Abstract

Protection afforded to a child in an emergency situation. Sexual harassment can is defined as the act of sexual without agreement, motivation sexual behavior those involving children. Based on the discussion in the background problems basic want to proposed to be discussed in this research is: how do the implementation of the implementation of the program child protection in the city Semarang ( study on a body of women empowerment, child protection and family planning ( bp3akb ) through Bapermas PER and family planning the city of Semarang. ?All efforts made in the implementation of the implementation of the program child protection in the city Semarang ( study on a body of women empowerment, child protection and family planning ( bp3akb ) through bapermas per and family planning the city of Semarang.?Types of data on in this research there are two kinds of, namely types of data on primary and types of data on secondary. The study is done within the city of Semarang as for agencies which to base referral researchers are the empowerment of women, child protection and family planning BP3AKB. This research toward an object with research in violence children in the city of Semarang with reference in a body of women empowerment, child protection and family planning BP3AKB.through Bapermas per and family planning the city of SemarangImplementation of the child protection Program in the city of Semarang have not run optimally because the fulfillment of children's rights as mandated in Perda No. 5 2016 has not run optimally. Some of the rights of the child are still not being met as a right of identity, the right to basic needs, rights education and parenting rights. Child coaching programs which have been implemented already should be evaluated so that nothing can be known, the goal target, excess or shortcomings so that it can be used in the establishment of the next planning.Keyword::Children and women , child protection , women empowerment

Abstract

AbstractSwap Forest Area (TMKH) is one of the policy program of the Government as one of themanagement of forest lands to prevent illegal occupation or residence by the community andlocal government. However, the realization of policy implementation Swap Forest Area (TMKH)is experiencing a lot of obstacles. One of these obstacles is the length of the Forest Area Swap(TMKH) is executed, the reason is a change in regulations or new regulations from the centralgovernment as well as technical and administrative procedures are quite complicated. In thisstudy, researchers focused on Bantarbolang Village, District Bantarbolang, Pemalang to see howthe constraints as well as the process and the role of government in implementing Pemalangpolicy implementation Swap Forest Area (TMKH).In this study, researchers used a qualitative method in which the interviews wereconducted, documentation, along with a literature review to obtain information and data andaccurate focus. Interviews were conducted to several stakeholders such as, Head of Legal AffairsPerumPerhutani KPH Agrarian Pemalang, Head of Section Regional Autonomy Developmentand the Office of Land Governance Pemalang, Assistant PerumPerhutani, the village head,district head Bantarbolang, as well as the surrounding communities the District Bantarbolang.From the results of research in the field, that policy Swap Forest Area (TMKH) whichhas been run since 1999 by people experiencing failures due to changes in regulation of thecentral government stating that the Forest Area Swap (TMKH) should be done by the localgovernment, the Regent / Governor or the official level. Pemalang government then took overthe policy process Swap Forest Area (TMKH) which was originally done by the community andreplaced by Local Government. Current policy implementation Swap Forest Area (TMKH) inthe process of beginning to follow the new procedures and regulations, the Minister of ForestryRegulation (Permenhut) No.32 of 2010.In policy implementation Swap Forest Area (TMKH) still requires a lot of evaluation,because of the lack of information and communication related to changes in legislation or newregulations that makes the process of being executed to be blocked. This need for bettercoordination between the parties involved in the implementation, so that communication andinformation can work well.Keywords: Forest Area Swap, Ministerial Regulation No.32 of 2010, Forestry.

Abstract

Expansion of the area is the community's aspirations for progress of the region itself and how the new autonomous regions have their own authority to take care of that government control range can accelerate the process of development in the expanded area, automatically splitting is solely for the welfare of society.Conditions of public services in the area of new regional expansion remains to be improved continuously, the figure of local leaders who have the duty to lead and provide services should be the one person who has the education, as well as specific to the skills and knowledge. Expansion in one area must always be accompanied by the readiness of all components, such as society, human resources, facilities and infrastructure.This study aims to determine the cause of desire formation Lamandau District in Central Kalimantan as well as constraints and supporting the process of formation Lamandau District. In this study can be described that the process of formation Lamandau District notion derived from bureaucratic requirements and needs of the community. The legal basis used is the study of Regulation No. 129 of the 200 who now has been revised to Regulation No. 78 of 2007 on Procedures for the Establishment, Abolition and Region Merging the basis of the formation of local or regional expansion which aims to improve public services in order to accelerate the realization of public welfare . In this study is a qualitative study using a descriptive analysis of the data analysis.Suggestions that can convey the author is local government in conducting a program of formation of a new district policy, first need to prepare carefully about aspects relating to the establishment of the district such as the preparation in the areas of administration and facility infrastructures that support the creation of new districts.

Abstract

Public services becomes one of a vision of the new Jakarta. Public services in case of public transportation in Jakarta is very important and need more improvements. The improvements that has made in this public services sector began from providing a policy that managing minimum services standart and will be given to the public through Governor regulation no. 34 of 2014 about minimum services standart management unit transjkt-busway. Therefore, it becomes a formulation policy analysis into transjkt services accordance to Governor regulation no 35 of 2014 in services of 9th corridor.The method of this research is descriptive analytical with qualitative approach with the goal of obtaining overview, summary of the situation in the field of various conditions, situations and phenomena that occur in all areas of service in 9th corridor and then will be the analysis of the data obtained in the field.The result showed that transjakarta services in the 9th corridor is basically refferring to Governor Regulation no. 35 of 2014. There are two appraisement about available and unavailable facilities: Some of the facilities in the bus stop and inside the bus already available such as lighting, informations, the ID of vehicles, safety equipment, air conditioner, handlers for standing passengers, sanitary, and facility for difable. However, there are some facilities contained in the policy but not available yet such as lack of security officers in the bus stop, carrying capacity is often forced when the bus full of passengers, light warning signal, arrival and departure information and bus' disruption information. It’s because the limitation of both sides, private and government sectors. Beside that there also, the condition in the field always changing and caused some indicators that target accuracy and regularity of the trip to be blocked. Associated with the efforts made by the government and private sector in improving transportation mode not rated as a significant efforts yet. But both have try to maximize the condition of the bus and the bus stop in case of public service. Research recommendation is in the next research was focused on providing facilities which not available yet to fix the services.

