Abstract

The research objective was determine the implementation of advertisement tax policy in the taxand retribution management body in the Minahasa district. This study uses qualitative approach ofinformants in this study as many as 5 people, namely the head of the agency, the head of the datacollection field, an executor, and an advertisement taxpayer. Data collection uses interview andobservation guidelines; while the analytical technique used is an interactive analysis model from Milesand Hubernann. Based on the results of the data analysis, it was concluded that the implementation of theadvertisement tax policy in the tax and retribution management body in the Minahasa regency viewedfrom the dimensions of the idealized policy, the target groups dimensions, the implementing organizationdimension, and the dimensions of environmental factors, were not optimal. Based on the conclusions theresults of the study are recommended: (1) the dimensions of the “idealized policy” need to be improved bybuilding more effective communication with the subjects of advertisement tax, as well as increasingcoordination with relevant parties; (2) The dimensions of “target groups” needs to be increased by takingnore effective actions to increase the awareness of the subject of tax compliance with their tax obligations;(3) The dimensions of “Implementing organization” needs to be improved by optimizing theimplementation of the duties and fuctions of the unit/unit of the organization responsible for managingadvertisement tax; (4) the dimensions of “environmental factors” needs to be improved by seeking tocreate more conducive social and cultural conditions.Keywords : Policy Implementation, Advertisement Tax

Abstract

Abstract : Reward and punishment aims to increase employee motivation, so that employees will be maximized in work.This research aims to find out, how the application of reward and punishment system in the employment agency trainingand education in district Mamasa. This research uses qualitative method that is research type which is used to research oncondition where natural object is key instrument, data collecting technique is done by triangulation (combination), dataanalysis is inductive and qualitative research result more emphasize meaning from generalization. Informants in thisresearch amounted to 10 people, namely head employment agency 1 person, secretary 1 person, head of field 3 people andoffice employees 5 people. The results of this research can be seen that the rewards and punishment applied in theemployment agency personnel training and education in district Mamasa in terms of rewards in the form of incentivematerial and non-material incentive; and punishment in the form of preventive and repressive. It can be said that has notbeen applied maximally by the head of the employment agency and based on existing research can be seen that there arestill many complaints from the employees to the leadership regarding the implementation of rewards and punishment. Lackof firmness, improper rewarding, unfair and uneven punishment are factors that cause employees to complain against theleadership. Refers to some of the results of this research then as a suggestion in solving the problem in this research thatshould be more appropriate in giving awards to employees who achievement of performance, more firm in givingpunishment, both before the occurrence of violations and after the occurrence of violations and be fair and equitable ingiving punishment.Keywords : Reward, Punishment

Abstract

Provision of adequate drinking water for villagers is an inseparablepart of the government's efforts to meet one of the basic human needs. Theinherent and fundamental water needs are increasing along with the increase inpopulation, moderation of life and the level of economic progress of the Pamsimascommunity is one of the mainstay programs of the government in the provision ofclean water and sanitation for rural and suburban communities throughcommunity-based approaches. The Pamsimas program began in 2008, where theimplementation has so far succeeded in increasing rural and suburban areas thatcan access drinking water and sanitation services. The program also enhances thevalue and behavior of clean and healthy living in the population of) theeffectiveness of a measure that states how far targets (quantity, quality and time)have been achieved, or the significance of the percentage of targets achieved, thehigher the effectiveness. Accuracy of program objectives, program socializationand program monitoring In this study, researchers used a type of descriptivestudy using a qualitative approach. This research approach was chosen becausethe researcher wanted to solve the problem by describing or describing thecurrent state of the object of the researcher based on the facts that exist anddescribed in the form of words and language obtained from observations,interviews and documents. Abstract

bstract: Fair compensation and acceptable to employees will encourage employees to work better andaffect the quality of public service Manado City Health Office. This study aims to determine and analyse thedevelopment of public service quality in Manado City Health Office.Method of taking data in this research using survey by using questionnaire. Data analysis techniquesthat are simple regression analysis and simple analysis. The result of simple linear regression analysis wasassessed by regression coefficient (b) with positive sign that is 0,952 and acquisition of constant value (a)equal to 9,999. Then the equation is Y = 9,999 + 0.952. Based on the results of analysis and Pearson productmoment obtained locked coefficient (r) of 0.698 with the coefficient of determination (r2) of 0.488. Theresult shows that the variable of openness to the quality of public service is equal to 48.8% in accordancewith Public Service Quality, which is one of the variables taken by the respondents. By providing fair andreasonable compensation will affect and improve the quality of public services in Manado City HealthOffice.Keywords: Compensation, Quality of public service

Abstract

This study aims to analyze the performance of Ombudsman Republic of Indonesia representative of NorthSulawesi Province in the completion of public reports. The authors use the theory of Agus Dwiyanto aboutmeasuring organizational performance based on 3 of the 5 indicators, namely productivity,responsiveness, and responsibility. This study used a descriptive with a qualitative approach. Primary datafrom this study came from interviews, and the secondary data is document tracking. Data collectiontechniques are interviews, observation, and documentation. Data analysis techniques use data reduction,data presentation, conclusion and verification. The technique of checking the validity of data usingtriangulation. The result of this study showed that the performance of Ombudsman Republic of Indonesiarepresentative of North Sulawesi Province from the productivity indicator has been running optimallyseen from the achievement of the target of completion of the public report even though not supported byadecuate resource. Performance from the responsiveness indicator in terms of increasing publicparticipation by forming networks called “Kawanua Ombudsman” has not gone well, while in respondingto public reports it has been going well. Performance from the responsibility indicator has been runningoptimally by following step by step in according to the existing rules.Keywords : Organizational Performance, Ombudsman

