Abstract

This study aims to find out the implementation of Law Number 22 year of 2009 on Traffic and Road Transportation against National Road Misuses conducted by PT.Conch South Kalimantan Cement. And find out the public responses to the problems in the forms of national road damages occuring due to very heavy loads carried by the cement transports of PT.Conch South Kalimantan Cement. This study used descriptive qualitative method. The research locations were along the national road damaged by the cement transport in Tabalong Regency. The sampling technique used purposive sampling which is selected with consideration and certain purposes. The informants in this research were public policy actors. Data collection used observations, interviews, and documentation. The data analysis technique used an interactive model. The result of the research showed that the implementation of Law Number 22, Year of 2009 was still not effective, because there were obstacles in the implementation. Some of them were the limitation of authority among implementers, and the lack of facilities to support the implementation of the policy. The responses of the public policy actors in responding to the problems of road damages caused by the cement transports were to continue controlling the cement transports and also to request responsibilities, either directly or indirectly to the related company, and review the impacts caused by the existence of the cement company. Abstract

Based on the Peraturan Menteri Dalam Negeri Number 110, the Village Consultative Body has the function of supervising the performance of the Village Head, the supervision as intended is carried out through planning, implementing and reporting on the administration of village governance. In carrying out the supervisory function of the Village Consultative Body on the planning, implementation and reporting of village administration, it is intended as a preventive effort so that the village government in carrying out village government does not make deviations. This study aims to determine the function of the village consultative body in the aspect of supervision to improve village heads. This study used descriptive qualitative method. Data collection techniques used in-depth interviews, with data validity using data triangulation. The data analysis technique uses an interactive model through the stages: data condensation, data presentation, and drawing conclusions. The results showed that the function of the village consultative body in the aspect of supervision to improve the performance of the Village Head in Takulat Village, Kelua District, Tabalong Regency had been implemented "quite well".

Abstract

Regional development planning is the implementation of community participatory development planning based on Law Number 25 of 2004 concerning the National Development Planning System (SPPN). Two approaches to development planning in the SPPN are top-down and bottom-up participatory development planning. Regional development planning by involving bottom-up communities is carried out with the musrenbang mechanism starting from the village, sub-district, district and provincial levels. At the village level, this deliberation is called the Village Development Planning Deliberation (Musrenbangdes). Musrenbangdes provides broad opportunities for village communities to participate in development planning and discuss problems faced and alternative solutions at the village level. This study aims to determine the power or degree of community participation in the implementation of the Maburai Village Development Planning Meeting, Murung Pudak District, Tabalong Regency. The method used by the researcher is descriptive quantitative, with the sampling technique that will be used in this study is non-random sampling (non-probability sampling), namely purposive sampling. The results showed that the level of community participation in the development planning deliberations in Maburai Village reached the sixth rung of the ladder, namely the Partnership ladder, or up to the degree of Community Power (citizen power). At the rung of the Partnership ladder, the community can negotiate with the policy makers, namely the village government. At this level, the community is not only given the space to have a voice, but also the power to make decisions.

Abstract

Pemerintah desa harus memiliki komitmen yang kuat untuk meningkatkan kinerja terutama dalam setiap melakukan pelayanan kepada masyarakat. Namun dalam kenyataannya pemerintah desa belum dapat mewujudkan kinerja pelayanan publik sesuai dengan yang diharapkan masyarakat. Tujuan penelitian ini adalah untuk mengetahui dan menganalisis bagaimana kinerja pemerintah desa dalam penyelenggaraan pelayanan publik, beserta identifikasi faktor penghambat yang mempengaruhi penyelenggaraan pelayanan publik. Jenis dan pendekatan menggunakan deskriptif kualitatif dengan teknik wawancara mendalam kepada informan kunci. Teknik analisis data menggunakan model interaktif. Hasil penelitian menunjukkan bahwa kinerja pemerintah desa dalam penyelenggaraan pelayanan publik cukup baik. Namun masih terdapat beberapa indikator yang hasilnya belum sesuai sehingga menjadi faktor penghambat, seperti masih belum adanya inovasi pelayanan, masih ada beberapa kebutuhan masyarakat yang sulit untuk dikenali oleh pemerintah desa, serta belum adanya sarana dan penanganan terkait pengaduan, saran dan masukan.

Abstract

Puskesmas merupakan unit pelaksana pelayanan kesehatan di wilayah kecamatan. Pembangunan puskesmas di tingkat kecamatan memiliki peran yang sangat penting dalam memelihara kesehatan masyarakat. Pengukuran kinerja puskesmas terhadap kepuasan yang dirasakan masyarakat dianggap penting guna menjadi bahan evaluasi bagi puskesmas dalam kualitas pelayanan yang diberikan oleh puskesmas sebagai lembaga publik. Tujuan penelitian ini adalah untuk menganalisis kinerja puskesmas dalam memberikan pelayanan kesehatan, dan untuk mengukur besarnya tingkat kinerja puskesmas dalam memberikan pelayanan kesehatan. Jenis dan pendekatan yang digunakan adalah deskriptif kuantitatif. Teknik pengumpulan data menggunakan kuesioner dengan jumlah sampel sebanyak 196 orang dari jumlah populasi sebanyak 400 orang. Teknik analisis data menggunakan nilai rata-rata tertimbang. Hasil penelitian menunjukkan keselarasan antara kepentingan dan kepuasan masyarakat masih belum sesuai. Pada 17 unsur kepuasan masyarakat sudah baik, walaupun terdapat satu unsur yang memiliki nilai paling rendah yaitu kenyamanan ruang tunggu. Namun secara keseluruhan mutu pelayanan mendapatkan nilai “A” yang berarti kinerja pelayanan puskesmas menunjukkan kategori “sangat baik”.