Abstract

This research discusses the political strategy of  united development party on legislative elections in pemalang regency in 2014. Method used in this research is qualiltative approach. The data are obtained through depth interviews to each informant continued to analyze them comprehensively. The results of this research explains some succesful results of political strategies applied by United Development Party (PPP) through, namely: Political Campaign, Prominent Figure, Base Mass, Introducing Cadre Popular, Community Approach, and General Strategy. Based on the vote on legislative elections in Pemalang regency in 2014 United Development Party got six seats of  DPRD  in Pemalang regency in period of  2014 – 2019, which in each constituency they have been  represented by legislative candidate of  United Development Party from six constituencies.The results is  appropriate with the target targeted by Branch Leader Council (DPC) of United Development Party (PPP) of  Pemalang regency, namely getting six seats of DPRD of Pemalang regency in every constituency from six constituencies. It has been represented by every legislative candidate of United Development Party (PPP) who passes as legislative member in period of  2014 – 2019.

Abstract

AbstractGreen areas in Semarang city have been change into housing and building. This problem happened because increasingly the growth of infrastructure. Many buildings around of centre of Semarang city cause decreasing of green areas. Based on that case, the local goverment formed regulation number 7th in 2010 about management of green areas in Semarang city.This research aimed to find out implementation of that regulation in Semarang and how people can be involved in this policy. Research method using qualitative with descriptive data.Theory of Edward III explained that four variables to observe the implementation of policy : communication, resources, disposition, and bureaucracy structure. In communication through socialization of some green activities conducted by local departement of planning development (Bappeda) with green communities, developer, and people. Resource variables divided into two aspects; human and financial resource. Human resources include department of planning development, department of city and housing estate, institute of environmental, and department of garden and sanitation. Meanwhile, financial resource comes from the budget. Disposition variable has been implemented well. Some services and training has been held by department of planning development to developer and green communities. They also provide meeting to increase the responsibility for the policy. In bureaucracy structure, goverment expand the link with some companies to increase green areas. Unfortunately, there are no many companies which involved in this activity yet. Goverment should give more concern about that.2The implementation of regulation also persuade people to actively support green areas in Semarang. Developer, green comunities, and people supposed to be responsible and participate in this policy well. This regulation has been implemented well enough by all of people. It also one of some efforts to solve decrease problem of green areas in Semarang. It will be supposed to give positive value to other people.Key words : Implementation, regulation, green area

Abstract

This research is aimed at getting the overview about the land procurement mecanism and the negotiation process for building of Ungaran – Bawen toll roads. This building of Ungaran – Bawen toll roads includes 9 (nine) village : Beji, Karangjati, Wringin Putih, Ngempon, Klepu, Derekan, Lemahireng, Kandangan, and Bawen. This construction project is planned will take 11,95 Km.From the result taken, shown that the problem that delayed the compensation issued for this project is the amount of the compensation itself. The process begun by the dealing for the location by the Central Java Governor by His decision No. 620/13/2005. later by the Major of Semarang Regency Decision No. 593.05/241 concerning The Officer Appointing for The Implementation of the Land-Obtaining for Public Interest of Semarang Regency. Mechanism of land in the construction of toll roads Ungaran – Bawen consisting of 4 (four) the process, namely planning, preparation, implementation ant the delivery of result. The steps up to the compensation payment are socializing, settling ROW, measuring, inventorying building and plant, publishing the measurement result, price discussing, compensating, land-right, releasing and certificating. Here the negotiations be vital processes in the implementation of the determination of the compensation. Even though negotiations has been done there are still people who do not agree with the amount of compensation being offered, until finally P2T take the final step is to conduct consignation, namely by depositing compensation to justice.Keywords : Negotiation, Compensation

Abstract

ABSTRACTDemocratic party this time the main attraction for the emergence of new political parties. The most phenomenal party NasDem. Given, this party is the only party that pass the verification as a new participant in the 2014 election as a new political presence NasDem certainly reasonable if it raises a lot of questions and doubts about efforts to win legislative elections 2014. It’s still not strong mass base owned by NasDem . Therefore NasDem struggled to garner support to parts of the country, including in Central Java. Central Java Central Java NasDem as a new political party will offer what? whether it offers it is something new, or something old that ever offered by other parties. Abstract

Semarang city as one of the autonomous regions, has actually implemented the legal obligation by entering the non-smoking area through Semarang city are of regulation no 3 of 2013 about area without smoking. The government is attempling to reduse and limit the society who smoke in order to reduce diseases caused smoking, the smoker from theactive and passive smokers. The research aims to determine whether regulatorypolice areas no 3 of 2013 is already or implemented property.The method used in this study using descriptive the subject of this research is the government that represented by the health office of Semarang city and Salpol PP Semarang city, responsible for the implementation of the policy and the community.Based on the result of research wich can concluded: Implementation of the local regulation no 3 of 2013 about non smoking area in Semarang city has not run in accordance with is expected.
