Abstract

One sector which is the foundation for improving the national economy is tourism. Lack of innovation and creativity causes many tourist destinations to have not differences and uniqueness with other tourist destinations. However, there were many opportunities from villages that can be developed and then integrated with each other in order to support the uniqueness of an area.  The types of this research is descriptive qualitative. The research methods used are observation, interview, documentation and internet access. The purpose of this research is to develop community participation so that tourism development will be more effective and efficient because the community will be more responsible for the sustainability of tourism. So the Penta helix Collaboration is needed in realizing village empowerment holistically. So that creative tourism innovation is realized to increase village income.

Abstract

Penerimaan Peserta Didik Baru (PPDB) adalah proses penarikan calon peserta didik untuk dijadikan input sekolah dengan tujuan untuk memeratakan akses dan kualitas pendidikan. Pelaksanaan PPDB ini berdasarkan atas Peraturan Menteri Pendidikan Dan Kebudayaan Republik Indonesia No 1 Tahun 2021. Berdasarkan latar belakang masalah di atas, maka yang menjadi rumusan masalah dalam penelitian ini adalah Bagaimanakah implementasi kebijakan pelayanan publik PPDB di Sekolah Dasar No 6 Abiansemal, dan faktor-faktor yang mendukung dan menghambat implementasi kebijakan pelayanan publik penerimaan peserta didik baru di Sekolah Dasar No 6 Abiansemal. Tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan pelayanan publik PPDB di masa pandemi Covid-19 di Sekolah Dasar No 6 Abiansemal dan untuk mengetahui faktor-faktor yang mendukung dan menghambat implementasi kebijakan pelayanan publik di Sekolah Dasar No 6 Abiansemal. Penelitian ini menggunakan metode penelitian deskriftif kualitatif. Hasil penelitian ini menunjukkan bahwa Implementasi kebijakan PPDB di Sekolah Dasar No 6 Abiansemal belum berjalan dengan optimal yang dapat dilihat dari masih adanya masyarakat yang kurang paham dengan proses PPDB melalui jalur zonasi karena kurangnya sosialisasi yang diberikan oleh Dinas Pendidikan sehingga timbul ketidakpuasan beberapa orang tua siswa dalam mengikuti PPDB online. Faktor yang mendukung implementasi kebijakan pelayanan publik PPDB di Sekolah Dasar No 6 Abiansemal karena adanya partisipasi publik dalam proses PPDB online serta adanya standar dan sasaran kebijakan. Sedangkan faktor yang menghambat yaitu adanya calon peserta didik baru yang berada di luar zonasi, adanya NIK peserta didik yang tidak terdaftar di sistem pendaftaran online, serta adanya jumlah siswa yang melebihi kuantitas rombel.

Abstract

Bencana alam terjadi dikarenakan adanya perubahan pada alam, yang berlangsung perlahan perlahan maupun ekstrim. Penanganan sebuah bencana memerlukan payung hukum yang jelas dalam penerapan implementasipemberian bantuan sosial. Seperti halnya Implementasi Peraturan Bupati Karangasem No.14 tahun 2016 dimana dijelaskan bahwa dalam membantu meringankan korban bencana baik kerugian materi maupun psikis bagi seseorang ataupun bagian dari kelompok tertentu maka pemerintah daerah terjadinya bencana wajib memberikan bantuan sosial maupun santunan bagi korban bencana yang sudah terencana dengan baik serta bantuan lain yang sifatnya stimulant seperti perbaikan sarana maupun fasilitas umum. Peneliti memilih model implementasi dari Pendekatan Merilee S. Grindle yang dikenal dengan Implementation as A Political and Administrative Procces. terdiri dari 2 variabel yang imempengaruhi yaitu keberhasilan suatu implementasi kebijakan publik yakni dapat diukur berdasarkan proses pencapaian hasil akhirnya (outcomes) yakni tercapai atau tidaknya tujuan dari implementasi tersebut. Dalam studi kasus ini implementasi dari Peraturan Bupati Karangasem No.14 tahun 2016 pada intinya sudah berjalan dengan cukup baik sesuai dengan maksud dan tujuan yang tertuang pada peraturan tersebut.

