Abstract

The purpose of this study was to determine the application of the principles of good governance in improvingthe quality of public services in the Sario District Office, Manado City. This research uses descriptivequalitative research. Sources of data used in this study are primary data and secondary data with datacollection techniques namely observation, interviews and documentation. The theory used is the theory ofSedarmayanti (2012) which states that good governance is a government that requires the commitment andinvolvement of all parties, namely the government, society, so that good government can become a realityand run well. This study uses indicators namely: Responsiveness, Effectiveness and Efficiency, Fairness,and Accountability, and Transparency. Based on the results of the study, it shows that the application of theprinciples of good governance in improving the quality of public services at the Sario sub-district office,Manado City, has not run optimally. This is related to the obstacles seen from the aspects of Responsiveness,Effectiveness and Efficiency, Fairness and Accountability, and Transparency.Keywords: Good Governance, Public Services

Abstract

The purpose of this article is to determine the causes of the fingerprint's net when implementing the THL discipline at the DPRD Kota Manado. This paper employs a descriptive method for measuring quality. In this case, the information comes from the office, the employee and THL. The discipline of discipline can be broken down into four categories: the impact of policies based on circumstances or groups in the first target or main objective of the policy, the impact of policies based on conditions at that time and conditions in the upcoming mass, and the impact of policies based on current conditions Observations, surveys, and studies are used to collect data using Miles and Huberman's statistical analysis models and techniques. It should be noted that despite the fact that the discipline of THL is present, it does not prevent the impact of using fingerprints from affecting problems or weaknesses in using fingerprints, namely constraints from the individual in question. Despite the fact that there was an error that had occurred, there was still a THL that was missing, and it continued to do so after the wake-up call had been made. However, as a result of the correction process described above, THL continued to be suspended for a longer period of time. In addition, there is a common denominator among the participants, which is the presence of an expert that is essential for the development of the fingerprint, and it is essential for the operationalization of the fingerprint. Abstract

The purpose of this study was to find out how the ability of government officials in financial management in Wanga Village, East Motoling District, South Minahasa Regency. This study used qualitative research methods. By using the theory from Robert R. Katz (2008) in Moenir (2013), the results of the study show that the basic abilities that a person must have to help someone complete a job or task and achieve maximum results are technical abilities, human abilities and conceptual abilities. it has been done well, but there are still many things that must be considered, such as administrative problems where technical errors often occur, and various problems that often occur in Wanga Village financial management, and this is of course influenced by a person's technical ability to manage existing administration. Abstract

ABSTRACT : In the public service, government officials are responsible for providing excellentservice to the community in order to create a welfare society. Society has the right to get the bestservice from the government because the public has provided funds in the form of payment of levies.Under these conditions, this study to determine the extent to which the relationship between theempowerment of village officials with the quality of public services in the city of Manado Singkildistricts.This study used a quantitative approach with a descriptive and explanatory methods. This ispossible because on one side of the problem carefully enough at the actual and on the other hand, thisstudy intends to analyze between the two variables. Source of data / research respondents as many as64 people taken from public officials and employees. To analyze the relationship between the twovariables used product moment correlation analysis.Once the analysis is calculated with SPSS version 20 for windows then obtained a coefficient of 0.959.So there is a positive relationship between empowerment of village officials with the quality of publicservices.Based on the results of the data analysis deduced that, after doing the research variablesidentifying the distribution of respondents' answers to the average of all the variables are in the highcategory. Thus, the proposed hypothesis has been tested empirically once enforceability justify theunderlying theories.Keywords: Empowerment of village officials with the quality of service

Abstract

ABSTRACTCivil servants have a decisive role, namely as thinkers, implementers, planners, and controllers of development.Thus, civil servants have a very important role in facilitating the running of the wheels of government and theimplementation of national development. The purpose of this study was to determine the empowerment of StateCivil Apparatus in the Legal Section of the Regional Secretariat of North Sulawesi Province. This study usesdescriptive qualitative research methods. Data collection techniques used are observation, interviews anddocumentation. In this research, the data analysis technique used is data analysis technique according to Milesand Huberman. The results of this study indicate the empowerment of state civil apparatus, namely theprocurement of employees who have followed the rules and regulations applied by the Regional Personnel Agencyof North Sulawesi Province, both career development and discipline application to all existing employees as wellas character, knowledge and skill development in performance development. organization, the three trainings andquick education carried out by the external party, the legal division of the regional secretariat of North SulawesiProvince. So it can be concluded that the empowerment of civil servants in empowering the State Civil Apparatusin the Legal Section of the Regional Secretariat of North Sulawesi Province is considered quite good in carryingout the programs and tasks that have been carried out.Keywords : Empowerment, State Civil Apparatus

Abstract

ABSTRACTThe purpose of this study was to determine the management of dynamic archives at the office of the National Population and Family Planning Agency (BKKBN) of North Sulawesi Province. This research uses descriptive qualitative research is management. Sources of data used in this study are primary data and secondary data with data collection techniques namely observation, interviews and documentation. The theory used is the theory of Agus Sugiarto and Teguh Wahyono (2005) with five factors for the implementation of archive management. Based on the results of the study, it was shown that the National Population and Family Planning Agency (BKKBN) of North Sulawesi Province had not fulfilled significantly as a whole. As for the findings of the study, it is known that ini quantity archivist employees only seve as functional, there is no special budget, the equipment and facilities are not fully adequate, and the dynamic archive arrangement system is not optimal as a whole. In finding the archives again. The suggestions from the researcher are that Human Resources (HR) should be optimized again regarding the number of archive employees, there must be a special budget for managing archives, it is necessary to provide archive storage tools, socialize digital storage related to the one-heart application, and reorganize the archive arrangment. Abstract

Institution Employees. This study used descriptive qualitative research methods. The data collection technique used is the result of observation, interviews and documentation. In this study, the data analysis techniques used were data reduction, data display, and verification and conclusion drawing. The results showed that employees at the Class II A Manado Correctional Institution had the ability to adjust themselves through work mapping, work time division, use of work facilities, all planned tasks were carried out properly and all planned tasks were carried out. well. So it can be concluded that the ability to adapt through work mapping, work time sharing, use of work facilities and the achievement of work results in accordance with the plan, is well received by the leadership and in solving prisoner problems and the satisfaction felt by employees can be seen from the awards received. in the form of performance allowances, training and career paths as well as cooperation and mutual respect between the leadership and staff..Keywords : Work Effectiveness, Correctional Institution

Abstract

Tata Kelola administrasi desa merupakan hal yangh sangat penting dalam penyelenggaraan pemerintahan desa. Sebab pemerintah desa akan dapat menjalankan tugas secara baik dan benar jika didukung oleh pengelolaan administrasi desa yang baik. Penelitian ini dilakukan untuk menjelaskan tata kelola administrasi Desa Tutumaloleo Kecamatan Galela Utara Kabupaten Halmahera Utara. Dengan menggunakan desain kualitatif maka ditemukan bahwa transparansi, akuntabilitas, responsbilitas, indepedensi, maupun kesetaraan dan kewajaran merupakan aspek yang perlu dilakukan dalam mewujudkan tata kelola administrasi Desa Tutumaloleo Kecamatan Galela Utara Kabupaten Halmahera Utara.Kata Kunci : Tata Kelola; Administrasi Desa; Pemerintah.