Abstract

Abstract : E-ID card is a residence document containing security system / control both from administration side orinformation technology based on national demographic database. Making E-ID is wide open, easy, free and fast. In reality,obstacles in E-ID card service are still often found in E-ID card making service, among others most people have not get EIDcard dikarnakan, process that takes a long time, complicated, server system problem, poor infrastructure, lack ofattention and good response from employees, the number of queues in the process of making E-ID cards, and the certaintyof E-ID card issuance is not well implemented. Therefore, the researcher focused on Transparency of E-ID Card MakingService in Jailolo Sub-district, Halmahera Barat District. The purpose of this study is to analyze the Transparency of E-IDCard Making Service in Jailolo District. The research method used in this study is a qualitative approach where in researchconducted is descriptive that is to know or describe the reality of the events studied. The process of data analysis is done bystarting to examine all available data from various sources, namely obsevasi, interview, documentation and so on untilwithdrawal conclusion. Transparency of Public Service is openness and accountability of government related to service ofmaking E-ID to society. In this case the focus of research is the service procedure, technical and administrativerequirements, the service completion period, authorized and responsible officials, service promises, service standards, andlocation of services. The results of the research in the District of jailolo of West Halmahera showed that the Transparencyof E-ID Making Service conducted by the local government apparatus has not been fully transparent in providing servicesfor the community.Keywords: Transparency, Public Service.

Abstract

ABSTRACT : Local Taxes are one source of local revenue, which is expected to help defray for implementations the local autonomy, which is able to organize and manage own household well as revenue from the government in the form of subsidy / assistance. The sources of local tex are expected to be a source of financing local governance and development. Specialy of Manado City as a tourism place and business capable captured by tourism businesses are marked by the number of hotels built, well-star hotels or budget hotels. It can see by the growing and increasing of manado city may can showing that potential of hotel tax is the source of local that can be optimal.The method of this research : This research used the descriptive quatitative method that uses secondary data in the form of time series with the sample that hotel tax revenue in 2010 s / d 2014.The result of Researches : based in the target of hotel tax that fixed by the government of manado city. The hotel tax in manado city enough to contribute During the period of 2010 s / d in 2014 amounted to Rp. 66,946,272,913 ie annual average hotel tax provides sumbangsi at 7:58% to PAD Manado.That the hotels in Manado City Tax enough to contribute in the acceptance of the original local revenue.Keywords: Hotel Tax, Local Revenue.

Abstract

The purpose of this study was to determine the results of the evaluationof the South Minahasa District Office of Transportation Staff after participatingin an education and technical training program. There are still many obstaclesthat do not match the results of the evaluation. Utilization of facilities at the timeof the implementation of the education and training program both fromparticipants, namely the employees of the Transportation Department of SouthMinahasa Regency and from the organizers themselves have not been maximized.In this study, the authors used a qualitative approach with the type of descriptiveresearch. In this study primary data were obtained by interview and observationmethods while secondary data using literature and documentation researchmethods. The results of this study indicate that the education and trainingprogram has not fully met the target in presenting good changes in employees forthe progress of the South Minahasa District Transportation Office. This can beseen based on the results of the evaluation after following the education andtraining program based on the focus of education research and trainingregarding the four evaluation indicators as stated by Daniel Stufflebeam.Researchers provide advice on this research that is paying more attention to eachemployee placement along with the type of education and training programsparticipated by each employee in order to create professional and goodperformance in accordance with the demands of each field of staff of the SouthMinahasa District Transportation Department.Keywords: Evaluation, Education, Training Programs.

Abstract

The purpose of this study was to determine the supervision of the Sub-District Head in the administrationof village governance in the Mandolang District of Minahasa Regency. This study uses a descriptivequalitativeapproach. The research informants were the Mandolang Sub-District Head, MandolangDistrict Government Section Head, two Village Heads, two BPD chairmen, and two LPM chairmen; atotal of 10 informants. Data collection uses interview guidelines, while the analytical technique used is theanalysis of interactive models from Miles and Huberman. Based on the results of data analysis,conclusions were drawn: (1) Direct Sub-District Head oversight of village administration is carried outwell through observation, observation or direct examination of the village carried out by the Sub-DistrictHead alone or through the assignment of subordinates; (2) Sub-district Head indirect supervision iscarried out by requesting periodic written reports (every month, quarterly, and every six months)regarding village administration, and village government performance reports at the end of the fiscalyear. Indirect supervision also requests oral and explanatory reports to the village head at the sub-districtcoordination / evaluation of sub-district. Based on this research it is recommended: (1)The Sub-DistrictHead should go down to villages more often to monitor, observe or directly check the running of villageadministration. (2) The Sub-District Head should check / verify the truth of the written report by visitingthe village and having a dialogue with the BPD, LPM, and local village community leaders.Keywords: Supervision, Sub-District Head, Village Government.
