Abstract

School Operational Assistance Program (BOS) is a very important program to support education funding. This study aims to determine the BOS program implementation and to identify factors that support or hinder the implementation. This study uses a descriptive qualitative method. Data collection is done by documentation and interview with a number of informants. Data analysis is implemented through data reduction, data presentation, and verification.Phenomenon is approached by a model study of public policy implementation by George Edward III in which the factors that support and hinder the implementation are; communication, resources, disposition, and bureaucratic structure. There are factors that support and hinder the implementation of BOS in Semarang. This is due to the unfavorable socialization, the lack resources and the lack of competence to handle the policy. In addition there is also additional organizations involved in the implementation of BOS

Abstract

Lawang Sewu Museum is one of the famous tourist sites in Semarang. Based on the high interest of tourists visiting Lawang Sewu Museum, it is a good achievement for the manager in managing and developing this tourist attraction. It's an achievement because, in fact, people's interest in a museum in today's modern era is relatively low. From 2015 to 2019, the number of tourists from Lawang Sewu Museum has always increased. It even increased in up to thousands of tourists each month. The purpose of this study is to see what is the factors that affecting the implementation of the development and management of Lawang Sewu Museum. This study used a qualitative descriptive approach. Data collection techniques include: observation, interviews, and documentation. The results of this study indicate that the manager of Lawang Sewu Museum is successful in developing and managing it, so it is desirable by the tourists. But there are still some evaluations that need to be done, such as staff recruitment and lack of funds in building expensive maintenance. Factors that affect the development and management of Lawang Sewu Museum are communication, resources, disposition, and bureaucratic structure. In this study, researchers suggest conducting employee recruitment and a continuous collaboration between the management and the Local Government.

Abstract

The Covid19 pandemic has changed society's spatial practices substantially. Large-scale social restrictions, lockdowns, and the obligation to wear masks have changed the way humans relates to each other personally and politically. This article discusses how the pandemic has shaped civic space of women activists and how women activists maintain and create civic space amid the pandemic and democratic regression. The data source of the article is collected through online survey of 20 women activists and in-depth online interviews.  The results show that civil society organizations in Indonesia are under immense pressure due to pandemic and democratic regression. For civil society organizations, their space is limited by various legal regulations and various violence and stigma aimed at civil society activists. More than that, for women activists the pandemic also provides additional domestic burdens which make the space for women activists increasingly limited. In the midst of these obstacles, our research shows that women and civil society activists do not reduce their intensity in maintaining the civic space.

Abstract

Program Keluarga Harapan (PKH) is a program of providing conditional social assistance to poor families (KM) who are designated as beneficiary families with purpose to improve the standard of living of Beneficiary Families (KPM) through access to education, health and social welfare services.In policy implementation, there are factors that determine the success of a policy implementation. The purpose of this research is to know magnitude the correlation between resources and the compliance of target groups in the implementation of Program Keluarga Harapan (PKH). The method used is a quantitative method with a questionnaire. The results showed that there was a positive and significant correlation between resource variables and target group compliance with PKH implementation. Resources have a positive correlation with PKH implementation of 38.2%. The compliance of the target group has a positive correlation with PKH implementation of 11.8%. Resources and target group compliance together have a significant correlation with PKH implementation of 37.6% while the remaining 62.4% is explained by other variables not in this research. Therefore, further research is needed by using variable communication and disposition of program implementers.

Abstract

Semarang City as one of the metropolitan cities in Indonesia is the destination to find work or take education from the areas around Semarang City, called Kedungsapur (Kendal, Demak, Ungaran, Semarang Regency, Salatiga City and Purwodadi Grobogan Regency) and other cities. People who come to Semarang City and stay for more than 30 days and do not intend to move are referred to as nonpermanent residents. One of them is in Tembalang District, that has one university, which has increasing the nonpermanent residents in Tembalang District. The purpose of this study was to determine the implementation of the nonpermanent residents registration policy and the factors influence the low implementation of the policy, by using the Mazmanian and Sabatier policy implementation model and the factors affecting compliance according to Bierstedt. The method used in this research is qualitative and will be analyzed descriptively. Data collection using interview and documentation techniques. The results of this study indicate that the implementation of the nonpermanent residents registration policy in Tembalang Village has not been implemented in accordance with Semarang City Regulation Number 4 of 2016. The registration of nonpermanent residents in Tembalang Village is still low and very few report to implementing agencies because of the lack of information received by non-permanent residents. The author's recommendation is to conduct further socialization to inform the usefulness and form the habits in society. In addition, it invites partners consisting of boarding house owners and universities to cooperate in recording non-permanent residents.

