Abstract

Covid-19 is a virus that causes problems in many countries. In Indonesia, the government is making various efforts to overcome the problems caused by Covid-19. In Pekanbaru City the number of people confirmed with Covid-19 is quite high, therefore the Pekanbaru City government continues to accelerate to prevent the spread of the virus. One of the government's efforts to overcome this is to issue a policy of giving booster vaccinations which are useful for achieving a person's herd immunity. This study aims to determine the effectiveness of the Health Office's performance in administering booster vaccines and to find out the inhibiting factors. This study uses the theory of Sedarmayati which consists of 5 indicators namely, Quality of Work, Punctuality, Initiative, Ability and Communication. The method used in this research is a descriptive qualitative research method. With data collection techniques, namely interviews, observation, and documentation. The results of this study are that the effectiveness of the performance of the Health Office in administering booster vaccines can be said to be ineffective because the Health Office carries out health promotion or socialization activities only at the beginning of a pandemic. the vaccines available in Pekanbaru City and the lack of community participation in this matter is what makes the achievement of booster vaccines still relatively low.

Abstract

The background of this research is the decreasing attention to justice, especially justice to obtain the rights of persons with disabilities who are often considered as a group of people who have deficiencies both physically, sensory, and mentally. This treatment causes persons with disabilities to receive discriminatory treatment by society and the government. The government as one of the policy-making and policy-implementing units is expected to provide protection from the fulfillment of rights to its people. On that basis, the Provincial Government of Riau issued an Instruction to the Governor of Riau Regulation Number: 106 of 2015 concerning Instructions for Implementation of Regional Regulations of Riau Province Number. 18 of 2013 concerning the protection and empowerment of Persons with Disabilities regarding Persons with Disabilities as Other Service Providers. The purpose of this study is to examine how the employment equalization policy for persons with disabilities is implemented in Pekanbaru City and to identify aspects that impede the fulfillment of employment rights in Pekanbaru City. This study uses the theory of policy implementation by Van Meter and Van Horn along with the influencing factors. The method used in this research is a descriptive qualitative research method. With data collection techniques namely interviews observation and documentation. The results of this study indicate that the implementation of the policy of fulfilling labor rights for persons with disabilities is supported by the dimensions and objectives, resources, characteristics of implementing agencies, Communication, Disposition, Economic, social and political environment. Overall, the policies implemented by the agency have not run optimally, this can be seen from the lack of a disabled workforce working in companies. While the internal inhibiting factors are insufficient and there are not enough employees owned by the agency in carrying out the law, there is no clear punishment. Allocated for companies that violate the law and there is no clear communication between actors

Abstract

Service is an effort to help prepare, or take care of the needs of others. the performance of Ranah Baru village government employees in providing good public services to the community and can be seen from the Performance Indicators, whether the service has reached these indicators by village office employees in providing public services to the community. This study aims to determine the Performance of Employees in Improving Public Services in Ranah Baru Village office, Kampar District, Kampar Regency and to find out the inhibiting factors. This study uses the theory of Levine et al which consists of 3 indicators namely, Responsiveness, Responsibility, Accountability. The method used in this research is a descriptive qualitative research method. With data collection techniques, namely interviews, observation, and documentation. The result of this study is that the performance of employees in improving public services can be said to be not optimal. It is also known that the discipline of the Ranah Baru village office staff cannot be said well, the limited human resources in terms of quality and the lack of electronic media in the form of computers so that the performance of employees in providing services is experiencing delays. In connection with this, it is recommended that the government of the Ranah Baru village office, Kampar District, implement the SOP (Standard Operational Procedure) system, improve discipline and infrastructure, so that in the future the services provided to the community will get better.
