Implementasi Peraturan Menteri Tentang Pendaftaran Tanah Sistematis Lengkapi Desa Belok Sidan Kecamatan Petang Kabupaten BadungPenelitian ini bertujuan untuk mengetahui pelaksanaan Peraturan Menteri Agrariadan Tata Ruang/Kepala Badan Pertanahan Nasional Nomor 6 Tahun 2018 tentangPendaftaran Tanah Sistematis Lengkap Di Desa Belok Sidan Kecamatan Petang KabupatenBadung dan Kendala yang dihadapi dalam Pendaftaran Tanah Sistematis Lengkap di DesaBelok Sidan. Kecamatan Sore, Kabupaten Badung. Teori yang digunakan adalah teoriimplementasi kebijakan publik yang dikembangkan oleh Van Meter dan Van Horn dimanaimplementasi ditentukan dari 6 faktor yaitu Standar dan tujuan kebijakan, Sumberdaya,Komunikasi antar organisasi dan kegiatan penguatan, Karakteristik agen pelaksana,Ekonomi, sosial dan politik lingkungan, Pelaksana Disposisi. Informan dalam penelitian iniadalah 10 orang yang terkait dengan Pendaftaran Tanah Sistematis Lengkap di Desa BelokSidan yang diambil secara purposive sampling. Analisis data yang digunakan adalah analisisdata kualitatif. Hasil dari penelitian ini adalah Peraturan Menteri Agraria dan TataRuang/Kepala Badan Pertanahan Nasional Nomor 6 Tahun 2018 tentang Pendaftaran TanahSistematis Lengkap telah dilaksanakan dengan baik di Desa Belok Sidan dilihat daripelaksanaan enam faktor yang mendukung pelaksanaan menurut Van Meter dan Van Horndalam pelaksanaan program PTSL ini di Desa Belok Sidan. Namun masih terdapat kendalayang dihadapi di Desa Belok Sidan dalam pelaksanaannya di lapangan. Kata Kunci: Implementasi, Kebijakan, Pendaftaran Tanah

One sector which is the foundation for improving the national economy is tourism. Lack of innovation and creativity causes many tourist destinations to have not differences and uniqueness with other tourist destinations. However, there were many opportunities from villages that can be developed and then integrated with each other in order to support the uniqueness of an area. The types of this research is descriptive qualitative. The research methods used are observation, interview, documentation and internet access. The purpose of this research is to develop community participation so that tourism development will be more effective and efficient because the community will be more responsible for the sustainability of tourism. So the Penta helix Collaboration is needed in realizing village empowerment holistically. So that creative tourism innovation is realized to increase village income.

Bencana alam terjadi dikarenakan adanya perubahan pada alam, yang berlangsung perlahan perlahan maupun ekstrim. Penanganan sebuah bencana memerlukan payung hukum yang jelas dalam penerapan implementasipemberian bantuan sosial. Seperti halnya Implementasi Peraturan Bupati Karangasem No.14 tahun 2016 dimana dijelaskan bahwa dalam membantu meringankan korban bencana baik kerugian materi maupun psikis bagi seseorang ataupun bagian dari kelompok tertentu maka pemerintah daerah terjadinya bencana wajib memberikan bantuan sosial maupun santunan bagi korban bencana yang sudah terencana dengan baik serta bantuan lain yang sifatnya stimulant seperti perbaikan sarana maupun fasilitas umum. Peneliti memilih model implementasi dari Pendekatan Merilee S. Grindle yang dikenal dengan Implementation as A Political and Administrative Procces. terdiri dari 2 variabel yang imempengaruhi yaitu keberhasilan suatu implementasi kebijakan publik yakni dapat diukur berdasarkan proses pencapaian hasil akhirnya (outcomes) yakni tercapai atau tidaknya tujuan dari implementasi tersebut. Dalam studi kasus ini implementasi dari Peraturan Bupati Karangasem No.14 tahun 2016 pada intinya sudah berjalan dengan cukup baik sesuai dengan maksud dan tujuan yang tertuang pada peraturan tersebut.

The government is required to always adjust to what is needed by the community, one of which is the need for decent public services. Collaboration is a stage to give birth to a service innovation in the public sector, therefore collaboration in innovation seems endless to always be discussed by the government as well as organizations and other sectors. In the last ten years, the practice of collaboration and innovation in the administration of the government bureaucracy in Indonesia has been revealed in a number of literatures. One of them is in Penatih Dangin Puri Village, East Denpasar District. According to Government Regulation Number 17 of 2018 concerning sub-districts, it is stated that the task of the Perbekel is in the field of service in the working area. In accordance with the mandate of the government regulation, one form of service in Penatih Dangin Puri Village is business license services through Online Single Submission (OSS), land services, and non-licensing services. The purpose of this research is to find out the collaboration process in the implementation of business license services through the Online Single Submission (OSS) system in Penatih Dangin Puri Village, East Denpasar District and to determine the achievement of collaboration results in the implementation of business license services through the Online Single Submission (OSS) system. in Penatih Dangin Puri Village, East Denpasar District. The theory used by Penta Helix Collaborative according to Howkis (2009: 34) is, optimizing the role of academic, business, community, government and media (ABCGM), in developing goals because it relates to policies made by the government because this theory is a breakthrough and new strategy in In this millennial era, some regional heads have even made the Pentha Helix concept a new strategy to deal with several problems that occur in the region. This study uses a qualitative approach where the qualitative approach is an approach based on the philosophy of postpositivism, while for researching on natural objects, where the researcher is the key instrument, the data collection technique is done by triangulation (combined). Where data analysis is inductive/qualitative, and qualitative research results emphasize the meaning of generalization. Researchers have made direct observations to Penatih Dangin Puri Village. In addition, the authors also conducted observations and documentation studies on existing documents and policies, as well as in-depth interviews with all informants related to the implementation of the Online Single Submission (OSS) permit service.