Abstract

There are 4 Fish Auction Place (TPI) in Kabupaten Kendal. The management is done by working with the Village Unit Cooperatives (KUD) Mina Jaya based on article 8 of Regulation No.10 of 2010 regarding Management and Retribution TPI in Kendal. The problem that occurs is the role of middlemen. It is very detrimental to local revenues as the fishermen do not go to the TPI auction fees. The purpose of this study was to determine how the implementation of cooperative management of TPI in Kendal with KUD Mina Jaya Local Regulation No.10 of 2010 regarding Management and Retribution TPI in Kendal; identify factors supporting and inhibiting the activities of the fish auction in Kendal. This study uses a type of qualitative research with research subjects, among others, the Department of Marine and Fisheries officials Kendal, Employees of KUD Mina Jaya and fishing communities at TPI Kendal district.

Abstract

ABSTRACT The role of stakeholders is one of the important things in achieving policy success. Village-Owned Enterprises (BUMDes) as a business entity that becomes a forum for village governments to build the village economy requires the participation and involvement of stakeholders in managing each business unit. Mendongan Village is one of the villages that need attention in its management because of the lack of support and contributions from related stakeholders. This research was conducted to determine the role of stakeholders by mapping stakeholders in the management of Mitra Sejahtera Village-Owned Enterprises (BUMDes) in Mendongan Village, Sumowono District, Semarang Regency. The approach used is descriptive qualitative with observation data collection techniques, interviews, documentation, and literature study. The results of this study prove that there are roles of stakeholders which are grouped into four, namely policy makers, coordinators, facilitators, and implementers. The results of the role analysis show that the application of the principles of cooperation, participation, independence, justice, and equality is still not good enough. The results of stakeholder mapping using the Value Orientation Mapping show that the stakeholders involved are the Mendongan Village Government, the Management / Head of the Mitra Sejahtera BUMDes in Mendongan Village, the Mendongan Village community and staff of the Semarang Regency Community Service and Village Empowerment, Semarang City Government and Semarang Regency Regional Government

Abstract

Penelitian ini bertujuan untuk mengkaji dan menganalisis implementasi program pendidikan karakter di SMK Negeri 7 Semarang serta menganalisis faktor-faktor yang mempengaruhi keberhasilan pendidikan karakter di SMK Negeri 7 Semarang. Penelitian ini menggunakan metode deskriptif kualitatif dengan pengumpulan data melalui observasi, wawancara, dokumen dan studi kepustakaan. Hasil penelitian berupa terdapat implementasi program penguatan pendidikan karakter di SMK Negeri 7 Semarang berupa pembiasaan nilai-nilai karakter berdasarkan Peraturan Menteri Pendidikan dan Kebudayaan Nomor 20 Tahun 2018 tentang Penguatan Pendidikan karakter Pada Satuan Pendidikan Formal berupa nilai religius, nasionalis, integritas, mandiri, dan gotong royong yang terintegrasi dalam kurikulum di SMK Negeri 7 Semarang. Serta terdapat faktor-faktor yang mempengaruhi implementasi PPK di SMK Negeri 7 Semarang berdasarkan teori Implementasi Kebijakan Grindle berupa Content of Policy (Interest Affected, Type of Benefits, Extent of Change Envision, Site of Decision Making, Program Implementator, Resources Commited) dan Conetxt of Policy (Power, Interest, and Strategy of Actor Involved; Institution and Regime Characteristic; Compliance and Responsiveness) yang berpengaruh positif.

Abstract

Covid-19 Pandemic that hit Indonesia, especially Semarang, contributes significant impact on business operation and workforce. The social restriction policy imposed by the city government affects business operation. Many business suffer losses or even close permanently which affecting massive layoffs. The determination of minimum wage which coincidence with Covid19 Pandemic leads the government to intervene the minimum wage rate. The government intervention in setting the minimum wage is needed. Government needs to ensure that the minimum wage setting accommodates the sustainability of business world and the other hand accommodates the welfare of workers during pandemic. This study aimed to determine the implementation of minimum wage Policy in Semarang during Covid-19 Pandemic. This study used a qualitative descriptive method. The data in this study were collected by interview, observation, and literature review. The results of this study showed that the implementation of minimum wage policy in Semarang had been consistent with Government Ordinance No. 78/2015 and also had been accommodate all interests so all policy target parties agree with the minimum wage rate in Semarang.
