Abstract

Regional regulation of Tegal No. 4 in 2012 about the spatial plans that the width of green open space is 30 % consist of 20% public green open space and 10% privat green open space. But in fact the land area of green open space in the city of Tegal insufficient extents mandated in the regional regulation. The purpose of the research is to know implementation of regional implementation of Tegal No. 4 in 2012 in the provision of green open space and the inhibiting factors in the implementation of regional regulation. The research proves that there are still many violations that occur in the arrangement of green open space this is due to very low level of public awareness in the provision of green open space. In addition to the lack of land and funding constraints Tegal goverment in providing green open space, socio ecconomic conditions, political and technological advancements also influence in decision making and implementationKeywords : Policy Implementation, spatial, green open space

Abstract

AbstractRegional expansion became a phenomenon after the reform era in Indonesia. The manifestation of democracy in the autonomous region has given rise to so many new autonomous region. The growth of new autonomous region in Indonesia became a controversy, due to the increased quantity of autonomous regions in Indonesia are not accompanied by an increase in the quality of its performance. West Bandung Regency is an autonomous region that was inaugurated in 2007, this area was chosen as the locus of the study. This research used qualitative method with descriptive qualitative type that will present the data in accordance with the findings and facts on the ground. This research has a focus problem that explore the reasons and considerations of regional expansion and examines the expansion process of West Bandung Regency. The findings of the research in the field shows that the reasons and considerations of regional expansion motivated by Bandung Regency’s geography that has a broad area and motivated by aspirations of the people who gathered on Committee Of West Bandung Region Formation. The process of expansion carried out in accordance with current regulations that the Government Regulation No. 129 of 2000 on the establishment of requirements and criteria for expansion, deletion and merging areas. The expansion which have been implemented should be a contributing factor in the successful development of the area as shorten the span of control of government to accelerate the development effectively. Strong aspiration of the people should be accommodated into the social capital to implement the accelerated development of the region.Keywords: regional expansion, autonomous region

Abstract

The purpose of this study was to determine the extent of one stop service has been implemented by KPPT Kudus Regency will directly impact on the high business license so as to increase the chances of the investment climate. Indicators of successful implementation of OSS using Standar Pelayanan Minimal (SPM) in accordance with Decree No. 63 of 2003 MENPAN analyzed descriptively by looking at the phenomenon that is happening in the community. Looking at the various aspects that have been analyzed can be concluded that the ease of licensing after the implementation of OSS that can boost a business license so investment opportunities in the Kudus Regency is getting better.Keywords: OSS, Licensing and Investment.

Abstract

The purpose of this study was to determine the appointment of Secretary of Rural Policy Implementation (Sekdes) become civil servants (PNS) in the year 2007 to 2012 in Demak. In analyzes using 4 indicators George C. The results showed that the implementation of policy in the appointment of a civil servant Sekdes Demak has been successful, although in practice there are constraints on the Sekdes who reject this policy because they are earning so crooked revenues will decrease drastically after appointed as civil servants and civil service retirement if prior to 65 years after PNS to 56 years so that the losses of 9 years. As well as gaps and sense of discrimination for the village of Kadesh and other devices that are in the minus because they are not earning so crooked they are jealous and want to be appointed civil servants to be more prosperous. Find solutions for local government in Demak Sekdes want to be a civil servant appointed by Regulation No. 3 of 2010 is about 50% additional income from former crooked garapannya cashed and given every month, so it does not lose too big Sekdes.Keywords: Public Policy, Secretary of the village and civil servants.

Abstract

AbstractOptimization of utilization of Tamansari station in order to increase public transportationservices in the city of Salatiga is a variety of efforts made in developing governmenttransportation Salatiga city which until now still not running at maximum. The findings showthat the situation of tamansari station doesn't go Past optimally due to many factors such as (1)a terminal Condition is not in accordance with the conditions of Salatiga, (2) the TransportConditions is overload on certain routes, (3) a very good road conditions but are not offset bythe condition of the terminal itself, (4) The number of staff that are minimal, the quality of thedriver as well as a growing community of low leaving city transport as a means of publictransport. Of the issues the City Government has made numerous attempts, such as: Restrictionson the route permit routes already crowded city transport, standardization, standardization oftransport drivers, as well as the total renovation of the terminal doing Tamansari StationSalatiga. Abstract

The title of the background of writing a thesis this is because one of the water sources that is in the earth and can be utilized for everyday needs is ground water. To protect the existence of ground water from the exploitation of water, and to augment pad District Blora and implementation of the water tax.Ground water tax is compulsory contributions to the regions having the character of force based on the law by not rewarded directly and in use for purposes related to the region of the welfare of the people.Tax is impact on a source of income an area.The study is done to know about the evaluation of an implementation of regulation number 9 2011 about the tax ground water District Blora 2011-2012.Methods used in this research using a method of mixed (between a method of qualitative and quantitative methods). An informer in this research is governments Blora dppkad, represented by the head the head of revenue; employees Dppkad, commission, council members b and respondents from society as taxpayers ground water as many as 30 people.The technique is through a questionnaire, collecting data observation that is done with the election of respondents had to use techniques the withdrawal of samples sistimatically, an interview with the technique of snowball, deep as well as by examination of the validity of technical data.The result showed the result of the implementation of perda ground water tax has been good enough.The implementation of this is highly dependent upon the allocation of capital the quality of its human resources, their working bureaucracy, regulations that exist and the role of local government. A factor of impediment to implementation regulations among others: roads, SDM that is still low, natural2resources limited, socialization less, and the imposition of tariffs that is too high.Although realization it can be a bit when compared with the implementation of perda other taxes namum parties dppkad everlastingly increase pad of the ground water every year.Recommendations for the next research the government at regular intervals must do evaluation or polled on the implementation of perda ground water tax in the county of Blora this to the people the government must provide training as well as improve education for officers dppkad implementor, as parties formed dept. of the need for a new, specifically deal with a problem income throughout a county Blora.Keyword : regional regulation, ground water tax, Dppkad District Blora

