRK by increasing organizational capabilities, individual capabilities, increasing security capabilities, increasing the ability to control activities and increasing additional capabilities.

Abstract

Law Number 6 of 2014 also strengthens the allocation of Village funds (ADD) originating from the Regency/City balancing funds. If previously there were almost no districts/cities that provided ADD at least 10 percent of the balancing fund without any sanctions, then Article 72 of the Village Law gives the government the right to impose sanctions by delaying and even deducting the balancing fund in the amount of the allocation of funds not given to Village. Aim for knowing the prosecution process by the Pidie State Prosecutor's Office against the perpetrators of corruption in the Gampong Revenue and Expenditure Budget (APBG) and obstacles in the prosecution process by the Pidie State Prosecutor's Office. This research is a type of empirical juridical normative research, data collection in research is carried out through library and field research. Literature research by studying books, laws and regulations. Field research by interviewing respondents and informants.The results showed that the prosecution process by the Pidie State Prosecutor's Office against perpetrators of corruption in the Gampong Revenue and Expenditure Budget (APBG). Technically, the receipt of the case is recorded in the register of receipt of case files, and the report is reported using the LP. In the event that the investigation is considered complete, the investigator hands over the responsibility for the suspect and evidence to the public prosecutor. At this stage, the examination of the suspect is intended to avoid making mistakes in persona being prosecuted before the trial. Obstacles in the prosecution process by the Pidie District Attorney against perpetrators of corruption in the Gampong Revenue and Expenditure Budget (APBG).
