Abstract

Semarang’s local government has determined policy about advertisements’s implementation through Spacial Planning department as an implement in advertisement’s implementation policy that head for keeping the beauty of the city that appropiate with spacial planning of Semarang’s city and society’s comfort, but the implementation is still not effective yet. Based on researcher’s invention, known that implementation of the policy isn’t optimum yet and still found some violations. The purpose of this research are for describe and analyze the implementation of advertisement’s implementation policy and for analyze the factors that influence in that implementation. The method used in this research is qualitative-descriptive type. The technique that is used is observation, interview and documentation. Based on research’s result, can be understood that the implementation which has implemented, there is a promoter’s factor, and that factor is communication, but there are some constraint factors which influence the policy. The factors are the resource, bureaucracy’s structure and dispotition which become obstruct of implementation of advertisement’s implementation policy in Semarang City. The reccomendation that writer gives to Spacial Planning Department has a purpose for being better in implementating the advertisement implementation’s policy in Semarang City

Abstract

Community empowerment activities is one of the key components as an effort to overcome the problems of underdeveloped Kandri administrative village area as a tourism village in the city of Semarang. It is important considering the majority livelihoods of Kandri villagers are working on the agricultural sector, then to transform to involve in the field of tourism business. This research will further elaborate the implementation of community empowerment activities in the policy of tourism village in Kandri administrative village, Gunungpati district, city of Semarang. The method used in this research is qualitative - descriptive type, with key informants from the staff of Semarang Municipal Office of Cultural and Tourism that specifically managed programs related with tourism village, and community members of Kandri administrative village part of the Kelompok Sadar Wisata (Pokdarwis) management. The purpose of this study is to analyze the implementation of community empowerment activities from the 5 accuracy theory by Riant Nugroho, and describing factors influencing the implementation of activities. The results of the research shown that in the implementation of the undertaken activities, there are problems related to the suitability of the activities provided to local conditions; the assigned of target community; and the transformation process of the local community to become businessmen in tourism sector. Constraint factors of the community empowerment implementation process are the clarity and policy standards, the commitment of governments, social and economic conditions, and the disposition of the implementor. Recommendation earned from this research are : increasing participation of the Tourism Department in the development of Kelompok Sadar Wisata (Pokdarwis) on Kandri administrative village, proportionally to both Pokdarwis Pandanaran and Pokdarwis Sukomakmur; guidelines for the implementation were made by The Government toward the undertaken activities; and clear budget allocation in supporting the activities.

Abstract

The resources of forest and land provide so many advantages for human life. One of the challenges and problems that still be faced in this time is the land degradation that can cause a variety of affects and impact on the environment and human life. The government imposed a forest and land rehabilitation program as an effort to improve and restore the functionality and productivity of land that suffered damage. The aims of this study are to describe the implementation of forest and land rehabilitation programs through the activities of community forest in Kalisidi Village Ungaran Barat Sub-District, Semarang Regency. Besides, to figure the factors that supporting and inhibiting implementation of the program. This study used descriptive qualitative approach. The data in this study were obtained from interviews with informants, observation, and documents. This study used a case study approach. The results of this study has shown that the implementation has been carried out in accordance with the applicable regulations, Permenhut-II Number: P.70/Menhut-II/2008 about Technical Guidelines for Forest and Land Rehabilitation. Activities that have been conducting is preparation, cultivation and conservancy of plants. That is indicated by the formation of ten farmer groups in Kalisidi Village that uses Agroforestry system, yet it still has deficiencies. Based on the implementation model of Van Meter and Van Horn, the supporting factors are policy standards and objectives, inter-organizational communication, the characteristics of the implementing agencies, the disposition of implementers and the economic environment. While the inhibiting factors are policy resources, the social and political environment. Advice that can be given are strengthening the institutional against farmer groups, increasing quantity of the forestry field extension agent, the need for a Regional Regulation concerning the management of community forest in Semarang Regency, increasing surveillance against the existence of the wood collectors and reviewing the rules of administration of the products that derived from community forest.

