Abstract

After the political reform in 1998, Indonesia held 5 elections, namely in 1999, 2004, 2009, 2014, and 2019. From the implementation of the elections that occurred in each period, of course, the conditions were different. It even has its problems in every election carried out both from regulations, the electoral system, and even technicalities. So that after the completion of the election, an evaluation is always carried out for improvement in the upcoming election. The method used in this study is a descriptive qualitative method. The result of this study is that every election has different characteristics, both from the aspect of electoral law and the electoral process. Although it is also known that every election implementation still has various shortcomings. However, any deficiencies become materials for the improvement of each election in the future, to create quality elections. The electoral system remains an important point in managing the degree of representation in parliament. From the experience of the 5 times holding elections in Indonesia, a representative proportional system is a fixed choice taken by decision-makers. Although each election uses a proportional system, based on experience there are several differences in each election, such as the 1999 election using a closed variant, the 2004 election with a semi-open variant, and 2009, 2014, and 2019 elections purely openly.

Abstract

Governance is aimed at creating quality public service functions. Quality public services are services that can provide satisfaction to the public. This can be seen from the 5 dimensions of public service quality which are the benchmarks in providing satisfaction to the community, namely, reliability, responsiveness, assurance, empathy, and tangibles. The ethical standards of public service required here are the fulfillment or embodiment of the values or norms of attitude and behavior of the public bureaucracy in every service and action, which can be accepted by the wider community. This does not mean that the public service bureaucracy does not have service ethical standards at all, but it is the application of these ethics that may need to be improved. The method used in this research is qualitative with a literature study. The result of this study is that the existence of a code of ethics does not guarantee that the public service bureaucracy in Indonesia becomes an efficient, clean, and accountable bureaucracy. What is important is not just the existence of rules that are formulated in detail what are the ethical values of administrators but how these values are implemented. Two very important things in implementing ethics are the existence of standards (rules or norms) that must be obeyed and a strong will to carry them out.

Abstract

The fading of nationalism is a real threat to Indonesia, especially the younger generation. The flow of modernization has an impact on the weakening of the spirit of nationalism of the younger generation and considers nationalism as a mere formality. Weakening nationalism can be a trigger for national destruction if it cannot be prevented wisely. This service activity aims to foster the spirit of nationalism through strengthening Pancasila nationalism to students of SMKN 3 Palangka Raya. This activity was carried out using a persuasive approach method in lectures, discussions, and question. The results of the activities carried out showed an increase in students' understanding of Pancasila nationalism. The students showed high interest in participating in the service activities. The high interest of the students can be seen from their enthusiasm in listening to the material as well as when interacting in discussion and question. Abstract

Digital-based government transformation is an obligation as well as a challenge for the government, in accordance with Presidential Decree no. 95 of 2018 concerning Electronic-Based Government Systems (SPBE) in which SPBE aims to improve efficiency and convenience so as to create efficient and quality governance. But in reality, the implementation of E-Government in digital bureaucracy has not run optimally. Therefore, this article aims to find out how the implementation of E-Government through SI-DOI services in supporting the efficiency of governance at the Disdukcapil City of Palangka Raya then looks at the quality of service and efforts to improve services. The method used is descriptive qualitative method with data collection techniques in the form of observation, interviews, documentation and the technique of determining informants in the form of purposive sampling. The results showed that the quality of service through SI-DOI was quite good because it fulfilled the 5 dimensions of quality according to Berry and Parasuraman. The application of SI-DOI as an E- Government implementation can be said to be quite successful with the existence of 3 successful elements of E-Government that are owned, thereby supporting the efficiency of the governance process. This can be seen from the benefits obtained from both parties in the form of ease of service, minimum time, cost and effort, as well as achievement according to targets for agencies by minimizing the use of resources. However, it is still not optimal enough because there are still inadequate facilities, as well as network constraints.