Abstract

Pelestarian lingkungan hidup merupakan salah satu program yang menjadi fokus Kabupaten Semarang untuk ditindaklanjuti oleh pemerintah desa. Pemerintah Desa dalam rangka penyelenggaraan otonomi desa, berwenang untuk membuat peraturan desa, salah satunya peraturan desa tentang pelestarian lingkungan hidup. Peraturan Desa merupakan peraturan yang dibuat, dibahas, dan disepakati dan ditetapkan oleh Kepala Desa bersama dengan Badan Permusyawaratan Desa (BPD). Akan tetapi masih banyak desa di Kabupaten Semarang yang belum memiliki perdes tersebut. Tujuan penelitian ini adalah untuk menganalisis kewenangan pemerintah desa dalam pembuatan peraturan desa tentang pelestarian lingkungan hidup apakah sudah sesuai dengan tahapan yang ada. Dan menganalisis alasan desa-desa yang hingga saat ini belum memiliki perdes tersebut. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif, dengan teknik pengumpulan data berupa wawancara. Hasil penelitian menunjukkan bahwa yang desa yang telah memiliki peraturan desa dan menjalankan programnya adalah desa yang pemerintahnya memiliki komitmen dalam pelestarian lingkungan dan didukung dengan sarana dan prasarana lainnya. Sedangkan desa yang belum memiliki perdes tersebut adalah desa-desa yang belum pernah mengalami permasalahan lingkungan sehingga kelestarian lingkungan belum menjadi prioritas program, juga alasan lain seperti permasalahan dana, komitmen pemerintah desa dan masyarakat, dan juga mewabahnya pandemi Covid-19. Kewenangan desa dalam pembuatan peraturan desa tentang pelestarian lingkungan hidup merupakan kewenangan yang dilimpahkan Pemerintah Kabupaten Semarang kepada pemerintah desa. Pemerintah desa dapat lebih aktif mengupayakan pelestarian lingkungan hidup sebagai langkah preventif dari adanya permasalahan lingkungan yang diakibatkan manusia atau bencana alam. Sehingga perlu adanya komitmen yang mulai dibangun pemerintah desa untuk membuat perdes pelestarian lingkungan hidup dan pelaksanaan programnya

Abstract

Abstract The phenomenon of community governance or people who are able to plan and make decision that affect directly to the community itself such as in educational service keeps popping up. Created an alternative school as in Qaryah Thayyibah Alternative School was one of example of it. This study aims to determine the role of Qaryah Thayyibah in providing education services through an alternative school model and see the level of public acceptance of the school. This study used a qualitative approach which describes research in the form of a description without using numbers and classified as non-experimental descriptive type because researcher is just trying to describe and explain from what is obtained from the field without performing experiments on the respondents. The study was conducted over three months from the date of 21 December 2012 - 22 December 2012 through observation, interviews and documentation of the managers, assistants, community, government and other literature relating to the Qaryah Thayyibah Alternative School. The results of this study describes role of Qaryah tayyibah in providing education services through its alternative school models of learning and school management. Although the school management is still low but has sought involve the community and parents in the learning process and school management. The results also explain the level of public acceptance is still relatively low in the existence Qaryah tayyibah Alternative School.  Suggestions given for Qaryah Thayyibah Alternative School are the need for strengthening the functions of the school management and the need for two-way communication between the school and the community who both involved and not involved in the educational process.

Regency Kendal is one who offers policy isenvironmentally sound policy Sak Uwong Sak Uwit (SUSU ).T he policy obligingcouples prospective brides and post-delivered-mothers for planting trees, forprospective brides prior to ijab qobul compulsory plant two trees.This research aims to find out how the implementation of policies of SakUwong Sak Uwit (SUSU) in the Regency of Kendal as well as any barriersexperienced by Kendal Regency Government. The methods used in this researchusing qualitative methods. The qualitative method is a method in which toconduct research using the techniques of observation or interviews.The results of research that has been done by researchers is in theimplementation of policies of Sak Uwong Sak Uwit (SUSU) in the Regency ofKendal is still in the stage of dissemination policy conducted by the Governmentthrough the coordination meeting of the Kendal District or Department meetings,while the implementation of Sak Uwong Sak Uwit (SUSU) in the village has yetto run its full potential because of a lack of commitment to the village chief. In theimplementation of policies of Sak Uwong Sak Uwit (SUSU) in the Regency ofKendal there are also constraints encountered, namely: 1. the lack of socializationto society, 2. the lack of financial resources and facilities, 3. lack of commitmentand a good kerjasaman which is owned by the Government of Kendal and 4.