Abstract

The Policy of Perlindungan Lahan Pertanian Pangan Berkelanjutan (LP2B) aims to protect and defend LP2B area to attain food security. 46% of whole area in Tegal Regency has been assigned in Peraturan Daerah as Lahan Pertanian Pangan Berkelanjutan (LP2B). Yet, to date still found unclear data about the extens magnitude of it. This research aims to describe policy implementation of Perlindungan Lahan Pertanian Pangan Berkelanjutan in Tegal Regency based on Peraturan Daerah Kabupaten Tegal Nomor 10 Tahun 2012 about Rencana Tata Ruang Wilayah Kabupaten Tegal Tahun 2012-2032 and to identify supporting also resisting factors. The method we used is descriptive qualitative research. From our research, we find: (i) The agency has not been implementing three strategic listed in Peraturan Daerah due to LP2B policy is still on the process of identification; (ii) The supporting factor of policy implementation is disposition, whereas the resisting factors are communication, resources and bureaucratic structure. There are some recommendations can be given by researcher. First, Making Peraturan Daerah about LP2B policy of other regencies as reference. Second, increasing the number of human resources, intencity of socialization, and coordination among executive agencies. Finally, creating standard operating procedures as soon as possible.

Abstract

Health is an essential factor that potentially becomes a paramater of people’s welfare. Genuinely the health in Indonesia is still below par, one of the factors is the poverty. The Governor of DKI Jakarta constructed a regulation which is Gubernatorial Regulation No. 123 Of The Year Of 2014 about Membership and Service of Health Insurance to provide the access for the people of DKI Jakarta who have no health insurance and for the people live under poverty to obtain health insurance that is fully-funded by Regional Budegt (APBD) of DKI Jakarta Province. The objective of this research is to perceive the implementation of Gubernatorial Regulation No. 123 Of The Year Of 2014 about Membership and Service of Health Insurance in DKI Jakarta. In addition, it aims to perceive the supporting and afflicting factors of the regulation. This research utilized qualitative descriptive approach. The data in this research obtained from interviews with informant, observation, and document. Based on the result of the research, shown that the implementation had materialized well regarding the members and service given however there were found lack. The supporting factor of the implementation were the standards and regulations target, communication amidst the organizations and targetted communities, budget resource, characteristic of institutions as the actors and economic status. While the afflicting factors were the facility resource, human resource and political status. The suggestions are to add more officers and improve the service on first health facility and extended health facility and provide opportunity for government to generate service for existing member of health insurance in addition to the existing services.

Abstract

The thematic village is one of the poverty eradication programs based on communityempowerment by promoting sustainable development and the creative economy, whichis implemented by the Semarang City Government. One of the successful ThematicVillages is the Batik Village of Rejomulyo, which is now one of the tourism icons ofSemarang City. The success of Batik Village Rejomulyo is inseparable from the role ofstakeholders. It takes a relationship and synergy between the university-industrygovernment-community so that the Batik Rejomulyo Village can develop until now. TheSemarang City Government, which encouraged the rise of the batik industry by makingRejomulyo as the Kampung Batik, made the community motivated to continue to becreative and to innovate. However, the relationship between industry and universitieswith government and society is still not well seen. Therefore, it is necessary to explorethe role of each stakeholder in the quad helix relationship so that the universityindustry-government-society can have a mutually beneficial and supportive mutualrelationship.

Abstract

Triple helix merupakan konsep kolaborasi yang mendukung dalam pembangunan wisata bahari melalui hubungan dua arah antara government,business, dan academia. Peran government memiliki porsi yang lebih besar untuk mempersiapkan payung regulasi dalam perencanaan sektoral yang akan dilaksanakan oleh business dan academia. Penelitian ini digunakan metode kualitatif deskriptif bertujuan untuk mendeskripsikan secara jelas masalah penelitian tentang potensi kolaborasi triple helix serta implikasi bagi wisata bahari di Indonesia. Government berperan dalam menyediakan kerangka regulasi (RPJM dan Perda); business memberikan bantuan finansial dalam program CSR; sedangkan academia menyusun master plan pemberdayaan sekaligus menjadi fasilitator dalam lingkup kegiatan pengabdian kepada masyarakat.

