Abstract

Increased population growth and high mobility that occurred in Pekanbarucity requires adequate tools transfortation. City Bus is one of the modestransfortation in Pekanbaru city. Situation on the ground, conditions City Busoperating in Pekanbaru city on the wane and have poor condition, all on aging. Inaddition to the physical condition of complete comfort and safety of the vehicleare also many that do not exist. To complete transfortation tool that is safe,convenient and adequate, then the Department of Transportation Communicationand Information Pekanbaru City to controling the examination roadworthyvehicles operating in Pekanbaru city.Theory concept used is the theory of control, the indicators in this study asthe standard setting process, the process of assessment and corrective actionprocesses. While the informant of research in ground is the head of UPTD VehicleTesting, UPTD staff, employees and the owner or driver of a City Bus. This studyis a qualitative descriptive study.From the research can be concluded that the surveillance conducted UPTDVehicle Testing Pekanbaru City is still less than the maximum, this is becausethere are many vehicles or buses operating in Pekanbaru city that has passedtesting but his condition is still worrying or not roadworthy.Keywords: Management, Controlling, Transfortation

Abstract

Basically, every human being needs a service that could not be separated from eachindividual. The desire to get a good service is not only limited to rich or poor, young or old.All people want to get the best service. This is the basic reason of society at Koto KamparHulu District to do development. Society feel the services that was provided by the previousdistricts were no longer able to provide services as the society hope such as responsivenessto the needs of society. Too wide scope of work areas create district officials have been slowto respond the wishes of society who came to the district to do a variety of purposes. Most ofthem feel ignore due to long waiting queues but their problem could not be resolved quicklyby district officials. Therefore, by several communities societies who are now incorporated atKoto Kampar Hulu District who want to apply the proposal to do district development withhope the service in this area will be better after this developement are done.Then, the basic problem on this thesis is how the effect of district development toeffectiveness of public services at Koto Kampar Hulu District Kampar with the aim todetermine there are any influence of district development on the effectiveness of services, todetermine how much influence the district development of public services at Koto KamparHulu District Office, as well as to know how the influence of district development to publicservices at Koto Kampar Hulu District.The research found that there is a positive and significant effect betwen district developmentwith the effectiveness of public services at Koto Kampar Hulu District. It could be seen fromthe results obtained by calculating the correlation coefficient r count equal to 0.603 whichmeans that there is a relationship between the variable district development (X) with variableeffectiveness of public services (Y), and the degree of relationship is strong. Based ondetermination calculation, there is known that the influence of the district developement ofthe effectiveness of public services amounted to 60.3%. The Effect of district development toeffectiveness of public services is positive that can be tested by the formula Y = 511.49 +4,25X. This means that if the value of the variable X (district developement) increased by oneunit, then the value of the variable Y (the effectiveness of public services) will increase aswell.Keywords: District Developement, Services, and Influence

Abstract

Population Administration Service is part of the local government obligatory functions carried out by Department of Population and Civil Registry. Department of Population and Civil Registry has the task of providing services arrangement of birth certificate regulated in accordance with Law No. 23 Year 2006 concerning Population Administration, Deli Serdang is a district which has big population that it has a wide range of population issues.The study aims to determine the role of the Department of Population and Civil Registry in providing administrative services population, especially in the maintenance of a birth certificate in Deli Serdang district as well as to identify factors that affect the role of the Departmnent of Population and Civil Registry.This research uses descriptive method and qualitative data analysis. As for the informants in this study consisted of key informants: the Secretary, Head of Civil Registration Service, the Head of Birth and Death Section, Officer of Birth and Death Section and Society. Key informants are community users of the service in the administration of Birth Certificate.Conclusions from this study indicate that the Department of Population and Civil Registration plays an important role in providing maintenance service on the birth certificate Deli Serdang. Factors that affect the service quality Making Birth Certificate at the Department of Population and Civil Registration Deli Serdang are Human Resource, Infrastructure (Facilities) and Public Participation.Keywords: Service, Population Administrasi, and Civil Registartion.