Abstract

Pedoman Penyusunan Peraturan Desa dan Peraturan Kepala Desa diatur dalam Permendagri Nomor 111 Tahun 2014 tentang Pedoman Teknis Peraturan di Desa. Perumusan permasalahan yang akan dikaji dalam penelitian ini adalah Bagaimanakah proses penyusunan Peraturan Desa di Desa Tiyingtali, Kecamatan Abang, Kabupaten Karangasem dan upaya-upaya apakah yang dilakukan oleh Desa Tiyingtali dalam proses penyusunan Peraturan Desa. Metode penelitian dalam penulisan ini menggunakan metode kualitatif. Hasil temuan penelitian bahwa Pemerintah Desa Tiyingtali secara umum dalam rangka penyusunan peraturan desa belum menyusun tindakan sudah menetapkan serangkaian tindakan. Selanjutnya dalam penentapan aktor bahwa Pemerintah Desa Tiyingtali secara umum sudah menentukan aktor dalam proses penyusunan peraturan desa, akan tetapi aktor yang ditunjuk menolak untuk melaksanakan tugas tersebut. Sedangkan unsur orientasi nilai, Pemerintah Desa Tiyingtali dalam proses penyusunan peraturan desa sudah berorientasi terhadap nilai dari perdes tersebut namun orientasi nilai yang relevan dengan kepentingan masyarakat belum ada. Upaya-upaya yang dilakukan oleh Desa Tiyingtali dalam proses penyusunan Peraturan Desa adalah Tahap penyusunan, Tahap pembahasan, Tahap penetapan, Tahap pengundangan, Tahap penyebarluasan, Tahap evalausi, dan klarifikasi

Abstract

A tourist village is a form of integration between attractions, accommodation and supporting facilities presented in a structure of community life that is integrated with the prevailing procedures and traditions. Creative economic tourism potential such as honey beekeeping and Virgin Coconut Oil (VCO) production. Even though it has diverse tourism potential, in fact village tourism access support and facilities are still not optimal. Apart from developing access and tourist facilities, the lack of sensitivity to the potential for cultural tourism has also resulted in cultural tourism in Selumbung Village not being able to develop as well as natural tourism potential, but also cultural uniqueness and characteristics. In planning it is considered necessary to carry out planning, namely media planning (determining goals, strategies, programs and media budgeting), FGDs, program outreach). This step is then followed by branding activities, which include: public relations, promotion, tourism exhibitions, creation of social media and websites. It is hoped that the assistance provided by tourism development in Selumbung Village can run as expected.

Abstract

The government is required to always adjust to what is needed by the community, one of which is the need for decent public services. Collaboration is a stage to give birth to a service innovation in the public sector, therefore collaboration in innovation seems endless to always be discussed by the government as well as organizations and other sectors. In the last ten years, the practice of collaboration and innovation in the administration of the government bureaucracy in Indonesia has been revealed in a number of literatures. One of them is in Penatih Dangin Puri Village, East Denpasar District. According to Government Regulation Number 17 of 2018 concerning sub-districts, it is stated that the task of the Perbekel is in the field of service in the working area. In accordance with the mandate of the government regulation, one form of service in Penatih Dangin Puri Village is business license services through Online Single Submission (OSS), land services, and non-licensing services. The purpose of this research is to find out the collaboration process in the implementation of business license services through the Online Single Submission (OSS) system in Penatih Dangin Puri Village, East Denpasar District and to determine the achievement of collaboration results in the implementation of business license services through the Online Single Submission (OSS) system. in Penatih Dangin Puri Village, East Denpasar District. The theory used by Penta Helix Collaborative according to Howkis (2009: 34) is, optimizing the role of academic, business, community, government and media (ABCGM), in developing goals because it relates to policies made by the government because this theory is a breakthrough and new strategy in In this millennial era, some regional heads have even made the Pentha Helix concept a new strategy to deal with several problems that occur in the region. This study uses a qualitative approach where the qualitative approach is an approach based on the philosophy of postpositivism, while for researching on natural objects, where the researcher is the key instrument, the data collection technique is done by triangulation (combined). Where data analysis is inductive/qualitative, and qualitative research results emphasize the meaning of generalization. Researchers have made direct observations to Penatih Dangin Puri Village. In addition, the authors also conducted observations and documentation studies on existing documents and policies, as well as in-depth interviews with all informants related to the implementation of the Online Single Submission (OSS) permit service.