Abstract

The impacts of the Covid19 pandemic are not only limited to the health sector. It also affects economic growth and more importantly our social fabrics. Due to its extensive impacts, governments especially in low-middle-income countries are facing tremendous challenges in mitigating covid19. In Indonesia, the government’s efforts in mitigating the impact of covid19 have been criticized for being inadequate, ineffective, and too late. The number of covid19 victims has surpassed 70,000 cases and economic growth is contracted significantly. One important element of the government’s effort during the pandemic is mobilizing social capital to support the government’s efforts. Theoretically, community-based activities and mobilization of social capital during outbreaks are positive attributes. The emergence of volunteers and mutual aid initiatives are generally considered good examples of social capital mobilization. However, this article highlights a different angle to the relationship between social capital, community-based resource mobilization, and the pandemic. Looking at the implementation of the Jogo Tonggo program in Central Java, we argue that state mobilization does not always lead to positive resource mobilization in coping with the impact of covid19. We employ discourse network analysis to examine the implementation of the Jogo Tonggo program through news from a local newspaper in Central Java. From our research, we argue that despite the ambitious vision of Jogo Tonggo, it does not appear to be the main discourse at the societal level. Moreover, much of the implementation of the Jogo Tonggo program is top-down and does not invoke a deep level of participation from the community. Keywords: social capital, resiliency, covid19, Jogo tonggo AbstrakDampak pandemi covid19 tidak hanya terbatas pada sektor kesehatan, tetapi juga mempengaruhi pertumbuhan ekonomi dan yang lebih penting adalah tatanan sosial kita. Karena dampaknya yang luas, pemerintah terutama di negara berpenghasilan menengah ke bawah menghadapi tantangan yang luar biasa dalam menanggulangi COVID19. Di Indonesia misalnya, upaya pemerintah dalam menanggulangi dampak Covid19 dikritik karena kurang memadai, tidak efektif dan terlambat. Jumlah korban covid19 telah melampaui 70.000 kasus dan pertumbuhan ekonomi menurun secara signifikan. Salah satu elemen penting dari upaya pemerintah selama pandemi adalah memobilisasi komunitas untuk mendukung upaya pemerintah. Secara teoritis aktivitas berbasis komunitas dan mobilisasi modal sosial selama wabah adalah atribut positif. Munculnya relawan dan inisiatif gotong royong umumnya dianggap sebagai contoh yang baik dari mobilisasi modal sosial. Namun, artikel ini menyoroti sudut pandang yang berbeda tentang hubungan antara modal sosial, mobilisasi sumber daya berbasis komunitas, dan pandemi. Melihat implementasi program Jogo Tonggo di Jawa Tengah, kami berpendapat bahwa mobilisasi negara tidak selalu mengarah pada mobilisasi sumber daya yang positif dalam mengatasi dampak COVID-19. Kami menggunakan discourse analysis network (DNA) untuk mengkaji implementasi program Jogo Tonggo melalui berita dari koran lokal di Jawa Tengah. Dari penelitian kami, kami berpendapat bahwa terlepas dari visi Jogo Tonggo yang ambisius, program ini tampaknya tidak menjadi wacana utama di tingkat masyarakat. Terlebih lagi, banyak pelaksanaan program Jogo Tonggo yang top down dan tidak melibatkan partisipasi masyarakat. Kata Kunci: modal sosial, ketahanan, covid19, jogo tonggo