Abstract

The amount of waste that goes into location end disposal Muara Fajar Pekanbaru City reached everyday 450,000 kg. Implementation Processing of waste in the location end disposal Muara Fajar Pekanbaru City use sanitary landfill system, sanitary landfill system is pilling up waste with systematic. implementation of the sanitary landfill system is to have positive and negative impacts for communities around location end disposal Muara Fajar Pekanbaru City. The purpose of the research for understand how to implementation waste processing system in the location end disposal Muara Fajar Pekanbaru City, and for understand influence factor waste processing system in the location end disposal Muara Fajar Pekanbaru City.This research was conducted in the location end disposal Muara Fajar District Rumbai Pekanbaru City, uses qualitative research methods to the study of descriptive data. In data collection uses observation technique and interview. The research use concept of the theory Jogiyanto author of system, system is some horde integration mutual element to achieve specific goals. The elements that represent a system in general is the input, processing, and output output. In this type system exist of one or more inputs to be processed and will produce an output.The result of this research inferential that waste system processing in the location end disposal Muara Fajar Pekanbaru City yet fully run well, because of weak supervision toward worker. Starting from input to output in the form of environmental pollution impact on soil and ground water sources in the area location end disposal Muaara Fajar Kota Pekanbaru if not properly managed in the long term. Infuence factor implementation of the waste processing system in the location end disposal Muara Fajar Pekanbaru City is lack of human resources is not adequate in terms of quantity and quality, then the infrastructure that is not supported by the activities of maintenance and repair tool, so that the waste processing system in the location end disposal Muara Fajar pekanbaru City hampered because of the condition of the damaged equipment.Kata Kunci : System, Processing

Abstract

Information Commission of Riau Province is an independen institution formed by the law No.14 of 2008 on public disclosure, Riau Govenor regulation No. 72 of 2012 on information commission province formation. But Information Commission of Riau Province is not maximized in realizing the public disclosure particulary with regard to buged and finace of public institution information because of blocked imitations member, buged and operationa finance. The problem in this study is how the effectiveness role of Information Commission of Riau Province on finished pubic information dispute and factors effecting effectiveness role of Information Commission of Riau Province on finished public information dispute. Purpose from this study is to know effectiveness role Information Commission of Riau Province on finished public information dispute an factors effecting effectiveness role information commission riau province on finished pubic informastion dispute.The concept of the theory is that organization, information disclosure, and organization effectiveness. This study use qualitative resarch methods to study descriptive data. The collecting data, the resarcher used interview,observation and documentation.The result of this study indicate that the effectiveness role Information Commission of Riau Province on finished public information dispute has not been effective, visible from stage of effectiveness are not fulfilled. The factors that effecting effectiveness role Information Commission of Riau Province on finished public information dispute is ability to adapt, productivity, job satisfaction, resource utilization, the ability to produce. Abstract

Study is trying to abtain to cleverness or science, exercising , changing of behavior or responded that because of experience. To reach learning qualified in need of learning effective and right targets . In achieving the effectiveness of study , need to obedience in the regulation of learning . The purpose of this research is for knowing effectiveness of Implementation learning at faculty of social and political science University of Riau,,and for knowing of factors in inhibitingting effectiveness of Implementation of learning at faculty of social and poltical science University of Riau. The teory that using in this reseach is teory of effevtiveness accroding Mamudi who consists of several indocator important is : Input, Process, Output, outcome , election of informan , the research using snowball sampling technique . Techinque of data in this research is with intrerview , observation and dokumentation. the reasult from this research is tah show learning at faculty of social and poltical science does not already effective because of still many indicators from regualtions dean that does not already good way .. In the this research has founded there are some factors inhibiting effectiveness of implemntation learning at FISIP UR is such as less human capital are the lecture , the afctive of student in studying and unmanageable the delegate was of the subjects that lasts for one semester . Abstract