Abstract

Setiap daerah dituntut untuk menjadi unik atau berbeda dengan daerah lainnya. Identitas suatu daerah, selalu terkait pada pemasaran dan branding wilayah tersebut. Sebuah tempat yang dapat menciptakan merek kuat dengan pencerminan identitasnya, maka akan menarik konsumen potensial, wisatawan, investor, ataupun penduduk, sehingga branding sendiri merupakan pembeda yang jelas menjadi ujung tombak bagi daya tarik suatu wisata.  Indonesia sebagi negara yang memiliki banyak wilayah potensi pariwisata, harus dapat beradaptasi dan siap mengembangkan potensi tersebut dengan konsep place branding. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis efektivitas place branding wisata alam Posong dengan menggunakan konsep Branding Hexagon. Metode penelitian ini adalah penelitian deskriptif kuantitatif dan bentuk variabelnya adalah variabel tunggal. Artinya, tidak mencari pengaruh atau hubungan variabel lain tetapi bermaksud mendeskripsikan tentang efektiviras place branding wisata alam Posong di kabupaten Temanggung. Metode pengumpulan data menggunakan kuesioner untuk memudahkan peneliti dalam proses pengumpulan data.  Subyek penelitian diambil sebanyak 100 orang dihitung berdasarkan rumus slovin sesuai jumlah pengunjung tahun 2021. Hasil penelitian menunjukkan bahwa place branding di Wisata Alam Posong berjalan dengan baik, hal tersebut karena Wisata Alam Posong memiliki daya tarik yang besar untuk kunjungi masyarakat. Meskipun begitu, ditemukan permasalahan pada indikator The Potential yang berkaitan dengan akses jalan menuju obyek wisata. Wisata alam posong perlu membenahi akses jalan, medan yang sempit dan menanjak, kemudian struktur jalannya masih berupa bebatuan dapat mengurangi kenyamanan pengunjung ketika berwisata di wisata alam posong.

Abstract

Efektivitas dan efisiensi pengelolaan keuangan daerah merupakan indikator keberhasilan daerah dalam mengelola keuangan serta keberhasilan pembangunan. Pengelolaan keuangan daerah meliputi kewenangan pengelolaan keuangan daerah, prinsip umum dan struktur Anggaran Pendapatan dan Belanja Daerah (APBD). Untuk mengetahui suatu daerah mengelola keuangan dengan baik maka dapat dilihat menggunakan rasio efisiensi dan efektivitas. Tujuan penelitian ini untuk mengetahui dan menganalisis tingkat efisiensi dan efektivitas dalam pengelolaan keuangan di daerah Kabupaten Cilacap. Penelitian ini menggunakan data sekunder berupa Anggaran Pendapatan dan Belanja Daerah periode 2016-2020 Kabupaten Cilacap, data ini kemudian dianalisis menggunakan rasio efisiensi dan rasio efektivitas. Hasil pada penelitian ini adalah rata-rata tingkat efisiensi selama periode tahun 2016 sampai 2020 tergolong baik dengan rata-rata 3,37%. Tingkat efektivitas pengelolaan keuangan daerah Kabupaten Cilacap juga menunjukan sangat efektiv dengan rata rata selama periode 2016 sampai 2020 adalah 106,35 %. Diperlukan optimalisai pemanfaatan pengelolaan keuangan secara digital agar dimasa mendatang dapat diketahui kondisi keuangan secara real time.One of the indicators that can be used in managing regional budgets and the success of development is to use the ratio of efficiency and effectiveness of regional financial management.  In managing regional finances, it consists of the authority to manage regional finances, general principles and the structure of the Regional Revenue and Expenditure Budget (APBD).  To find out an area manages finances well, it can be seen using the ratio of efficiency and effectiveness.  The purpose of this study was to determine and analyze the level of efficiency and effectiveness in financial management in the Cilacap Regency area.  This study uses secondary data in the form of the Regional Revenue and Expenditure Budget for the 2016-2020 period of Cilacap Regency, this data is then analyzed using efficiency ratios and effectiveness ratios.  The results in this study are the average level of efficiency during the period 2016 to 2020 is classified as good with an average of 3.37%.  The level of effectiveness of Cilacap Regency's regional financial management also shows that it is very effective with the average during the 2016 to 2020 period being 106.35%.  It is necessary to optimize the use of digital financial management so that in the future financial conditions can be known in real time.