The Department of Industry and Trade has the task of carrying out regional government affairs based on the principle of autonomy and assistance in the field of Industry and Trade and can be assigned to carry out the authority delegated by the government to the regions in the context of decentralization. Based on the data the researchers got when conducting research at the research location of the Department of Industry and Trade of Indragiri Hilir Regency regarding supervision regarding the prohibition of the sale of used clothing carried out by the Department of Industry and Trade, in the Manullang Supervision model theory, there were three variables that formed the link between Supervision and performance. namely Setting Standards, Conducting Measures of Assessment and Conducting Corrective Action, The research method used in this study is qualitative research. With the technique carried out, namely snow ball sampling, to the key informants in this study. In this writing, the informant was the Head of the Trade Department of the Department of Industry and Trade of Indragiri Hilir Regency, Secretary of the Department of Industry and Trade of Indragiri Hilir Regency. Then analyze the data and manage it. Based on the research and discussion that the researchers carried out in the field, it was found that Second hand Clothing Surveillance in Indragiri Hilir District had not been carried out optimally. This is because various factors that influence Supervision of this Regulation are difficult to carry out optimally.Keywords: Supervision, Used Clothing in Inhil District

Abstract

Pekanbaru city has two twowheeled public transportation, namely application and conventional. NadiemMakariem keep up with technology by creating Ltd AplikasiKaryaAnakBangsa (Go-jek) Indonesia namely companies that provide technology services for online motorbike transportation services. But until now it has not been in accordance with the regulations that have been set by Ltd Go-jek so that there are various complaints by consumers in receiving services by drivers of motorcycles in Pekanbaru city. The purpose of this research is to find out how the quality of online transportation services is on LdtAplikasiKaryaAnakBangsa(Go-jek) in Pekanbaru city and to find the factors that hinder the service quality. The theory used in this research is Sinambela theory who have indicators such as transparency, accountability, conditional, participatory, equal rights, balance of rights and obligations. The research method used is qualitative research. This research was used observation, interviews, literature studies and online data search. Selection of research informant using purposive sampling techiques and for source of information and data analysis using triangulation techniques. The result of this research shows thet quality of motorbike driver services in the city of Pekanbaru has been maximized and effective because regulations and driver requirements are increasingly tightened to get the quality expected by consumers.Keywords: Service Quality, Transportation, Go-jek

Abstract

Cosmetic products that do not have a notification or illegal number that is not in accordance with the applicable regulations are still a problem for the people of Pekanbaru. This result can be seen by the fact that there are cosmetic distribution facilities selling illegal cosmetics that have not been controlled by BBPOM in Pekanbaru. The study discusses the controlling of illegal cosmetics circulation by BBPOM in Pekanbaru. The purpose of this study was to find out how the controlling carried out by BBPOM on the circulation of cosmetics in Pekanbaru City. This study uses descriptive qualitative methods. This study uses Stoner, Freeman and Gilbert’s controlling theory with standard setting indicators and performance appraisal methods, performance appraisal, comparing performance with standards, taking corrective actions. The results of the research show that BBPOM’s controlling of the circulation of illegal cosmetics products in Pekanbaru has not been effective due to the lack of human resources to conduct supervision, the cost of controlling that must be regulated or planned and the participation of the public in controlling is still lacking. Therefore, in order for controlling to be effective it is necessary to increase the number of employees, plann costs in controlling and provide guidance to business actors and also to consumers. Abstract

The performance of an organization is influenced by many factors, both within and outside of the individual including human resources, funds, materials, equipment, technology, and working mechanisms that take place within the organization. A conducive work environment or organizational culture will provide comfort so as to encourage the performance of employees, including how the condition of human relationships within the organization, both between superiors and subordinates. Administration Service of Land Certificate Issuance at the National Land Office of Pekanbaru City still has many complaints of the people who take care of the land certificate and the researcher wants to know how Performance of National Land Agency Official of Pekanbaru City in Administration Service of Land Certificate Issuance and what are the Factors inhibiting Performance of National Land Agency Pekanbaru City in Administration Service of Land Certificate Issuance. The concept of theory used is Employee Performance by Mitchel in Sedarmayanti which there are five indicators that are quality of work, timing, initiative, ability and communication. Researchers use qualitative descriptive method. And the theoretical concept of inhibiting factors used is mahsun which has a benchmark there are three that is the fastest service time and quality, the level of educational skills in accordance with field work and attendance or delay. In the data collecting researchers using observation, interview and documentation techniques. The results of this study indicate that the performance of National Land Agency Employee Pekanbaru In Service Administration Issuance of Land Certificate is not fully optimal and there are still many obstacles that occur.
